The Even Odd FormulaThe Even Odd Formula

The Even Odd formula works in a way that even numbered vehicles to run on even days while odd number vehicles will run only on odd days.run only on odd days.

It is being implemented for January 1-15 on a trial basis.

Many reasons may be given in favor or against the formula and its expected success, but one thing is certain.

This clearly shows the alarming level of This clearly shows the alarming level of Delhi pollution, and Government’s willingness for its abatement.

Other OptionsOther Options

To me, multiple strategies must be applied to counter the problem of Delhi pollution.

In the next slides, I am going to present In the next slides, I am going to present some of these.

Particulate MatterParticulate Matter

Presently, most severe problem comes from PM10 and PM2.5.

These are nothing but very fine dust particles of size around 10 and 2.5 particles of size around 10 and 2.5 microns.

Due to being of very fine size, these do not settle down easily and remain in air for long time.

Use of AtomizationUse of Atomization

Fine water droplets have a very high surface area, and are capable of attracting suspended particulate matter in air.

Installation of Atomizers (foggers) at Installation of Atomizers (foggers) at different places particularly PM10 rich areas can be done to ‘wash off ’ the polluted air.

Space Required for FoggersSpace Required for Foggers

At most places there are wide dividers on the roads. Such foggers may be installed on these dividers, where these can effectively trap dust particles emitted effectively trap dust particles emitted from vehicles.

Side AdvantagesSide Advantages

In addition to cleaning the air, this will also result in relatively increased humidity levels.

This locally increased humidity will not be This locally increased humidity will not be a problem as the scheme should be implemented where particulate matter is high, indicating reduced humidity levels.

Increased HumidityIncreased Humidity

More humidity means more possibility of forming dew and hence the suspended particles get grounded.

This will also help in maintaining green This will also help in maintaining green cover in the divider areas of roads.

Reduce Individual VehiclesReduce Individual Vehicles

Many people use private vehicles just because they want to show off. Well, such people are lesser in number.

More and more people are forced to use More and more people are forced to use their vehicles just to save time, effort and have a convenience.

Next slide shows a roadmap for the same.

CessCess

A Cess on Petrol is applied for all petrol pumps operating in Delhi.

The cess amount collected is used onlyin buying more and more vehicles under in buying more and more vehicles under public transport.

Typically, we must be having at least 10% number of buses compared to the number of cars. The figure may be modified depending on experience.

Limiting Load FactorLimiting Load Factor

A load factor survey must be done regularly and displayed online. Suppose there are 100 buses moving from AnandVihar to ITO in a day. In all of these, Vihar to ITO in a day. In all of these, maximum occupancy should be limited to less than 90%. In case there are more and more passengers travelling, increase buses.

Display Load Factor DataDisplay Load Factor Data

These data should be monitored and displayed regularly, maybe through mobile app, or electronic display boards.

The display of load factor data should be The display of load factor data should be regularly done, not only for buses but also for Delhi Metro.

Such exercise will develop a confidence in public that if they want to use bus service or Metro, they will NOT have to face heavy crowd.heavy crowd.

If you see overloaded buses everyday, will you be reluctant to travel by bus or not? Is it not one of the reasons for people buying more and more private vehicles?

NonNon--Route TravelRoute Travel

It is easy to get a bus from one stop to another, but what if you have to go a couple of kilometers off route?

Will you get a service or not? This needs to be considered a need of time

to develop government owned auto type This needs to be considered a need of time

to develop government owned auto type system to ply passengers in case auto is not available.

Presently OLA and similar parties providing such services, but these need to be enhanced particularly for smaller routes having a span of 0.5-2.0 kilometers.

OverloadOverload

It is generally said that overloaded vehicles create more pollution. However, checking and weighing each and every vehicle on the road is an extremely vehicle on the road is an extremely difficult task.

Overload vehicles not only create instantaneous pollution, but also result in damage to roads, due to which future pollution rises due to obvious reasons.

Checking OverloadChecking Overload

Each and every weigh bridge must be instructed to submit a copy of daily weight measured of all the vehicles to authorities. On the basis of collected authorities. On the basis of collected information, authorities may issue notices/ challans to defaulter truck owners.
