Power isnot about being there; its about everywhere else. What the InternationalCommunity would like to do is for the Somalis and the Government of Somalia tounderstand that it is there responsibility and to accept that it is something wrongand to want to do something about it. If they do, then it is easier for theInternational community to support. If they dont you can put money, you can haveall the international community here nothing will change. 17.     crime against the individual. All this things need revision. We need coordinationbetween the Judiciary system, the service providers and police.     STORY:

    In a workshop held today in Mogadishu, The Federal Government of Somalia withsupport from the United Nation for Somalia (UNSOM) and the British embassyendorsed a draft action Plan policy on how best to address issues of gender-basedsexual violence. Led by the Ministry of Human Rights and Women's Affairs, thegovernment validated the action plan for ending the Sexual Violence in Somalia thatwill be implemented towards building the capacity of its various agencies to ensurebetter protection for the Somali girls and women.The workshop was a follow up of the visit to Somalia last December by the team ofexperts on Gender to do an assessment of the situation on sexual violence andconflict in Somalia. Out of that assessment mission, a report came out with keyactions recommended for the Somali government so as to implement thecommitment and the joint communique and now the Government represented bythe Ministry of Human Rights and Women's Development validated the action plan.The Minister of Gender and Human Rights E. Dr Maryam Qasim. said this was amomentous day for Somalia as the Government and partners endorse the muchneeded action plan.The government will continue to work hard in establishing gender safety nets inorder to eliminate unfortunate abuse of women and other vulnerable members ofsociety in the country. During the meeting the Deputy Special Representative of the UN Secretary-Generalfor S omalia (DSRSG) Ms Fatiha Seror said dealing with the Sexual violence is acollective responsibility by everyone to ensure that there are systems in place andthe vulnerable victims are protected in the society.We are working with the government to ensure that the action plans endorsedtoday are implemented. As International community we will be providing technicalsupport, policy measures, policy-level advocacy and also, we are leading theinternational community that will be providing for this Action Plan for the othersectors of the ministry, child protection, human rights and other sections of theministry,

    The British Ambassador to Somalia Neil Wigan today said the right to security is afundamental right that has been respected and pledged his Government continuedsupport to boosting the government's capacity to fight sexual violence and assault.Todays workshop is also important as the country comes up and endorses thenational action plan developed by Ministry of Human Rights and Gender in co-

    ordination various organizations and International partners- in preparation of thebiggest sexual violence to be held in London where Somalia will be a key priority tobe discussed. Also present were civil servants who noted that the levels of awareness among thepopulation on what entails gender-based sexual violence are very low. Participantsat the meeting called for extensive sensitization to ensure improved awareness andempowerment of the population to be able to deal with such crimes.The Director of Programmes and Development, Ms Ilwad Ali from Elmaan Peace andHuman Rights organization said the country is no longer on responding to sexualassaults but working on preventing the deed by looking at all aspect which islegislature and Defense.
