TDP Turns 34,Party's Values At Stake

On this day in 1982, legendary actor lateNandamuri Taraka Ramarao founded theTelugu Desam Party with the motto ofupholding Telugu pride and self respect.NTR later created history with a sensa-tional victory by uprooting the Congresswithin 9 months.

This morning, TDP presidentNara Chandrababu Naidu hoisted theparty flag at NTR Bhavan and later paidhomage to NTR at NTR Ghat. Extendinghis 34th anniversary greetings, Babu ap-pealed to his cadre to strive for realizingNTR's dreams and upholding the party'svalues.

However, it is these very val-ues of the yellow army that are at stakein the current political scenario. Thevalues with which the late NTR foundedthe party are slowly evaporating now,thanks to the lackluster efforts, scan-dals and corruption by Teluguthammullu.

Events like the recent Opera-tion Akarsh, the cash for vote scandal,crores of scam in the sand gate byTelugu thammullu and not much devel-opment in the state even after two yearsof its governance etc have lessenedpeople's trust on the TDP to a great ex-tent.

Since the beginning, the TDPused to maintain a huge difference fromother political parties, but with its val-ues sidelining with each passing day,the TDP is losing all its shine and theline between the TDP and other partiesis narrowing.

Road that gives nightmareThere are hundreds of places in Andaman and Nicobar Islandswhere proper roads have not been constructed yet, as some por-tion of the land fall under Forest Area.Recently the Union Minister of Shipping, Road Transport & High-ways, Shri Nitin Gadkari during his public speech and press con-ference has said that environment has become an hindrance forthe implementation of some major projects here, the Minister saidthat if need arises some modification in the Forest EnvironmentAct can be made He had also said that for such minor hiccupsimportant projects must not be halted.But in Andaman for simple Forest Clearance file moves for yearsand years.For example since last three decades the residents of Loha Bar-rack are waiting for a proper rural road from Mamyo Junction toLoha Barrack creek area. Nearly 15 years back although someparts of the road construction work began but it did not completejust because two portion of the land fall under Forest Area andthere were objections from Forest Department.

The APWD says it has no idea about forest land while thetop Forest Department says it has no idea about the entire mater.However a few junior level forest officials mislead the public andAPWD by saying that the file seeking clearance has been sent toMinistry.

Nobody has any knowledge whether there is any proposalfor construction of a rural road from Mamyo to Loha Barrackand the time taken for getting forest clearance for the road, ifsuch clearance is required.

In 2011 in reply to a Parliament question the then RuralDevelopment had informed that no such proposal for construc-tion of rural road has been received from A & N Islands. TheMinister of RD had also stated that the repair and maintenanceof rural roads rest with the state governments.

With this, it becomes clear that the matter is now pendingwith Administration and not with the Ministry and hence the Ad-ministration must take necessary steps to de-notify the small ar-eas from reserve forest and to complete the road constructionwork as soon as possible.There are many such cases like Loha Barrack and the Adminis-tration must now take immediate steps to solve this minor prob-lem, which are causing major discomfort.

PM Modi to activateAsia’s largest optical telescope

along with Belgian PMNAINITAL: Prime MinisterNarendra Modi will be acti-vating Asia's largest 'generalpurpose' optical telescopeinstalled in Devsthal, 60 kmfrom Nainital through 'Re-mote Technical Activation'while on a visit to Belgiumon Wednesday, March 30.

The official releasefrom the Prime Minister'soffice also confirmed thedevelopment. The releasedated March 29 said, "Alongwith Prime Minister CharlesMichel, I would remote ac-tivate the India-Belgium AR-IES (Aryabhatta ResearchInstitute for ObservationalSciences) Telescope." Thestatement also condemnedthe terrorist attacks in Brus-sels, the capital of Belgiumand expressed solidarity andassertion of standing shoul-der to shoulder on toughtimes.

Harsh Vardhan,union minister of Scienceand Technology and Minis-try of Earth Sciences willvisit the site of the installa-t ion of the telescope onWednesday in Devsthal.Belgium has contributed 7%finances to the project alongwith technical assistance.

It is a greatachievement for our nationand whole of scientificcommunity."Earlier, in April2015 mechanical, electricaland optical procedures forsetting up the telescope hadbeen completed. Any tele-scope undergoes threephases to become fully op-erational-Assembly, Integra-tion and Verification. TheARIES has completed all thethree phases on February 29

.The 'general pur-pose' optical telescope of di-ameter 3.6 meter and with150 tonnes will help in thestudy and exploration ofstarts, planets, magneticfield and astronomical de-bris. The mirror of the 3.6diameter optical telescopehas been entirely 'coated' inby the scientists and techni-cians of ARIES in the coat-ing facility which became

operat ional in January2015.Elaborating on the highcapacity and robust technol-ogy of the equipment,Brijesh Kumar, "The tele-scope can be operated withthe help of remote controlfrom anywhere in the worldinvolving high technology."

The 10 storey build-ing which houses the tele-scope is specifically de-signed and equipped with airand temperature control forsmooth function of the tele-scopes. ARIES had alreadyinstalled a telescope of 1.3meter diameter in the build-ing in 2010. The facility alsohas four special cranes tohelp in the movement of thetelescope which can movesas slow as 'few millimeter'per second.The second larg-est 'general purpose' opticaltelescope is also installed inIndia in Kavalur by Indian In-stitute of Astrophysics,Bengaluru. In 'general purpose'telescopes, observations of as-tronomical events can be madeby moving them while in 'spe-cific purpose' telescopes ob-servations depend on the plan-etary movement of earth. Thelargest specific purpose tele-scope in Asia is in China with4 meter diameter.

Centre to release50 declassified files on

The Centre will release the sec-ond batch of fifty declassifiedfiles relating to Netaji SubhasChandra Bose in the nationalcapital on Tuesday.

The documents con-

sist of ten each files from thePrime Minister's Office andHome Ministry and 30 files fromMinistry of External Affairs per-taining to the period 1956 to2009.Minister of State for Culture andTourism (independent charge)and Civil Aviation, MaheshSharma will release these filesonline on web portalwww.netajipapers.gov.in.

In January, Prime Min-ister Narendra Modi had put thefirst lot of 100 files in the publicdomain on the occasion of the119th bir th anniversary ofNetaji.The present release offiles will further meet the con-tinued public demand to accessthem and it will also facilitatescholars to carry out further re-search on the doyen of the free-dom movement.

Centre to challengeUttarakhand floor test order; CMHarish Rawat welcomes verdict

NEW DELHI: The Centre onWednesday reacted strongly toUttarakhand high court orderon floor test in assembly andsaid no court can stayPresident's Rule as an interimmeasure.

Stating that no courtcan order floor test whilePresident's rule is in force in astate, the Centre announced tochallenge the single-bench de-cision in a division bench of thehigh court.Meanwhile,Uttarakhand chief ministerHarish Rawat welcomed thehigh court's decision.

"The court order is alesson for those who want todestabil ize government,"Harish Rawat told reporters.

"It's a victory for de-mocracy. Strategy to destabilizeus has failed," he said.

Earlier today, the highcourt ordered a floor test in theassembly on March 31, giving anew turn to the political eventsin the state where President'sRule was imposed on Sunday.

All MLAs, includingthe nine ruling Congress rebels,can participate in the trial ofstrength but the votes of thedisqualified legislators will bekept separate, the court ruled.

The votes of the dis-qualified legislators will betaken into account subject tofinal outcome of the writ filedpetition by chief minister HarishRawat challenging the imposi-tion of President's Rule, seniorSupreme Court lawyer and Con-gress leader Abhishek ManuSinghvi told reporters after thesecond day of the hearing in thecourt.

Uttarakhand crisis: HC ordertremendous setback for Centre, says Rawat

Uttarakhand chief ministerHarish Rawat said on Tues-day he was confident of prov-ing his majority in the stateassembly after the high courtallowed a floor test despitethe hill state being underPresident’s Rule.

“The high court’sdecision is a lesson for thelaw breakers and those whohave tried to destabilise ourgovernment,” the Congressleader said.

Rawat said the courtorder was a “tremendoussetback”. “The Congressand our government have fullrespect for the judiciary. Westill do not have the full judg-ment of the High Court butthe part of the order avail-able shows that the courtholds the Centre’s decisionwrong,” he said.

Rawat condemnedPresident’s Rule and said it“badly hurt” the “people ofUttarakhand”. He assertedthat his government will fight

against the imposition ofPresident’s Rule and “the fightis based on principles”.A daybefore Rawat was to provehis majority in the assembly,the Congress government inUttarakhand was dismissedon Sunday following a recom-mendation of the union cabi-net and the state was placedunder President’s Rule.

The Uttarakhand po-litical crisis began when nineCongress legislators, includingformer chief minister VijayBahuguna, whom Rawat re-placed, revolted against thechief minister and turned to theBJP.Hearing a petition byRawat on Tuesday, the highcourt said all nine Congressrebel members who were dis-qualified by the speaker willbe allowed to take part in thevote. It said the result of thevoting should be presented tothe court on Friday and or-dered a court registrar to over-see the vote in the assembly.

“To order something

like this during President’sRule is unprecedented,” BJPspokesperson Nalin Kohlisaid.

The BJP stepped upattack on the Congress, say-ing even “elected leaders” inthat party seem to have lostfaith in Congress vice-presi-dent Rahul Gandhi’sleadership.“You have lostground, people had desertedyou long back. Now the situ-ation is such that your ownelected people are desertingthe party because they havelost faith in your leadership,”Bharatiya Janata Party (BJP)national secretary ShrikantSharma said.Amid BJP criesthat Rawat did not enjoy ma-jority in the house of 70 mem-bers, the speaker asked thegovernment to prove its ma-jority on Monday.

The Congress rebellawmakers were disqualifiedon Saturday and the BJP-ledcentral government imposedPresident’s Rule a day later.

PM Modi hails resilience,spirit of people of Belgium

NEW DELHI: As he leavesfor Belgium as part of a three-nation tour Tuesday night,Prime Minister NarendraModi hailed the "resilienceand spirit" of its people in thewake of the horrific Brusselsbombings and said Indiastands "shoulder-to-shoulder"with them.

From Brussels, Modiwill leave for Washinton toattend the Nuclear SecuritySummit on March 31 and April1 and from there he will travelto Saudi Arabia on a two-dayvisit with a focus on boostingenergy and security coopera-tion.

In Brussels, Modiwill attend the 13th India-EUSummit and in a pre-deparature statement, he saidit will advance multifacetedengagement across a wholerange of sectors and describedthe 28-member bloc as a "vi-tal trading partner".

On Saudi Arabia,Modi said India's relationswith the Gulf nation were"special" and that "robust"people-to-people ties consti-tute a key component of thebilateral engagement. "I planto work with the Saudi lead-ership to expand and deepen

our bilateral relations."Modi's visit to

Brussels comes eight daysafter the deadly attacks onthe city in which at least 35people, including an Indian,died and over 300 werewounded.

"No words areenough to salute the resil-ience and spirit of the peopleof Belgium. We standshoulder-to-shoulder withthem in the wake of thehorrific attacks in Brusselsand share the grief of thosewho lost their loved ones,"the Prime Minister said.

Besides attendingthe long-pending India-EUsummit, Modi will holdSummit talks with his Bel-gian counterpart CharlesMichel tomorrow to expandthe existing ties in diverseareas, including in trade andinvestment.

"Our relations withBelgium are deep-rootedand have stood the test oftime. Within the EU, Bel-gium is India's second larg-est trading partner. My meet-ing with the Prime Ministeraims to expand trade, invest-ment and high technologypartnership with this impor-

tant EU member," the PrimeMinister said.

Modi said he wouldbe meeting with the Membersof European Parliament(MEPs), Indologists, BelgianCEOs as well as a cross sec-tion of the Indian diaspora inBrussels.

He would also inter-act with the Board Membersof the Association of DiamondTraders in Belgium. He willalso address a CommunityProgramme and interact withthe Indian community.

On the Nuclear Se-curity Summit, he said it woulddeliberate on the crucial issueof threat to nuclear securitycaused by nuclear terrorism.

"Leaders would dis-cuss ways and measurethrough which to strengthenthe global nuclear security ar-chitecture, especially to ensurethat non-state actors do not getaccess to nuclear material,"Modi said.

Governor asks ArunJaitley to ' urgently' release funds

for Jammu and Kashmir

JAMMU: Jammu and Kash-mir governor N N Vohra onTuesday requested union fi-nance minister Arun Jaitley to"urgently" release funds whichare "due" to the state.

"The governor in a let-ter to union finance ministerArun Jaitley requested him tourgently release funds due tothe state," an official spokes-person said.

Vohra sought theminister's intervention to re-lease Rs 800 crore for provid-ing interest subvention to trad-ers and business enterprisesaffected by the floods, he said.

He also asked Jaitleyto release the last installmentof the state's share in CentralTaxes (2015-16), besides Rs649 crore due as last install-ment under Sarva ShikshaAbhiyan and Rs 305 crore un-der MGNREGA, the spokes-person said.

Vohra thanked theUnion Finance Minister forreleasing Rs 1,194 crore fordisbursement of relief to theflood affected house ownersand informed that till now al-most Rs 1,000 crore has beendisbursed to flood affectedpersons, he said.

NEW DELHI: The CentralBureau of Investigation hasarrested Swapnil Jadav, a So-cial Security Officer of Em-ployees State Insurance Cor-poration (ESIC), Satara(Maharashtra), for demandingand accepting a bribe of Rs25,000.A case was registered againstJadav under prevention of cor-ruption act on a complaint al-leging that he demanded abribe of Rs 30,000 from thecomplainant in exchange fornot imposing penalty of Rs 3

lakh on his firm under ESICrules, in connection with em-ploying more than 10 employ-ees since the year 2010. Af-ter negotiation, the the bribeamount was settled at Rs25,000.

In 2010 when the Edu-cation Department took overthe school from TGCE, sincethen the computers were alleg-edly never repaired and thebroadband lines got discon-nected as bills were not paid.

Many Computers andparts have vanished in thin airand no one knows what IT Cen-tre means now.

Similarly, a Children’sPark, set up at Govt. Demon-stration Multipurpose School(GDMS), Primary, MiddlePoint, Port Blair nearly six years

ago, spending several lakhsof rupees, today look de-serted. Due to lack of main-tenance and use all the equip-ments are gathering rust aswell as dust. Once the parkwas bustling with childrenbut now the park is domi-nated by insects. Wild grasseshave grown taller than littlechildren and hence out of fearno student of GDMS Primary,dares to venture inside thesaid park.

When reportedabout this park by AndamanSheekha in 2013, there weresome efforts to cut grasses butagain grasses have growntall. Photographs taken byA ndaman Sheekha todayshows that even today mostof the equipments are out oforder.

Why there is no in-quiry against such gross wast-age of public money? Is thereanyone answerable in Educa-tion Department regard ingsuch misuse o f tax-payers’money?

Public requests the Lt.Governor to pay a visit to theschool to see how due to negli-gence government propertiesworth several lakhs got dam-aged.
