Message From The BMDAEconomic development efforts traditionally mean creating jobs through entrepreneurial

development, the retention and expansion of existing businesses and the attraction

of new businesses. In a changing community and world, it also means workforce

development and talent attraction. Additionally, ongoing organizational development

is important to ensure the economic development organization is well-positioned to

meet any challenge.

The goals outlined in the 2014-2016 BMDA strategic plan laid a pathway for us to

follow to make our organization stronger. Our efforts in 2016 further prepared us to

work for Bismarck-Mandan and the surrounding area as our community continues to grow.

As we begin 2017, we are given the opportunity to meet the challenges that face our

community head-on. The BMDA will continue to work with our existing businesses

in whatever way needed, whether simply helping fi nd the answer to a question, or

helping plan and work through a major expansion. Workforce development and

talent attraction are key to our business community, and both are integral parts

of the strategic plan. We will also continue to tell the story of Bismarck-Mandan to

prospective companies looking to relocate or expand, to ensure the community of

Bismarck-Mandan is a familiar name with a positive image.

We will continue to move forward and keep Bismarck-Mandan growing to be the

best it can be. And the BMDA will continue to refresh its strategies to achieve the

best future possible for our community and surrounding region.

Thank you for giving each of us the opportunity to serve as the chair of the

Bismarck-Mandan Development Association. It is an honor and a privilege. It is

not a one-person job, however. It is a job done with the support of the executive

committee, board of directors, all those who invest in the BMDA and the BMDA

staff. We thank you for your past support, and look forward to your continuing

strong involvement with the BMDA.

Cultivating a diversifi ed economy and positive business climate for existing business, as well as new and expanding business, continues to be a priority for the BMDA. During 2016, the BMDA sought to take a more focused approach to business development.

Target Industry Analysis: In 2016, the BMDA commissioned a target industry analysis to identify industries that represent the highest potential for relocation or expansion to the region. As part of this study, demographic, workforce and economic trends and characteristics in the region were documented. The competitiveness of the region based on ten site selection factors and marketing tools to appeal more directly to corporate decision-makers in these specifi c industries were also assessed. The recommended targets are value-added agriculture, energy and manufacturing. The analysis provided specifi c sectors within each of these broad target industries to explore and determine which were the best fi ts for Bismarck-Mandan. It also provided suggestions for how to better position the region in key areas and opportunity focuses with existing local business activities. This target industry analysis sets the stage for the BMDA’s business attraction efforts.

BRE Program: While business attraction efforts are an important part of the region’s economic development strategy, business retention and expansion of our existing business is a cornerstone of the BMDA’s efforts. The information gathered through our continued Business Retention & Expansion (BRE) Program helps the BMDA pro-actively identify and address the needs of our existing companies, both individually and as a whole.

Vision Fund Guidelines: The BMDA staff worked with the Bismarck Vision Fund Committee to study and discuss potential revisions to the fund’s guidelines. The goal of this review was to structure the guidelines in a way that meets the needs of today’s new and existing businesses, as well as entrepreneurs.

EOP Committee Sessions: The Mandan Tomorrow Plan – Economic Opportunity & Prosperity (EOP) Committee, which is staffed by both the BMDA and City of Mandan, offered another series of educational sessions for local businesses, including another edition of Business StartUp 101 and a review of a City-wide survey conducted last spring about doing business in Mandan. These workshops bring resources and information to business owners and entrepreneurs.

The community’s infrastructure, transportation system, site planning and development are matters that have a direct impact on economic development and growth in Bismarck, Mandan, Burleigh County and Morton County. Concerns about such things as housing, childcare, wages and community livability impact attracting both businesses and employees to our community. The BMDA continues to work collaboratively with other community organizations and public offi cials to seek solutions to potential barriers such as these.

The BMDA and Bismarck-Mandan Home Builders Association (HBA) conducted a survey of professionals involved in the land and building development process to identify steps in the process that can be addressed or improved. The BMDA and HBA staff then met with the staffs of Bismarck, Mandan, Burleigh County and Morton County to discuss comments/questions raised in the surveys. Going forward, continuing regular conversations will aim to alleviate issues in the development processes.

Planning for the future is always an ongoing matter throughout our metro area. The BMDA was again an active participant in both the Metropolitan Planning Organization (MPO) and individual transportation and planning studies, such as the Northeast Morton County Future Land Use Plan.

Paying for needed infrastructure is an issue for all communities, not just Bismarck-Mandan. The BMDA joined the Chamber, the HBA and the Bismarck-Mandan Board of Realtors in hosting a series of informational sessions for our business community to learn about and discuss Bismarck’s arterial road needs and the questions facing the city as to how to pay for the projects. A task force formed by the Mayor of Bismarck to study the issue includes BMDA staff in its membership.

The BMDA’s rural stakeholders in Burleigh and Morton County often times face unique barriers in their economic development efforts. The BMDA continues to partner with these stakeholders to fi nd ways to fund needed projects and bring new residents, as well as visitors, into these rural communities.

With a consistently low unemployment rate, it is imperative for Bismarck-Mandan employers to be able to recruit and retain a skilled workforce. Talent attraction, workforce development and entrepreneurship development are vital parts of a more comprehensive program that will position the region for greater success. Those of us who live in Bismarck-Mandan know it’s a community that has a lot to offer, both to trained workforce currently outside our community and to the students enrolled in our schools. The BMDA, working with business and education leaders, has developed a variety of talent attraction and workforce development programs, including:

Talent Attraction Campaigns (TAC): Online marketing of career opportunities and the general appeal of living and working in Bismarck-Mandan to potential workers in targeted occupations and geographic areas. Postcards were sent to graduates of Bismarck State College in conjunction with one TAC; a focus on former residents visiting Bismarck-Mandan was added to the TAC that ran over the end-of-the-year holiday season, including an insert in the Bismarck Tribune targeted to former residents visiting the area.

Job Shadow Week: Students from our colleges and high schools had the opportunity to get hands-on experience at local businesses and explore career options available. Ninety-fi ve students attended 125+ job shadows throughout the community during February’s Job Shadow Week. The success of this fi rst-time event made it an easy decision to plan for it on an annual basis.

Educators’ Summer Workshop: A week-long program offering high school and middle school education professionals insight into the skills needed in the workplace and the wide range of occupations and career options available in our community. Eight half-day sessions were hosted by local employers, giving participants a fi rst-hand view of the 21st Century workplace as well as one-on-one conversations with employers about what they are looking for in the workforce of the future.

The BMDA continues to support and sponsor the activities of Bismarck-Mandan’s growing start-up community. 2016 saw special events such as OTA, TEDx, SCORE Conference and the Women’s Business Summit in addition to the weekly meetingof 1 Million Cups. Bismarck-Mandan continues to make strides in fostering entrepreneurial growth and opportunities, andthe BMDA continues to be a part of it.

The BMDA has undergone signifi cant changes over the last few years, most notably to its governance and fi nance structures. These changes allow for greater engagement with our investors. The BMDA recognizes the need forthe organization to be focused on its mission and the needs of the community, as well as to be fl exible and responsive to changing priorities.

The BMDA conducted an investor survey in early 2016 to measure its performance and engagement. The average ratings on a scale of 1 to 5 ranged from 3.75 to 4.2.

A series of investor roundtables offered the opportunity for a more detailed conversation about the results of the survey and other areas of interest to BMDA investors. The roundtables will be held annually to seek input and provide updates on current efforts.

Strategic planning continued with a review of the BMDA’s 2014-2016 Strategic Plan, combined with a board retreat focused on the upcoming year and beyond.

The BMDA continues to keep up-to-date with economic development trends and standards through staff involvement with entities such as the Economic Development Association of North Dakota, the Mid-America Economic Development Council and the International Economic Development Council.
