The Project Proponent and their consultant M/s. ANACON LABS have attended the meeting and presented the proposed TOR for the proposed LPG storage capacity enhancement of LPG Bottling Plant. The Committee noted that the proposed cvproject falls under Item No. 6(b) of the schedule of the EIA Notification 2006- Isolated storage & handling of hazardous chemicals. The Committee recommended for issue the Standard Terms of Reference to this proposed expansion project for enhancement of LPG storage capacity from 900 MT to 2400 MT ( 900 MT + 3 X 500 MT-Mounded storage vessels).with additional TOR that the industry shall submit the certificate of compliance of Environment clearance issued to this existing unit.

110.02 1.68 Ha Road Metal & Boulders Quarry of Sri. VRSRKS Naga Bhushana Rao at Sy.No. 1/1C &1/D, Anantharam Village, Rowthulapudi Mandal, East Godavari District, Andhra Pradesh.

B2 The project proponent attended the meeting and presented their mining proposal with cluster EMP details.

The Committee noted that in principle letter issued vide their notice dated 18.012017 by the Deputy Director of Mines &Geology, Kakinada,. The mining plan was approved on 09.05.2017 for the scheme period of 5 years. This is a new mine. The Asst. Director of Mines & Geology, Rajamahendravaram vide Letter dated.07.09.2017, that there are surrounding mines Sri. J.Srinivasa Rao quarry ( 18.00 Ha.).

As per the MoEF&CC, Notification .S.O. 141(E), dated 15.01.2016 and MoEF&CC, Notification .S.O. 2269 (E), dated 01.07.2016, there is a requirement for preparation & furnishing of one EMP for all leases in the Cluster. The project proponent submitted the cluster EMP on 12.09.2017. The Committee recommended for issue of Environmental clearance to this Road Metal & Boulders proposed qurry project for the production quantities: Road Metal & Boulders – 1,70,808.1Tons/annum, duly stipulating a condition that the Project Proponent shall maintain the setback distance 7.5 meters buffer zone all around the mine lease area for greenbelt development and other conditions including complying of cluster EMP, to be fulfilled.

110.03 2.85 Acres M/s.Narmadaria Laboratories Pvt. Ltd, Sy. No. 127/127, Plot No. 8, Phase II, Nadikudi Industrial Park, Dachapalle Mandal, Guntur District, Andhra Pradesh.

B1 The Project Proponent and their consultant M/s. Team Labs & Consultants have attended the meeting and presented the proposed TOR for their proposal for the proposed Bulk Drugs & Drug Intermediates unit. The proposed project falls under Item 5(f) of the Schedule of the EIA Notification 2006- Synthetic organic chemicals industry (dyes & dye intermediates & bulk drug and intermediates). The Committee after detailed discussions recommended for issue the Standard Terms of Reference (TOR) to the above proposed project for Bulk Drug & Drug Intermediates from 750 kg/day, with additional TOR as follows: i. The proponent shall from the APIIC for the change of industrial activity from Clinker grinding of M/s.





Abaya Cements to Bulk drug industry of M/s.Narmada Laboratories Pvt. Ltd.ii.Proposed ZLD sytem for the treatment of effluents and dispoal.iii. List of by- products ; iv. Layout plan showing proposed greenbelt.; v. Existing and Proposed No.of Reactors.& capacities; vi. Solvent recovery system ; vii. VOC monitoring.; viii. the Vulnerability Analysis.

110.04 M/s. Chandu Cattle Feeds, Plot No. 31 & 30 B of Sy. No. 432/2 Part, APIIC Industrial park, Kakuturu Village, Venkatachalam (M), Nellore Dist, Andhra Pradesh.

B1 (EC)

The project proponent and their consultant M/s.Pioneer Enviro Labs, have attended the meeting and presented the final EIA report for their proposed project: The proposed project falls under Item 5(g) of the Schedule of the EIA Notification 2006- Distilleries : All Cane juice/non-molasses based distilleries <30 KLD. The committee noted that TOR issued to this project on 31.12.2016. The public hearing was conducted on 24.08.2017. The final EIA report was submitted on 21.09.2017. The Committee after detailed discussions recommended for issue of Environmnetal clerance to the proposed project.: Rectified Spirit / ENA / Ethanol / Industrial Alcohols / Potable Alcohol / Grain Impure Spirit with Denatured Spirit – 10 KLPD Cattle feed – 50 TPD and By-products: Calcium carbonate – 1 TPD & Calcium hydroxide – 1 TPD, duly stipulating the conditions.

110.05 33.029 Ha. Mica, Quartz and Feldspar Mine of M/s. Sri Bhagavan Mines, Sy No. 326/1, 328, 529, 530, 531, 534, 535, 536, 537, 538 & 549, Turimerla (V), Sydapuram (M), S.P.S.R Nellore district, Andhra Pradesh

B1 (EC)

The project proponent and their consultant have attended the meeting. The committee noted that earlier, the project proponent submitted the EC application on 10.02.2015 & June 2016.The same was placed before the SEAC meetings held on 10.02.2015 and SEIAA meeting held on 16.02.2015 and noted that it is a violation case. A letter was addressed to EFS&T on 22.04.2015 for taking credible action. A case was filed against the project proponent in the Hon’ble Court of Judicial Magistrate of First Class, Nellore vide calendar case No. 147/2016. The credible action was received from the government on 09.05.2016. Earlier TOR issued on 13.07.2016. The public hearing was conducted on 03.08.2017. Now, the project proponent submitted the application for EC with final EIA report on 19.09.2017 along with the copy of the counterfoil of penality amount paid of Rs.1,00,000/- to the Hon’ble Court, II Addl. Majistrate of I class , Nellore. The MoEF&CC issued Notification vide S.O.804(E), dated 14th March 2017 on the procedure to be followed while dealing with the cases of violations of the Environment Impact Assessment Notification, 2006. The Committee opined that the credible action for EIA - 2006 violations, against this mine was initiated, before the issue of procedure on violation cases by MoEF&CC, New Delhi (i.e before 14th March 2017) and hence recommended for issue of EC. Also the aforesaid notification dated 14th March 2017 was challenged before the Hon’ble High Court of Madras vide W.P.No.11189/2017 and W.P.M.P.No. 12134/2017. The Hon’ble High Court has stayed the Notification in the month of May, 2017.





The Committee recommended for issue of Environmental clearance to this Mica, Quartz and Feldspar mining project for the production quantities Quartz – 12000 TPA,Feldspar-30000 TPA, Mica - 3,000 TPA, without prejudice to the orders/directions of the Supreme Court/any Hon’ble High Courts/NGT etc., and also stipulating a condition that the project proponent shall maintain the setback distance 7.5 meters buffer zone all around the mine lease area for greenbelt development and other conditions to be fulfilled.

110.06 30.35 Ha. Silica Sand Mine of M/s. Shanmuga Minerals, Sy. No. 38/P Siddavaram (V), Kota (M), SPSR Nellore District, Andhra Pradesh.

B1 (TOR)

The project proponent and their consultant M/s. S.V.Enviro Labs & Consultant have attended the meeting. The committee noted that earlier, the project proponent submitted the EC application on 12.07.2013 The same was placed before the SEAC meetings held on 31.07.2013 and noted that it is a violation case. A letter was addressed to EFS&T on 23.11.2013 for taking credible action. Now, the project proponent re-submitted the EC application through online along with credible action taken report as a case was filed against the project proponent in the Hon’ble Court of Judicial Magistrate of First Class, Banaganapally vide calendar case No. 421/2016. In the judgement of Hon’ble Court, vide order dated 22nd July 2016; the proponent was sentenced to pay a fine of Rs.1,00, 000/- in default SI for 30 days. They have remitted this fine amount to the Hon’ble Court on 22.07.2016. The Committee opined that the credible action for EIA - 2006 violations, against this mine was initiated, before the issue of procedure on violation cases by MoEF&CC, New Delhi (i.e before 14th March 2017) and hence recommended for issue of TOR. Also the aforesaid notification dated 14th March 2017 was challenged before the Hon’ble High Court of Madras vide W.P.No.11189/2017 and W.P.M.P.No. 12134/2017. The Hon’ble High Court has stayed the Notification in the month of May, 2017. The Committee recommended for issue of Standarad Terms of Reference ( TOR) to this silica sand mine for the production quantities 70,000 TPA, without prejudice to the orders/directions of the Supreme Court/any Hon’ble High Courts/NGT etc.,

110.07 1.78 Ha. Kristipadu Dolomite & Steatite Mine of Sri. J Rajapullaiah, Sy.No.314-A, B & C3, 317-1 & 3, 318-A1 & A3, B1& B2, 319-C1 & C3 of Kristipadu (V), Peddavaduguru(M), Ananthapuram District

B2 The Project Proponent has attended the meeting and presented the proposals for the proposed underground mining project. The Committee noted that this is a new mine. The In-principle letter was issued on 30.05.2017 by the Director of Mines & Geology, Ibrahimpatnam, Vijayawada. The mining plan was approved on 20.07.2017 for the mining scheme period of 5 years by the Dy. Director of Mines & Geology, Kurnool. The method of mining is by underground. The Asst. Director of Mines & Geology, Tadipatri vide letter dated 16.08.2017 stated that there are 2 mines leases within 500 meters. The details of these mine leases are as follows:

i. Smt.Anuradha - 6.613 Ha (Existing Mine, EC rejected).

ii. Sri. P.V.Narayanaswamy- 4.516 Ha (New Mine – Present applied Mine).





As per MoEF&CC Notification S.O.No. 141 , dated 15.01.2016 , the DEAC/DEIAA can appraise the mining projects , in case of cluster , if cluster area of mine lease is greater than 5.0 Hectare and less than 25.0 Ha and also the individual mine lease area shall not be more than 5.0 Ha. In the present case, the mine lease of the applicant is only 1.781 Ha., but the other mine lease in the cluster is 6.613 Ha.i.e., more than 5.0 Ha. Hence, the present case does not come under the purview of the DEAC/DEIAA and hence the SEAC has taken a decision to appraise this mining project.

As per the MoEF&CC, Notification .S.O. 141(E), dated 15.01.2016 and MoEF&CC, Notification .S.O. 2269 (E), dated 01.07.2016, there is a requirement for preparation & furnishing of one EMP for all leases in the Cluster. The Project Proponent submitted the cluster EMP on 20.09.2017. The Committee recommended for issue of Environmental clearance to this Dolomite and Steatite Mine mining project for the proposed production quantities of Dolomite - 2880TPA , High Grade Steatite – 2160 TPA and Low Grade Steatite – 1440 TPA, duly stipulating a condition that the Project Proponent shall maintain the setback distance 7.5 meters buffer zone all around the mine lease area for greenbelt development and other conditions to be fulfilled. The other conditions for underground mining are to be fulfilled.

110.08 4.516 Ha. Kristipadu Dolomite & Steatite Mine of Sri. P.V. Narayana Swamy, Sy.No. 465-2, 462, 461, 456, 457, 1251J, 1251K, 1251L, 428-3 & 429-3, Kristipadu (V), Peddavaduguru (M), Ananthapuram District,

B2 The Project Proponent has attended the meeting and presented the proposals for the proposed underground mining project. The Committee noted that this is a new mine. The Committee recommended for issue of Environmental clearance to this Dolomite and Steatite Mine mining project for the proposed production quantities of Dolomite – 4365 TPA , High Grade Steatite – 3274 TPA and Low Grade Steatite – 2183 TPA, duly stipulating a condition that the Project Proponent shall maintain the setback distance 7.5 meters buffer zone all around the mine lease area for greenbelt development and other conditions to be fulfilled. The other conditions for underground mining are to be fulfilled.

110.09 5.302 Ha. Dolomite & Natural Clay Mine of Smt. N. Sameem Banu, Sy.No. 328/P, Chandana (V), Yadki (M), Anantapur District

B2 The representative of the Project Proponent and their consultant M/s.Pragathi Labs & Consultants Pvt. Ltd., have attended the meeting and presented the proposals for the proposed mining project. The committee noted that the project proponent shall obtain the Environment Clearance as per the EIA Notification 2006.The project proponent has carriedout the mining activity without obtaining the EC during the period 2010 to 2016. The Committee recommended to REJECT the Environmental Clearance for this proposed Project and also to address a letter to the Government of A.P, to take credible action against this mine for violation as per the provisions of EIA Notification 2006 and to report.

110.10 7.62 Ha. Barytes Mine of Sri V. Chandra Sekhar Guptha, Sy.No:926/2,926/3,926/4, 920/A.B,C&919/2, Vemula (V), Vemula (M), YSR Kadapa District, Andhra Pradesh

B2 The representative of the Project Proponent and their consultant M/s.Sri Sai Manasa Nature Tech Pvt.Ltd., have attended the meeting and presented the proposals for the proposed mining project. The committee noted that the project proponent shall obtain the Environment Clearance as per the EIA Notification 2006.The project proponent has carriedout the mining activity without obtaining the EC during the period 2002 to 2015. The Committee recommended to REJECT the Environmental Clearance for this proposed Project and also to address a letter to the Government of A.P, to take credible action against this mine for violation as per the provisions of EIA Notification 2006 and to report.

110.11 6.248 Ha. Road Metal Mine of M/s. Dilip Buildcon Limited, Sy.No. 58/P, Budawada (V), Chimakurthy (M), Prakasam District, Andhra Pradesh

The Committee recommended to REJECT the Environmental Clearance for this proposed Project and also to address a letter to the Government of A.P, to take credible action against this mine for violation as per the provisions of EIA Notification 2006 and to report.

110.13 8.50 Ha. of Steatite and Serpentine Mine of M/s. Prabhat Mining Company, Sy No. 335/1, Ravuludiki (V), Peddavaduguru (M), Ananthapur District. Andhra Pradesh

B2 The representative of the Project Proponent and their consultant M/s. Vision Labs, have attended the meeting and presented the proposals for the proposed mining project. The committee noted that the Mining plan for this proposed project for the scheme period upto 2016-17 only. i.e, the mining scheme was lapsed on March 2017. The Committee recommended that the Project Proponent shall submit the approved Mining Plan with the current mining scheme for this Steatite and Serpentine Mining Project, for further appraisal.

110.14 20.0 Ha. Colour Granite Mine of M/s. Jumbo Mining Limited, Sy. No’s. 1/1, Chinnagorigedda Village, Madugula Mandal, Visakhapatnam District, Andhra Pradesh

B2 The representative of the project proponent and their consultant M/s. Pragathi Labs & Consultants have attended the meeting. The Committee noted that there certain discrepencies in the application filed by the project proponent and letters submitted by them on transfer of lease from of M/s. Jumbo Mining Limited to M/s. Imerys. After detailed discussions, the Committee recommended that the project proponent shall submit the revised Form-1 with all relevant documents including the latest approved approved mining plan for the current mining scheme period, for further appraisal.

110.15 6.44 Ha. Steatite, Clay & Dolomite Mine of Sri P.Nageswara Rao, Sy. No:455/1A,455/1B, Lingala (V & M), Kadapa District.

B2 The representative of project proponent and their

consultant M/s. Global Enviro Labs have attended the

meeting.

The committee noted that earlier, the project proponent

submitted the EC application on 02.02.2013 &

02.10.2013.The same was placed before the SEAC

meetings held on 20.03.2013 & 29.05.2013 and noted

that it is a violation case. A letter was addressed to

EFS&T on 24.10.2013 for taking credible action. Now, the

project proponent re-submitted the EC application

through online along with credible action taken report as

a case was filed against the project proponent in the

Hon’ble Court of Judicial Magistrate of First Class, Kadapa

vide calendar case No. 686/2015 and the case is under

process in the Hon’ble Court.

The Committee opined that the credible action for EIA -

2006 violations, against this mine was initiated, before

the issue of procedure on violation cases by MoEF&CC,

New Delhi (i.e before 14th March 2017) and hence

recommended for issue of EC. Also the aforesaid

notification dated 14th March 2017 was challenged before





the Hon’ble High Court of Madras vide

W.P.No.11189/2017 and W.P.M.P.No. 12134/2017. The

Hon’ble High Court has stayed the Notification in the

month of May, 2017.

The Committee recommended for issue of Environmental

Clearance to this proposed mining project for the

production quantities- Steatite, Clay & Dolomite 14,230

TPA, without prejudice to the orders/directions of the

Supreme Court/any Hon’ble High Courts/NGT etc., duly

stipulating a condition that the Project Proponent shall

maintain the setback distance 7.5 meters buffer zone all

around the mine lease area for greenbelt development

and other conditions to be fulfilled.

110.16 32.704 Ha. Quartz Mine of M/s. Gnana Iswarya Mines & Minerals , Sy. No. 381, 382, 387, 388, 389 and 462/P, Hussainpuram (V), Veligandla (M), Prakasam district

B1 (TOR)

The representative of the project proponent has

attended the meeting.

The Mine lease was issued by the Govt. of.A.P. for 20

years vide G.O.Ms.No.20, dated.17.01.2002.i.e., upto

2022.

The committee noted that earlier, the project proponent

submitted the EC application on 18.02.2016.The same

was placed before the SEAC meetings held on 25.02.2016

and SEIAA meeting held on 10.03.2016 and noted that it

is a violation case. A letter was addressed to EFS&T on

18.03.2016 for taking credible action. Now, the project

proponent re-submitted the EC application through

online along with credible action taken report as a case

was filed against the project proponent in the Hon’ble

Court of Judicial Magistrate of First Class, Ongole vide

calendar case No. 221/2016.. They have remitted the

penalty amount of Rs.1,00,000/- to the Hon’ble Court on

17.02.2017.

The Committee opined that the credible action for EIA -




recommended for issue of TOR. Also the aforesaid





month of May, 2017.

The Committee recommended for issue of Standarad

Terms of Reference ( TOR) to this Quartz mine for the

production quantities 20,280 TPA, without prejudice to

the orders/directions of the Supreme Court/any Hon’ble

High Courts/NGT etc., and the additional TOR: The

Project Proponent shall submit the approved Mining Plan

with the current mining scheme for this proposed Quartz

mining project.





110.17 36.423 Ha. Pathakothacheruvu Quartz Mine of Smt. D.Manjula, at Sy. No.40/Part, Pathakothacheruvu (V), Guntakal (M), Anantapur District, Andhra Pradesh

B1 (TOR)

The representative of the project proponent has

attended the meeting and presented the proposals for

the proposed mining project.

The committee noted that the project proponent shall obtain the Environment Clearance as per the EIA Notification 2006.The project proponent has carriedout the mining activity without obtaining the EC during the period 2009 to 2010. The Committee recommended to REJECT the Environmental Clearance for this proposed Project and also to address a letter to the Government of A.P, to take credible action against this mine for violation as per the provisions of EIA Notification 2006 and to report.

110.18 20.648 Ha. Calcite & Limestone Mine of Sri N. Dakshinamurthy at U.S.H.B Part, Yerragudi (V), Banaganapally (M), Kurnool District, Andhra Pradesh

B2 The representative of the project proponent and their consultant M/s.Pioneer Enviro Labs., have attended the meeting. The committee noted that earlier, the project proponent submitted the EC application on 10.11.2014.The same was placed before the SEAC meetings held on 02.01.2015, 10.02.2015 & the SEIAA metings on 13.01.2015 & 16.02.2015 and noted that it is a violation case. A letter was addressed to EFS&T on 22.04.2015 for taking credible action. Now, the project proponent re-submitted the EC application through online along with credible action taken report as a case was filed against the project proponent in the Hon’ble Court of Judicial Magistrate of First Class, Banaganapally vide calendar case No. 325/2016. In the judgement of Hon’ble Court, vide order dated 23rd July 2016; the proponent was sentenced to pay a fine of Rs.50, 000/-. They have remitted this fine amount to the Hon’ble Court on 23.07.2016. The mine lease was transferred to the present lease holder - Smt.N.Sekunthalavani vide letter dt:18.03.2017 issued by the Asst. Director of Mines, Banaganapalle. The Committee opined that the credible action for EIA -









month of May, 2017.

The Committee recommended for issue of Environmental

Clearance to this proposed Calcite & Limestone mining

project for the production quantities Calcite – 2,780 TPA

& Limestone – 2,50,000 TPA, without prejudice to the

orders/directions of the Supreme Court/any Hon’ble High

Courts/NGT etc., duly stipulating a condition that the

Project Proponent shall maintain the setback distance 7.5

meters buffer zone all around the mine lease area for

greenbelt development and other conditions to be

fulfilled.

The Committee noted that the mining lease was granted on 03.12.2005 for 20 years.The mining plan was approved on 15.10.2015 for scheme period of 2015-16 to 2019 to 2020. Also ,earlier, the project proponent submitted the EC application on 19.01.2013 & 03.10.2013 The same was placed before the SEAC meetings held on 24.04.2013 and SEIAA meeting held on 27.06.2013 and noted that it is a violation case. A letter was addressed to EFS&T on 24.10.2013 for taking credible action. A case was filed against the project proponent in the Hon’ble Court of Judicial Magistrate of First Class, Nellore vide calendar case No. 302/2015. The credible action was received from the government on 19.05.2015. The project proponent re-submitted the EC application through online on 16.02.2017 along with the copy of the counterfoil of penality amount of Rs.1,00,000/- paid to the Hon’ble Court, II Addl. The Director of Mines & Geology, Ibrahimpatnam has issued in-principle letter on 19.01.2017.The mining plan was approved on 22.06.2017 by the Dy.Director of Mines & Geology, Guntur for the mining scheme period of 5 years.The letter issued by Dy. Director of Mines & Geology, Guntur vide letter dated 31.08.2017 stated that there are no quarry leases existing within 500 meters peripheral boundary of proposed mine lease of Sri.Y.Janardhan Rao. B2 The representatives of the project proponent and their consultant M/s.Pioneer Enviro Laboratories & Consultants Pvt. Ltd., have attended the meeting. The mine lease was granted on 17.03.1982 and further renewed on 12.09.2003 for the period 2002 to 2022. Mining plan approved on 17.05.1998, modified mining plan for underground mining was approved on 14.10.2004 for the mining scheme approved on 05.01.2007 for 2007 to 2011. The lastest Mining plan was approved on 09.05.2017 for the mining scheme period 2016-17 to 2020- 21. The credible action was initiated against this mine for operating the mine earlier and a case was filed in the Hon'ble Judicial Magistrate of First class, Anantapuram (Case No.912/2016) and paid the penalty amount Rs.8000. to the Hon’ble Court on 27.06.2017. The mining plan was approved on 14.03.2016 for the scheme period of 5 years i.e., 2016-17 to 2020-21. A case in the Hon'ble Addt. Judl. Magistrate of I Class, Gajapathinagaram for violation (as per EIA Notification) vide number C.C. No. 55/2016. The Asst. B2 TheProject Proponent and their consultant M/s.B.S.Enviro Tech Labs have attended the meeting and presented their construction project proposals for the AIS Officers Housing Project . The Committee noted that the proposed project falls under Item 8(a) of the schedule of the EIA Notification 2006- Construction projects , as the proposed project site covering an area is < 50 ha and built up area is <1,50,000 sq. m Also the committee noted that this proposed project is one of the inter-linked projects of the Greenfield Capital City Amaravati Project. The Committee recommended for issue of Environmental Clearance to this construction project AIS Officers Housing Project with built up area- 72,610 Sq.m. ,in the Greenfield Capital City Amaravati Project area, by stipulating the standard conditions and other conditions: the Project Proponent shall implement the solid waste management as per the Solid Waste Management Rule, 2016, applicable for construction projects; The parking area in compliance with the NBC/ MoEF/ local Government regulations as applicable, whichever is higher; The Project Proponent shall develop the avenue plantation along the approach road leading to the proposed project site.
