A. CONSIDERATION OF MINOR MINERAL PROPOSALS:

The committee verified 17 nos. of minor mineral proposals forwarded by the SEIAA, Odisha on the basis

of amended EIA notification dated 15.01.2016. The case-wise proceedings and observations of the

committee are detailed in Table as per Annexure – I. The proposals of following categories are:

B. APPEAL FOR EXTENSION OF VALIDITY OF TOR FOR INTEGRATED MUNICIPAL SOLID WASTE

MANAGEMENT (ISWM) PROJECT, PARADEEP OVER AN AREA 50 ACRES AT VILLAGE

BHITRAGADA MOUZA IN THE DISTRICT OF JAGATSINGHPUR OF PARADEEP MUNICIPALITY.

i) TOR was issued by SEAC vide letter No. 122/SEAC-214 dated 6.2.2014 for conducting EIA

study for Integrated Municipal Solid Waste (ISWM) project, Paradeep over an area 50 acres

at village Bhitragada mouza in the district of Jagatsinghpur of Paradeep Municipality.

ii) This TOR was valid for a period of two years for submission of EIA/EMP reports after public

consultation as per MoEF&CC, Govt. of India OM No. J-11013/41/2006-IA.II(I) dt. 22.3.2010.

iii) The proponent has requested to the SEIAA for extension of validity of TOR for submission of

EIA/EMP report and the SEIAA has forwarded the request of the proponent for

consideration.

iv) The MoEF&CC vide OM No. J-11013/41/2006-IA.II(I) dt. 8.10.2014 decided that the validity

period for TORs for river valley and HEP projects will now be for 4 years and in respect of

other projects, the validity period will be 3 years. Of course, this validity could be further

extended by a maximum period of one year by following the process.

v) The SEAC in its meeting held on 27.01.2017 opined that the validity period of above TOR

issued to the Paradeep Municipality will be now 3 years as per OM dated 8.10.2014 of

MoEF&CC, Govt. of India and recommended to amend the TOR issued to the proponent

accordingly.

vi) However, it was observed that the ToR has been expired on 05.02.2014 as per OM dated

08.10.2014. They have to apply following the process for another one year as per OM No. J-

11013/41/2006-IA.II(I) dt. 08.10.2014 and No. J-11015/109/2013-IA.II(M) dt. 12.01.2017.

vii) The SEAC recommended to extend the ToR for another one year subject to the proponent

submit an updated form-I.
