1. OPENING ADDRESS BY THE PRESIDENT

The President, Professor Dr. Winnie Chee Siew Swee welcomed all members present to the 24th

Malaysian Dietitians’ Association (MDA) Annual General Meeting. The President is grateful that

there are more senior members attending the AGM this year. The President thanked the current

council members for their contribution for the past year. The President address that we continue

MDA strategic plans for Professionalism, Competency, Visibility and Breakthrough.

MDA has conducted many activities to enhance members’value such as forming working groups

for univeristies & private dietitians to network, providing awards and recognition of members’

achievements, outreach programmes to make dietitians visible to the public, upgrade membership

system for easier database of memberships and others. MDA is also collaborating with MOH

through CPD and Biro Latihan to enhance skills and competencies of dietitians.

2. TO RECEIVE AND ADOPT MINUTES OF 23rd MDA ANNUAL GENERAL MEETING

HELD ON 10th JULY 2017

The minutes of the 23rd AGM was presented by Dr. Nurul Huda Razalli, Honorary Secretary of

MDA (2017-2019). Ms. Mary Easaw suggested to transfer MDA account from the current

Maybank branch to a new Maybank branch as soon as possible. Ms. Teong Lee Fang (treasurer)

addressed that MDA currently has registered for online banking, and we will proceed with the

change in the bank branch as soon as possible. The minutes was proposed to be passed by Ms.

Jamilah Abd Jamil and seconded by Dr. Chen Seong Teng and accepted by the members present.

4

3. TO RECEIVE AND ADOPT MDA COUNCIL REPORT FOR THE YEAR 2017/2018

3.1 Secretary Report

The MDA Council report from 1st of April 2017 to 31st of May 2017 was presented by Dr. Nurul

Huda Razalli.

There are comments or concerns regarding matters highlighted in the report as follows:

1.1 first line: to change typo error “Saturday” to “Monday”;

1.2 last line: to change typo error “allowed” to “allowance”

1.4 title: to change typo error “Society” to “Office”

1.5.2: Ms. Mary Easaw suggested to conduct a survey to find out the reason why there are so few

active paying members (216 out of 920 ordinary members). Professor Dr. Winnie Chee Siew Swee

said that MDA need to get this news out. She highlighted that most of the non-active members are

from the MOH, while some of the more senior members are not having Facebook and MDA might

need to send hardcopy reminder to them.

Associate Professor Dr. Hazreen Abd Majid suggested to continue to send hardcopy of Diet Link

for the senior members, so that they feel the association to be closer to their heart. Mr. Ng Kar Foo

highlighted two main obstacles: 1) MDA need to have a sustainable team to continue the Diet

Link; 2) Some of the senior members’ address are outdated and the hardcopy might not be able to

reach them. Professor Dr. Winnie Chee Siew Swee agreed that we need to have new content for

the Diet Link, and to have more senior members to head the editorial board. Associate Professor

Dr. Nik Mazlan Nik Mamat suggested to appoint students to write the content with mentor

guidance. Ms. Ng Siew Lan suggested to use dietetic interns.

Ms. Ng Siew Lan suggested to design a new logo for the association, so that it will be more

appealing to the younger age group. She also suggested to allow members to have the choice to

receive hardcopy or softcopy for the information from MDA.

Ms. Nurfarah Hanani thinks that the amount of fee is not the main issue. The main issue is that

members do not feel a sense of belonging to the association as members still can practice without

being a MDA member.

1.6 Associate Professor Dr. Hazreen Abd Majid suggested that the recipient of education grant to

contribute back for the content of the Diet Link. He also suggested MDA can call for proposal and

award the education grant to those who were selected and presented in MDA conference.

5

3.2 Strategic Plan Outcomes 2017-2018

Professor Dr. Winnie Chee Siew Swee presented strategic plan and we adopt similar vision and

mission as last year. She continued to present the outcomes as at May 2018 (for year 2015-2018)

Goal 1: Members regard MDA as important for professional development.

Professor Dr. Winnie Chee Siew Swee updated that in order to encourage members to

renew their membership, previous outstanding fees for ordinary members are waived, and

members just need to pay the fees for previous and current year and the membership

subscription can be continued. MDA has also reduced rates for annual conferences to all

volunteers and subcommittee members and provided partial fees support to MDA members

for MDA-AODA conference 2016. Besides, MDA has continued to subscribe to e-NCPT

and provided members with this subscription free of charge. In addition, MDA has

organized 8 workshops in various areas and places for the members. In January 2018, MDA

has launched CPD grant to promote lifelong learning.

Goal 2: Enhance the role of visibility of dietitians as food, diet and nutrition experts

MDA has produced video highlighting the role of dietitians and uploaded to social media.

In addition, MDA website features and utility are updated, MDA will publish the listing of

the dietitians in Malaysia with contacts on the website, but this is subjected to consent of

members due to personal data protection act. MDA also engaged industry stakeholders

and successfully secured sponsorship from industry partners from education activities to

schools, members scientific updates and workshops. MDA continued to be active in the

national and international level and is currently the representative of various national

committees and the secretary of Asian Federation of Dietetic Associations (AFDA). MDA

has also co-organized Nutrition Month Malaysia with the Nutrition Society of Malaysia.

Moreover, the Malaysian Dietitians Day has been organized since 2016 to enhance the

image and highlight the role of dietitians in society.

Goal 3: Improve professional standing of dietitians

Professor Dr. Winnie Chee Siew Swee informed that the Task Force on Dietetic Education

(TFDE) is meeting actively and will continue to organize education workshop. The private

sector dietitians’ sub-group were formed in year 2018 to support private sector dietitians

in advancing careers; a WhatsApp group was created among the private sector dietitians to

provide platform for communication. Prof Winnie highlighted that the private sector group

will discuss on improving salary for dietitians, and they are currently discussing with

insurance company (AIA Berhad) to allow diabetes patients to claim from insurance when

they see a dietitian in the private setting.

6

Goal 4: Promote research to enhance professional practice

Professor Dr. Winnie Chee Siew Swee updated that in term of research, not much has been

done except conferences as a way to promote research. Discussion pertaining on dietetic

journal has been ongoing since last year, but there are many challenges faces. Professor

Dr. Winnie Chee Siew Swee also emphasized that the quality of research posters presented

in MDA conference has been improved substantially over the years.

3.3 MDA 23rd Conference 2017 Report (10-11th July 2017 at Hotel Istana KL)

Dr. Nurul Huda Razalli presented. The 23rd MDA Conference 2017 was successfully held on 10-

11th July 2017 at Hotel Istana, Kuala Lumpur. The theme was “Advancing Clinical Nutrition Care

in Dietetics”. A total of 360 registration and 104 abstracts were received. Overall, the 23rd MDA

conference 2017 was rated 4 (of 5-point scale) by most participants.

3.4 MDA Website and IT, Web, Resources sub-committee

Mr. Ng Kar Foo presented. He stated that there will be a sudden increase of number of viewer if

a new content is announced by MDA. Currently, the membership renewal system is still not

functional yet as the IT team need to ensure the online payment system is secure first before the

renewal system can go live. In the new membership system, the username and password are set to

be IC number of the member. However, if members are unable to use their IC number to login,

they will need to register again.

3.5 Awards, Grants & Scholarship sub-committee

Associate Professor Dr. Nk Shanita Safii presented. At the 23rd MDA national conference, MDA

has awarded 4 fellowships, 4 postgraduate best these awards (2 PhD and 2 MSc), 3 outstanding

undergraduate dietetics student awards and 2 clinical instructor awards.

3.6 Continuous Professional Development (CPD) sub-committee

Mr Georgen Thye Choong Jean presented. There were a total of 5 CPD session held in 2017-2018

whereby all 5 are FOC for the members. In addition, MDA has awarded CPD grant to 5 institutions

(RM 2000 each).

3.7 Malaysian Dietitians’ Day (MDD) 2017 sub-committee

Ms. Ng Yee Voon presented. The MDD 2017 was successfully held in 2017 for the 3rd time since

the fist inauguration in 19th September 2015. The MDD 2017 souvenirs (pencils and T-shirt) are

still being posted to the MDA members nationwide.

7

3.8 Task Force on Dietetics Education (TFDE) sub-committee

Associate Professor Dr. Barakatun Nisak Mohd Yusof presented. Two meetings has been

conducted among the TFDE members. In addition, MDA has also conducted the MDA Clinical

Education Workshop and an upcoming workshop will be on the 8 & 9th August, 2018 at UiTM.

4.0 MDA INVOLVEMENT IN MOH, NGO’S AND OTHER ASSOCIATIONS’ PROGRAM

4.1 Allied Health Professional Act (AHPA) 2016

Professor Dr. Winnie Chee Siew Swee mentioned that the AHPA has no news yet and we are

continue waiting for the progress of the act.

4.2 Nutrition Month Malaysia (NMM)

Professor Dr. Winnie Chee Siew Swee informed that Mr. Ng Kar Foo and Mr. Lee Zheng Yii have

continued to represent MDA in the NMM steering committee. MDA will continue to support the

program to raise awareness and promote healthy eating and lifestyle among the public. Prof Winnie

highlighted that MDA does not receive any money from NMM.

4.3 Asian Federation of Dietetic Associations (AFDA)

Professor Dr. Winnie Chee Siew Swee serves as the Secretary-General representing MDA until

2018. MDA will bid to host the 9th Asian Congress of Dietetics (ACD) in year 2026 at the

upcoming AFDA meeting in Hong Kong (i.e. 7th ACD). Malaysia will be competing with

Singapore and India, and we will bid the congress to be held in Penang. The bidding is fully

supported by MyCEB. Associate Professor Dr. Nik Mazlan Nik Mamat suggested that we will

need to engage with government bodies if were to organize the ACD.

5.0 MDA CORPORATE PARTNERSHIPS AND SPONSORSHIPS

Professor Dr. Winnie Chee Siew Swee presented. MDA has collaborated with Baxter Healthcare

and published a Renal-Friendly Cookbook for People on Long-term Peritoneal Dialysis. MDA has

also collaborated with Nestle (M) Sdn Bhd and Ministry of Education for the Maggie Secondary

School Cooking Competition last year. This year Nestle have not started any new event due to the

sensitive environment.

Ms. Mary Easaw proposed for the secretary report to be passed, Associate Professor Dr Nik

Mazlan Nik Mamat seconded.

8

6.0. TO RECEIVE AND ADOPT THE AUDITED TREASURER’S REPORT FOR THE

YEAR 2017/2018 (1st of April 2017 to 31st of March 2018)

The Treasurer’s report from 1st of April 2017 to 31st of March 2018 was presented by Ms. Teong

Lee Fang, Honorary Treasurer. She thanked Ms. Ng Ai Kah and Dr. Hamdan Mohamad as the

internal editor. No issue was raised by the member. Ms. Mary Easaw proposed for the treasurer

report to be passed, Associate Professor Dr Nik Mazlan Nik Mamat seconded.

7.0 PROPOSED RESOLUTIONS

Clause 2 Address

Puan Shanaz asked whether MDA have surveyed the market before choosing Andres Fourdy (AF)

to be the secretariat company. Ms. Teong Lee Fang answered that we have compared a few event

companies. Professor Dr. Winnie Chee Siew Swee further explained that MDA have worked with

AF before in the past conference, and at the same time they have IT experts. Ms. Indrarani

Balaratnam suggested to have a virtual office like the previous council; however concerns were

raised with the late response to members enquiries and email, and there is no one to answer phone

call with the virtual office. The current fees charged by AF is RM 18,000 per year (compared with

RM 15,000 charged by the Academy). Puan Shanaz, Ms. Mary Easaw and Ms. Indrarani

Balaratnam think that about RM 1500/month is a reasonable fee to help to lessen the burden of

MDA council.

Ms. Mary Easaw proposed to pass this clause and Associate Professor Dr Nik Mazlan Nik Mamat

seconded.

Clause 4: Membership

4.1.1 Ordinary Members

The MDA council proposed to state clearly in the constitution that the ordinary membership should

be opened to Malaysian who possess a bachelor’s degree in dietetics or nutrition and dietetics with

at least 800 hours of dietetics internship. This is because some of the oversea degree do not have

enough hours of dietetic internship This measure will ensure the quality of MDA ordinary member

as oversea employer will usually need verification from MDA for employment of Malaysian

Dietitian. Nevertheless, MDA is not a regulatory body.

Associate Professor Dr. Nik Mazlan Nik Mamat suggested that postgraduate diploma in dietetics

to be dropped. Puan Shanaz agreed and said that MDA will not kick the senior members with such

qualification out from MDA.

9

Puan Shanaz asked what is the objective of MDA. If MDA objective is for education, then why do

we set 800 hours but not 500 hours (based on the International Confederation of Dietetics

Associations [ICDA] Consensus), as this will defeat our purpose of education by preventing some

potential members to join MDA. However, if we were to set 800 hours arbitrarily but the local

dietitian is doing 1200 hours of internship, the local dietitian might complaint. Therefore, she

suggested that MDA to follow the ICD consensus.

Professor Dr. Winnie Chee Siew Swee emphasized that MDA membership does has a value, as

members need MDA certification for employment, application of overseas qualification etc.

Although we are not a regulatory body, we need to have a certain standard.

The members agreed that we set the dietetic internship to be 500 hours based on ICDA consensus.

This was proposed by Puan Shanaz and seconded by Ms. Joan Isabel.

4.1.2 Associate members

For individual with less than 500 hours of dietetic internship, they will be entitled for Associate

membership. The sentence “non-Malaysians shall cease to become associate member upon

termination of work in Malaysia” was agreed to be removed. This was proposed by Encik Rosli

bin Mohd Sali and Seconded by Dr. Ong Shu Hwa.

4.1.3 Student member

To change “with written consent from vice chancellor of the university” to “with written consent

from course coordinator of the university”. However, this will be subjected to ROS approval.

Proposer: Ms. Tan Sing Ean, Seconder: Dr. Nur Hana Hamzaid.

4.1.4: Corporate member

The members agreed to remove corporate membership category. Proposer: Associate Professor

Dr. Hazreen Abd Majid, Seconder: Ms. Indrarani Balaratnam

Clause 6: Source of Income

6.1.3 Membership fees

The council proposed to increase the MDA ordinary membership fees from RM 50 to RM 100.

Ms. Teong Lee Fang presented MDA current financial situation, whereby expenses are increasing

but income remained the same. To date, the financial position is negative RM 70,000. Professor

Dr. Winnie Chee Siew Swee proposed to have more benefits if fees is increased, suggestion of the

added benefits are such as certification courses/specialized courses, webinars & podcast, enhanced

activities of MDD, enhanced website content, public engagement programme, research

training/grant and the commencement of MDA journal.

10

Dato Tan Yoke Hwa agreed with the increment of fees. This is reasonable as compared with other

societies, our fees are relatively cheaper. In addition, the cost of goods and services are increasing.

Ms. Rozanna Rosly agreed with the increment and think that people will tend to value for what

they pay if they are paying more.

A member agreed with the increase in membership fee. She suggested to have a lifetime

membership category like the pharmacist society. However, Professor Dr. Winnie Chee Siew Swee

thinks that this may not be applicable to MDA as pharmacists are a big group. Lifetime

membership may deprived MDA of source of income in the long-term. Ms. Ng Siew Lan further

suggested to have a 5-years membership fee.

Ms. Tania Lee Xu Yar appreciate what MDA is doing to the members such as free CPD workshop

and education grant. She thinks that the new fee of RM 100 per year is actually less than RM 10

per month, and it is reasonable if compared with all the benefits that the members are entitled. She

suggested that members who received the education grant from MDA to be more proactive to

contribute back to the association.

Associate Professor Dr. Hazreen Abd Majid purposed to have an automatic increase in certain %

of membership fees over a certain years.

Mr. Teoh Wei Jie asked whether MDA is keeping members who are not practicing, and how can

we get them back?

Ms. Wendy Wong Hui Yi thinks that the reason why members do not pay the membership fees is

not because of affordability, but is how MDA push members to pay the money, for example give

a certain discount if pay for more years, and MDA to remind members to renew their membership

in different platforms.

Ms. Teong Lee Fang explained the surge of membership in year 2016 is because every CPD

session there are people who open laptop to ask the participants to register or renew for

membership on the spot.

Ms. Indrarani Balaratnam suggested to make personal phone calls to members, use a personal

touch approach to remind members to renew their membership.

Mr. Georgen Thye Choong Jean informed that during the CPD registration process, the team are

always checking and sending email to remind inactive members to renew membership. In the

future, we must make sure the website to always working to reduce the barriers of membership

renewal.

All members agreed to increase the membership fees, the new ordinary members will be RM 100

and associate members will be RM 80, effective 1st April 2019. This was proposed by Ms. Chia

Bing Shin and Seconded by Ms. Goh Pei Wei.

11

The removal of corporate membership fees was proposed by Ms Tan Sing Ean and seconded by

Ms. Tania Lee Xu Yar

Clause 19: Grants for Seminars and Conferences

19.5 Education Grant

The council proposed to change “a grant shall not be given to a member who has benefited from

the grant in the previous three (3) years” to “two (2) years”. Dr. Lee Ching Li suggested that those

who received the grant should give back to MDA. The change was proposed by Dr. Nur Hana

Hamzaid and seconded by Mohd Hakim bin Zakaria.

19.7 Notification to Secretary for Education Grant

The council proposed to change “application shall be received by the honorary secretary at least

two months before the date of the seminar or conference…” to “one month”. This change was

proposed by Dr. Nur Hana Hamzaid and seconded by Associate Professor Dr. Nik Mazlan Nik

Mamat.

8. NOMINATION AND VOTE FOR 2018 MDA FELLOWSHIP

Dr. Nurul Huda Razalli presented the criteria for MDA fellowship to the members. year, 4

Professor Dr. Tilakavati Karupaiah (Taylor’s University), Datin Farah Di Ba Khan (Prince Court

Medical Centre) and Professor Dr. Noor Aini Mohd Yusoff (UnisZA)

Associate Professor Dr. Hazreen Abd Majid asked to what extend extent of contribution of MDA

we can refer such as maintaining good names of MDA, and what is the cap per year for fellow

nomination.

Professor Dr. Winnie Chee Siew Swee explained that MDA fellowship is an honour and

recognition from the association for fellows contribution to MDA.

All MDA fellow candidates were agreed to be awarded the fellowship title unanimously by the

members. They will receive the award in the next MDA conference.

9. MDA CORPORATE SPONSORSHIP POLICY GUIDELINES

Due to the sensitivity of the environment, and the recent enquiry by a public person, Professor Dr.

Winnie Chee Siew Swee on behalf of the councils presented the MDA Corporate Sponsorship

Policy Guidelines to be discussed with AGM member. Professor Dr. Winnie Chee Siew Swee

informed that many companies has come to MDA for consumer product, and industries are

interested to work with dietitian because we are more practical (from experience of the previous

few workshop). She also emphasized that corporate partners cannot dictates the objective and the

content of the partnership in the MoU. The corporate guidelines are based on DAA guide, adopted

by Professor Dr. Winnie Chee Siew Swee in year 2014. AGM members agreed that we should

continue to work with industry.

Dato Tan Yoke Hwa emphasized that MDA must educate members how to be ethical and

professional. This is because if dietitians do not work with corporate partners, other people will

work with them and it will be a mess and maybe for profit. Under the AHPA every professions

have their own code of ethics, and dietitians should be confident if we are following the code of

ethics

Ms. Ng Siew Lan highlighted that Coca-cola was the major sponsor for the Academy of Nutrition

and Dietetics several years ago, She thinks that there are no good or bad food, and we need to

emphasize on a balance diet. She agreed to continue to work with corporate partners.

Associate Professor Dr. Nik Mazlan Nik Mamat reminded members to be careful when companies

ask us to conduct research together. Prof Winnie agreed and mentioned that the recent issues with

Nutrition Society of Malaysia (NSM) is that the research principal investigator is also the president

of NSM.

Puan Shanaz said that she is a major supporter of corporate sponsorship. However, she caution

that a typical Malaysian (who are less mature) will tend to associate a brand with MDA logo and

think that a brand is ‘healthy’. She requested the council members to explain about the

collaboration with Maggi. Prof Winnie explained that it is a cooking competition that has been

held for 20 years under this brand, and they needed expertise. Puan Shanaz suggested that they are

using the association for the public to associate Maggie with MDA, it is a kind of branding for

them. Although we are definitely not endorsing their products but we are associating the brand

with MDA brand and the public may have the misconception that Maggie is ‘healthy’.

Ms. Mary Easaw thinks that if we follow the guidelines, and in a longer period time the public will

understand. She suggested MDA to put a disclaimer in any events associated with brand name.

The council will list down the companies that MDA are partnering with, and this is agreeable by

the members.

10. OTHER MATTERS ARISING

Ms Mary Easaw suggested to list down the attendance in alphabetical order in the AGM minutes.

10.2 Move the Profession toward Specialty

Dato Tan Yoke Hwa remarked that we need to start to think now how to start to move the

profession toward specialty.

10.3 Fund for certification courses

Puan Shanaz said that she knows how to get fund from the ministry of human resources for the

certification courses, and she offered to help MDA to get the funds.

1. OPENING ADDRESS BY THE PRESIDENT

The reason of having this Extra-Ordinary General Meeting was due to the delayed in

submitting the change in clauses of constitution to eROSES. The council has submitted the

meeting minutes of the past AGM. However, the constitution need to take some time to

manually change in the system. The change was submitted after 30 days of the AGM and

therefore was rejected by eROSES. Therefore, we call this EGM to re-vote the change in

clause of constition passed on the 24th AGM.

2. RE-VOTE THE CHANGE IN CLAUSE OF CONSTITUTION PASSED ON THE

24TH ANNUAL GENERAL MEEETING

Clause 2.1: Address

The change of secretariat from Medical Academies of Malaysia to Anderes Fourdy.

Proposer: Mary Easaw. Seconder: Hazreen Abdul Majid.

Clause 4: Membership (4.1.1.1, 4.1.1.2 and 4.1.1.3)

Lee Ching Li asked if the bachelor program has a different name than ‘dietetics’ or

‘nutrition and dietetics’, can we accept them as member? Winnie Chee Siew Swee

explained that we will accept as long as thare are 500 hours of dietetics internship, and they

are a bachelor degree “in” the field dietetics; not necessaritly must be a degree with exact

name “BSc (Dietetic)”. Lee Ching Li understood and suggested to change the wording to

‘Bachelor’s Degree in the field of Dietetics’ and remove the ‘or Nutriton & Dietetics’

Mary Easaw thinks that we shoudn’t remove the word ‘nutrition’

Winnie Chee Siew Swee agreed with Lee Ching Li and thinks if we have the word

‘dietetics’, it will include ‘nutrition. What is more important is the internship.

All participants agreed to remove the word ‘nutrition’ for both clause 4.1.1.1 and 4.1.1.2.

For clause 4.1.1.3, to remove the whole clause as the program Diploma in Food Service

and Nutrition with Postgraduate Diploma / Certificate in Dietetics no longer exist.

Clause 4.1.2: Associate Member

The revised clause was passed with the removal of ‘in dietetics or nutrition & dietetics’

AGM before implemented.
