Enabling Industry-led Technical and Vocational Education and Training
Recommendation by the World Bank to set up new governance structure for Human Capital Development
Economic Council (EC) agreed with the recommendation on 13 October 2014
As one of the initiatives under 11th Malaysia Plan. National Development Planning Committee agreed
on the need to enhance the governance of Human Capital Development with establishment of:
1) National Human Capital Development Council (NHCDC)
2) A Single Governance Body (Academic & TVET)3) Industry Skills Council (ISC)4) Critical Skills Gaps Committee
Enhancing quality and delivery of TVET programmes to improve graduate employability by enabling industry-led programmes to reduce skills mismatch.
ISC in collaboration with industry players, will identify relevant competencies for each sector and sub-sector.
3. Industry Skills Council (ISC)
INDUSTRY WORKING GROUP (IWG)
To identify and propose priority industries to Industry Skills Committee (ISC)
To consolidate and assess the human capital requirements and industry outlook in collaboration with Critical Skills Group
To assess manpower development including occupational standards & curriculum associated with qualifications
Recommend policies, strategies and action plan for the development of skilled and competent human resource for industry to Industry Skills Committee (ISC)

IWG will also interface with other key sectors/regulators
