Aggregation of the levels of documents. This principle should allow exploiting synergies between reports of different documents. If documents are tightly linked in terms of contents, the M&R system has to take this into account to allow building on each other rather than duplicating each other. The core elements of M&R reports (e.g. objectives, activities, indicators) at the lower-level document will build towards the M&R contents at higher-level documents.
EFFICIENCY
Adherence to the contents of the planning documents. Monitoring reports should be focused on the elements of the planning documents to ensure accountability for reforms and interventions planned.
ACCOUNTABILITY:Adherence to the needs of monitoring reports users. The M&E reports should be tailored to the needs of the users in terms of contents, length and frequency. Furthermore, reports should also give an account on the achievement of results in a verifiable way and against SMART indicators.

Take decisions regarding remedial measures, if necessary

Resolve disputes between different institutions arising in the process of strategy implementation
SPU in charge of preparing a consolidated opinion (report) for all strategies discussed in a thematic session of SPC. The opinion (report) should be submitted to the SPC for endorsement and should include the following items:
An assessment of the progress achieved in line with national vision and the need for sequencing the reforms. Progress assessed against meeting performance indicators/targets (related also in frame of the budget support for specific sectors), An assessment of impact at national and regional level ;An assessment related to financial resources used with the implication & impact to the budget ( including GoA budget and foreign financing). An assessment of progress against Government priorities;An assessment of impact related to EU accession and up-coming negotiation processes An assessment and identification of the critical risks related to implementation of national vision and Government priorities; Corrective actions and recommendations of how to eliminate the risks;Assessment of the implementation of public investment (projects) and their impact on the achievement of sector policies (objectives).
