    MESSAGE FROM CHIEF SOTOOn behalf of the men and women of the Reno Police

    Department (RPD), I would like to take a moment to thankll of our community for their continued support of our

    ofcers and the duties they carry out on a daily basis.Policing in the 21st century is more important and visiblehan ever. With the support of our incredible Reno area

    esidents, we have some of the nest community policingnd community relationships in this entire nation.

    The mission of the RPD is to safeguard the lives and

    property of those we serve, to reduce the incidence ofrime and community problems, and to enhance publicafety while working with our community to improve the

    quality of life for everybody.

    The RPD’s vision is to be a Model of Policing Excellence tonclude our core values of respect, integrity, fairness and

    ervice. This vision is achieved by our guiding principleshat include community policing, problem solving andntelligence-led policing, safety and service, technology

    nd innovation, leadership and culture. All of theseguiding principles help us foster a relationship with this

    ommunity that promotes transparency, accountability,onesty and a culturally competent department that iseective of this community.

    This is an exciting time to reside in the City of Reno. Wthe continued success of our Midtown District, coupledwith City Council’s vision of being an event destination

    to include our Thriving Downtown and University Distrialong with strong business and outdoor activities, it isa priority of mine to provide the highest level of police

    services ,so that our community will feel safe and involwith their police department.

    Reno is located in northern Nevada and is best known as a touristocation with a growing and diverse population and economy. The Cityf Reno Police Department (RPD) has an authorized stafng level of83 sworn police ofcers and serves a population of approximately25,000 residents. In addition, RPD serves approximately four millionisitors annually.

    The Reno Police Department is nationally recognized as a model forCommunity Oriented Policing and Problem Solving. Our motto, “YourPolice, Our Community,” exemplies our commitment to creatingartnerships with community members, local businesses and othergencies and organizations to make Reno a safe and pleasant placeo live and work.

    INTERNAL AFFAIRS/TRAINING

    NTERNAL AFFAIRS

    The Internal Affairs Division (IAD) has establishedperformance system of accountability for our

    ommunity and RPD personnel who believe thatmembers of our organization may have performed

    n a less-than-professional manner. The Divisiononducts investigations into complaints of employee

    misconduct and monitors investigations beingonducted by an employee’s direct supervisor.

    One component of RPD’s success is the supporthat has been garnered through communitynteraction and transparency. A committed IAD isne way police agencies provide transparency fority government and the public.

    TRAINING

    The Training Division is responsible for continuingducation for employees and assisting with theNorthern Nevada Law Enforcement AcademyNNLEA) in partnership with the Washoe County

    Sheriff’s Ofce and Sparks Police Department.Continuing education includes training in suchreas as arrest and control techniques, de-scalation techniques, alternative weapons usend rearms qualications. The Division alsoroduces and conducts training on various topicsf national trends and concerns, such as activeiolence and ofcer ambush.

    The NNLEA provides training to law enforcementecruits to receive their basic police ofcerertication. The 19-week academy covers topicsuch as constitutional law, search-and-seizurend investigations. Academy students alsoeceive training in physical skill areas includingrearms, arrest and control of suspects, de-scalation techniques, building searches andmergency vehicle operations. The NNLEAlends classroom instruction with problem-based

    earning and scenario-based training to producewell-prepared ofcers.

    SENIOR AUXILIARYVOLUNTEER EFFORT

    The Senior Auxiliary Volunteer Effort (SAVE) isuniformed civilian volunteer organization with

    he purpose of relieving police ofcers of certainuties and providing an increased level of crimerevention through patrol and observation. SAVE

    members averaged about 90 members throughouthe year, have a non-confrontational approach,nd under NRS 484B.470, are authorized to issueandicap parking citations.

    POLICE TRAINING OFFICER

    RPD, in conjunction with the COPS ofce,eveloped the Police Training Ofcer (PTO)rogram in 1999. The PTO program wasesigned to be a more adult-based, community

    olicing-centered training model than therior program. To meet that goal, the programocuses on performance competencies ratherhan completion of specic tasks. New PTOsre expected to use problem-solving skills topply what they have learned; this encouragestransfer of knowledge from old experiences

    o new. The program is very trainee-centered,meaning the trainee is encouraged to seek outesources both within and outside RPD.

    The program has been nationally recognized as arogressive training program and was referenced

    n the President’s Task Force on 21st CenturyPolicing as a model program for the future of policeraining, and in 2015 trained 24 new ofcers.

    DOWNTOWNENFORCEMENT TEAM

    The Downtown Enforcement Team (DET) isomposed of twelve ofcers and two supervisorseparated into two teams. They are funded byhe “Special Assessment District” as well as the

    Reno Police Department. Their mission is to helpmprove the quality of life for the many residentsf downtown Reno. DET strives to provide a safend friendly environment to the many citizens andourists who visit downtown.

    n 2014 the Special Assessment District expandedo encompass a larger area. This includes andditional 817 properties from the original 1,016.

    DET's mission is achieved through daily interactionwith business owners and residents as well as self-nitiated problem-solving efforts. DET collaborateswith other city entities like Code Enforcement,Parks, IT and the Street Department.

    K-9

    Police canines (K-9s) are used to locate illicitrugs, evidence and subjects who have eluded orre attempting to elude capture. The K-9 Unit hasssisted in the apprehension of several subjects

    who had either run from ofcers or were hiding inreas that would have been difcult for an ofcero nd. Our K-9s also assist other federal, state,nd local agencies.

    PATROL

    SWAT

    The Special Weapons and Tactics Team(SWAT) is comprised of members who arespecially trained and equipped to respondto the community’s most emergent

    needs under a variety of circumstances.The types of missions where the teamis activated include high-risk warrantservice, barricaded and armed subjects,vehicle assault/take downs, hostagerescue, crowd/riot control and emergencyaction response.

    The SWAT team works with federal lawenforcement authorities and providessite security and dignitary protection forhigh prole visitors to the community.The team trains with state agencies,

    federal agencies and other tacticalteams in the region on how to respondto incidents involving weapons of massdestruction which may involve chemical,biological, radiological, nuclear and/orexplosive devices during a large scale orprotracted incident.

    COMMUNITY SERVICESOFFICERS

    Community Services Ofcers (CSOs) arenon-sworn civilian employees whose primfunction is to take and process police rep

    However, their duties also include thecollection of evidence, enforcement of citparking regulations and ordinances, trafcontrol, operational assistance with specievents, response to non-hazardous calls service, and involvement in missing persoinvestigations. RPD currently employs thrCSOs: Mark Greenwell has served in thisposition since 1997; Tazy Ciofalo since 19and Luana Johnson since 1999.

    HONOR GUARD

    RPD’s Honor Guard mission is to attendspecial events as a highly disciplined teaserving with honor, respect, and dignityat ceremonial functions including funeralservices for active/retired personnel. Thealso provide comfort and compassion forsurvivors. These events are approved bythe Chief of Police or designee and trainiis accomplished through drilling in militaryetiquette and attention to detail.

    The Honor Guard is a collateral dutyassignment consisting of one lieutenant,

    two sergeants, and ten ofcers. In 2015 tHonor Guard attended thirteen funerals, ememorials, three parades, and seventeenHonor Guard events.

    EXPLORERS

    The RPD Explorer Program is for young mand women interested in learning about lawenforcement careers. Designed for studenbetween the ages of fourteen and twenty, program offers the opportunity for communinvolvement while gaining valuable lawenforcement knowledge.

    RPD established the Community Action OfcerCAO) program in 2007. The success of theriginal ofcers led to the development of the

    Community Action Ofcer team in 2010 withgrant through the COPS Hiring Recovery

    Program (CHRP). The initial objectives of the

    ine-member (eight ofcers and one sergeant)eam were to infuse into our communities therinciples of Community Oriented Policing and

    Problem Solving, Intelligence Led Policing/Crime Fighting, Crime Prevention ThroughEnvironmental Design (CPTED), resourcemanagement, and innovative policing principlesesigned around developing social capital toeduce crime. In the rst ve years of existence,he team concept has successfully reduced callsor service and the impact on citizens.

    Crime-Free Multi Housing (CFMH) is a state-

    f-the-art crime prevention program designedo reduce crime, drug activity, and gangs onpartment properties. CAOs have implemented

    CFMH within all apartment complexes in the citymits, focusing their problem-solving efforts onpartment complexes with the highest number ofalls. The program originated at Mesa, AZ PD in992, and has since spread to nearly 2,000 cities

    n 44 U.S. states, ve Canadian Provinces, Mexico,England, Finland, Japan, Russia, Malaysia,Nigeria, Afghanistan, and Puerto Rico.

    CFMH training is completed once a quarter for new

    partment managers and employees who learnow to work with law enforcement to make theirommunity safer and reduce police calls to theirroperty. CFMH imparts the benets of residentcreening, identifying drug activity, gangs andrafti. CFMH also looks at the CPTED theorynd how it can apply to property throughout Reno.

    Graduates of this class receive an informationalooklet and a certicate that can be displayed onheir property. This program has been expandedo Crime-Free Hotel/Motel and is taught by theDowntown Bike Enforcement Team and CAOs.

    Additionally, the CAO team continually identieshot spots" in the city with the Crime Analysis Unitnd beat ofcers. The team has demonstratedonsistent success at reducing calls forervice and crime at identied hot spots. Moremportantly, the success at these propertiesontinued after the team moved on with onlyccasional maintenance efforts.

    The primary focus of the CAO team has been on the location side of the crime triangbut the team also participates in several established programs and has begun to devenew programs to better address the needs of individuals who are repeat victims orchronic users of the police services.

    The CAO program continues to be a leader within the law enforcement community in

    the elds of community-oriented policing, problem solving, and intelligence-led policing.The innovative and collaborative efforts made by these ofcers is a road-map for otherlaw enforcement agencies and professionals to improve crime prevention, build lastingrelationships among stakeholders and improve quality of life in the community.

    CAO CENTRAL

    CAOs have continued to work with the homeless population in the Central District alongthe Truckee River Corridor. In June of 2015, CAOs began an educational campaign alothe river, bringing resources to the approximately 80 homeless people they contacted.Resources included Volunteers of America, Catholic Charities, Kids to Seniors Korner,MOST, and Veterans Assistance advocates.

    Their goal in conducting outreach is to move people into services that will help them ndhousing and support. Enforcement is a last resort when dealing with the homeless probhowever, when outreach and warnings failed to change behavior, CAOs issued 25 citatand completed two arrests for illegal camping along the river.

    Due to changes brought about during a civil lawsuit in a neighboring jurisdiction, collectiof trash and property along the river was brought to a standstill. CAOs worked in conjunwith the City of Reno Public Works Department to develop and implement a plan to resuriver clean up. In August of 2015, they began working with Public Works to post, inventoand store abandoned property left along the river. They collected 82 bags of personalproperty and removed 253 yards (38 tons) of debris from the Truckee River Corridor.

    CAOs also worked with One Truckee River, a collaboration of public and private partnworking together to protect and provide stewardship for the Truckee River.

    CAO NORTH

    CAOs were able to keep calls for service down at all of the apartment complexes in tdistrict. They also used community relationships to assist investigations with other unsuch as Robbery/Homicide, Burglary, Sex Crimes, Family Crimes, Regional Sex OffeRegional Gang, Regional Crime Suppression Team and the Street Enforcement Team

    One example occurred at the Silver Terrace Apartments. CAOs were tasked to solvethe problem of unattended kids in and around the complex, which was starting to affelearning at the Lemelson STEM Academy where many of the kids attended school.CAOs created the Silver Terrace After-School Project.

    To offer programs to the kids, they coordinated public and private groups including thUNR literacy program, Boys and Girls Club, Boy Scouts, Girl Scouts, Washoe County4H, Northern Nevada Literacy Council, Youth Development Program, and the LemelsSTEM Academy. CAOs also hosted a Harvest festival at Silver Terrace Apartments torecruit children for the Silver Terrace After-School Project.

    CAOs also use Neighborhood Contact Teams (NCT) to gain a better understandingissues in problem areas by gathering opinions and ideas to reduce crime. One receexample was the Pat Baker Park area: The surrounding neighborhood had seen anincrease in violent crimes, and the NCT concept was used during the scanning phaof problem solving to better understand the issues, giving RPD an opportunity toreduce crime occurring in the neighborhood as quickly as possible.

    CAO SOUTH

    Suppression Team to build cases on criminals in the area, and as aesult of the operation, no further shots red calls were reported andeveral problem residents moved out.

    Program, the Mobile Outreach Safety Team (MOST), Kids to SeniorsKorner, and 360 Blueprint.

    HOMELESS EVALUATION LIAISON PROGRAMThe Homeless Evaluation Liaison Program (HELP) began in 1994n coordination with the Washoe County Sheriff’s Ofce (WCSO).The goal of HELP is to assist homeless individuals in reuniting withamily or friends in a stable environment. In 2015 the HELP ofcersnterviewed 419 clients and assisted 112 with relocation.

    HELP ofce hours remained constant this year. There was a smallecline in potential clients, but a larger number qualied and were givenckets home. This is not a program that ships our homeless to otherurisdictions to become problems in other areas; with strict guidelines,lients must make housing arrangements prior to qualifying.

    MOBILE OUTREACH SAFETY TEAM

    The Mobile Outreach Safety Team (MOST) became an ofcial programn 2010. Since then, the program has seen steady growth in citizenontacts every year.

    aw enforcement is asked daily to handle cases where mental healthonditions exist. Some ofcers feel they don’t have procient training andkills to provide assistance to citizens with mental health complications.

    Safety and clinical expertise can be delivered in the community by teamingmental health professional and a Crisis Intervention Ofcer to respond to

    alls involving mental health disabilities.

    An agreement between Northern Nevada Adult Mental Health ServicesNNAMHS), RPD, Sparks Police Department (SPD), and WCSO haseen initiated, covering the operation of the MOST unit comprised of

    Memphis Model Crisis Intervention Team (CIT)-trained law enforcementnd Masters-level therapists from NNAMHS.

    MOST provides follow-up and outreach services for individuals whosemental illness impacts their community, and those who require aid inmanaging their mental health treatment programs. MOST will also showp on calls for service where people are in crisis and provide psychiatricmergency response.

    MOST contacted 1,457 mentally ill persons. Of those contacts, 389 homeless and 1,086 mentally ill persons were connected with mentahealth services which saved the community thousands of dollars in expensive services such as ambulance and re response, emergenroom visits, jail services and repeat calls for patrol response.

    KIDS TO SENIORS KORNERKids to Seniors Korner is another program with which the CAO teaminvolved. Kids to Seniors Korner targets kids and seniors in low incoareas, bringing medical and social outreach to those communities.

    By caring for those who are most vulnerable, we can reduce the impof crime in at-risk neighborhoods. In 2015, Kids to Seniors Kornerconnected with 3,626 people, many of whom were contacted by anoutreach worker and law enforcement ofcer conducting “knock andtalks” in apartments, hotels and single family residences. Of these, 4were Medicaid referrals, 273 food referrals and eight clothing referra

     Additional services included mental health, disability, parenting class

    temporary housing assistance and dental referrals.

    This program has saved the City of Reno and Washoe Countythousands of dollars in emergency response, hospital visits, and pocalls for service that were prevented through these services.

    360 BLUEPRINT

    In October 2012, Encounter Church Senior Pastor Nathan DuPreeCAO Jerry Bowden, and Washoe County School Police DetectiveBeau Lorentzen all attended the National Adopt-a-School Conferewhere the idea for 360 Blueprint was born.

    The program began with the collaboration between agencies inhelping promote healthy schools and environments by providingservices designed to bridge the gap between the school, studentsparents, thereby maximizing student success.

    The goal of the program is to prevent academic failure and ndsolutions for high-risk students and their families by building multiplevels of relationships and offering an array of services (mentoringa reading program for rst graders (Read to Succeed) using Kindland electronic book applications, and access to a community-wideresource center).

    The 360 Blueprint program has a vision to specically target WashCounty public school youth and their families with the use of

    community churches and public school partnerships supported byenforcement to effect positive social change.

    In 2015, 360 Blueprint operated in six schools, had 100 at-risk childrenthe program, and included ve RPD ofcers and two SPD ofcers. Thwere also 100 faith-based volunteers who worked with the children.

    MOTORS

    RPD motor ofcers are routinely assigned to high-accident locations and conductenforcement to positively inuence driving behaviors. They also assess othercontributing factors and forward their observations to City of Reno trafc engineersfurther review and possible action. Division members also respond to citizen conce

    regarding trafc issues and requests for targeted enforcement.

    DUI ofcers are assigned to enforce drunk-driving laws and drive vehicles specicaequipped to assist detection and apprehension of those driving under the inuence

    ACCIDENT INVESTIGATORS

     Accident Investigators are assigned shifts spread over each day of the week from 6 ato midnight to investigate property, injury, fatal, and hit-and-run trafc accidents. Theydrive vehicles equipped with specialty equipment for the investigation of accidents.

    MAJOR ACCIDENT INVESTIGATION TEAM

    Trafc Detectives investigate hit-and-run accidents and serve as case managers fothe Major Accident Investigation Team (MAIT), which investigates accidents involvifatality and/or a major injury. Their special training and experience assist in timely athorough investigations.

    EDUCATION

    Education plays a large part in helping make our streets safer. During the school yeamembers of the Division meet with students to discuss and practice pedestrian safetyactivities. These educational events are funded in part through a pedestrian safety grThey also educate high school students on the dangers of texting while driving anddriving while impaired.

    TRAFFIC GRANTSThe Division managed two grant initiatives in 2015: Joining Forces and Pedestrian SaThe Division applied for and was awarded these grants through the State of NevadaOfce of Trafc Safety. Through Joining Forces, the Division regularly partners withnumerous state and local law enforcement agencies during several nationally-sponsooperations throughout the year.

    During these operations, ofcers in the region focus on specic behaviors known to ccrashes including: Distracted driving (cell phone usage), DUI, lack of seat belt restraispeed, and pedestrian awareness. Several of the Division’s ofcers are also speciallytrained on how to inspect commercial vehicles and capitalize on opportunities to educthese drivers on the safe operation of their vehicles.

    In October of 2015, the Division was awarded over $80,000 on a third grant initiative:the Motor Carrier Safety Administration Program (MCSAP) under the U.S. Departmenof Transportation. This grant allows trafc ofcers to specically dedicate their timeand effort to commercial vehicle safety as we see an increase in large truck trafc duto burgeoning warehouse and production facilities.     REGIONAL CRIMESUPPRESSION UNIT

    The primary function of the Regional CrimeSuppression Unit (RCSU) is analyzing crime treand determining and apprehending suspects in

    these trends. By addressing crime trends, fewecitizens are affected and calls for service arereduced. RCSU is comprised of one sergeant afour ofcers each from RPD and Sparks PoliceDepartment (SPD).

    RCSU uses an intelligence-led policing modelworking closely with the Crime Analysis Unit tostay on top of emerging trends. RCSU collaborawith other divisions and agencies to identify andapprehend suspects.

    Some of last year ’s successes include operati

    targeting catalytic converter thefts, commerciaburglaries, armed robbery series, stolen vehicand residential/vehicle burglaries. Theseoperations led to arrests, many of which werecrimes in progress, and ended those crime sein both Reno and Sparks.

    CRIME ANALYSIS UNIT

    Crime Analysis Unit (CAU) analyzes calls for seand crime data to identify patterns and concentcrime areas (hot spots) to identify trends that can btargeted by various RPD units. CAU also works cl

    with other departments in the City to provide crimestatistics for the Neighborhood Advisory Boards (Nas well as other specic requests for crime data.

    EXPLOSIVE ORDNANCE DISPOSA

    The Consolidated Bomb Squad (CBS) handles variety of calls for service, including suspiciouspackages, hoax devices, recovered explosives,rework disposal, dry ice/chemical bombs andimprovised explosive devices. The team is usedbomb sweeps during special events and dignitaprotection, and provides support, training and

    demonstrations for local and surrounding agenc

    The CBS team is comprised of two RPD ofceone WCSO sergeant, one WCSO deputy, oneSPD ofcer and one FBI agent. The team shanancial responsibilities equally for equipmentmission-specic needs.

    The Police Assistant (PA) assigned to these divisions is responsible for answering themain phone lines; resolving issues they are able to without involving a Sergeant or

    Detective, and transferring calls that need a supervisor to handle. The Police Assistaa liaison with Washoe County Social Services and the Sexual Assault Response Tea(SART) facility, and is responsible for tracking a number of forensic interviews conducby RPD Detectives.

     All case requests, updates, etc. are handled by the Police Assistant. She receives requests from outside agencies requesting courtesy interviews, creates RPD casesand routes the information for Detective assignment. The PA receives courtesy repotaken by other agencies, creates RPD cases and schedules Child Advocacy Centeinterviews if necessary.

    The PA sends ofine search requests to the FBI for suspect information in all crimes a sexual nature. The PA maintains the SART database and provides the SART facilita

    with case dispositions as requested. The PA is responsible for Uniform Crime Reportstatistics for child abuse, all sex crimes, and all sex trafcking crimes. The PA contacoutside agencies for case requests and dispositions as requested by RPD Detectivesaid in investigations.

    REGIONAL GANG UNIT775) 334-3852

    RPD, Sparks Police Department (SPD), WashoeCounty School District (WCSD), and WashoeCounty Sheriff's Ofce (WCSO) formed theRegional Gang Unit (RGU) in order to shareesources in combating gang crime throughouthe county. RGU is responsible for monitoringver 2,300 gang members.

    Their responsibilities include gathering andharing intelligence, suppressing gang activitynd investigating gang-related crimes. RGU

    works closely with county and state juvenile anddult probation departments as well as federalgencies, including Department of Homeland

    Security HSI/ICE, to maximize its effectiveness.

    Gang prevention and diversion are equallymportant in the mission to promote a safeommunity. RGU is proactive in our local schoolsnd neighborhoods in providing education tohildren and parents about the dangers of gangs.

    RGU partners with the Children’s Cabinet,eferring vulnerable youth and their families tovailable resources.

    The RGU receives additional funding throughrant awards from the Byrne Memorialustice Assistance Grant and the Project Safe

    Neighborhood anti-gang and violent crime

    nitiative. These funds enhance RGU’s effortso suppress gang activity and conduct problemolving/community building activities in the mostffected neighborhoods.

    The Grafti Enforcement Team (GET) has multipleartnerships including WCSO, SPD, Nevada

    Department of Transportation (NDOT), NV Energy,Waste Management, AMTRAC, and SecretWitness. GET became a national model for graftinforcement and abatement and received inquiriesy agencies from around the country.

    n 2015, GET stafng was increased due toCouncil priority and recommendations from theGrafti Task Force. GET now has one detectivessigned to investigations, two full-time abatementmployees, and one full-time coordinator whoracks reported grafti. The goal of GET is toemove reported grafti within 24-48 hours.

    The regional Street Enforcement Team (SET) is responsible for investigating street-lenarcotics and prostitution complaints throughout Washoe County.

    SET participates in the FBI-led Innocence Lost Task Force which investigates incidenof human trafcking. In conjunction with Join Together Northern Nevada (JTNN), SETconducts compliance checks and engages in enforcement campaigns to addressunderage drinking throughout the community. SET receives funding through the ByrnMemorial Justice Assistance Grant, which enables it to conduct additional investigatioand purchase equipment.

    SET works with the Drug Enforcement Administration (DEA), SPD, WCSO, and JoinTogether Northern Nevada (JTNN) in the biannual prescription drug round up. This efhas removed thousands of pounds of unused, outdated, or unneeded prescription dru

    The Repeat Offender Program (ROP) consists of members from RPD, SPD, WCSO, an Adult Parole and Probation. It was created for the purpose of identifying the small numbof career criminals in the community who are responsible for committing a disproportionnumber of crimes. Investigators work directly with the Washoe County District Attorney’sOfce for the purpose of seeking maximum penalties and reducing recidivism.

    CRISIS INCIDENT NEGOTIATION TEAM

    The Crisis Incident Negotiation Team (CINT) is RPD’s resource for communicating whostage takers, barricaded subjects, and persons threatening suicide. Negotiators aretasked with defusing critical incidents to increase the likelihood of a peaceful resolutiowhile protecting the lives of citizens and police ofcers.

    The Northern Nevada Interdiction Task ForceNNITF) is a High Intensity Drug Trafcking Area

    Drug (HIDTA) sponsored initiative comprised of

    members from RPD, Sparks Police DepartmentSPD), Washoe County Sheriff's Ofce (WCSO),Nevada Highway Patrol (NHP) and DrugEnforcement Administration (DEA). NNITFmembers are responsible for conducting drugnterdiction investigations at the local, state andederal levels. They routinely contact persons

    who are suspected of transporting illicit drugs,ontrolled substances and U.S. currencyhrough Washoe County including currencysed to purchase and proceeds from sales ofontrolled substances. Members also checkarcels/packages believed to contain controlled

    ubstances and/or U.S. currency.

    NNITF members are responsible for caseollow-up, conducting interviews, coordinatingnvestigations with other agencies and obtainingearch warrants. They also assist patrol andther units and agencies in the furtherancef investigations. NNITF is also an activearticipant with the Bulk Currency Initiative Taskorce with HSI/ICE.

    DRUG ENFORCEMENTADMINISTRATION TASK FORCE

    The Reno Resident Office of the DrugEnforcement Administration (DEA) overseeshe Northern Nevada HIDTA Task Force,

    which is a multi-agency unit that is responsibleor planning and conducting complex drugnvestigations. These investigations primarilynvolve major violators in medium to large-cale drug trafficking networks operatinghroughout Northern Nevada, nationwider internationally. RPD has one detectivessigned to the task force.

    RECORDS

    The RPD Records Division is the nucleus ofRPD’s criminal records and suspect identicationnformation via prior cases and individual contacts.The Division is responsible for maintaining andpdating a comprehensive records-keeping systemor the retention, maintenance and dissemination

    f all original police reports produced by RPDmployees. This includes the transmitting andpdating of accident, crime and general publicemands while remaining within the limits of the

    egal environment.

    Records Supervisors oversee the generalperation of the Division and report to the

    Records Manager, who in turn reports to theAdministration and Support Division Commander.

    CENTRAL RECORDS

    Central Records, the Division’s main unit, isesponsible for maintaining internal documentontrol over all original reports (includingffense, arrest and trafc accident reports)eceived by RPD. Division personnel provideopy distribution, conrmation of warrants,issemination of documents and information perourt order, state statute, and internal policy.

    WORK APPLICANTREGISTRATION UNIT

    The Work Applicant Registration Unit registers

    onvicted persons and processes and ngerprintsmployees for the issuance of work cards asequired by Reno Municipal Code and Nevada

    Revised Statute. The unit also issues ID cards andngerprints for City employees.

    2015 ACCOMPLISHMENTS:

    n 2015, the Division continued to streamline theirrocesses, taking advantage of new technology.

    The Division is now using a program to sendocumentation to the State Trafc and Sex

    Offender Unit which has been proven to be the

    most efcient and effective way of sending largeocuments directly to an agency.

    Mary Bieth, Tiburon Project Manager,as successfully led the Tiburon Records

    Management System upgrade. Mary has beeniven recognition for her hard work in this project.

    Victims of violent crime are faced with manyhallenges as a result of tragic and unexpectedrimes committed against them. The Victim

    Services Unit (VSU) is a specially-trained civiliannit that serves victims of crime and otherraumatic events by providing direct services

    ased on a thorough needs assessment. VSUesponds to, but is not limited to:

    • Domestic violence and related offenses• Stalking/harassment• Sexual violence/assault/abuse• Homicide• Child abuse/neglect/exploitation• Robbery• Elder abuse/neglect/exploitation• Hate crimes• DUI causing injury or death• Gang violence

    • Severe trafc incidents• Mass fatality events (local and regional)

    Currently, the VSU is working with RPD tontegrate a victim-centered, 24/7, multidisciplinaryollaborative approach which enhances theverall response to crime victims and maximizesesources with our partnering agencies. Inddition, VSU works on statewide and localommunity initiatives and projects to improvehe level and quality of services victims receive.

    Conducting regular community educationnd outreach, and providing training for both

    rofessionals and volunteers, is extremelymportant to further the mission of VSU and RPD.

    2015 ACCOMPLISHMENTS

    ADMIN/SUPPORT

    BUDGET UNIT

    The Manager oversees the development of the RPD budget document; reviews, audiand advises the Police Chief on the budget; and prepares department-wide budgetreports. The manager also develops and administers the Administrative Services budand forecasts funds needed for stafng, equipment, materials, and supplies.

    EVIDENCE DIVISION

    The Evidence Unit of RPD is responsible for the intake, care and handling of all evidefound property and safekeeping items. Day-to-day operations include intake and storof new evidence, distribution of evidence, the crime lab, rearms dispositions andprocessing items to be purged or returned to their owners.

    Evidence technicians were successful in their continuing efforts to purge double theamount of old evidence as new evidence that came in during the year, nearly ve tof old evidence.

    SUPPLY DIVISION UNIT

    The Equipment/Supply Technician procures, receives, issues and maintains a compubased inventory of all equipment, supplies, and materials for the department. The curtechnician has established great relationships with vendors and continually monitorsexpenditures, which has saved the department thousands of dollars.

    GRANTS UNIT

    The Grants Management Unit is responsible for law enforcement grants. The unit searcfor and manages available grant opportunities which includes the proper nancial andprogress reporting to the grantor. RPD’s primary source of grant funding is from the U.SDOJ through the Bureau of Justice Assistance and Community Oriented Policing.

    PAYROLL UNITThe Payroll Unit is responsible for auditing and processing payroll for all members ofRPD. Using Telestaff and ADP software, all timekeeping is completed electronically ais then audited by staff for accuracy. The Payroll Technician ensures the accuracy of entered and paid according to Fair Labor Standards Act (FLSA) standards.

    The unit’s payroll technician is working with an independent contractor and City IT stato improve and streamline payroll functions between the various computer systems. Oof the current improvements sought is allowing for processing batches of personnel apayroll action forms instead of processing one form at a time.

    ACCOUNTS PAYABLE DIVISION

    The accounts payable unit is responsible for processing invoices related to policedepartment acquisitions. Personnel in this unit review invoices for accuracy and ensuthey are sent to Central Finance on a timely basis. In addition, this unit processes thetravel/training requests of the department. This entails compliance with travel policiesGovernment Services Administration (GSA) guidelines and assisting the ofcers withtravel related items.

    he Administrative Services Manager plans,rects, manages, and oversees the activitiesf the Administrative Services Division of RPDcluding evidence, eet, scal affairs, supply,ayroll and grants management; coordinatesssigned activities with other divisions, outside

    gencies, and the general public; and providesaff assistance to the Chief of Police.

    his position is responsible for managing theevelopment and implementation of departmentaloals, objectives, and priorities; identifyinggnicant policy and operational issues; assistinge management team in resolving issues;

    reating strategic objectives and successionans for various aspects of the Division.

    he Manager is also responsible for providingomplex assistance in the daily operations of the

    ivision; directing and overseeing the preparationf Council staff reports; monitoring the progressf key issues faced by the department andttainment of various Council goals.

    his position also selects, trains, motivatesnd evaluates all non-sworn supervisory,rofessional, technical, and clerical employees;rovides or coordinates staff training anduccession planning; works with employees toorrect deciencies; implements discipline andrmination procedures; and rewards employeesr their contributions to the Division.

    SATISFACTION SURVEY

    he RPD has a long-standing tradition onompleting an annual satisfaction survey,

    which rst debuted in 1987. This survey isvery important piece of our partnership

    with the community and plays a major role indentifying community areas of interest which

    elps the Department allocate resourcesppropriately throughout the City. In 2016 the

    Department is working with the Universityf Nevada’s Criminal Justice program toevamp the survey process in order to reachut to a greater number of City residents.he 2016 survey will keep the same formats the past surveys, however, it will move ton electronic format designed to give moreitizens the ability to participate. The move willlso allow for follow-up questioning which willnable the Department to get more specicbout identied areas of interest. Anotherey element of this change is the ability toet information in a timely manner and seekeedback from those who chose to participatehroughout the year to measure if the methodsmployed are making a difference.
