About ITECS
Government Initiatives
5
Fed. Gov. R&D Investment
Invested in technology for national security and economic development– Example: Fed. R&D in 1930s represented 20% of all R&D--75%
DoD and USDA The Federal Government was the largest investor in
R&D since WW II They continued to be the largest investor until the mid
‘70’s when industrial investment dramatically increased Over the last decade 80% of the research funding has
gone to health and defense 2009 - $150B in federal R&D; Stimulus package added
an additional $21.5B, 60% is contracted to outside entities

R&D Funding
Examples of Major Government Initiatives
The Internet
Human Genome Program
Nanotechnology
Stem Cell Research in California
Alternative Energy and Sustainability
The Federal government is the single largest consumer in the nation, purchasing more than $350 billion in goods and services each year.
Green Mandates Resource Conservation and Recovery Act, Section 6002 Farm Security and Rural Investment Act, Section 9002 Greening the Government through Waste Prevention,
Recycling and Federal Acquisition (Executive Order 13101) Leadership in Environmental Management (Executive Order
13148) Strengthening Federal Environmental, Energy, and
Transportation Management (2007), Executive Order 13423 Federal Acquisition Regulation: Subparts 23.2, 23.4, 23.7,
23.8 and Parts 7, 11, 12, and 13
Federal Green Procurement
State Gov. R&D Investment
Spend Invest significantly in R&D– Academic institutions– Home-based businesses
Provide funds for state funding generated from:– General revenue, lottery, revenue bonds, designated tax
funds (87.4%)– Federal monies passing through state (9.3%)– Industry and non-governmental sources (3.3%)
Allow states to reinvent themselves– CA--stem cell research– OH--Centers of Excellence (5)– South--automotive corridor– Massachusetts - biotech
Stimulus Funding
Stimulus Package – New Opportunities $132.7B for Infrastructure
$21.5B in New R&D
$26.6B for Energy Efficiency and Renewable Energy Projects
$5.3B for National Telecommunications
$19B for Health Information Technology (HIT) Initiative
Green Mandates
Significant amount of funds will flow to the States
R&D
R&D Funds
16% increase in R&D budget that is split between NIH, DOE, and NSF
DOE’s Focus is on Sustainability, Energy Efficiency, Alternative Energy Projects; Mechanism for receiving funding will either be open solicitation or program expansion
NIH and NSF Focus will be on expanding on existing initiatives and sending out open solicitations on already “vetted” initiatives
Energy Efficiency and Renewable Energy Projects Applied R&D $2500 MM Biomass $800MM Geothermal $400MM Research to improve
efficiency $50MM Energy Efficiency Block
Grants $3,200MM Weatherization Assistance
$5,000MM State Energy Programs
$3,100MM Advanced Battery
Manufacturing $2,000MM Alternative Fuel Vehicles
Pilot Grant $300MM Appliance Rebate $300MM
Research Electricity Delivery $4,500MM
Training $100MM Fossil Energy R&D $3,400MM Fossil Energy R&D Programs
$1,000 MM Clean Coal Power Initiative
$800MM Carbon Capture Energy
Efficiency Imprv’mts. $1,520MM Resource Assm’t. of Future
Demand $80MM Implement section 1305 of
Public Law 110-140 $10MM Non-Defense Environmental
Cleanup $0 $483 Uranium Enrichment
Decontamination $390MM
Telecommunications
Purpose/Objectives
(1) Provide access to broadband in un-served areas;(2) Provide improved access to broadband in
underserved areas(3) Provide broadband education, awareness, training,
equipment, and support;(4) Improve access and use of broadband by public
safety agencies; and(5) Stimulate the demand for broadband, economic
growth, and job creation.
Telecommunications
Public Computing Center Grants$200,000,000
Competitive grants to expand public computer center capacity, including community colleges and public libraries.
State Broadband Data & Development Grants$350,000,000
To develop and maintain broadband inventory maps.
Sustainable Adoption Grants$250 ,000,000
Competitive grants for innovative programs to encourage sustainable adoption of broadband service.
Infrastructure Grants $3,890,000,000
Provide access in underserved areas; education, awareness, training, equipment; job creating strategic facilities, improve access to public safety agencies; stimulate demand.
Health Information Technology Initiative Goal develop by 2014 a national health information
network for the exchange of electronic health records that would:– Ensure protection and privacy of health care information– Improve patient care by reducing medical errors– Reduce costs by removing administrative barriers that
result in duplicative claims and services– Improve coordination of care among health care providers– Improve public health services and emergency response
systems, including bioterror events and infectious disease outbreaks
ARRA provides $19 billion for the HIT Initiative– $2 billion in discretionary funds for infrastructure
development and specification– $17 billion for investments and incentives through
Medicare and Medicaid
Examples of Leveraging HIT
Department of Health & Human Services will publish initial HIT implementation details and standards by December 31, 2009
Expected to clear the way for execution of infrastructure development and specification funds provided in ARRA– Regional “health information research technology
centers” selected by HHS will assist in the development of infrastructure, provide technical assistance, and suggest best practices that support adoption of HIT
– States may seek planning and implementation grants to bolster HIT development
Infrastructure
Several Retrofit opportunities at the Federal level
Significant funds will be driven by the State IRI companies are taking advantage of this
initiative by:– Building construction
• Federal – in five years all federal buildings will have to comply with the green mandate, insure customer base has product specified as meeting the green mandate
• State – no federal compliance– Road, waterways
• Existing technologies, no drive to do anything else, make sure that your customers are bidding on the projects
• Opportunities for R&D funds not procurement
Products Sales Leveraging the Green Mandates Solar panels and wind turbines to equip federal
buildings with clean sources of energy. Eco-friendly office and cleaning supplies Electronic Product Environmental Assessment Tool
(EPEAT)-registered, environmentally preferable, electronic product
Alternative fuels and alternative fuel vehicles Bio-based products Energy Star and Federal Energy Management
Program-designated products, Recycled-content products Renewable energy, and water-efficient products.
Leveraging Government Initiatives
22
Leverage the Government
R&D Funding
Capital Projects
Product Sales
23
Two Approaches
Pro-Active– Present funding sources with initiative
prior to open solicitation
Reactive– Respond to Solicitation
24
Partnering R&D Funds
Understand How Money Flows Identify Opportunities for Your Technology Help Develop a Strategy Access to Federal Agencies Access to Federal Congressional Offices Access to State Government Pro-actively Position Technology Proposal Writing Paperwork Manage Contract
Government Procurement
Specification Registration Understand the Market Sales Plan
Capital Projects
Infrastructure – roadways, waterways, construction, telecommunications
Sustainability, Energy Efficiency, Alternative Energy Projects– Federal Agencies
• DOE • DOD
– State DOE • State Energy Program• Energy Block
Economic Development– States– Local
