New Delhi: The Supreme Court on Tuesday cleared sale of four Sahara prop- erties in India - Vasai, Jodhpur, Pune and Chauma in Gurgaon - to help raise funds to secure bail for the group's chair- man, but sought details on its deal to raise $650 mil- lion by mortgaging three hotels abroad. The Sahara Group needs to deposit Rs 5,000 crore in cash and another Rs 5,000 crore by way of a bank guarantee as a con- dition to releasing Subrata Roy and two directors, who have been in jail since March 4, 2014. A bench comprising Justices TS Thakur, Anil R Dave and AK Sikri, cleared sale of domestic properties for Rs 2,696 crore, after hearing argu- ments from Sahara and Sebi. Sahara handed over Rs 184.50 crore received as down payment for the properties to Sebi. The rest of the amount was secured by post-dated cheques with undertak- ings from the buyers to court that they would be honoured. These payments will be due by May 2014 and the proceeds minus transac- tion costs and other taxes will be paid to Sebi. Sahara will have to fur- nish all details within two weeks on its deal to raise the junior loan by mort- gaging the foreign hotels. The case will be heard again on December 17. ILLEGAL GASREFILLING UNITRAIDED By CCB New Delhi: The Government is committed to prevention,

early diagnosis and timely and appropriate treatment ofdisorders in children, including development disorders sothat they enjoy good health and become valuable assetsof the country. The Union Minister for Health and Family Welfare, Shri JP Nadda stated this at the closing of the three day work-shop on Neurodevelopment Disorder in Children organ-ised by Ministry of Health & Family Welfare, pediatricdepartment of AIIMS, with support from UNICEF andNorway India Partnership Initiative (NIPI) in health.Today also marks the International Day for Persons withDisabilities. The Health Minister said that the government through itsvarious efforts is addressing key developmental issues,including developmental delay, intellectual disability,cerebral palsy, Autism, Hyperactivity Disorder, learningdisability, vision and hearing impairment. He added thatan estimated over 200 million children in developingcountries are not reaching their full developmental poten-tial. In developed world 10-20% of individuals have learn-ing or developmental difficulties. In India, estimates sug-gest that 10% children are affected with developmentaldelays and are at significant risk of permanent disabili-ties, Shri Nadda said. The Health Minister emphasised on the importance ofearly detection for effective intervention in children withneurodevelopment disorders. He informed that RashtriyaBal Swasthya Karyakram (RBSK) under National HealthMission (NHM) has comprehensively incorporated earlydiagnosis and intervention strategies for developmentaldisorders. The Minister stressed on the importance ofcollective efforts to provide accessibility to medical serv-ices and rehabilitation of persons with disabilities. Hesaid that within the new policies, programs and strate-gies have been designed to empower children and per-sons with special needs with equal rights and opportuni-ties in education and employment. The Health Ministerreleased the Framework for Convergent Action towardsComprehensive care of Children with DevelopmentalDifficulties, at the occasion.

New Delhi: Union Ministerfor Water Resource, RiverDevelopment and GangaRejuvenation Sushri UmaBharti has said that Inter-Linking of Rivers (ILR) hasto be taken up on missionmode. In a review meeting ofthe various programmes andschemes of her Ministry heldhere, the Minister said thattwo teams of senior officialsof the Ministry will visitBhubaneswar andHyderabad this week to dis-cus inter-linking of riverswith the State of Governments of Odisha and Telangana.The Minister stressed the need for separate SpecialProject Vehicle (SPV) for every ILR scheme. TheMinister also directed the officials to find out reserva-tions, if any, of the State governments regarding this pro-gramme and ways to sort them out. Regarding Mission Ganga Sushri Bharti said thatNational Institute of Hydrology (NIH) will be the leadagency to provide all kind of information regardingGanga conservation. NIH is a research institution underthe Ministry and is located at Roorkee in Uttarakhand. The Minister underlined the need for complete revamp ofFlood Management Programme of the Ministry so that itcould provide real benefit to the flood effected people. Itwas felt that due to various short comings the schemehas not been able to provide desired benefit to thesepeople. Referring to the inter-State disputes regarding waterresources, the Minister said that setting up of a commit-tee in the Ministry to solve these disputes should beexplored. Sushri Bharti directed Ministry officials to go forspeedy digitization of various schemes and programmesof the Ministry. She said implementation status of theseprogrammes should be put on website. This will help theconcerned states to find out the status of their variousproposals sent to the Ministry and will also provide trans-parency to the various schemes and programmes of theMinistry, the Minister added.
