Emergency Management – Clatsop County hosted the 84th
Battalion from Joint Base Lewis-
McChord this week to discuss catastrophic planning and recovery in rural areas. The group is planning
a South Pacific mission this summer to assist island communities with a variety of issues around public
health and natural disaster. Emergency Management hosted a meeting also attended by Public Works
and Public Health staff on Tuesday, then the 84th spent a couple additional days meeting individually
with the same departments.
Emergency Management and KMUN partnered this week to prerecord a new radio show, “Just in
Case,” a discussion-format program which highlights aspects of emergency preparedness in Clatsop
County. The program will air in April or May then be made available as a podcast.
At a school assembly this week, the students of Warrenton High School were treated to an unexpected
earthquake drill. Crisscrossing flashlight beams signaled the arrival of the school’s first Community
Emergency Response Team (CERT), a group of 11 students who recently completed their 21-hour
training in disaster response, a course being offered by Emergency Management (EM). CERT
Instructors Nick Sund (EM) and Jeremy Goldsmith (Seaside) held a brief graduation ceremony to
celebrate their students’ commitment to safety and preparedness in our community.
The Clatsop County Hazard Mitigation plan received final approval from FEMA this week, and will go
to the Board of Commissioners for final approval at their May 13 meeting.

The primary purposes of the Tsunami Hazard Overlay (THO) project are to develop a comprehensive knowledge of tsunami hazards within the county, identify what strategies and options apply in Clatsop County, and to determine what level of detail is necessary to adequately implement those options and strategies within the Clatsop County land use planning program.
The overall goal of the project is the development of comprehensive plan and development code provisions for the unincorporated areas of the county, through a public involvement process, to increase resilience to a Cascadia event tsunami.

“Safe Driver Training: Distracted Driving”
Training Description: CIS is pleased to provide Driven to Distraction, a driver training program that focuses on overcoming the distractions that face drivers today to ensure that employee drivers arrive safely at their destinations. John Zakariassen, CIS Senior Risk Management Consultant, will be the instructor for this 2.5 hour workshop.
Motor vehicle collisions are the number one cause of work-related fatalities. Avoiding collisions also avoids the emotional, physical, and financial effects that crashes have on the driver, passengers, and those in their home and work lives.
In this Program you will Learn, See and Discuss: General statistics that demonstrate the extent, costs, and causes of motor vehicle crashes and the significance to your organization.
The driver’s control over conditions, which include: drowsiness, aggression, stress, speeding, using a cellular phone, stopping distances, impacts of speed, eating while driving, and other distractions.
Course participants will also discuss: Tips to safer backing, defensive driving, understanding weather and road conditions that affect driving safely and how a driver can compensate for external conditions and environmental hazards while driving,
The effect the organization’s culture, leadership, policies, and supervision can have on vehicle crashes, what supervisors do to contribute to crashes, and how changes in your organization will improve driving safety, driver selection, supervision, and driver training will be discussed.
We’ll cover the following: Statistics on the extent, costs, and causes of motor vehicle crashes and the significance to your organization. How a vehicle and equipment contribute to crashes or add to the injuries in a crash. A driver’s control over conditions, which include: drowsiness, aggression, stress, speeding, using a cellular
phone, stopping distances, impacts of speed, eating while driving, and other distractions.
