LEGAL BACKGROUND

It was included in part “l”, clause 1, article 7 of Statistic Law of Mongolia “To conduct regular agricultural census every 10 years and inter census and surveys every 5 years”, dated on December 1, 2011

The first agricultural census for 2011 was based on the clauses 1, 5 article 7 of “Statistic Law” of Mongolia, part 1 article 43 “Law on Administrative Responsibility” of Mongolia

Decision no.61 on “Concepts of agricultural census, questionnaire forms and instructions of agricultural census” approved by Chairman of National Statistical Office, dated on April 11, 2012.

• All enterprises and households which engaged activities in Agricultural sector was included.

• Census was conducted at same time in determined period at national level.

• Mixture of full enumeration method and sample method was used as methodology

AGRICULTURAL CENSUS METHODOLOGY

• Followed FAO’s recommendation.• Sampling frame:

• For crop sector: Exhaustive survey method used for enterprises and HHs.

• For Livestock sector: Sample survey method used for HHs. 33 percent of whole HHs

were selected (stratified, systematic, random sampling methods were used)Exhaustive survey method used for enterprises.

• For forestry, fishery, hunting: Exhaustive survey method used.

DATA COLLECTION FORMS

Data collected by Face-to-face interviews with paper forms. Eight questionnaire forms were used:

Household survey which engaged activities of livestock (sample survey,104 indicators)

Enterprises survey which engaged activities of livestock (full enumeration, 62 indicators)

Household survey which engaged activities of crop (full enumeration, 126 indicators)

Enterprises, running crops production (full enumeration, 86 indicators)

Enterprises, running forestry activities (full enumeration, 42 indicators)

Enterprises, running hunting activities (full enumeration, 36 indicators)

Enterprises, running fishery activities (full enumeration, 36 indicators)

Make a government policy and preparation of the data required to assess the implementation of the development of agriculture sector. 

Estimate and analyze the actual production of Livestock sector.

Determine the growth rate of livestock and identify structural changes in animals.

Purpose of livestock census

Increase the usage of general information database of herder and make close public service to residents/citizens.

Implement Global Strategy – Regional action plan to improve agricultural and rural statistics

Improve estimation of agricultural production Improve methodology (skin, milk, inventories)

Focus on accuracy the quality of agricultural raw data in short period and reconsider time of reporting
