DESCRIPTION
Pascal Guillaume, Projects Manager, Harbourmaster Department, Port of Marseille, France and Afra Khodabakhshi, Postgraduate Student, Maritime Commercial Management, Vestfold University College, Norway delivered this presentation at the 2012 International Harbour Masters Congress – Global Port and Marine Operations in Ireland. The Congress provides a unique forum in which formal Association meetings are combined with a conference and an exhibition - displaying equipment, services and technical developments from throughout the port and harbour sector. The event is held biennially and will next take place on 26-30 May 2014 in Bruges – Ghent, Belgium. Addressing the theme, ‘Safe and smooth access to ports: A challenge’, the 9th IHMA Congress in Belgium will showcase technical and operational breakthroughs together with international case studies on the development and management of modern port and marine operations across the globe. The objectives of the public consultation are:
1) Allow everyone to learn and understand issues and characteristics of the project
2) Promote the expression of opinions and viewpoints
3) Understand the concerns and expectations of the participants
4) Draw useful lessons of the project

3. THE ROLE OF THE HARBOURMASTER IN THE DESIGN AND THE PROCESS

3.1 Statement of the problem
The harbourmaster is in the forefront managing the problems due to insufficient available draught:
- concentration of traffic in a small time window
- availabilty of tugs
- risks for navigation safety: crossings, poor ukc…
- claims of ships’ captains
Consequencies:
- Lay-by berths, waiting times, delays, extracharges…

3.2 Consulting and project evaluation
Interface between terminal operators and port management

3.3 Support during the project realization
Harbourmaster manages navigation safety on the river:
- presence of dredgers in the fairway
- explosions
- soundings on a regular basis
- communication about dredging works to established continuously on the river
The VTS has a key role in the dredging in progress

3.4 Adaptation to the new configuration of the fairway Time windows for entering and leaving the port will
change
New procedures for traffic regulation are required
Accurate soundings follow up must be done for keeping the new draughts
Safety berths must be available along the river for vessels with new maximum draught
A reflexion must already be done for the adaptation of the port to the vessels of the future

4. CONCLUSION
The dredging project will give to the port of Rouen the oppportunity to perpetuate its development
It will permit to:
- reduce maritime transport costs
- reduce logistic chain costs
- increase number of employments in the port area
- reduce the environmental impact of transport
In this challenge the role of the harbourmaster is essential, from the beginning to the end of the project.
