CHAPTER I
INTRODUCTION
1.1 Abstract
Indonesias family planning program is failed for its inability to control
the countrys fertility rate.In 2012, the fertility rate in Indonesia was still at 2.6,
which means the family planning program over the last 10 years has failed.
As mentioned in the countrys Millennium Development Goals, Indonesia
aimed to reduce its fertility rate to 2.1 by 2014. The rate indicates the average
amount of births per Indonesian woman. Currently, instances of early marriage are
increasing, and teenagers under 20 years old are sexually active.
Early marriage increases the risk of mothers dying in labor, since they are
giving birth to a baby when their reproductive organs are not fully developed.

DISCUSSION PROBLEM
2.1Definition
Family planning is theplanning of when to havechildren, and the
use ofbirth control. Other techniques commonly used includesexuality
education, prevention and management ofsexually transmitted
infectionspre-conception counseling andmanagement,
andinfertility management.
Family planning is sometimes used as a synonym for the use
ofbirth control, however, it often includes a wide variety of methods, and
practices that are not birth control. It is most usually applied to afemale-
male couple who wish to limit the number of children they have and/or to
control the timing ofpregnancy (also known asspacing children). Family
planning may encompasssterilization,as well asabortion.
Family planning services are defined as educational,
comprehensive medical or social activities which enable individuals,
including minors, to determine freely the number and spacing of their
children and to select the means by which this may be achieved

2.2Importance
Around the world, family planning programs have helped women
and couples have control over whether and when to have children,
resulting in tremendous benefits for individuals, families, and societies.
Family planning has reduced fertility rates in developing countries,
from six births per woman to about three per woman. Lower birth rates
contribute to slower population growth, which enables economic
development and environmental sustainability. Despite these successes,
the family planning agenda remains unfinished.
Half of all pregnancies around the world are unplanned or
unintended.
Some 201 million women in developing countries have an unmet
need for contraceptionthat is, they want to space or limit births
but are not currently using contraception.
Programs must expand to reach growing numbers of clients as the
world's population continues to grow.
New financial and administrative changes challenge programs
to spend limited resources efficiently.
To help family planning programs succeed more quickly, we have
distilled the most important lessons learned about 10 crucial elements of
successful family planning programs, which were identified by family
planning professionals around the world.

Enables clients to find suitable contraceptive methods, to continue
using their chosen methods, and to return to a provider when they
need help or another method.
Easy access to services
Through a variety of delivery points, such as clinics, community-
based channels, and retail outlets, makes contraceptive methods
available to more potential users.
Affordable services
That target subsidies to low-income users while shifting users
who can afford to pay from the public to the private sector keeps
services affordable for all clients.
Appropriate integration of services,
such as family planning with HIV care or with maternal and child
health care, can address a wider range of health needs
conveniently for clients while being more efficient for programs.
2.3How to disseminate
We can socialize the family planning program with making a free
counseling of family planning program to every village so that people
interested in attending the socialization. We should explained the
importance of regulating birth and its benefits to the society.
