Mayoral Report from the Bitter Springs Mayor Team
The following is a summary of several ongoing issues within Bitter Springs and the
greater Ft. Irwin community. These issues and questions have been raised by
various community members and the Mayoral Team and have been brought to the
Mayor Meeting discussion table in order to seek resolution. At the end of the
document is a list of some of the issues which have been successfully resolved.
Open Issues for Bitter Springs and the greater Ft. Irwin community
Issue: Older housing doesnt have programmable thermostats
Discussion: Shown to save energy and money
Recommendation: Retrofit older homes with programmable thermostats
Response: Pinnacle will research the cost and feasibility of this, but currently there is nofunding source for this type of retrofit. In the interim, if residents purchase aprogrammable thermostat (these are less than $20 at home centers) Pinnacle maintenancepersonnel will install it for them at no cost to the resident. 24AUG11
Issue: Residents are uninformed about the Ft. Irwin recycling program
Discussion: There is not a lot of publicity put out regarding exactly which products thispost recycles. Therefore, either residents throw away items that could be recycled, orthey think they are recycling items, when in reality some of the items are not accepted for
recycling here.
Recommendation: Ask the company that is contracted to do the Ft. Irwin recycling tobetter publicize specifics about what is and isnt accepted as well as what happens to abin of supposed recycled goods if it contains some items deemed to be trash.
Response: The post Volunteer Coordinator will ask the recycling company to attend afuture mayor meeting to better explain the process of recycling on Ft. Irwin. 24AUG11
Issue: Unnecessary contract lawn services in Bitter Springs
Discussion: Why does Valley Crest mow the front lawns of Bitter Springs residences?
Recommendation: Have Valley Crest eliminate the personal, residential mowingservice and use the man-power gained for better care of the common areas.

Issue: Why doesnt the new Sandy Basin park have a water fountain installed?
Discussion: The other new parks have water fountains. Water fountains should be a
requirement for builders to install in the recreational activity areas of this desert climate.
Recommendation: Install water fountain
Response: Pinnacle was not aware of the lack of a fountain and will investigate andreport back at a future mayor meeting. 24AUG11
Issue: There is a broken and unsightly bulletin board located between the Commissaryand The Exchange
Discussion: The broken plexiglass of the bulletin board presents a poor image of thePost.
Recommendation: Find out which agency owns the sign and repair or remove
Response: DFMWR owns the sign and they have since erected a temporary canvassign over the structure to make the bulletin board look more presentable. 24AUG11
Issue: The Commissary sign does not reflect actual hours of operation
Discussion: People approaching the Commissary see a sign that says that it opens at11:00 AM when in reality it opens at 9:00 AM. Therefore, people think the Commissaryis closed when it is really open.
Recommendation: Fix the sign
Response: DECA says they have to get it approved with a higher headquarters. Noother response for now. JUN11
Issue: Pathway lights are intermittent
Discussion: The foot paths traversing the Bitter Springs neighborhoods have intermittentlights that blink on and off instead of staying on all night for safety.
Recommendation: Fix the lights

Response: Pinnacle noted the problem but said that they have to forward the request toDPW, who must then forward the request the Edison Electric. 24AUG11
Praise for Resolution of Past Issues
o Helping Hands. This program has been helpful to a Bitter Springs resident
whose soldier is deployed.
o Metal Slides. Dangerously hot metal slide was removed from Bitter Springs as
requested.
o School Speed Zones. Additional School Speed Zone signs were erected in
additional places so that all drivers may know the proper school speed zones.
o Berm Trash. Trash that blows from across the desert collects on the housing side
of the berm and is unsightly. Valley Crest performed a much-needed trashremoval.
o No Facility to Temporarily Kennel Stray Dogs. The Ft. Irwin MP now has a
temporary holding facility in the event that the Vet Clinic is full, and they have anMOU with Barstow Humane Society to assist in kenneling dogs if necessary.
