Noteworthy Department Updates
Emergency Management – The county Sheriff’s Office and the Assessment and Taxation, Public
Health and Public Works departments, along with Emergency Management, will join the Cascadia
Rising regional disaster exercise, June 7-10. We will test our own response plans and our
communications and coordination with local partners and the state.
The exercise will bring in more than 800 military personnel, aircraft and other resources to the county.

Clatsop County will have a major role in the largest-ever regional Cascadia preparedness exercise slated for June 7 through 10.
Cascadia Rising, supported by the Federal Emergency Management Agency’s Region X, brings together local, state, tribal and federal partners in Oregon, Washington and Idaho to test response strategies following a Cascadia earthquake and tsunami.
The exercise will help ensure emergency response partners are working together to provide decision-makers with information to implement programs and policies that will save lives and property, and the lessons learned will be used to participants’ large-scale earthquake response plans. The event will particularly focus on communication and coordination between Clatsop County and local cities and between the county and state agencies.
Those taking part include the cities of Astoria, Cannon Beach, Gearhart, Seaside and Warrenton, Columbia Memorial Hospital and Providence Seaside Hospital, the American Red Cross, PacifiCorp, Volunteers Active in Disaster (VOAD) and Virtual Operations Support Team (VOST). The county Sheriff’s Office and Assessment and Taxation, Public Health, Public Works and Emergency Management departments will participate.
Thanks to the large role of Camp Rilea Armed Forces Training Center as host to military teams participating in the exercise, Clatsop County is one of the few Oregon counties provided opportunities to interface with the military resources. The exercise will bring in more than 800 military personnel, aircraft and other assets practicing life-safety and rescue missions.
Most military activities will be held at Camp Rilea, but some will take place in the community:
Casualty collection points will be set up at the Astoria Regional Airport and Astoria Middle School. The Oregon Disaster Medical Team will be practicing field medical operations and patient transport with Columbia Memorial Hospital, who will practice field operations at AMS as well. There will be air traffic from the middle school to the airport and from the airport to Camp Rilea on Tuesday.
Civil Air Patrol and other air assets will be conducting aerial assessments at the request of County Emergency Management on Tuesday afternoon and Wednesday in the simulated “inundation zone,” Astoria, Warrenton, Arch Cape and Jewell.
Camp Rilea will host numerous activities – practicing search and rescue, hoisting, extrication, decontamination, transportation and assessments – throughout the week with about a dozen special teams and a handful of rotary wing air assets.
Dignitaries and senior military staff will fly into Camp Rilea Thursday for a VIP event on Thursday, which will include a tour of the exercise activities. Local leaders will also take part.
In some cases, local responders will be interfacing with the military. While Cascadia Rising primarily involves emergency response professionals, the exercise also offers
the perfect time for the public to evaluate their family emergency plans and update or establish emergency kits.
