2018 MEDIA FACILITIES AND OPERATIONS GUIDE

1. INTRODUCTION

ThepurposeofthisdocumentistodefinetheminimumstandardsfortheprovisionoffacilitiesandservicestothemediaatallroundsoftheFIAAsia-PacificRallyChampionship.

Itisintheinterestsoftheeventandthechampionshiptohaveagoodrelationshipwiththelocalmedia.

Priortotheevent,theMediaOfficershouldbeincontactwithlocalprint,radioandTVsportsand/ormotorsportmediatoinformthemoftheprogrammefortheevent,expectedcompetitors,andtoestablishkeyprint/newsdeadlines.

2. ACCREDITATION

AllmediashallbeaccreditedatthediscretionoftheEventMediaOfficerforeachroundoftheChampionship.

OrganisersarerequestedtoencouragemediaaccreditationtoexpandtheexposureoftheChampionship.

3. RESPONSIBILITIES

TheMediaOfficerforeachroundoftheChampionshipisresponsiblefor:

3.1 PublicationanddistributionofAPRC-focusedmediareleases,asaminimum,including:a. Pre-eventInformation.b. Pre-eventEntryList.c. EndofLeg1incorporatingresults.d. EndofLeg2incorporatingresults(includingRally2restarts).e. Endofeventincorporatingofficialfinalresults.f. Anysubsequentdecisionaffectingtheresults

3.2 Allmediareleasespublishedbytheeventshouldbeincludedontheeventwebsitewhichmustalsoinclude

eventresults.

3.3 Provisionofadirectlinktotheresultspageoftheeventwebsite1monthpriortotheeventsothattheresultssectionoftheAPRCwebsitecanlinktotheresultssectionoftheeventwebsite.

3.4 Distributionofapre-eventmediareleaseandaposteventmediareleasetotheAPRCSecretariatandAPRC

CoordinatorfortheAPRCwebsite.

3.5 DistributionofEndofLegmediareleaseswithonerelevantpictureelectronicallytotheAPRCCoordinatorfortheAPRCwebsite.

3.6 ProvisionofaminimumofsixAPRCrelevanthighresolutionphotostotheAPRCCoordinatorforuseonthe

gallerysectionoftheAPRCwebsiteandforfreedistributiontothemedia.

3.7 Distributionofthemediareleasesandresultstointernationalmedia–viaemail.

3.8 Accreditationofallmediaonevent.

3.9 Provisionofmediafacilitiesonevent.

3.10 Organisingandhostingthepre-eventandpost-event(optional)pressconferences.

3.11 Providingraisedphotographersstandatstartandfinishceremonies.

3.12 Providingasuitablefinishpodiumforplace-getters.

3.13 Helpingtoensureadequateexposureforeventandseriessponsors(iebackboardsforpressconferences–referArticle10).

3.14 LiaisewithASNstoensuretherearenoinsuranceissueswithphotographersonspecialstages,inparticular.

4. MEDIA FACILITIES

ThefollowingminimumstandardofmediafacilitiesmustbeprovidedbyeachOrganiserforusebyaccreditedmediaonevent:

4.1 MediaAccreditationCentre:

ThisshouldbelocatedadjacenttotheMediaCentreandshouldbeopenedatleast24hoursbeforethestartoftheevent.

4.2 MediaCentre:

Themediacentreshouldcontain:a. Highspeedinternetaccess–cableorwirelessaccessb. Aminimumofone(1)computerthathasinternetandresultsaccessandisnetworkedtoaprinterc. Sufficientworkspaceforallaccreditedmediad. One(1)telephonelineforgeneralusebyaccreditedmediae. Photocopyingfacilitiesf. Noticeboardg. Powersupply,withsufficientoutletsh. Resultsboard/trayscontainingcopiesofthefollowingreportsi. Staffofasufficientnumberandrelevantexperiencetoservicethemediacentreduringtheevent,managethepressconferencesandstart/finishceremonies,andprovidetheendofstageandserviceparkquotes(fieldmedia)inatimelymanner.

4.3 Reports:ThefollowinglistofprintedreportsshouldbeavailablewithintheMediaCentreandpostedintherelevantsectionsoftheeventwebsite:

a. ShakedownTimes.b. OfficialStartListforeachLeg.c. Individualstagetimes,incorporatingprogressiveresultsiestageresultsalongsideoverallpositionaftereachstaged. EndofLeg1andLeg2unofficialclassifications,1setforoverall.e. IndividualLeg&Overallprovisionalfinalclassificationsf. IncidentandDrivercommentsfromendofstagesandServiceParks(fieldmedia).g. InformationfromtheClerkoftheCourse/Stewards–communicationsandbulletinsh. Finalofficialclassification,1setforoverall.

5. CEREMONIAL START (OPTIONAL)

Araisedphotographerstandshouldbeprovidedatbothceremonialstartandfinishceremonyinasuitablelocationadjacenttothestart/finishramp(preferablywithin7moframp).Considerationneedstobegiventothepositionofthesunatthetimesoftheseceremonies.Ideallythesunshouldbelocatedbehindthephotographerstand.

IftheStartisatnight,lightingshouldbeprovidedontheStartRamp.

Oneortwosentencesofbiographical,seedingorotherinformationshouldbeprovidedtotheMCforeachcrew.

6. FINISH CEREMONY

TheFinishCeremonymustplaceemphasisontheAPRCplace-getters.ReferAppendixA(page6).

10.1 Pre-Event:Thisshouldbescheduledaslateaspossiblepriortothestartoftheevent,atatimethatwillmaximisemediaexposure.ThetimingshouldensurethatnoclashoccurswithotheractivitiesthatthecrewsarelikelytobeinvolvedwithandmaybeheldinconjunctionwiththeCeremonialStart.Aminimumoffour(4),andmaximumofsix(6)APRCregistereddriversshouldbeinvitedtoattend,andwouldideallyinclude,currentAPRCChampion,winneroflastyear’sevent,plusothernotabledrivers.Alternatively,organisersmayarrangeadriverphotoopportunitywhichmayincludeadriversignaturesessionforthepublicand/oraminipressconference.Whicheveroptionisused,detailsmustbeadvisedinRallyGuide2.

10.2 Post-Event:ThePost-EventPressConferencemaybeheldatthediscretionoftheOrganisers.ThismaybeaspartoftheFinishCeremonyORscheduledimmediatelyafterthefinishoftheevent.

IftheMediaOfficerfeelsthataPostEventPressConferencewillbepoorlyattendedthentheeventmayelectnottoholdone.

ThelocationandtimingofthePostEventPressConferencemustbeadvisedintheTimetableofEventsandifoneisnotbeinghelditmustbeadvisedinRallyGuide2.

APPENDIX A APRC PODIUM CEREMONY 1. GENERAL POINTS

a) Thefinishrampshouldincorporateanarchway,clearlydisplayingthenameandlogooftheevent.Directlyinfrontoftherampshouldbethephotographers’tower.Thelaneleadingtothearchwaymust bebarrieredtopreventpublicaccessfromobscuringthephotographersview.

b) Theorganisersshouldprovidean“Olympicstyle”daisforusebythethird,secondandfirstcrewsonly,positionedinawaytoallowphotographers/TVcrewstotakepicturesfromthephotographers’tower.

c) Allteamswithacarinthetopthreemusthaveatechnicianinattendancewiththecartotransportthecartopost-eventscrutiny,ifrequired.

d) ThereferencetoregistereddriversintheAPRCeventalsoincludesthoseregisteredforonlyoneoftheCupsandthenominatedTeamTrophydrivers.

2. PROCEDURE (ALL PROCEDURES SHOULD BE CONTROLLED BY THE MASTER OF CEREMONIES)

a) Therecommendedfinishprocedureisasfollows:

- 3rdcarofregistereddrivers(inclCups&TeamTrophy)intheAPRCevent,ontoramp,interviewonrampandthenproceedtoparkinalocationasdirectedbyandundertheauthorityoftheeventofficials.- 2ndcarofregistereddrivers(inclCups&TeamTrophy)intheAPRCevent,ontoramp,interviewonrampandthenproceedtoparkinalocationasdirectedbyandundertheauthorityoftheeventofficials.- 1stcarofregistereddrivers(inclCups&TeamTrophy)intheAPRCevent,ontoramp,interviewonramp,nosedownonrampforphotosession.- Podiumboxesintoplace.- Presentationoftrophies.- Nationalanthemandassociatedflagraisingforwinningdriver,co-driverandmanufacturer.- Champagnesprayandphotoshoot.- Provisionforteamphotosonramporinadjacentarea.

b) TheaboveprocedureduplicatedfortheOutrightpositions–If2(or3)APRCregistereddriversareinfirst3outrightinAPRCevent,theneedforaseparatepodium&/orthemethodutilisedforthesecondprocedureislefttotheOrganiser’sdiscretion.

c) Theaboveprocedureduplicatedforthe2WDpositionswherethereare2ormore2WDfinishersintheAPRCevent.

APPENDIX D MEDIA SAFETY & IDENTIFICATION

AdaptedfromtheFIAWRCMediaFacilitiesandOperationsGuide1. ItisacknowledgedthatthemediaplayanimportantroleintheFIAAsiaPacificRallyChampionshipandthateachmemberoftheworkingmediamustbepermittedtocarryouthisorherworkinthebestpossibleconditions.

2. However,themediaisnotexemptfromhavingtorespectsafetyrules. Ingeneral,thisshouldnotinterferewiththeirabilitytoperformtheirduties. Nevertheless,safetywillalwaystakeprecedence.

3. Mediaaredividedintotwogroups:

a) MEDIAb) TABARDMEDIA

Eachgroupisidentifiableasfollows:

a) MEDIA–mediapasses,namedandissuedbytheeventorganizer.b) TABARDMEDIA–namedmediapassesandnumberedtabards,issuedbytheeventorganizer.ItisstronglyadvisedusingtheAPRCnumberedtabardsavailablefromtheFIAAPRCCoordinatorMrMurrayBrown.

4. Onlymediarepresentativeswearingamediapassandtabardwillbepermittedaccesstoreservedareasonthespecialstageswherespectatorsarenotpermitted.Theseareasaremarkedintheevent’sMediaSafetyBookasdesignatedtabardmediazones. Allothermembersofthemediamustremainindesignatedspectatorareasonthestages.

5. Mediarepresentativeswearingatabardmustensureitisclearlyvisibleatalltimesandnotcoveredinanyway. Thetabardisallocatedonastrictlynamedbasisandisnon-transferable.Failuretocomplywiththiswillresultintheimmediatewithdrawalofthetabard.

6. Ifintheopinionofamarshal,officialortheFIAAPRCCoordinatorthewearerofatabardislocatedinanareaofdangerheorshewillbeaskedtomove.Ifthisinstructionisignored,awrittenreportoftheincident,detailingthenumberofthetabardholder,mustbesenttotheClerkoftheCourse,whowillimmediatelyforwardittotheFIAAPRCCoordinator.

7. TheFIAAPRCCoordinator,havinginvestigatedthematter,mayathisorherdiscretion,summontherelevantparties.

8. Havingheardtheparties,theFIAAPRCCoordinator(inaccordancewiththeevent’sAccreditationAgreementandWaiverofLiability)may:

a) imposeareprimand,whichwillbetakenintoaccountintheeventofafurtheroffenceb) withdrawtheaccreditationforoneormoredaysofthecurrentorfollowingevent(s)c) referthemattertotheStewardsoftheMeetingd) referthemattertotheFIAPressCouncil.
