Why did the APNIC region need prop-096?• ARIN Transfer Policy

– 1 June 2009 Intra-RIR transfers allowed 2009-1 using the emergency policy procedure.

– “Such transferred number resources may only be received by organizations that are within the ARIN region and can demonstrate the need for such resources in the exact amount which they can justify under current ARIN policies.”

• ARIN Inter-RIR Policy– Initially introduced as a global transfer proposal in late 2010 [ARIN-prop-119] it

was eventually adopted as – ARIN Inter-RIR Transfers 31 July 2012 – Introduced the wording as follows: “IPv4 address resources may be transferred

to organizations in another RIR's service region if they demonstrate need to their region's RIR, according to that RIR's policies. Inter-regional transfers may take place only via RIRs who agree to the transfer and share compatible, needs-based policies.”

APNIC Intra RIR IPv4 Transfer Policy

What are the transfer conditions:– The minimum transfer size is a /24– Addresses administered by APNIC– Addresses held by a current APNIC

account holder– Transferred addresses will be

subject to all current APNIC policies– All recipients must meet the same

criteria as a request for resources from the APNIC free pool

– Source addresses must be currently registered and not be involved in any dispute

What are the transferred conditions ?
