The de- velopment came at a time when Pakistan was in the process of sending back 22 Indian trawlers. “The Pakistan Maritime Security Agency seized fishing trawlers Shana and Devnandan Tuesday morning near the no- tional International Maritime Boundary Line (IMBL) at Arabian Sea,” said Manish Lodhari, gen- eral secretary of the Gujarat chapter of National Fishworkers Forum. “The two boats were seized and 10 fishermen on board were detained. The seized boats belong to Porbandar,” Lodhari told The Indian Express. With this, the number of Indian fishermen arrested by the PMSA has gone up to around 500 and the figure of seized trawlers has touched around 80, Lodhari said. However, state fisheries de- partment officers said they were in the process of verifying the in- cident. “So far, we don’t have any written communication from owners of the boats, or the asso- ciation. Lodhari has said that in- formation will be made available by Thursday morning. Therefore, we are in the process of verify- ing the news,”said Rakesh Bajpai, assistant director of fisheries at Porbandar. “This is a blow to the fishermen as the fishing season is almost drawing to a close. The release of 22 Indian trawlers by Pakistan is also getting delayed as the matter is stuck up at the high-level. Our information is that Pakistan has demanded repatriation of 100 fishing boats that are in the custody of India,” Lodhari said. ENS Pakistan arrests 10 fishermen off Jakhau, seizes two trawlers Ahmedabad: The V S Hospital su- perintendent on Wednesday is- sued showcause notice to four resident doctors and an associ- ate professor, all attached with the department of medicine, for allegedly not admitting a 11- year-old boy who was in a criti- cal condition and later died due to lack of medical attention. Shoeb Sama, who was from Kutch district, was brought to the hospital around 3 am on Tuesday and died around 8 am in the outpatient department (OPD). He was suffering from brain fever or inflammation of the brain. Hospital superinten- dent Dr S T Malhan issued the notice under instruction from mayor Gautam Shah, who is ex- officio chairman of the V S Hospital Board of Management. The notice were issue to Dr Dhara Roy, associate professor in the department of medicine, and resident doctors Nil Palkhiwala, Priyank Patel, Vivek Patel and Nirav Chovatiya. Shah said further action would taken after their replies to the showcause notice. “A video clipping shows that the patient was taken in the emergency ward for 15 minutes, and then he was sent out,” Shah said. The boy’s father alleged that the residents doctors on duty “shooed” him away thrice from the emergency ward. ENS PRESS TRUST OF INDIA NEW DELHI, MAY 11 THE DROUGHT assessment sys- tem of Gujarat government Wednesday came under sharp attack from the Supreme Court which said the state did not opt for early declaration of drought, and rather chose the route that was “palliative and relief-cen- tric”. “The purpose of an early dec- laration of drought is preventive, but the route taken by Gujarat is palliative and relief-centric. Risk assessment and risk manage- ment gives way, in Gujarat, to crisis management. This is hardly of any advantage to those whose distress can be avoided,” a bench comprising Justices M B Lokur and N V Ramana said. The bench also said that the system followed by Gujarat in assessing such a situation did not meet the manual or guidelines and expressed displeasure over its response in declaring drought in several parts. “The system followed by Gujarat clearly does not meet with the approval of the manual or the guidelines. As noticed above, drought was declared in 526 villages in Gujarat only on 1st April, 2016, and in 468 vil- lages thereafter. As per the man- ual and the guidelines, this is clearly too late for those in dis- tress,” it said. The apex court also said that it was known in October 2015 that several districts in the state were facing varying degrees of drought “yet, no preparatory steps appear to have been taken to tackle a possible disaster”. It also expressed displeasure over the response of the state which declared drought in 994 villages only last month. “Ironically, towards the fag end of the hearing, Gujarat fi- nally admitted the existence of a drought in five districts — a fact that could have been admitted much earlier,” the bench said, adding “but at least, it is better late than never”. “Perhaps more areas in Gujarat might need to be de- clared as drought-hit,” it said. ENS & PTI GANDHINAGAR, MAY 11 THE GUJARAT government on Wednesday declared 121 more villages in parched Saurashtra, north Gujarat and Kutch region as scarcity-affected. The decision was taken by a cabinet sub-com- mittee on drought after holding a meeting here that was chaired by Chief Minister Anandiben Patel. Out of the 121 villages, 58 are from Nakhatrana, Anjar and Bhuj talukas of Kutch, 52 villages from Vav, Tharad, and Sui-Gam talukas of Banaskantha and 11 villages are from Jam-Jodhpur taluka of Jamnagar. A government release said that so far 1,115 villages of the state have been declared either semi-drought affected or scarcity-affected. Whereas 17,366 cattle are sheltered at cat- tle-ponds or cattle camps in Kutch, Jamnagar, Rajkot, Devbhoomi Dwarka and Porbandar. Among the 121 villages de- clared “partially scarcity-hit”, 58 are in Kutch, 52 in Banaskantha district in north Gujarat and 11 in Jamnagar district in Saurashtra region, the release said. The decision to put these vil- lages into the “affected” category was taken in a meeting of a sub- committee of ministers to assess the scarcity situation. The sub- committee is headed by educa- tion minister Bhupendrasinh Chudasama. As per government, adequate measures are being taken to pro- vide water and fodder for cattle in affected regions. The re- marks by Radadiya, who once worked as a mediator between Patel quota agitators and Gujarat government, came a day after Hardik virtually termed him a “traitor” of Patel community, saying Patidars did not need the Porbandar MP anymore. “It seems Hardik has lost his mental balance in jail, that is why he talks such nonsense like a mad person. He was not consis- tent in his views and keeps changing his statements. I think he only wants to become a hero of the (Patel) community while being in jail,” said Radadiya, a prominent Patel leader of the Saurashtra region. “There was a time when he (Hardik) used to say that Vitthalbhai is a very respectable person. And suddenly, I have be- came a traitor to him. I don’t even want to see the face of such a person who has lost his men- tal balance and calls me a traitor. Otherwise, I am always with the community and will come for- ward whenever my services are needed,” he said. Radadiya had earlier announced that his role as a mediator had come to an end in the wake of the state gov- ernment carving out a 10 per cent quota for the poor among unreserved category, including Patels. He added that the quota should be at least 20 per cent. Against the backdrop of Radadiya’s statement, Hardik Tuesday told mediapersons out- side Surat court that his commu- nity “does not want people who betray their own community. We don’t want Vitthal Radadiya.” “Political leaders are not his personal property. We are not elected through his vote,” said Radadiya, adding that Hardik was “arrogant” who only “took leadership of an agitation, noth- ing else”. Ahmedabad: Hardik’s close aide leader Mahesh Savani who met the PAAS convener in Lajpore Central Jail Wednesday claimed that his remarks on Radadiya have been “misinterpreted” by the media. Savani has been named as new mediator for PAAS. “Today, I met Hardik at Lajpore Jail in Surat. Hardik told me that he never said anything against Vitthalbhai. He told me that his statement before media has been misinterpreted,” said Savani. During the meeting, Hardik also handed over a letter ad- dressed to Gujarat Chief Minister Anandiben Patel. “Hardik gave this sealed letter to us during the meeting. The incident happened Tuesday at the Gandhinagar Municipal Corporation (GMC) office. Patel, who crossed over to BJP moments before the general board meeting of GMC’s elected members on May 6, was al- legedly abused and manhandled by a group of Congress leaders and workers, said inspector of Sector-7 Police Station K M Priyadarshi. “As many as nine leaders were arrested late last night. All of them have been re- leased on bail early this morning (Wednesday). Some of them also sustained minor injuries,” the of- ficer said, adding Patel was briefly hospitalised after the brawl. In his FIR, Patel had named nine Congress workers, including two women. They were Shailendrasinh Bihola, Padmaben, Suryasinh Dabhi, Dr Kaushik Shah, Nishit Vyas, Durgesh Gadhvi, Jayaben, Ishwarbhai Desai and Tejabhai Desai. The nine are facing charges for rioting, unlawful as- sembly, voluntarily causing hurt, criminal conspiracy, criminal in- timidation and preventing a public servant from discharging his duty. However, Congress alleged that they were beaten by Patel and some other BJP corporators at the spot. “We were staging peaceful protest outside the mayor office. It was Patel who manhandled one of our female workers and threatened us. Sadly, police took only Patel’s complaint and refused to take ours,” said Nishit Vyas after bail. 11-year-old’s death: Notice to 5 doctors of V S Hospital Ahmedabad: During the ten-year period between 2001-11 when the number of landless agricul- tural workers decreased in states like Kerala and Goa, it rose in states like Uttar Pradesh, Bihar, Madhya Pradesh and Gujarat. As per the Census 2011, there are about 14.43 crore landless agriculture workers in the coun- try, of which 68.39 lakh are in Gujarat, Union Minister of State (independent charge) for Labour and Employment Bandaru Dattatreya told the Rajya Sabha Wednesday in reply to a ques- tion by MP Parimal Nathwani. The number of landless agri- cultural workers in Gujarat in- creased from 51.61 lakh in Census 2001 to 68.39 lakh in 2011. The highest — 1.99 crore landless workers — are in Uttar Pradesh, followed by Bihar (1.83 crore), Andhra Pradesh (1.69 crore), Maharashtra (1.34 crore) and Madhya Pradesh (1.21 crore). Interestingly, during this ten-year period, the number of landless agriculture workers went down in Kerala, Goa, Puducherry, Andaman & Nicobar Islands and Daman & Diu, the minister said. In 2014-15, the government spent Rs 5,721 crore under nine schemes formulated by the Government of India to provide social security cover to the unor- ganised workers, he said. ENS
