The GCC chemical industry is emerging from an era of low-cost feedstock prices and a focus on commodity chemicals, and transitioning into a new modus operandi. To remain competitive, companies in the region must shift their focus towards gaining greater technology know-how and access to key markets. However, in this interconnected and increasingly complex business environment, forging strategic partnerships will be key for capturing profitable growth. In line with the imperative for collaboration, the 2018 GPCA Annual Report centers on the theme of pursuing growth through formulating strategic partnerships. The report further highlights GPCA’s efforts to advance the industry’s agenda by facilitating greater collaboration among key stakeholders and effectively representing its members’ interests on issues of strategic importance at both global and regional level.

Chairman’s foreword
I am delighted to present the 2018 GPCA Annual Report which provides a summary of the association’s strategic activities and highlights the industry’s performance over the past year. Looking back on the last 12 months, for the chemical industry in the Arabian Gulf region and across the globe, this was a year of change that saw us go through tremendous challenges, but it was also a year of opportunity and time to take bold actions. The industry is faced with a choice: to fundamentally transform or risk being left behind. As we endeavor on our transformational journey towards value creation and growth, GPCA will continue to play a key role in facilitating an effective platform for knowledge sharing and fostering strategic partnerships that would enable the industry to move closer towards achieving its common goals.
In line with recent sustainability trends spreading across the region and the world, GPCA, through its strategic advocacy efforts and networking events, has been steering the dialogue towards circular economy, greater recycling efforts and effective government-industry partnerships. We extended our cooperation further with regulators in the area of industry standards and provided a platform for greater government-industry collaboration in chemical management and hazardous waste. Our efforts to raise awareness and recognize excellence in Responsible Care, the industry’s flagship EHS&S program and license to operate, culminated in organizing several networking events across the region designed to share best practices and advance health and safety standards in the chemical industry in the GCC and globally.
Through our community outreach program, Waste Free Environment, we continued to promote the role of plastics in providing sustainable solutions for today’s challenges, and the need for fostering responsible attitudes among the public, starting from the youngest members of our society. Our future tomorrow is in the hands of the young generation in this region; we are, therefore, proud to have seen our efforts to engage with students and academia from the GCC pay off, as the Leaders of Tomorrow program continues to grow in numbers and participation with each year.
The rise of trade protectionism is impacting not just our supply chains but the supply chains of our customers, forcing chemical players to rethink and transform their global strategies and

business models. We repeatedly addressed this challenge across our conferences and events that aimed to stimulate discussion and foster collaboration among the government and global and regional industry leaders. As we continue to drive the chemical industry’s innovation efforts and encourage greater investment in technology and innovation management, our IP Awareness workshop series entered its 4th edition taking place for the first time in Kuwait.
The transformation sweeping across the industry is forcing global and GCC chemical players to transform by focusing on their competitiveness, value creation and taking effective growth measures. To provide a direction for the future in this increasingly uncertain business environment, GPCA’s annual networking events focused on the role of innovation as a growth imperative and the need for sustainable plastic innovation to address today’s environmental challenges. Again, we touched upon collaboration and how to capitalize on digitalization to improve our supply chain performance. For the first time in Oman, we explored the new frontiers and opportunities for the agri-nutrients industry which attracted a record number of delegates from leading chemical organizations in the GCC and the world.
The topic of executing transformation was central to the 13th Annual GPCA Forum, with speakers calling on the industry to take strategic actions in order to stay relevant in this highly competitive global business environment. We further urged our colleagues and peers to address growth through collaboration by offering the right value proposition to customers and partners abroad. And finally, we emphasized on the importance of partnering with technology providers to improve our competitiveness, create new growth for our businesses and address the rapidly changing needs of end-user markets.
The road ahead will be long and full of unique challenges, but I am confident that we are on the right path to lead the industry into a more competitive future. For its part, GPCA remains fully committed to fulfilling its mandate and supporting the industry in its efforts towards realizing greater value creation through formulating long term strategic partnerships in the GCC region and abroad.

Message from the SecretaryGeneral As we celebrate yet another succesful year, I would like to take a moment to highlight some of our achievements and share our plans for the year ahead. At GPCA, our motto is “Working for Our Members, through Our Members” as we see our collaborative efforts bear bigger and better fruits – from advocating for effective standards and regulations, to taking our networking events into new locations in the region, and seeing key initiatives and programs grow, 2018 was another year of great achievements and a testament to the dedication of our Board, Working Committees and the GPCA Secretariat, and the support of our stakeholders and long term partners.
In continuation of our achievements in 2018, I am confident that 2019 will bring renewed opportunities for success and growth in the global and regional chemical industry. Opportunities will remain high to expand the Arabian Gulf industry’s global position through consolidation, overseas inorganic growth, continued products portfolio diversification and developing local technological capabilities. With this, I am positive that 2019 will be a pivotal year in the industry's journey towards prominence as a global chemical hub.
Administration
Our Annual General Assembly Meeting took place in March 2018, hosting the GPCA Board elections. Yousef Al-Benyan, Vice Chairman and CEO, SABIC, was re-elected as GPCA Chairman for a new three-year term, while Dr. Abdulrahman Jawahery, President, GPIC, was elected as Vice Chairman, and Dr. Mohammed Al Mulla, Managing Director and CEO, QAPCO, was re-elected as Treasurer, both of whom sit on GPCA’s Executive Committee.
Among the regional industry leaders joining the GPCA Board this year were Said M. Bajodah, CEO, Saudi Chevron Philips Company, and Hazeem Al Suwaidi, CEO, ADNOC Fertilizers. Mr. Bajodah was subsequently replaced by AbdelHadi Al-Suhaimi, Executive President, Saudi Chevron Phillips Company (SCP) and Jubail Chevron Phillips (JCP). Oman’s seat continues to be represented by Ahmed Saleh Al Jahdhami, CEO, Orpic, while Abdulaziz Judaimi, SVP, Downstream, Saudi Aramco; Jamal Malaikah, CEO, Natpet; Ahmad Al-Ohali, CEO, Sipchem; Dr. Ramesh Ramachandran, CEO, EQUATE; Mohammad Farhoud, Managing Director, PIC; and Abdulrahman Al-Suwaidi, CEO, QAFCO, were re-elected as Members of the Board.
Furthermore, the Board nominated and endorsed Dr. Abdulrahman Jawahery, President, GPIC, as Chairman of the Fertilizer Committee; Ahmed Omar Abdulla, CEO, Borouge, as Chairman of the Plastics Committee; Mutlaq Al-Morished, CEO, TASNEE, as Chairman of the International Trade Committee; Dr. Moayyed Al-Qurtas as Chairman of the Research and Innovation Committee; Khaled Saleh Al-Karboush, VP, EHSS Corporate Manufacturing, SABIC, as Chairman of the Responsible Care Committee and Ahmed Al-Shamsi, SVP, Regional MEAE, Borouge, as Chairman of the Supply Chain Committee.
The GPCA Secretariat team expanded in 2018 into new and strategic roles within the Thought Leadership, Networking and Marketing and Communications functions in line with our vision to grow and reach new heights. We also launched and developed fully in house a new GPCA corporate website, which highlights our three pillars and annual programs and initiatives.
Membership
In 2018 GPCA was joined by 39 new associated members. As we continuously aspire to grow and effectively represent the common interests of our members at a global and regional level, GPCA remains fully committed to providing value for our members through long term and effective partnerships. In this regard, we launched a new members portal and mobile application featuring a social wall allowing members to share their company’s regular updates, and a messaging tool designed to enhance the networking aspect of the platform. The portal also provides direct access to the GPCA members directory, petrochemicals database and GPCA publications.
In 2018, our Members Outreach Program gained momentum, with two roundtable meetings taking place and attended by senior executives from GPCA member companies in Saudi Arabia and Oman. The first meeting was hosted by SABIC in Jubail in December 2017 and attended by senior management of SABIC’s subsidiaries. The second roundtable meeting was conducted in Muscat and attended by senior executives from Orpic, Salalah Methanol, Oman Oil, OMIFCO, and Duqm Refinery. Moving forward, GPCA will be looking to conduct more outreach activities to exchange thoughts on the association’s programs and activities and ensure alignment and value creation for member companies.
GPCA continues to play an active role in shaping the future direction of the global chemical industry through our active presence at international associations such as the International Council of Chemical Associations (ICCA), and International Fertilizer Association (IFA).
Networking
For the first time this year, GPCA co-located its annual events, organizing six conferences, three workshops and one industry roundtable. In total GPCA events were attended by 3,530 delegates, which represents 9% growth year on year. The 5th GPCA Research and Innovation Summit and 9th GPCA PlastiCon were co-located and co-timed in the same week in Dubai, as were the 2nd Responsible Care Conference and the 10th Supply Chain Conference. The 9th GPCA Fertilizer Convention was held in Muscat, Oman for the first time, posting record attendance figures.
The 13th edition of the Annual GPCA Forum, our flagship event, was especially successful in 2018, featuring new initiatives and activities as part of the forum’s program and exhibition, which brought together over

2,100 global and regional industry leaders to network, and discuss key trends that will impact the industry in the foreseeable future. In 2018, we developed and launched fully in house a new look for all GPCA events websites. It is important to report that throughout this year GPCA could not have delivered effective world-class events without the continued support of its members, to whom we are deeply grateful.
Thought leadership
In 2018, GPCA released 18 publications, ranging from statistical, industry-trend, co-branded, periodical and post event reports. A key highlight in 2018 was the release of “Journey Towards Excellence”, the first book published in Arabic language, during the Annual GPCA Forum to document the evolution of the petrochemical industry in the Arabian Gulf since inception. Several of our co-branded reports such as the ‘Circular Economy and Plastics’, ‘Africa Fertilizer Market Development’ and ‘Africa Fertilizer Market Outlook: Challenges and Opportunities for GCC Producers’ were developed in collaboration with leading consultancy firms, Nexant and Integer. Our regular industry newsletters Insight and Insight Express continue to provide thought provoking articles, industry news and comprehensive market analysis available for GPCA members and non-members alike.
Advocacy
Industry standards and regulators collaboration
Last year, GPCA signed a Memorandum of Understanding (MoU) with the Gulf Standardization Organization (GSO) for the development of world-class standards in the region and establishing close cooperation framework between the two organizations in areas of mutual interest.
In 2018, GPCA hosted the ICCA Responsible Care Leadership Group Meeting in Dubai, which was attended by senior experts from more than 40 countries across the globe. The newly revised Responsible Care® Codes of Management Practices were released on the occasion of the 2nd GPCA Responsible Care Conference, when we also published the ‘2017 Responsible Care Performance Metrics Report – Promoting Continuous Improvement’. To create awareness about the new codes and share best practices, we organized a workshop in October entitled ‘Achieving Excellence Through Responsible Care Codes’ in Muscat, Oman. Furthermore, we launched the first of its kind in the region Responsible Care® Codes of Management Practices self-assessment tool, allowing members to record and benchmark their performance. We also developed new Gulf SQAS Assessment modules in addition to conducting a refresher training for the assessors in August 2018. Three peer reviews were successfully completed at GPCA full member companies: Sahara Petrochemicals, GPIC and Borouge. In October this year, we organized a roundtable hosted by EQUATE on ‘Government and Chemical Industry Collaboration in Chemical Management and Hazardous Waste’.
We started 2018 with a Trade Defence Strategies Workshop in January in Muscat, Oman, with the aim of creating awareness among GPCA member companies on trade defence mechanisms. In continuation of our efforts to promote awareness and an enhanced understanding of intellectual property rights, EQUATE hosted in December the 4th edition of the GPCA IP Awareness Workshop series in Kuwait.
Throughout the year we intensified our efforts promoting the benefits of plastics and the need for developing a circular economy through investment in recycling. GPCA commissioned two reports – one in Oman with the support of Orpic and one in the UAE in collaboration with Borouge—to gain a better understanding of the recycling landscape in both countries and put forward policy recommendations that promote a recycling industry.
Furthermore, GPCA has joined a coalition of industry, brand owners, regulators and NGOs in the UAE to develop a proof-of-concept model that would stimulate recommendations around recovery and recycling of plastic packaging throughout the UAE. In light of the new SASO
standard adopted in Saudi Arabia, GPCA joined forces with brand owners to advocate against the use of oxo-degradable plastic additives for packaging in the GCC and globally. With sustained and collaborative efforts, we are confident of having the harmful standard overturned in 2019.
Sustainability and environmental awareness campaigns
With the valuable support of GPCA members, Waste Free Environment was established as a fully-fledged advocacy movement with education at the forefront of all activities. The campaign further shifted its strategic objective to becoming a year-long campaign. WFE achieved another key milestone in 2018 by adding a fifth continent, Africa, and two new countries – Morocco and Indonesia – to its global footprint. In alignment with the campaign’s new objectives, a bilingual informative guide was produced on the ‘7 types of plastic resins’ which can be accessed via the GPCA website.
During the Annual GPCA Forum, we launched GPCA’s new Sustainability Initiative supported by ExxonMobil and aimed at demonstrating the chemical industry’s commitment towards achieving the Global Sustainable Development Goals (SDG) and enabling a transition towards a circular economy. As part of the initiative, a dedicated Sustainability Zone offered delegates an opportunity to learn about the latest sustainability efforts, programs and achievements of GPCA members and chemical producers from the Arabian Gulf region.
Empowering our youth - The GPCA Leaders of Tomorrow Program
Four new editions of GPCA’s Leaders of Tomorrow (LoT) program were held in 2018, attracting a record-breaking 294 students from universities in the GCC. The program of the student seminars was developed with the support of specialized content partners, focusing on key industry areas such as research and innovation, plastics, supply chain, fertilizers and the topic of transformation. Alongside other GPCA members, SABIC has been the main sponsor of LoT in 2018.
Recognizing excellence - GPCA Awards Series
This year we concluded another successful edition of GPCA’s prestigious award series – Plastic Excellence Awards, which entered its eighth year. Since inception in 2011, the Awards have received as many as 259 entries to date. We also held the 2nd Responsible Care Awards which enjoyed a record number of nominations, attracting 63 entries in six highly contested categories.
Looking forward
We expect 2019 to bring us new challenges and new opportunities to do even better and scale new heights. One thing is for sure, the next 12 months will be as busy as ever with six conferences and two awards taking place throughout the year. We are excited to have the GPCA Legacy Initiative and GPCA Legacy Award “Al Rowad” return for a second edition in Dubai during the 14th Annual GPCA Forum, which will take place in the month of December. We are also celebrating ‘A Decade of Excellence’ since Responsible Care’s launch in the Arabian Gulf region with the 3rd RC Conference to be hosted in Saudi Arabia for the first time, and the 10th edition of GPCA PlastiCon and 6th Research and Innovation Summit in Bahrain. During the R&I Summit we would be launching the GPCA Innovation Competition targeting young talent in the region. I encourage you to participate and leave your mark to inspire the next generation of industry innovators and leaders.
Our three strategic pillars – networking, thought leadership and advocacy – continue to shape our priorities and agenda for the association. We at GPCA are committed to continuously strengthening each pillar, with a key focus on Thought Leadership for the year ahead. Thought Leadership, rightly positioned between the two pillars, is an important area that will take us from awareness to impact, addressing topics and issues that are poised to make a difference in the GCC chemical industry.

The Gulf Petrochemicals and Chemicals Association (GPCA) represents the downstream hydrocarbon industry in the Arabian Gulf. Established in 2006, the association voices the common interests of more than 250 member companies from the chemical and allied industries, accounting for over 95% of chemical output in the Gulf region. The industry makes up the second largest manufacturing sector in the region, producing up to USD 108 billion worth of products a year.

In 2018, GPCA was joined by 39 new associated members, brining its current membership base to 250 companies, of which 37 are full members and 213 are associate members. Some of the membership benefits that companies enjoy by joining GPCA include access to an exclusive business network comprising senior industry officials, up-to-date market analysis and intelligence, advocacy support through existing GPCA initiatives, branding and profiling opportunities and many more.

MEMBERS OUTREACH PROGRAM
In 2018, GPCA launched a new members portal and mobile application featuring a social wall and a messaging tool which allow members to share their company’s regular updates and facilitate better networking experience. The members portal serves as a one stop shop, enabling members to find data quicker and easier, network with their peers, and enjoy access to members only features. The new portal has been designed to accommodate a number of key features, including direct access to the GPCA members directory, petrochemicals database and GPCA publications.
As part of its Members Outreach Program, GPCA organized a roundtable meeting on 17 September in Muscat, Oman to exchange ideas and discuss new ways for collaboration. The program was tailor made for GPCA member companies based in Oman and included a full overview by members of the Secretariat on current initiatives and programs that GPCA is championing in the region and globally. The meeting was well attended by senior representatives from Orpic, Salalah Methanol Company, Oman Oil, OMIFCO, and Duqm Refinery. This is the second such members outreach event, after GPCA met with senior SABIC executives in Jubail, Saudi Arabia in December 2017. Moving forward, GPCA will be looking to conduct more outreach activities to exchange thoughts on the association’s programs and activities and ensure alignment and value creation for member companies in the region and globally.

Year in review: State of the GCC chemical industry
On the back of higher oil prices, improved output and higher public spending, the GCC region witnessed an increase in economic activity in 2018. GCC economic growth stood at 2% in 2018, up from 0.3% the year before. In line with the positive economic sentiment, the regional chemical industry demonstrated upbeat performance, posting high growth in production, revenue, export and employment.
In line with long term objectives to increase their value contribution to the local economy, GCC producers have intensified their efforts to diversify their portfolios. While overall production capacity increased by 2.8% in 2018, high value and performance chemicals grew at a significantly faster rate of 12.7%, demonstrating a clear shift towards the production of more value-added chemical products in the region.
In 2018, average petrochemical and fertilizer prices benefited by the global chemical industry’s upturn, growing by 6% and 11% respectively year on year (YoY). In 2018, GCC chemical revenue is expected to exceed USD 90 billion, up by about 6.3% from the year before; nevertheless, revenue will grow at a lower rate compared to 2017.
In 2018, the industry laid the groundwork for the next stage of its transformation, supported by new project announcements,
significant investment plans and strategic acquisitions at home and abroad. Last year alone, around USD 130 billion worth of mega projects were unveiled by GCC producers, with integrated refinery and petrochemical plants taking up the lion’s share of future petrochemicals investments in the region. Once operational, the newly announced integrated complexes will contribute significantly to regional diversification targets and create more downstream opportunities moving forward.

As the chemical industry rides a wave of growth, new and emerging risks such as oil price volatility, slower economic growth and global trade tensions will continue to pose a significant challenge to the industry’s future.
The World Bank forecasts global growth to slow to 2.9% in 2019 and 2.8% in 2020-2021. Deceleration in global growth could be more severe than expected, driven by weaker economic activity in the world’s largest economies, US and China. The magnitude of China’s slowdown is particularly alarming, as it could have a significant impact on the chemical industry, especially if chemical imports begin to slow down beyond seasonal fluctuations.

Reflecting on a similar sentiment, the World Trade Organization (WTO) forecasts global trade to grow at 3.7% in 2019, lower than the 3.9% growth observed in 2018. Trade tensions are expected to pose the biggest risk to global trade, in conjunction with other destabilizing factors such as tightening monetary policy and associated currency fluctuations.
Analysts foresee 2019 to be a challenging year characterized by decreasing oil demand and continued volatility in oil and natural gas prices that could lead to unstable chemical prices. With lower growth prospects and consistent imbalance between oil supply and demand, OPEC and non-OPEC countries agreed to take 1.2 million barrels a day off the oil market for an initial period of six months starting January this year.
Geopolitical tensions and the US-China trade war escalated in 2018 with the imposition of tariffs on both sides. While negotiations have resumed during the G20 meeting, doubts remain as to whether a comprehensive agreement can be reached. A prolonged trade war could cause real demand destruction and carry a negative impact on global chemical prices.
An evolving GCC petrochemical landscape
Four disruptive trends are underway, giving rise to an evolving chemical industry landscape over the coming years. These include Industry 4.0, circular economy, consolidation, and upstream integration.
The Fourth Industrial Revolution will have a significant impact on the chemical industry in the GCC and globally. Digitalization is already leading to changes in all aspects of industry operations, as traditional industries are increasingly being disrupted by technological advancements such as machine learning and artificial intelligence. Despite trailing behind other industries, many chemical companies are utilizing digital technologies for smart manufacturing, stronger customer relationships and faster innovation. The chemical industry in the Arabian Gulf is well positioned to capitalize on the future opportunities afforded by digitalization.
Circular economy and sustainability are growing in importance as political and social pressure continues to mount on industries globally. Regulatory requirements will continue to increase as the environmental impact of emissions and waste becomes more evident. While the GCC region is not yet under regulatory pressure like other regions, such as Europe, companies should take a proactive approach to seek opportunities which would enable them to meet possible future regulatory demands. The chemical industry has all the means to drive this change and reaffirm itself as the leader in innovative sustainable solutions.
Mergers and acquisitions (M&A) have been an integral part of the chemical industry’s growth strategies – a trend that has become particularly pronounced in the GCC region in recent years. Some of the top consolidation deals announced in the GCC include the Sipchem-Sahara Petrochemical merger as well as the integration between Orpic and Oman Oil Company. In line with its strategy to become the world’s leading energy and chemicals company by 2020, Saudi Aramco had made public its plans to purchase a stake in SABIC from the kingdom’s Public Investment Fund. By owning a strategic share in SABIC, the fourth largest chemical
company globally, Aramco could fast track its plans and enhance its capabilities in the downstream industry.
New large-scale projects now involve deeper refining and petrochemical integration. This could be in the form of a fully integrated refining and olefins complex, crude-to-chemicals plants, or simply locating the petrochemical plant along the refinery. NOCs in the GCC are well positioned to capture this opportunity, as they look to diversify into higher margins offered by the petrochemical industry. Additionally, with access to large scale mix-feed crackers, the region will be able to respond to shifts in market dynamics.
Some of the key integrated projects due to come on stream in the next few years include the Jazan Refinery and Petrochemical Complex in Saudi Arabia, Saudi Aramco’s and Total’s JV – SATORP, ADNOC’s Ruwais complex in the UAE, as well as Saudi Aramco and ADNOC’s investment in India’s Ratnagiri complex. Another revolutionary project announced in the region is the Saudi Aramco-SABIC crude oil-to-chemicals (COTC) complex.
Chemical industry outlook: Opportunities on the horizon
Despite uncertainties in the global economy and international trade, the chemical industry globally is expected to see a sustained long term growth. Growing global population, urbanization and rising living standards will continue to drive demand for chemicals. GPCA anticipates demand for chemical products to grow in line with, or above, overall GDP growth for the next 20 years. The American Chemistry Council forecast the global chemical industry to grow by an average of 3% in 2019 and 2.6% between 2020-2023. As in previous years, China and Asia will continue to be the giant engines driving chemical demand.
GCC production capacity is expected to reach 171.8 million tons in 2019, growing by 0.1% YoY. Saudi Arabia is expected to add about 1.6 million tons of new production capacity. However, the permanent closure of a fertilizer plant in Kuwait in 2018 will affect existing capacity, leading to some adjustments in growth estimates the following year. Value added chemicals will grow at 4.3%, the highest growth rate in 2019 and more than four times higher than the industry’s overall growth. This trend is underlined by the GCC’s downstream diversification drive as companies become increasingly aware of the imperative to invest in high value chemicals to safeguard their long term competitiveness and realize future growth. Inorganic chemicals are forecast to grow at a higher rate of 3.8% in 2019 due to rising end user applications demand. In recent years, the fertilizer industry has been faced with growing pressure, as GCC producers are starting to reconsider the way feedstock is being utilized. Overall GCC fertilizer production capacity is expected to decline by 4.7% in 2019 due to some plant closures in the region.
Looking ahead, chemical companies must maintain cautious optimism about future growth prospects. To remain competitive in this highly challenging industry landscape, companies will require utmost resilience, an ability to adapt and evolve and transform threats into opportunities. Industry leaders need to focus their efforts on developing new business models, pursuing industry consolidation, enhancing their international footprint, further downstream diversification, and supporting a corporate culture focused on innovation and performance excellence.

GPCA: Year in review
In 2018, GPCA hosted six annual conferences, three workshops and one industry roundtable. These included the 13th Annual GPCA Forum; the 5th GPCA Research and Innovation Summit and 9th GPCA PlastiCon, which took place in the same week in Dubai; 2nd GPCA Responsible Care Conference and 10th GPCA Supply Chain Conference, which were also co-located and co-timed; and 9th GPCA Fertilizer Convention that was held for the first time in Oman. Workshops on important industry topics such as ‘Trade Defence
Strategies’, ‘Achieving Excellence Through Responsible Care Codes’ and ‘Protecting Intellectual Property’ offered GPCA members a platform to exchange knowledge and network with senior government and industry officials. In addition, GPCA organized a roundtable in Kuwait on ‘Government and Chemical Industry Collaboration in Chemical Management and Hazardous Waste.’

time since its launch, the Annual GPCA Forum featured exclusive industry masterclasses on hot topics ranging from gender diversity, rising trade protectionism, cyber security challenges and the role of digitalization in the chemical industry. Furthermore, delegates enjoyed a series of Knowledge Partners’ seminar sessions cutting across key topics such as energy transition, value creation, the feedstock and demand paradigm, and new materials and processes to 2020.
145 science and engineering students from around the GCC region attended the 13th Annual GPCA Forum as part of GPCA’s Leaders of Tomorrow (LoT) program. Powered by SABIC, this was the program’s 9th edition. A visit to Borouge Innovation Centre provided students with an opportunity to learn about the practical side of the industry and the role of innovation in driving value creation and growth. A special focus was given to sustainability, with GPCA launching its first Sustainability Initiative and Sustainability Zone, which provided an opportunity for GPCA member companies to showcase their technologies and initiatives for a more sustainable future.
Held under the theme ‘Executing Transformation and Investing in Growth’, the 13th edition of the Annual GPCA Forum examined strategies, case studies and the steps companies can take to enhance their transformational journey. Industry leaders emphasized on the need to invest strategically, prepare for global growth and face the challenges of a changing business environment. Other key topics that came under the spotlight were digitalization, cyber security, redefining refining and petrochemical integration, relocating to emerging markets and embracing the move to a circular economy.
Over 2,000 delegates from 623 companies in 49 countries attended the forum in 2018. Over the three days, attendees enjoyed a particularly rich program, covering a wide range of topics across 16 sessions and nine masterclasses and seminars. The GCC region’s leading decision-makers from the government and industry sectors shared their perspective on the opportunities for executing transformation and the importance of investing in growth.
In total, 40 world-class industry experts from leading chemical and petrochemical organizations in the GCC and globally took part in the program. For the first time, the inaugural address was presented by H.E. Shaikh Mohammed bin Khalifa bin Ahmed Al Khalifa, Minister of Oil, Bahrain, with Yousef Al-Benyan, Vice Chairman and CEO, SABIC and Chairman, GPCA, delivering the welcome address. Keynote speakers on day one and two, respectively, were Amin Nasser, President and CEO, Saudi Aramco, and Dr. Aabed Al-Saadoun, Deputy Minister for Company Affairs, Ministry of Energy, Industry and Mineral Resources, Saudi Arabia.
Besides the main conference program, a seminar addressing the circular economy on day one provided exclusive insights into the opportunities in the region and globally, with senior industry leaders from Dow Chemical, ExxonMobil, LyondellBasell and Borealis sharing their experience with the audience. Held under the theme: ‘Capitalizing on innovation: A growth imperative’, the 5th edition of the GPCA Research and Innovation Summit addressed innovation from both process and environmental angles. The summit discussed the importance of R&I creating a business impact and maintaining a vibrant and sustainable lifecycle throughout the journey from idea to commercial production to market. Broad fields of chemicals and petrochemicals were also covered during the event, with sessions emphasizing on the hurdles to cycle completion and achieving business impact and the effect of macroeconomic boundaries on innovation strategies.
A total of 22 speakers from industry and academia highlighted uncertainties in the innovation process, as well as opportunities for future capabilities and advances in polymer process technologies. Dr. Moayyed I. Al-Qurtas, Chairman, Research and Innovation Committee, GPCA, presented the opening remarks, while Dr. David Hounshell, Roderick Professor, Emeritus, Technology and Social Change, Carnegie Mellon University, delivered the keynote address on day one. Prof. Mohamed Eddaoudi, Director, Advanced Membranes and Porous Materials Research Center, KAUST, opened the second and last day of the summit.
The 2018 GPCA R&I Summit was attended by 169 delegates from 52 companies, of whom 32 were academia and 22 were speakers. GCC industry leaders and international experts presented on the important topic of innovation and how to capitalize on opportunities to create future growth.
Speakers highlighted the importance of research and collaboration along the value chain as absolutely crucial to harnessing innovation. They also emphasized on the role of global megatrends such as climate change, sustainability and renewables as creating new opportunities for the chemical industry. Differentiation is and will continue to be a key enabler, speakers said. A workshop on Industry 4.0 on day zero discussed growing trends of technology adoption within the chemical industry and the challenges of digitalization and big data project implementation.

Held under the theme: ‘Sustainable plastic innovation: Closing the loop’, the 9th edition of PlastiCon discussed the changing regulatory environment and pressures on the plastic industry to adopt more sustainable practices that reduce plastic waste in landfills and the oceans and help realize the superior environmental benefits that plastic has to offer.
In 2018, GPCA PlastiCon was attended by 227 delegates from 80 companies in 16 countries. 44 members of academia and 17 speakers shared their experience on important industry topics and provided an outlook on the future direction of the polymer industry in the GCC and globally. Ahmed Omar Abdulla, CEO, Borouge and Chairman, Plastics Committee, GPCA, opened the event on day one, while Abdulrahman Al-Fageeh, EVP – Petrochemicals, SABIC, and Javier Constante, Commercial VP, Packaging and Specialty Plastics – EMEA, DOW Europe, delivered the keynote remarks. Key topics on day one included concepts in the circular economy and challenges in the GCC plastic recycling industry. Day two opened with a presentation by David Lines, Principal – Energy and Chemicals Advisory – EMEA, Nexant, who discussed ‘Impact of a changing global landscape’.
The chemical industry in the Arabian Gulf region must embrace the circular economy, which if correctly leveraged can generate huge economic and environmental benefits, said speakers during the event. Stakeholders would need to work together to increase the circularity of plastics by making sure that plastic waste is adequately recovered and that it does not end up in landfill or in the environment. The industry would also need to develop its innovation capabilities and work closely with regulators to formulate the right framework for plastic waste management, build an adequate infrastructure and adopt world-class standards, speakers added.
Leaders of Tomorrow entered its 3rd year since inception during the 5th GPCA Research and Innovation Summit and 9th GPCA PlastiCon at the Oberoi Hotel, Dubai. Powered by SABIC, the event was attended by 44 students from across the GCC. On the evening of day one, PlastiCon hosted the 8th GPCA Plastic Excellence Awards in a special award ceremony.

Held under the theme ‘Responsible Care® – The Competitive Advantage’, the 2nd GPCA Responsible Care Conference brought together industry leaders, EHS&S experts, logistics partners and technology providers to discuss the latest developments in Responsible Care® and define the future direction of this important industry program. The conference was attended by 174 delegates from 68 companies in 13 countries. 21 speakers from the region and globally participated in six industry sessions and a dedicated workshop entitled “Achieving excellence through the Responsible Care® Codes of Management Practices”.
The keynote presentation on day one was delivered by Eng. Khalid S. Al- Mudaifer, President and CEO, Ma’aden, followed by engaging presentations from Kate Holzhauser, VP, Environment, Health, Safety and Security (EHS&S), Chevron Phillips Chemical; Teresa Budworth, Chief Executive, NEBOSH; Eng. Danah Alkurdi, Vice Head of Environment Sector Environment, Water and Agriculture Sector, Ministry of Economy and Planning, Saudi Arabia, and many more.
Speakers during the event unanimously agreed that Responsible Care® is creating significant benefits in a range of industries within the GCC and globally. Since the adoption in the GCC of this unique global initiative dedicated to environment, health safety and security performance, the industry has reached new heights in its EHS&S performance, raising the bar in the region through continuous improvement.
The conference program was comprised of six world-class sessions covering: ‘The boardroom perspective’, ‘Leveraging human factors to drive results’, ‘Regional priorities’, ‘The voice of our stakeholders’, ‘Building organizational resilience’, and ‘Defining the future direction of Responsible Care.’
With almost a decade since adopting Responsible Care®, GPCA has achieved global recognition for its implementation. Building on the success of the initiative, in 2017 GPCA extended RC to regional Logistics Service Providers (LSPs) thus taking the program “beyond the fence line” for the first time in the region. To encourage excellence and recognize achievement across the chemical industry, logistics and young professionals, the conference hosted the 2nd
GPCA Responsible Care® Excellence Awards on 7 May 2018.

The 10th GPCA Supply Chain Conference took place under the theme ‘Collaboration for Growth: A Cultural Transformation’. The conference addressed topics of organizational health and culture and focused on collaboration as a key driver for growth and a cornerstone of supply chain transformation.
The conference attracted 264 delegates from 96 companies in 15 countries. 30 members of academia and 19 industry leaders participated in six engaging sessions cutting across global trends, technology disruptions and collaboration, business optimization, procurement, organizational culture and fascinating case studies from around the region and globally.
Mohammed Al Muallem, CEO and Managing Director, DP World UAE Region and CEO, JAFZA, delivered the first keynote address on day one. His presentation was followed by another keynote address from Dr. Robert de Souza, Executive Director, The Logistics Institute - Asia Pacific, who brought a refreshed outlook on the importance in supply chain collaboration. The discussions continued on day two, with Mark Geilenkirchen, CEO, SOHAR Port and Freezone, highlighting the changing nature of collaboration across supply chain bases and organizations.
The two-day conference saw speakers identify collaboration as a key driver of growth and business transformation, enabling cost efficiencies and reducing disruption. With the chemical industry in the Arabian Gulf being largely export-oriented, the supply chain is an integral element of its operations. Increasing collaboration with internal and external stakeholders can improve bottom-line results and reduce the risks and costs of supply chain functions, speakers added.
A dedicated workshop on day zero addressed the opportunities and challenges in supply chain human capital and talent management. The importance of talent was further emphasized, with the 7th edition of GPCA’s Leaders of Tomorrow program, powered by SABIC, taking place alongside the conference. To conclude the program, students attended a site visit to the RSA-TALKE facility and ChemHub in Jebel Ali Freezone.

The 9th GPCA Fertilizer Convention was held under the theme “New frontiers and opportunities” under the patronage of H.E. Dr. Fuad Bin Jaafar Bin Mohammed Al-Sajwani, Minister of Agriculture and Fisheries, Oman. His Excellency patronized the event and opened the exhibition as part of a special inauguration ceremony in the morning of day one.
Taking place for the first time in Muscat, Oman, the convention saw a record 336 delegates from 98 companies and 27 countries attend the event to network, share best practices and explore new ways to drive collaboration and business growth. In total, 75 sponsored academia and 24 speakers participated alongside the delegates in five engaging industry sessions cutting across global trends and challenges, innovation, the fertilizer value chain and major importing and exporting regions.
Dr. Abdulrahman Jawahery, President, GPIC and Vice Chairman, GPCA, delivered the opening remarks on the main day of the convention, followed by H.E. Eng. Salim Al-Aufi, Undersecretary, Ministry of Oil and Gas, Oman, who presented the welcome address. The first keynote address of this year’s edition was presented by Rakesh Kapur, Joint Managing Director, IFFCO and President, IFA, who covered challenges and opportunities in the industry landscape, followed by John Baffes, Senior Economist, World Bank (Development Prospects Group), who addressed the topic of global food security. Charlotte Hebebrand, Director General, IFA, delivered the keynote address on day two unveiling IFA2030 strategy and what to expect from the future market outlook.
A content-rich agenda highlighted the key role of fertilizers in ensuring food security in a world with rapidly growing population
and rising demand for nutrition, while promoting regional innovations in agriculture and discussing key trade trends from across the globe. Technical sessions dedicated to operational efficiency and environmental sustainability along with a workshop on customer value management provided further opportunities to share knowledge and best practice at this important industry platform. The convention hosted the 8th edition of GPCA Leaders of Tomorrow. As part of the activities on day one, students enjoyed a site visit to OMIFCO’s ammonia-urea manufacturing plant in Sur, Oman.

To address rising market protectionism and facilitate the exchange of knowledge, GPCA held a Trade Defence Strategies workshop in Muscat, Oman. The workshop was facilitated by Charles Julien, Counsel, Geneva, White & Case LLP, and Richard G. King, Counsel, Abu Dhabi, Brussels, White & Case LLP, who provided an overview of global
trade agreements which contain provisions for trade remedies and dispute settlement. Attendees learned how to calculate dumping and injury margins, and how to address injury in key markets by making best use of GPCA’s Early Warning System. The event was attended by 45 industry professionals including trade, legal and marketing experts from the regional petrochemical and chemical industry including GPCA Board members and International Trade Committee members.
Government and Chemical Industry Collaboration in Chemical Management and Hazardous Waste Roundtable 7 November, Kuwait, 101 attendees
Senior government and industry leaders from across the Arabian Gulf and globally converged at an important industry roundtable, organized by the GPCA and sponsored by EQUATE. The high-level meeting included participation from Naser Aldousari, SVP, EQUATE, Dr. Abdulwahab Al

The agenda discussed important topics concerning collaboration between government and private organizations, the prerequisites of establishing a robust recycling industry in the region, opportunities and challenges for industrial waste recycling or chemicals transportation and the case for ADR, formally, the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), as well as Responsible Care® in the GCC.

The workshop entitled ‘Achieving Excellence Through Responsible Care Codes’ was organized to create awareness about the GPCA Responsible Care® Codes of Management Practices (COMP) and enhance the knowledge of chemical company professionals. 68 delegates attended the event, where senior industry professionals
and subject matter experts shared the latest updates on the revised codes as well as their first-hand insight into effective implementation strategies from across the Arabian Gulf. Ahmed Saleh Al Jahdhami, CEO, Orpic, delivered the opening address at the event. He was followed by Adil Majid from NATPET, Chairman, Responsible Care Codes Committee, and Member, GPCA Responsible Care Committee. The workshop covered the newly revised codes covering community awareness, distribution, product stewardship, security, health and safety, process safety and environmental protection. Speakers were comprised of senior industry leaders from SABIC, Saudi Aramco, RSA-Talke, Borouge, Farabi Petrochemicals Company and GPCA.
IP Awareness Workshop12-13 December, Kuwait, 52 attendees
GPCA organized the 4th edition of its Intellectual Property (IP) Awareness Workshop series in collaboration with SABIC and EQUATE. The two-day workshop was aimed at promoting awareness about the practice and implementation of IP. Attendees discussed important issues related to intellectual property, such as applications and disclosures, as well as strategies in protecting IP
within the region and around the world. This successful series of IP awareness workshops is attended by senior executives from the chemical and petrochemical industry, as well as IP strategists, lawyers, innovators, researchers, patent officers, marketing and business development practitioners. Previous GPCA IP workshops were held in the UAE and Saudi Arabia. The workshop series aims to create awareness on this important topic among the regional industry and related value chain partners.

Arabic Industry Book: Journey Towards Excellence

Africa Fertilizer Market Outlook: Challenges and Opportunities for GCC Producers
This report was developed by Nexant and published by GPCA and is the second such publication produced by GPCA on Africa’s fertilizer industry. The report provides insight into the opportunities and challenges for developing Africa’s fertilizer market as well as the opportunities for GCC producers to invest in the region. In this report, the authors address current development of the nitrogen fertilizer sectors such as ammonia, urea, and ammonium nitrates (AN), and provide the latest figures on demand and supply as well as consumption of these products.

Annual Report
Released in the first quarter of each year, GPCA’s Annual Report summarizes the progress of GPCA’s programs and initiatives and provides an update on the associations strategic activities related to events, membership, thought leadership and advocacy among others. The report is normally distributed during the association’s Annual General Meeting.
Supply Chain Collaboration in the Arabian Gulf
In order to provide a glimpse into the state of supply chain collaboration within GPCA member companies in the Arabian Gulf, GPCA conducted a survey in April 2018 which collected the views of full member companies. The results from the survey were utilized for the development of this report which aims to provide up-to-date insight into external and internal supply chain collaboration and identify the key challenges ahead. The report also presents a set of recommendations for the actions required to drive change.

In 2018, GPCA hosted four successful editions of Leaders of Tomorrow as part of its annual conferences dedicated to specific segments of the chemical industry and aimed at providing networking opportunities and hands-on experience for students enrolled on relevant industry courses at universities in the GCC.
LoT entered its 3rd year since inception back in 2016 during the 5th GPCA Research and Innovation Summit and 9th GPCA PlastiCon held in March in Dubai, UAE. The 6th edition of the initiative, sponsored by SABIC, was attended by 44 students from across the GCC. Participants were able to attend both conferences and enjoy a dedicated student seminar, comprised of a tailor-made program with an interactive session and presentations from senior industry leaders including Fahd Al Sherehy, VP, Innovation and Technology, SABIC; Dr. Abdulwahab Al-Sadoun, Secretary General, GPCA; and Dr. Moayyed Al-Qurtas, Chairman, GPCA Research and Innovation Committee.

The 9th GPCA Fertilizer Convention hosted the 8th edition of LoT for the first time in Oman. Praised as one of the most successful editions to date, the program saw 75 students from across the GCC sponsored by five GPCA member companies participate in the event. The program included an interactive session led by consultancy Argus, a presentation by Samir Al Abdrabbuh, EVP Agri-Nutrients, SABIC, and a site visit to Oman India Fertiliser Company (OMIFCO)’s ammonia-urea manufacturing plant in Sur, Oman.
LoT entered its 9th edition at the 13th Annual GPCA Forum, posting a record number of attendees as 145 science and engineering students from around the GCC attended the forum. The seminar involved an interactive session led by IHS Markit, and a presentation by Sami Al Osaimi, VP Corporate Affairs, SABIC. At the end of the program, students attended a specially organized visit to Borouge Innovation Centre in Abu Dhabi, UAE.

2018 saw the launch of the 6th GPCA Waste Free Environment Campaign, which focused on the importance of plastic recycling and fostering collective responsibility among GCC residents. The campaign ran from 18-22 February in key locations across the GCC and the world, engaging influential change makers such as government stakeholders, industrial giants, educational institutions and the wider community across the region and globally, to shift perceptions of plastic and incorporate sustainability into the public’s habits.
As part of last year’s campaign, GPCA members organized school visits to engage with students, in addition to taking part in environmental clean-ups and public awareness events, designed to reach out to thousands of community members and raise awareness about the importance of the 3Rs and the role of plastics in driving sustainability around the region. The Dubai leg of the campaign focused on community outreach activities held across the city, including school visits, interactive presentations, competitions and quizzes.
On the last day of the campaign, GPCA met with members of the public at an awareness kiosk in a community mall in Dubai offering art activities for families and creating awareness about recycling and the benefits of plastics. A recycling competition took place, with the winner being awarded a special prize. The Dubai event was sponsored by SABIC, Dow Chemicals, Shell, LyondellBasell, BASF and Cosmoplast, while WFE events in the broader region were hosted by some of the top petrochemical companies in different locations across the globe including UAE, Saudi Arabia, Qatar, Bahrain, Oman, Germany, Morocco, India, Singapore, China, and Indonesia.
In 2019, the Dubai leg of Waste Free Environment Campaign will take place from 24 – 28 March, with planned activities including school visits with edutainment elements, presentations, competitions and quizzes as well as a community awareness event.
Waste Free Environment is one of the key successful initiatives launched by GPCA as part of its commitment to “The Declaration of the Global Plastics Associations for Solutions on Marine Litter”. GPCA was one of the first industry associations to sign the declaration in 2011, and since then 69 plastics organizations and allied industry associations in 35 countries have become voluntary signatories.
On the occasion of the 6th Waste Free Environment, GPCA published and distributed an educational booklet highlighting the seven types of plastic resins. The booklet is designed to create awareness among the community about the seven plastics recycling codes in both Arabic and English.

Responsible Care
As part of its long-standing commitment towards sustainability, GPCA continued to advance the Arabian Gulf chemical industry’s EHS&S performance through advocating for rigorous regional standards and greater government-industry collaboration.
In February 2018, GPCA signed a Memorandum of Understanding (MoU) with the Gulf Standardization Organization (GSO) for the development of world-class standards in the GCC region. The MoU, signed at GPCA’s headquarters in Dubai, aims to establish close cooperation framework between the two organizations in areas of mutual interest such as technical standards and regulations, consumer protection, environment and public health. It further stipulates the establishment of working groups comprising technical experts from the industry and GSO to pave the way for adoption of internationally recognized best practices on Dangerous Goods Transportation, Global Harmonization System and Industrial Waste.
In April last year, GPCA hosted in Dubai the first Responsible Care Leadership Group meeting of 2018, attended by senior experts from more than 40 countries across the globe. The meeting led to the formation of a new task force to clarify and formalize a strategy for sustainability.
At the start of 2018 a comprehensive review of the Responsible Care® Codes of Management Practices (COMP) was carried out by the Code Review Subcommittee comprising 16 members. The newly revised codes were released during the 2nd GPCA Responsible Care Conference in May 2018. GPCA first published the Responsible Care® Codes of Management Practices in June 2011.
To create awareness and enhance the knowledge of company professionals about the new codes, a workshop entitled ‘Achieving Excellence Through Responsible Care Codes’ took place in October in Muscat, Oman. In total 68 delegates attended the event, which shared the latest updates on the revised codes as well as first-hand insight into effective implementation strategies from across the Arabian Gulf.
In order to help member companies to record and benchmark their performance, GPCA launched the first of its kind in the region Responsible Care® Codes of Management Practices self-assessment tool. The new centralized platform is designed
for individual companies’ self-assessment of RC codes implementation and compliance as well as benchmarking against other companies’ results.
Three peer reviews were successfully completed at GPCA full member companies, including Sahara Petrochemicals, GPIC and Borouge. The review at Sahara Petrochemicals was conducted against the 2018 Responsible Care Codes of Management Practices (COMP). All seven codes were under scope, with 107 elements being discussed and reviewed during the two-day exercise by subject matter experts. As part of its ongoing Lessons Learnt and Best Practices Program, in 2018 GPCA shared 40 member companies’ lessons learnt with the RC community in the region.
Senior government and industry leaders from across the Arabian Gulf and globally converged at an important industry roundtable, organized by GPCA and supported by EQUATE in November 2018 in Kuwait. The high-level meeting entitled ‘Government and Chemical Industry Collaboration in Chemical Management and Hazardous Waste’, discussed the prerequisites of establishing a robust recycling industry in the GCC.
As part of its commitment towards Responsible Care®, the GPCA Responsible Care Committee appointed an Industrial Waste Task Force (IWTF) to work with GPCA’s manufacturing company members and establish a better understanding of waste generation and management practices. After conducting several surveys, GPCA produced an Industrial Waste (IW) Management Guidance Document on Managing Industrial Waste in the Chemical Industry available on the GPCA website.
At the 2nd Responsible Care Conference in Dubai, GPCA released its 5th Responsible Care® Performance Metrics Report ‘Promoting Continuous Improvement’. The data presented in the report is based on 21 individual performance metrics, with more than 70% of GPCA members having undergone the independent RC14001 third party certification process. The GPCA Performance Metrics Guidance Document was revised after five years since its launch.
Looking forward, GPCA will hold its 3rd Responsible Care Conference and 3rd GPCA Responsible Care Awards on 14-16 October in Jubail, Saudi Arabia, marking the 10-year anniversary of GPCA’s adoption and implementation of Responsible Care in the GCC region.

Gulf SQAS
Gulf SQAS is a key element of Responsible Care® that provides a uniform system for the evaluation of the environmental, health, safety, security and quality performance of Logistics Service Providers (LSPs). In 2018, GPCA developed new Gulf SQAS assessment modules, which focus on Corporate Social Responsibility (SCR) and behavior-based safety elements along with providing updated technical requirements. Before launching the new modules, the team of subject matter experts from the Gulf SQAS Committee revised the questionnaires and conducted a two-day training for regional assessors in August 2018. As of October last year, all new assessments in the region are conducted against the new modules. In total, 34 assessments were carried out in 2018, of which the majority were against the transportation module. In 2019 the Gulf SQAS Committee will increase its focus on system enhancements and outreach efforts across the Arabian Gulf region.
International trade and advocacy
GPCA started 2018 by hosting a Trade Defence Strategies Workshop on 25 January in Muscat, Oman. The workshop was aimed at creating awareness among GPCA member companies on the various aspects of trade defence instruments as established by the World Trade Organization. Attended by CEOs and senior experts from the industry, the workshop provided the tools needed to protect against and address safeguard initiations in key markets.
We continued to promote awareness and an enhanced understanding of intellectual property rights within our membership base. With a steady rise in R&D investments by the regional industry, IP protection is becoming increasingly important. Supported by SABIC and hosted by EQUATE in Kuwait, the 4th edition of the GPCA IP Awareness workshop took place from 12-13 December 2018. More than 50 attendees from the regional
industry, patent office and law firms attended the event and learned about developing strategies for protecting their patents and other such intellectual properties. GPCA continues to promote awareness and an enhanced understanding of intellectual property rights within its membership base.
Focus on plastic recycling
In 2018, GPCA intensified the promotion of the benefits of plastics and the need for developing a circular economy through investments in recycling. GPCA sanctioned two reports, one focusing on Oman (supported by Orpic) and the second focusing on the UAE (supported by Borouge) to gain a better understanding of the recycling landscape in both countries and put forth policy recommendations that can promote a recycling industry. Furthermore, GPCA joined a coalition of industry, brand owners, regulators and NGOs in the UAE to develop a proof-of-concept model that would inform recommendations around recovery and recycling of plastic packaging throughout the UAE.
GPCA also joined forces with a number of brand owners to advocate against the use of oxo-degradable plastic additives for packaging in the GCC and globally, against a backdrop of new standard being adopted by the Saudi Standards, Metrology and Quality Organization (SASO). With sustained and collaborative efforts, GPCA is confident of having the harmful standard overturned in 2019.
We hosted the World Plastic Council General Assembly meeting on the sidelines of the 13th Annual GPCA Forum on 28 November 2018. The meeting was led by James Seward, Chairman, WPC, and VP, Sustainability, Technology and JVs, LyondellBasell, and attended by senior industry leaders from across the GCC and the world.

GPCA Plastics Excellence Awards
The 8th GPCA Plastics Excellence Awards, sponsored by SABIC, took place on 14 March 2018 in The Oberoi Hotel, Dubai, on the sidelines of the 9th GPCA PlastiCon.
SABIC and United Accredited Company won in the ‘Joint development or improvements of a new product or application – resin producer and plastic converter’ category for their Flexible Intermediate Bulk Containers (jumbo bags) made from PET tape fabric.
Borouge was awarded in the ‘Innovative and new plastic products and processes’ category for its AnteoTM-Borstar® Bimodal Terpolymer LLDPE, while SABIC received a notable mention for ‘Best sustainability initiative in the plastics conversion industry.’
Meddad Abderrahmane from SABIC Plastic Applications Development Center (SPADC) was named ‘Best researcher in plastics and plastic conversion’ for his work in polyolefin products development. The special student category ‘Fikra: Rising stars of the plastics industry’ went to Mousa Alqarni and Khaled Abdullah from King Saud University.
Commenting on the awards, Dr. Abdulwahab Al-Sadoun, Secretary General, GPCA, said: “Now in their 8th edition, the GPCA Plastics Excellence Awards provide much needed recognition for individuals and organizations who have demonstrated outstanding performance and achievements in the areas of sustainability, product development, research and innovation across the entire polymer value chain.
“For the fourth consecutive year, the awards featured a special student category: ‘Fikra: Rising Stars of the Plastics Industry Competition.’ I congratulate all winners, particularly our young students, for demonstrating ingenuity in this highly competitive industry.”
The awards have attracted as many as 259 entries from both commercial and private sectors including organizations, students, suppliers and OEM manufacturers since inception in 2011.
GPCA Responsible Care Awards
The 2nd GPCA Responsible Care® Awards took place in a star-studded ceremony on the evening of 7 May 2018 at the InterContinental, Dubai – Festival City, UAE.
The awards enjoyed a record number of nominations, attracting 63 entries in six highly contested categories covering occupational health and safety, process safety, the environment, resource utilization and more. For the first time, the awards featured a special young employee category ‘Rising Star’ and ‘Best Responsible Care Company for Logistics Service Providers (LSPs).’
The ‘Occupational Health, Safety and Security Award’ was awarded to the Gulf Petrochemical Industries Co. (GPIC) of Bahrain for its “One step ahead” program, a unique approach for improved communication enabling informed decisions.
Sadara Chemical Company won the ‘Process Safety Award’ for its Manufacturing Leaders Process Qualification Program, while the ‘Environment and Resource Utilization Award’ went to Farabi Petrochemicals of Saudi Arabia for its Emissions Reduction Initiative. Farabi’s entry was praised for the huge energy savings and CO2 intensity reductions it achieved.
The ‘Product Stewardship Award’ was bestowed upon Petrochemical Industries Company (PIC) of Kuwait for its ‘Successful Implementation of Product Stewardship Program for Ammonia’, which achieved overall compliance effectiveness of 80%, up from 33% initially.
Manal Al Badawi, Senior Environmental Specialist, Borouge, won first place in the ‘Rising Star Award’; and Almajdouie & De Rijke Logistics, which in 2017 achieved Responsible Care Company status, was awarded ‘Best LSP – Responsible Care Company Award’.
Commenting on the awards, Dr. Abdulwahab Al-Sadoun, Secretary General, GPCA, said: “The sheer diversity of entries in this year’s Awards testify to the tangible improvement in EHS&S performance across the chemical industry not just by certain companies but across the entire Arabian Gulf. Lasting commitment to Responsible Care® is an achievement of its own, which is why I congratulate all winners and shortlisted as well as everyone who entered the awards for always going above and beyond in their day-to-day operations, ensuring the utmost safety of their people, environment and community.”

In 2018, GPCA held two strategic Communications Advisory Team (CAT) meetings on the sidelines of the 10th GPCA Supply Chain Conference in May and the 13th Annual GPCA Forum in November. In 2019, global economic growth is expected to slow down, while trade tensions between China and the US will likely escalate. This will put more pressure on crude oil prices which tumbled more than 19.5% in 2018. Continued volatility in oil and natural gas prices could lead to unstable chemical prices, thus directly impacting GCC producers. As the region awaits to see the outcome of the US-China trade talks, any further imposition of tariffs could prove beneficial for GCC exporters, particularly on the PE side. The Chinese market will likely show greater preference for PE imports from the GCC as US-origin PE imports are currently subject to 25% tariffs. However, this would lead to greater competition in markets traditionally dominated by GCC players in southeast and south Asia as US producers prepare to export greater volumes in 2019.
Domestically the GCC chemical industry is poised for continued profitability into 2019, with revenue expected to exceed USD 90 billion. Value added chemicals will outpace the industry’s overall growth signaling a continued focus on product diversification. While the industry is not expected to see any significant capacity growth in 2019, most of new capacity additions will take place
Looking forward in Saudi Arabia, the region’s largest chemical producer, as new projects become operational and new product lines come on stream. A concerted focus on portfolio diversification and industry consolidation will dominate the agenda of regional producers as companies seek to improve their competitiveness at home and abroad. Future investments will be around refinery and petrochemical integration, growing the international footprint of GCC producers and gaining access to key export markets, product lines or technologies. The move to greater sustainability will see chemical producers come under increased pressure from new regulatory measures and changing public perceptions and consumer habits.
In line with its mandate to advance the development of the Arabian Gulf chemical industry, GPCA will continue to advocate for standards and regulations in the industry’s best interest and effectively represent the industry on the global and regional scene. We remain committed to facilitating effective networking and knowledge sharing by organizing GPCA’s annual conferences and events and spearheading our strategic programs and initiatives among the GCC chemical community and our partners.

The Gulf Petrochemicals and Chemicals Association (GPCA) represents the downstream hydrocarbon industry in the Arabian Gulf. Established in 2006, the association voices the common interests of more than 250 member companies from the chemical and allied industries, accounting for over 95% of chemical output in the Gulf region. The industry makes up the second largest manufacturing sector in the region, producing over USD 108 billion worth of products a year.
The association supports the region’s petrochemical and chemical industry through advocacy, networking and thought leadership initiatives that help member companies to connect, to share and advance knowledge, to contribute to international dialogue, and to become prime influencers in shaping the future of the global petrochemicals industry.
Committed to providing a regional platform for stakeholders from across the industry, the GPCA manages six working committees - Plastics, Supply Chain, Fertilizers, International Trade, Research and Innovation, and Responsible Care - and organizes five world-class events each year. The association also publishes an annual report, regular newsletters and reports.
