SCHEDULE OF RATES BUILDING WORKS
GENERAL PREAMBLES
1.
All work materials and goods described in this Schedule of Rates shall be of the respective kinds, described in the Contract and in accordance with the instructions of the Superintending Officer.
2.
The description given of each item, unless otherwise stated, be held to include the use of materials, labour, equipment, tools and vehicles including maintenance, supply of fuel and all idle time, conveyance, delivery, unloading, storing, hoisting, all labour setting, fitting, temporary works, scaffolding and fixing in position, all cutting and waste, return of packings, establishment charges, overheads, profits, shop drawings where necessary and all forms of claims for loss and expense.
3.
Unless otherwise stated, all work shall be measured nett as fixed in its place.
4.
Unless otherwise stated, pipes are described by their internal diameters. The term as specified means as specified in the Standard Specifications, Supplementary Specifications and/or Drawings.

The cost of removal and disposal and the making good of all affected works shall be deemed to be included in the Schedule of Rates unless otherwise stated. All Schedule of Rates shall be applicable for new and replacement works.

The Schedule of Rates are deemed to have included the stagings and scaffoldings for repair works up to 6 metres height from the base from which the staging or scaffolding rests. The Contractor shall be paid separately for the staging and scaffolding if the location of the repair works exceeds 6 metre height from the base from which the staging or scaffolding rests.

PARTICULAR PREAMBLES TO VARIOUS SECTIONS PART (A) EXCAVATION The measurement of all excavation and subsequent disposal shall be those before excavating. The increases in bulk and any extra excavation required for planking and strutting and formwork for concrete and working spaces under circumstances have been allowed for in the rates. Rates for each item shall be held to include for keeping all excavation free from water and site dry pumping or bailing if required and providing any temporary drains required. Ordinary Ground Includes spoil or rubbish of every description, rubbish tip material etc., sand gravel decomposed granite, red or white earth, loamy or gravelly clay, gravelly laterite, mud, bog or any other formation which is removable by the ordinary application of pick and shovel and at any depth. PART (B) CONCRETOR Unless otherwise specified in the Schedule of Rates: Rates for each item of concrete shall be held to include the followings: (1) Forming, cutting groves, chases, mortice, holes and making good any other sundry items of a like nature. Extra labour for laying to falls, or cambers and preparing surfaces to receive screeds or pavings also to be included. All tests on concrete, cement and aggregate etc., as required and compliance with the strengths as specified. Tamping and/or vibrating to give thorough compaction; working between and around reinforcement. Laying on any type of sub-base, preparing and leaving surfaces to receive screeds or paving.

Volume of the reinforcement and steelwork. Openings in walls, floor, roof slabs and the like of 0.2 square metre or less.
Rates for mild steel or high tensile steel rod reinforcement shall be held to include for thoroughly wire brushing and cleaning all bars free of rust, dust, mill scale, dirt, oil, any other deleterious matter, cutting to the required lengths, bending and hooking and for securing with an including tying wires at all crossing, non-designed spacers or chairs and distance blocks. No allowance shall be made for rolling margin in the measurement of rod reinforcements. Rates for each item of fabric reinforcement shall be held to include for extra material at laps, tying wires and all bending, cutting and notching around obstruction. Only the next area covered shall be measured and no deduction shall be made for opening less than 1.00 square metre. Rates for formwork shall be held to include for splayed edges, notchings, allowances for overlaps and passing at angles, battens, strutting, bolting, welding, easing, wetting and treating with mould oil, striking and removal. The rate in formwork allows for multiple uses where multiple means exceeding two. No deductions shall be made in measurement of formwork for: (1) (2) (3) Openings less than 1 square metre. Intersection of main and secondary beams. Intersection of beams and stanchion casing or columns.
Rates for concrete, reinforcement and formwork shall be applicable to all work irrespective of positions, shapes and height. Rates for each item of precast concrete shall be held to include for all necessary mould, finished faces, forming holes, rebates, sinking, mortices, recesses, hoisting and setting. The measurement of precast concrete vents and grilles shall be held to include for all angles, intersections, ends outlets and extra labour and material for forming grooves and rebates to sides. Piling work shall be executed in accordance with the relevant specifications and Superintending Officers instructions.

SOR PREAMBLE Page 4 PARTICULAR PREAMBLES TO VARIOUS SECTIONS (CONTD) PART (C) BRICK AND BLOCK WORKS (CONTD) Rates for each item of blockwork and facing shall be held to include for all special made blocks, bricks and in-situ concrete in lieu, all holdfasts and bonding ties at abutments to concrete structures, all rough and fair cuttings, over-sailing and receding courses, rough relieving and discharging arches, wedging and pining, raking out joints for and pointing flashings, bedding plates, bedding and pointing of frames, parging and coring flues, labour eaves filing, plumbing angles forming square and rebated reveals, cut squiats or birdmouths, notches, forming, leaving or cutting chases, holes and morticles and cutting and pining and making good and any other sundry items of a like nature. Rates of blockwork and brickwork shall be applicable to all work irrespective of positions, shapes and height. Deductions shall be measured the nett sizes of the openings and recesses, including the extra width or rebated reveals. No deductions shall be made for voids not exceeding 0.10 square metre. Deductions shall be made for strings, sills, lintols and the like only when exceeding 75mm in height. Repair Work to External Walls to Prevent Rainwater Seepage. Daywork Should rates be applicable in respect of all work executed on a daywork basis. During the continuance of such work, the Contractor shall keep proper records of the names, occupations and working hours of all workmen employed for such work and the quantities and descriptions of all materials and plant employed. Such records, receipts or vouchers must be verified by the Superintending Officer before payment can be effected. PART (D) - PAVIOR Rates for each item of pavior shall be held to include for all rounded-edges on in-situ paving, all arrises and making good and any other sundry items of a like nature. Rates for each item for skirtings, risers, moulded edges, channels and the like shall be held to include for all short lengths, formed, cut and purpose-made angles, junctions, end etc and making good and any other sundry item of a like nature. No deduction shall be made for a void of 0.50 square meter and under for in-situ paving. In the case of construction of interlocking concrete paving blocks and footpaths, the composite rates shall be applied, unless otherwise decided by the Superintending Officer.

The description of each item of roofer shall be deemed to include: (1) All laps, straight, skew and circular cutting at eaves, verges, top edges, abutments, valleys and hips, cutting holes for pipes, nails, screws, clips, pellets, straps and the like. Chasing the structure for burning in or tucking in edges of coverings, flashing and the like. Holes in coverings, underbeds and insulations for pipes, standards and the like and making good. No deduction shall be made for voids of 0.5m2 or less. Rates for Waterproofing Membranes and Secondary Roofing System shall be held to include for narrow widths, small quantities, temporary rules, covering up, protecting after laying and cleaning on completion, all labour to form arises, fair edges etc., all cuttings and working around pipes, dress down at eaves to form drips or carried up at abutments to walls, pipes, parapets, skirtings, concrete curbs etc. and the like. The description of each item of profiled sheet roofing or cladding shall be deemed to include all cutting at square and raking abutments, top edges, bedding and pointing eaves fillers, verges, cutting, fitting and making good around outlets, pipes and any other sundry items of a like nature. PART (F) CARPENTER, JOINER AND IRONMONGER Rates for each item of carpenter and joiner shall be held to include for cutting, notching, boring, sinking, pelleting, fitting, trimming, mitreing, halving, morticing, tenoning, devetailing, scarfing and wedging and for all ends, splayed edges, short lengths, nails, screw and temporary supports and any other sundry item of a like nature. Nominal sizes are stated for wrot timber and an allowance of 2.5mm is permitted for each wrot face. Rate for windows and doors include handing and fixing. Rates for each item of Ironmonger shall be held to include for supply, delivery to site and fixing complete with all matching screws of the same finish as ironmongery, nails, pins or brads, cutting, sinking and boring and morticing as required, oiling and easing and adjusting all moving parts, taking off and refixing after painting where necessary. All references to trade names shall include those which are approved to those as specified. Where ironmongery is included in the description of doors, it shall be deemed to include hinges, floor springs, door gears, locks, latches, catches, bolts, closers, holders, padlocks, stoppers, push-bars and plates, pull bars and handles, kick plates, locking eyes and the like as specified. Rates for Carpenter, Joiner and Ironmonger items shall be deemed to include removal where necessary unless otherwise stated, locks must include 2 keys properly labelled and handed to the Superintending Officer.

Rates shall be held to include supply, delivery to site and fixing, cutting ends, welding, riveting, bolting etc. in addition, the rates for structural steel is deemed to also include for hoisting, erecting, temporary bracing, levelling and plumbing, and paint with one coat of primer. No allowance shall be made for rolling margin in the measurement of steelwork. No deduction shall be made for drilling, holes, notchings, splay cuts and the like. Where no conversion table is available from manufacturer/supplier, specific gravity of 7.5 (i.e. 7.50gm/cm3) shall be used to compute the weight of mild steel sections. PART (H) PLASTERER AND WALL TILER Rates for each item of plastering shall be held to include for raking out joints, hacking to form keys, narrow width and small quantities, temporary rules, joints between new and old plastering, internal angles, arrises, quirks, groin points and other intersections and curved surfaces, rounded coves and external angles not exceeding 25mm radius, and mitres, tops, etc. om cornices, mouldings, enrichments, coves, skirtings, gutters and strings, all making good and any other sundry item of a like nature. No deduction shall be made for openings of 0.50 square metre or less. In the measurement of plastering, no deduction shall be made for casings for pipes under 300mm wide or angles which are finished in a different material if these do not exceed 100mm girth. Within the building shall mean surfaces within the internal of buildings/flats, corridors, staircases and the like which normally do not entail scaffolding or mechanical cradles to carry out the works. External face of building shall mean surfaces such as gable end walls, front/back external walls and any other surfaces which are constantly exposed to weather and/or normally require the use of scaffolding or mechanical cradles to carry out the work.

Rates for each item of wall tiling shall be held to include for narrow widths and small quantities and fittings around air bricks, pipes and the like and any other sundry item. Rates for each item of terrazzo shall be held to include for narrow widths and small quantities, and for all temporary rules, internal angles, arrises, joints between different types of terrazzo, quirks and making good and any other sundry items of a like nature on in-situ terrazzo fitting around air bricks, pipes and the like and any other sundry items of a like nature on precast terrazzo. Structural Repairs (The following is applicable for H029 H031 only) The rate for each item shall be held to include for: (1) Addition/Replacement of steel reinforcement in concrete components as directed by the Superintending Officer. Removal of finishes/fixtures and other obstruction in the course of repair. The removal of debris from the site in the process of repair or as directed by the Superintending Officer. The cleaning up of site on completion. Provision of barricadings, warning signs and warning lights. Provision of props and formworks as directed by the Superintending Officer. All general risks, liabilities and obligations set forth.

Rates for each item of glazier shall be held to include for cutting and rounded edges, puttying, fixing panel pins, brass screws and cup and neoprene strips where necessary and leaving the glass clean on completion.
PART (J) PAINTER
Rates for each item of painting shall be held to include for all necessary preparation of surfaces including cleaning off, sandpapering woodwork, wire-brushing metal and leaving all surfaces free from dust, rust, grease and oil before painting, narrow widths, etc. Rates for painting include allowance for the use of different colours. No deduction shall be made for openings of 0.50 square metre or less.
PART (K) ROADS AND CARPARKS
Rates for each item shall include cost of removal and cost of implementation of precautionary measures where necessary unless otherwise stated.

SOR PREAMBLE Page 9 PARTICULAR PREAMBLES TO VARIOUS SECTIONS (CONTD) PART (L) DAYWORKS The following rates shall be applicable to all works executed on a daywork basis including shifting of office equipment and furniture. During the continuance of such works, the Contractor shall keep proper records of the names, occupations and working hours of all workmen employed for such work and the quantities and descriptions of all materials and plant employed. Such records, receipts or vouchers must be verified by the Superintending Officer before payment can be effected. Provided always that if the Superintending Officer shall consider that for any reason the keeping of such records, receipts and vouchers by the Contractor as required was impracticable, he shall nevertheless be entitled to authorise payment for such works either as daywork (being satisfied as to the time employed and plant and materials used on such work) or at such value thereof as he shall consider fair and reasonable. Dayworks Schedule of Rates for LABOUR and PLANTS items only (L001 to L034) is inclusive of 15% Establishment Charge and Profit. The contract percentage adjustment shall also apply. For computation of STAR rate using Dayworks Schedule of Rates, the contract percentage adjustment shall NOT apply to the STAR rates computation. PART (M) PLAY EQUIPMENT AND SITEWORKS Rates for each item shall include cost of removal and implementation of precautionary measures where necessary unless otherwise stated. PART (N) CEILING LEAKS REPAIRS 1. All rates in the Schedule shall include: (a) The provision of all necessary tools equipment, labour, plant, machinery and materials and mobilisation from unit to unit and from block to block; the emergency repairs to be executed immediately beyond the normal working hours and may also beyond constraint boundary. Addition/replacement of steel reinforcement in concrete components as directed by Superintending Officer. Removal of finishes/fixtures and other obstruction in the course of repair. Removal, cut off supply, diversion and reinstatement of water/electrical supply. The removal of debris from the site in the process of repair or as directed by the Superintending Officer. The cleaning up of site on completion. Provision of barricadings, warning signs and warning lights.

Provision of props and formworks as directed by the Superintending Officer (for spalling concrete works only). The provision per unit refers to per unit of flat or shop or office, etc. If the work includes two toilets or bathrooms in the same unit and the total area of work done does not exceed 3.5m, then the Contractor shall only be paid per job. The terms per point means each pipe surround that water leakage repair is carried out. If in a bathroom, the leaking concrete surround the soil pipe, waste pipe and floor trap require repair, the Contractor shall be paid three points.

Piling works shall be executed in accordance with the relevant specifications and the instruction of the Superintending Officer.
The rates shall include the following: (a) (b) The removal of underground obstruction together with all work connection. The transportation, handling, pitching, heading, pointing, bracing and providing protective wrought iron or helmet to pile. The extending pile, dolly and connection. The cutting of surplus and heads of piles, extra excavation, backfilling and disposal of debris. The re-driving or intermittent driving necessitated by upheaving or lengthening of piles or by removal of obstruction under piles or other causes including moving and repositioning the piling frame. The disposal of materials displaced arising out of driving the piles. The assembling of equipment on the site and the subsequent dismantling and removal shall be given separately as an item. The movement of piling frames into position and about the site, any necessary excavation or filling required to place the frames, raising or lowering the frames and any staging, barges or the like required to support the frames.

Payment for treated timber piles driven shall be the product of the relevant rate per metre run and the penetration depth (measured from tip to cut-off level). Payment for each reinforced concrete piles after it is driven into the ground is measured from the cutoff level of the pile to the end of pile shoe. PART (Q) MISCELLANEOUS The miscellaneous works shall be carried out according to the Schedule of Rates description and/or standard drawings, if applicable.
