Major Points•Bolshevik revolution overthrew the moderate provincial government that had been put in place after the defeat of Tsar Nicholas II in 1917

• Lenin was a Marxist-equality>freedom

•He instituted the idea of a Vanguard Party-slightly upper class-intelligentsia, but were acting on behalf of the working class-proletariat

•He based his regime on Democratic Centralism -made to look “for the people”, actually for the leaders, eventually lost all democratic notions

•In 1922, Lenin officially formed the Union of Soviet Socialist

Republics (USSR), or the Soviet Union and instituted his New Economic Policy.

• Consolidates control after Yeltsin’s crisis with restored legal order and strong state

• Restores economy (ex: legislation to control money laundering, provision for the sale of land to both domestic and foreign buyers, governing distribution of authority of tax revenues on a local level, simple tax system, etc.)

• Enhances relationship with NATO and G-7, which becomes G-8• Makes change to the constitution so that presidents can run

for three terms instead of two
