N What a Year - Challenges, Priorities and Expectations Santa Rosa Ballroom

Hear from Dr. Jayanth Kumar as he shares highlights from his first year serving as California State Dental Director. Dr. Kumar will outline lessons learned, including first-year challenges and priorities. He will also discuss his expectations before assuming this position and compare them to expectations for the future. Finally he will share his views on future challenges and priorities.

Jayanth V. Kumar, DDS, MPH

Dr. Kumar is the State Dental Director in the Center for Chronic Disease Prevention and Health Promotion at the California Department of Public Health.

Prior to coming to California Department of Public Health, Kumar served as director of the Bureau of Dental Health at the New York State Department of Health. He also served several positions as director of oral health surveillance

and research and director of the New York State Dental Public Health Residency. He was an associate professor at the University Of Albany School Of Public Health in 1990 and was a dentist in private practice from 1980 to 2008.

Dr. Kumar is a member of the American Dental Association’s National Fluoridation Advisory Committee. He earned a Doctor of Dentistry degree from Bangalore University and a Master of Public Health degree from the Johns Hopkins University Bloomberg School of Public Health.

Brokers needs in the ACA WorldSanta Rosa Ballroom

Join CADP June 2 for an insightful panel discussion, Broker Needs in the ACA World, presented by Christina Marzec, President of Inland Empire Association of Health Underwriters, and Craig Gussin, CLU, LPRT, CHRS, Member at Large, San Diego Association of Health Underwriters. Hear about the challenges brokers face since the passage of the Affordable Care Act and what they need from dental plans in order to overcome them.

Christina Marzec

Christina is the President of Inland Empire Association of Health Underwriters. Her passion lies behind Relationship Building, community outreach, team building and leadership strengths with a track record of head hunting recruiting, coaching and motivating teams/individuals to success. Marzec has considerable experience in the development of marketing strategies, staffing and management in developing a successful business/office where no prior infrastructure existed.

Craig Gussin, CLU, LPRT, CHRS, Member at Large

Craig is a member of the National Association of Insurance and Financial Advisors, along with the National Association of Health Underwriters and The International Disability Insurance Society. Craig is the Past President of the National Association of Insurance and Financial Advisors of San Diego (NAIFA), 2013-2014 VP of Legislation & Past President of the San Diego Association of Health Underwriters (SDAHU) along with being the Past President of the International Disability Insurance Society (IDIS). He has written articles, conducted seminars, been interviewed on TV, Radio, in the newspaper and magazines (including

The Wall Street Journal where he discussed the Health Care Reform Law and Money Magazine where he discussed the current Disability Insurance marketplace). He has been a guest speaker for various interest groups addressing many aspects of Health, Life, Disability and Long Term Care Insurance.

“Work the Body and the Head Will Fall”: How to Win Fights on Complex TopicsSanta Rosa Ballroom

This session will explain how to strategically combine data with powerful storytelling to persuade others on topics important to you—but mundane to them. The session will provide best practices based on established theoretical approaches, as well as proven, practical applications culled from the latest academic research and the speaker’s personal experience in successfully advocating on behalf of large-scale Federal programs in Washington, DC.

Andre J. Castillo

Andre J. Castillo is the author of Career Talk: Everything You Need to Know to Have a Great Career, co-host of the CareerTech podcast, and the owner of goodmorning.work and careermavin.com. He was inspired to work in career development from his Mexican-American father, who grew up in Los Angeles so poor that for one birthday his “cake” was a piece of toast with

a candle on it, and who didn’t know what he wanted to be when he grew up until one Christmas day when police officers came to his house - to give him a toy car. That example led to Andre’s father becoming a police officer and lifting himself, and his family, out of poverty - an experience Andre wishes to share with others.

Previously Andre led the U.S. federal government’s flagship career development program, MyCareer@VA, a program that has trained more than 2 million people to advance their careers and was Harvard’s 2012 Bright Idea award winner for its groundbreaking web-based approach to career development. Andre has received numerous accolades in his professional and academic career, including being featured as a national success story by the U.S. federal government for his efforts to improve generational diversity in the federal government. Andre has also received a Public Service Recognition Award, a Presidential Management Fellowship (PMF), and numerous scholarships and public speaking awards. Andre has led and consulted for some of the U.S. federal government’s best career training programs and was interviewed for his work supporting recent college graduates by Federal News Radio.

Andre’s public speaking efforts began when he was just 15 years old, and since then he has earned public speaking awards at the local, national, and international levels.

Gain insight and understanding from this informative, interactive session presented by the CADP Legislative and Regulatory Committee (LRC) on Thursday, June 2 from 2:00-3:00pm. Join LRC Chair Crystal McElroy (MetLife) and Vice Chair Richard Jones (Guardian) as they review the current and past actions of the California Assembly and Senate. They will also share updates on proposed and adopted regulations impacting the dental benefits industry.

Richard Jones

Richard is the Vice President of Governmental Relations at Guardian. Prior to Guardian he worked at GE Money where he was Vice President of Communications for the Americas region. Earlier, he ran the communications function at GE Commercial Finance’s Corporate Financial Services unit and before that worked at MasterCard Worldwide.

Crystal McElroy Crystal is the assistant vice president over dental and vision product compliance and regulatory at Metropolitan Life Insurance Company in Irvine, CA. She currently oversees all compliance and regulatory issues as it relates to MetLife’s PPO and DHMO Dental and Vision business and oversees MetLife’s Health Care Reform/ Exchange operations.

ION Update on SB 137 Implementation and

Dental Medical Loss RatioSanta Rosa Ballroom

During the Closing Session presented by Mary Watanabe, Deputy Director of Health Policy and Stakeholder Relations, at the Department of Managed Health Care (DMHC). Watanabe, will provide an update on the DMHC priorities for the year, including the implementation of SB 137 (provider directories) and AB 1962 (dental medical loss ratio reporting).

Mary Watanabe is the Deputy Director of Health Policy and Stakeholder Relations at the Department of Managed Health Care (DMHC), where she is responsible for fostering proactive and effective relations between the DMHC and its stakeholders, while serving as primary advisor to the Director on critical issues and providing strategic planning and policy direction on emerging issues and industry trends.

Prior to her appointment Watanabe served as Deputy Director for the Sales Division at Covered California, where she oversaw the implementation of the Navigator Grant Program, the Outreach and Education Grant Program and the engagement of community partners to educate consumers and small business owners about the health care options available through Covered California.

Prior to joining Covered California, Mary served for 12 years with the Managed Risk Medical Insurance Board (MRMIB) in the areas of contract development and monitoring, eligibility and enrollment, and benefits administration of several public health care programs, including the Healthy Families Program. She also participated in the implementation of the Pre-Existing Condition Insurance Plan (PCIP), a federally funded high-risk pool that offered health coverage to medically uninsurable Californians.
