ESF Priority 1:Tackling poverty through sustainable employment• WW&V only SO1: To increase the employability of those closest to the

labour market at most risk of poverty (WW&V only)

• SO2 for WW&V and SO1 for EW: To increase the employability of Economically Inactive and Long Term Unemployed people aged 25 and over, who have complex barriers to employment (All Wales)

• WW&V only SO3: To reduce under-employment or absence rates for employed individuals with work limiting health conditions and / or other barriers to sustainable engagement with the labour market. (WW&V only)

ESF Priority 2: Skills for Growth• SO1 for WW&V and SO1 for EW: To increase the skills levels,

including work relevant skills, of those in the workforce with no or low skills (All Wales)

• SO2 for WW&V and SO2 for EW: To increase the number of people in the workforce with technical and job specific skills at an intermediate and higher level (All Wales)

• WW&V only SO3:To increase the number of people with graduate degrees or equivalent undertaking research and innovation activities with enterprise (WW&V only)

Active Inclusion: an overview

Active Inclusion has been designed to build on the previous success of the Engagement Gateway (EG) and the Intermediate Labour Market (ILM) delivered in the 2007-13 programme

Active Inclusion – an overview

Active Inclusion will contribute towards ESF Priority 1: Tackling Poverty through Sustainable Employment.

Active Inclusion will support and provide interventions for specific objective 1 (East Wales) and 2 (West Wales and the Valleys):

To increase the employability of Economically Inactive and Long Term Unemployed people aged 25 and over, who have complex barriers to employment.

Active Inclusion: delivery

Participants will be engaged through two complementary strands of delivery:

• Strand 1: Include• Strand 2: Achieve

Projects will help participants gain qualifications and skills to enhance their employability, undertake job search and gain employability skills to help them progress onto further activities or into employment.

Strand 1: Include

Focus on those furthest from the labour market - a ‘first step’ intervention

Strand 1 is non prescriptive in its delivery models

Participants could achieve:• Part or full accredited qualifications• Positive outcomes• Progression outputs – volunteering, further

learning, supported employment, full time employment

Strand 2: Achieve

Paid supported employment for up to 26 weeks and 35 hours per week

Paid National Minimum Wage

Participants could achieve:• Full accredited qualifications• Positive outcomes• Progression outputs – volunteering, further

learning, full time employment

Participants receive real work experience

Active Inclusion: who can join?

The fund will work with those over the age of 25 who are designated long term unemployed or economically inactive.

Participants will also need to fall into one of the following categories:

• Have low skills (Strand 1 - Include only) • Have a work limiting health condition• Have caring responsibilities• Are over 54 years old• Are from a jobless household

Please note:

Participants will not be eligible to join any Active Inclusion project if they –

• live in Communities First areas• are engaged or eligible to be on the PACE project

• are engaged on the UK Work Programme or Work Choice project
