LABOUR RECRUITMENT.

At tbe conferellce ,f the In · dustl'ial and Commercial Workers Union at Cape Town, Mr W. Dunjw3, of J obannesb urg bllt Dot a delegate to the conference, inveighed against the sp.tem by which the mining indu.l'·y tril" to repair the wastaee of its Nati\'e labour Bupply. Mr Dunj",a ch."e or was allotted n theme of grea t consequence, and it was unfol'tunate that be treated it b,dly and that his presentment of the CO""

for the Native lost value because of his overstatements. Politicianp, whatever their colour, when orat ing UPO" a popular t"pic before a sympathetic audience al'e regularly beset by a temptation to enlarge beyond tbe truth, and by yielJiug they de troy arguments which tbey might have made con\' incing'. TbuB Mr Dunjwa, assured of a sympathetic hearing, permitted himself to make statements which be could not substantiate; anel, thongb. we make full allowance fol' bis natural intensity of feelillg, it is important that he and his fellow Unionists should be made to relliise that oratol'ic"1 extra vag:lJlce is i~.imical to pu):>lic .uasion. The plain and scrupulouoly truth· ful statement is the most potent argument, and it is regrettab le that Mr Dunjw. ignored, 01' was ignorant of, this great fact. The conference was told a g<Jod deal about forced labour and sla,·ery. the enticement of Native ju\'eniles from the schools and other iniquities to the discredit of the mille owners, but nothing was said to indicate that the Nati ve. themselve. were largely responsible for the recruiting system and for such evils as it contains. I t is an un questionable truth that the a reatsst disability of the Nati ve people is the national sloth . \Y e bpeRk generally, of course, when we say that the Native works only w~en compelled by economic cOll , idem' tions to sell his labour for a "'"ge. So long as be may he rema ills at home in idleness, cho%ing to work only \vben he finds himself faced with the alternative of starvation. He in then usually in -debt and penniless, and betakes him,elf to the white trader who has supported him and asks for fu rther assistance to enable him to t ravel to the distl'ict in which he bas clel'ided to seek employment. As,i,tance is \'nt'ely refused bll t the trader J'easonably insists on the repay ment of such money as headvance", lUld is secured ag~inst la,s by the N ati ve'. documentary undertaking to work for a .pecified em ployel' for a specified period, and to rep'y to hili benefactor the amonnt of

mere bOOK learning, but also mdustrially, and they are thus becoming gradually but surely a more and more valuable asset to the Country- And while they are thus advancing so 15 their mode of life IInprovlng . their \~ants are IOcreasing, luxuries are rap, ldly be~ng converted lotonecess1tles. Th~lrs~eDdlng poweriucreases yearly, and It IseS,ttmated tbat the contributIOn by natl\'es to indirect taxation has trebled In recent year6.

Throughout HntJ::.b South AfTl~a this advancement and Increase In speorllOQ power by the Natives h~s naturally resulted In an mcre~s.e In

wages demanded and earned WI to the exception of tbe Gold Mining Indus try In the Transvaal , at which the application of what IS known as the Colour Bar has resulted In not only no increase IU the wages paid to Nati ves but 00 the contrary the a \' erage wage earned by them to · day is appreciably lower than it was 30 years ago.

The Natives feel very generally that their progress and abilities are not being recognised on the gold fields of the Transvaal, a feeling which IS s trengthed by the fact that many Natives to day teach the white mtners their work,

· since, owing to the scarcity of skilled whites and to Government Regulations which lay down that a European must be 10 charge of :\ certain number of underground Natives, a great many incompetent and inexpenenced Euro· peans are being engaged for mine work.

Not only bas the Native not received on the gold mines any IOcreased wage corresponding to his increased efficie!lcy in .. nskilled work, but the Colour Bar precludes his employment on any skilled work. And what is "skilled work" in the Trans \-aal ? The answer isa constantly changlngdefinitlon fixed from time to time by the demands or the wbltes who, owing to their ability to obtain elucrati\·e employment no matter bow IOcompetent they ma y be, are continu::tlly lowenng the s tan · dard and bringing IOtO the category of skilled occupations, to theexclus ion of th e Native, every class of work that it SUits them to pp. rform, thus constantly lowering on the ladder of employment the rung upon which the Colour Bar is palDted .

\,"hat i!) the result ? \\ e ha \' e in mdustries III the Transvaal a ~rge percentage of European workers whose lOefficiency has become a by·word. who protected by unjus t regulations and stale custom can ,find lucra tive employ· ment witbout any exerllon towards qaullficatton, and who a re thus mere parasites gi ving no return for the wages they draw. Their in effi c iency and lack of ambition detrimentall y affec t the results obtainable from Native workers, and the latter are chafing under a system which not only precl udes tl)ei r employment at classes of work which by education and application they bave become thorough ly Quald'1ed to perform, but which inSis ts CD their bei ng se t to work under tte supervision of palpably unskilled E uropeans, many of whom have to be taught their work by the Natives whom they are In charge of.

Such a ~ystem I~ surely as uneconomical as It IS un jus t and Immoral. E ve ry Industry is 10 tee main dependent upon its Native labour force for its progress. and Its progress is largely dependent upon the effiCiency of the Native· Yet in the Tra nsvaal we tell him that DO matter how efficient he may become, hI'! cannot be employed on certa m classes of work since they are resen'ed for the white man·

The result IS that not only is the rreatest Incenti ve to the Nati ve to become efficient removed, but we are building up a useless sec tion of the European population which, because of its fortuoe to be born WIth a white SkID, is able to draw a very good livtng wage witbout any training Or effort. and IS thus not only in itself unambitious, but IS an economic brake in every IDdustry and must be spreading throughout the country the industrial value of a white skin aDd unfort unately Imbuing the coming genera tion Wi th the same idea_

To behe\'e that so many thousands of people whose education IS dally progressing can be so dead to all feelings of what is due to them as voluntarily to submit to piling restrictions is to li ve

In a fool's paradise . Tt is u~el ess to come to the defence of the present system governing the emplo}'ment of Nati ves armed with a rg uments based on stale custom . J liSt as whi te labour withm the past few years has forced capital to recogOlse its Tight to consideration, sothe Natl\-e iu ~ tin c tt \e ly

and WIth the example of the white nllDer before him will lOe\' itably make a s tand on his own behalf ouce be come~ to reali se his power .

I t is certain that the Nall\ e'~ owo leaders have learned to appreciate the trade value of labour and Bre bus ily educating ·the Natives to this knowledge and It is not Improbable that they will in the near tuture be organised for concerted action. fhe preseot policy of "drift" appears to have arisen mostly through a desire to appease the " .. -hites, a great Dumber of whom are incom· petent but who are employed because custom or class legislation dictates they must be, and the initiative of the industry seems almost paralysed by fear of a temporary dis location In the event of a European strike. There mIght be as great a dislocatIon In the working of the mines If the Natives were a s inconSIderate of their employers' interests as the whIte worker has proved himself to be, and it is more than likely <hat if Natives base their action on white example their demands will be extravagant and impOSSible, a nd that chaos will result.

Moreover there i ~ another lactor which though indirectly affec ting the industries ID the Transvaal IS well ,,,orthy of consideration from tbe social point of \'i~w. \Vhat is gOlOg to happen in this country when black loses Its respect for whire· the keys tone of the Euro, pean 's moral control over the Nati\'e? Up to within recent years the easy supenonty of the whIte had made the Nati,-e consciously feel his inferiority, but that this feeling has been daily losing ground, cannot but b~ apparent to anyone who comes in contact WIth them. Surely the whIte o wes it to h imself to prove his metal, and this he is not doing slOce the Natl vp. more and more frequently has before his eyes examples of Inferionty. ·nay. more, suffers the humillat10n of being In a subserVIent positIon to that InfenontyNor is the Nati ve backward 10 gi \' ing expresc;ion to his opin ion . \Vhereas in the pas t he always ~poke of the white miner placed in charge of hll11 as "l'mlungu" (the white man), to·day he more frequently makes use of the word "Igxagxa" (dIsreputable loafer).

The fea r that Nati \' e~ if afforded the opportunity might ous t the white man In the more highly sk tl led t rades and profess ions can surely only be expressed by those who not only do not know much about the Natl \'es of South Afr ica, but who are also mora l cowards because they are unwilling to apply a li ttle grit and effor t to the natural advantage of having behind them generations of c izilizatlOn , and so compete with the greatl y res tricted capacity of the semi· civlli zed Native.

I tbink I can, without fedr of being considered bombastic assert that 1 know tbe Native of South Africa \'e ry well . I was born and brought up amongs t tbem, and 1 have laboured a ll my working days With and amongst them. and, however mistaken my cons idered

'opinion may be it is at all events based on practical experience and knowledge. The capaci ty of the Na ti ve of South Africa is very limited despite his enormous Imita tive propepsity. The number of tbose who can be entrusted with serious res ponsi bility is insign ifi. cant, and ( have a high enough opiOlon of the white man to believe tha t the number of European!' who hy applica· tion and effort are deserving of membership 10 that class and wbo would in competition be ousted by Natives is just as insigni ficant.

My opinion at all events has th is fact to support it that in other parts of South Africa where the Colour Ba r dc.es not exist the white mao ha ~ not suffered because of-cnmpet ition with the N ati\-e , This competitIon seems to ha \'e had the desi red effect of st imulating him to presen e to h imself a natural monopol y of the profession and skilled trades .

I am convinced that the fear tha t the removal of the Colour Bar will affect <.iOmpetent European ' '''orkers
