the conference: finding solutions

For years the Club de Madrid has been addressing the challenges of the equitable partici-pation of women in politics, government, and the economy; all vital to effective democracy and essential for achieving sustainable development. In line with this, Members have agreed to centre the Club de Madrid’s Annual Conference this year on, ‘Harnessing 21st Century Solutions: a Focus on Women’.

The Conference will take place at the Clinton Presidential Center in Little Rock, Arkansas on December 17-19, hosted by President Bill Clinton and organized in collaboration with the William J. Clinton Foundation and the support of the Council of Women World Leaders and UN Women as institutional partners.

Women’s political and economic empowerment has been on national and international agendas for years. It is an issue President Clinton cares deeply about. Through numerous commitments his Clinton Global Initiative is impacting the lives of over 16 million women around the world. At the Club de Madrid, we believe it is an ideal moment to review ap-proaches and strategies in light of 21st century challenges and opportunities, as well as the revamping of the Millennium Development Goals towards 2015.

At the Conference we will seek to share best practices in addressing political and economic empowerment from a gender perspective and to identify benchmarks that can serve to gui-de coordinated efforts and move this agenda forward. The Conference will gather high-level participants, including sitting political leaders, over 40 Members of the Club de Madrid - all democratic former Presidents and Prime Ministers - and representatives from government, multilaterals, business, academia and civil society.

A Focus on Women

Women’s empowerment has significantly advanced in the last few decades. There is much to celebrate as women around the world increasingly gain the right to vote, to education, to property, amongst others, transforming them into autonomous members of society capable of changing their communities as well as securing their own personal and professional fulfillment. While progress is undeniable, there are a multitude of challenges that hinder the economic and political empowerment of women and prevent their full realization in public and private spheres.

The Club de Madrid convening will explore the opportunities and challenges to addressing these issues by considering the following topics:

• Equal rights in a global world. If equal rights for women are still a goal for democracies, how are they being implemented and enforced? How can this goal be sustained in times of crisis?

• How are we addressing the existing challenges for women leaders to attain seats of power at both political and corporate decision-making tables?

• Post the Rio+20 meeting, how will governments and the private sector be held accountable to enhancing women’s right to access and control of natural resources?

• How can the consideration of cultural, religious and ethnic diversity be most effectively prioritized in gender analysis and used when considering 21st century challenges and demands?

We anticipate using the Club de Madrid platform to explore specific challenges to women’s broader participation in society as well as identify and share best practices and

recommendations that will allow governments and private sector to create enabling environments for women to realize their full economic and political potential.

A Focus on Women

Dear Participant,

On behalf of the 93 former Heads of State and Government, Members of the Club de Madrid, it is a pleasure to welcome you

to our Annual Conference on ‘Harnessing 21st Century Solutions: A Focus on Women’. Women’s empowerment has significantly advanced in the last few decades. There is much to celebrate as women around the world increasingly gain the right to vote, to education and to property, amongst others, transforming them into autonomous members of society, capable of changing their communities as well as securing their own personal and professional fulfillment. While progress is undeniable, there are a myriad of challenges that hamper the economic and political empowerment of women and prevent their full realization in public and private spheres.

The mission of the Club de Madrid is the promotion of ‘democracy that delivers’. Women’s empowerment must be an essential component of all democratization agendas. This international economic crisis has strained and hindered many processes. It is imperative to avoid backtracking in the women’s agenda and continue striving to further unleash their full potential politically, socially and economically. This is vital for social justice and sustained economic prosperity. The increasingly intensified burden we are witnessing on many women worldwide as a result of this crisis highlights the importance of continuing to push this empowerment agenda forward for the benefit of all society as well as the long road we still have ahead.

We, at the Club de Madrid, believe that it is an ideal moment to review approaches and strategies for women´s empowerment in light of 21st century challenges and opportunities, as well as the revamping of the Millennium Development Goals towards 2015. We anticipate using the Club de Madrid platform to explore specific challenges to women’s broader participation in society as well as to identify and share best practices and recommendations that will allow relevant actors to create enabling environments for women to realize their full potential. This Conference has therefore been designed to pool the combined knowledge and experience of an incredibly diverse collection of participants, all of whom work in unique ways to advance the role of women in various societies. In this spirit this Annual Conference aims to provide a platform for participants like you to share and compare personal experiences and points of view. The conclusions and ideas inspired by this Conference will blend to innovate fresh approaches to expand dialogue on topics such as enhancing equal rights for women, increasing the quantity of female leaders in democratic governments, or developing the right of women in accessing and controlling natural resources.

In this regard we are also very focused on the post- Conference and the possibilities of identifying, with our partners and participants, concrete initiatives that will help to implement the outcomes of the Conference at different levels around the globe.

We all look forward to engaging in focused and dynamic discussions that will allow us to set benchmarks and forge projects with many of the outstanding individuals and institutions that have joined us in Little Rock. Thank you for contributing to make this event a success!

Warm regards,

A Focus on Women

We are pleased to welcome you at the Club de Madrid´s XI Annual Conference that will be held in Little Rock , Arkansas on December 17 and 18. Little Rock is the capital and the largest city of the U.S. state of Arkansas located on the south bank of the

Arkansas River. The western part of the city is located in the foothills of the Ouachita Mountains. Just northwest of the city limits are Pinnacle Mountain and Lake Maumelle.Little Rock derives its name from a small rock formation on the south bank of the Arkansas River called la Petite Roche (French: “the little rock”). The “little rock” was used by early river traffic as a landmark and became a well-known river crossing. The “little rock” is across the river from “big rock”, a large bluff at the edge of the river, which was once used as a rock quarry.

The Conference and meetings will be held in the following venues:

CLINTON PRESIDENTIAL CENTER

1200 President Clinton Avenue Little Rock, AR 72201.Phone: +1 (501) 374-4242

Clinton Presidential Library and Museum, the University of Arkansas Clinton School of Public Service, and the Little Rock offices of the Clinton Foundation. The Center also plays an active role in the Little Rock community, hosting a number of events, lectures, and conferences throughout the year. The Center was instrumental in bringing more than $2.5 billion in economic development to the area, including renovations of the nearby historic River Market district.

Heifer International’s mission is to work with communities to end hunger and poverty and care for the Earth. Moved by the plight of orphans and refugees of the Spanish Civil War as he ladled out meager rations of powdered milk, Dan West, an Indiana farmer, volunteer relief worker and Church of the Brethren member, grasped that the people needed “a cow, not a cup”—cows that could produce milk so families would not have to depend on temporary aid. From that simple idea, Heifer International was born.

Esko Aho•PrimeMinisterofFinland(1991-1995)

Mr. Esko Aho served as the Prime Minister of Finland 1991 – 1995. He became a Member of the Parliament in 1983 and continued as an MP until 2002. Aho led the Centre Party in 1990 – 2002. During that period Mr Aho spent academic year 2000 – 2001 at Harvard university as a fellow and adjunct lecturer. In Finnish political history, Aho is remembered as a strong prime minister who led the country through the hardest recession in the postwar period. He led the nation through many changes in its external relations, e.g. to the membership of the European Union. Aho became the President of the Finnish National Fund for Research and Development, Sitra on July 1, 2004.

Abdul-kareem Al-Eryani•PrimeMinisterofYemen(1980-1983,1998-2001)

As an expert on development issues, Dr. Al-Eryani led agricultural projects in his early career, before being appointed Chairman of the Central Planning Committee in 1972. Dr. Al-Eryani held various Ministerial portfolios throughout his career: Development, Education, Foreign Affairs, and Development Planning. He was elected Prime Minister for the first time in 1980, and a second time in 1998. He currently serves as a political advisor to the Yemeni President Ali Abdullah Saleh. He is also since 2007 the Secretary General of the Arab Association for Democracy, a nongovernmental organisation with membership from 17 Arab countries.

Sadig Al-Mahdi•PrimeMinisterofSudan(1966-1967;1986-1989)

Sadig Al Mahdi started his career in the Ministry of Finance but resigned soon after the Abboud coup d’état (1958) then joining and leading the opposition movement. Elected President of Umma Party in 1964, he became Prime Minister in 1966 again in 1986 – in Sudan’s respectively second and third democracy. In between he played major roles in the opposition to military regimes suffering from a sum of about sixteen years of imprisonments and exiles during that time. In 2002 he was elected as the Imam of Alansar. He currently still serves as the leader of the Umma Party, and continues his mobilization efforts to restore peace and democracy in Sudan, and to solve the dialectic between modern life and religious revival in the Muslim World.

Michelle Bachelet•PresidentofChile(2006-2010)

Mrs. Bachelet’s political career goes back to her student life in the 1970s, when she actively par-ticipated and supported Chile’s Socialist Party until Augusto Pinochet’s regime forced to flee the country. After some time in Australia and East Germany, she came back to her home country to finish her medical studies, while remaining politically and advocating for the restoration of de-mocracy in Chile. Once democracy was restored in 1990, there was immediately a great need for professionals to help restore the country’s public health system. This is how and why Michelle Bachelet started her professional career as an epidemiologist. She later worked for the govern-ment and as a consultant for the both the Pan-American and the World Health Organization.

In 1998, Mrs. Bachelet was chosen by the Socialist Party’s Central Committee to join its Po-litical Committee, where she remained until March 11, 2000. She was named Minister of Health in President Ricardo Lagos’ administration in 2000 and moved to head the Defence Ministry in 2002. She was the first woman both in Chile and in Latin America to hold such a position. In Oc-tober 2004, Mrs. Bachelet stepped down to stand as presidential candidate. She was elected in January 15, 2006, thereby becoming the first woman in Chilean history to hold the highest office in the country. Her term ended on 11 March 2010 – the Chilean Constitution does not allow a candidate to run for a second term. She was most recently appointed Director of UN Women, the UN Entity for Gender Equality and the Empowerment of Women.

Jackie K. Weatherspoon•FormerMemberNewHampshireHouseofRepresentatives

Jackie Weatherspoon, MPA 1991, exemplifies the party activist whose ability to multitask is matched only by her multiple skills and endless energy. She’s involved in the Democratic Party as a volunteer poll-watcher, get-out-the-vote coordinator, organizer of students and the youth vote, and she has also served as co-chair of New Hampshire’s Democratic Party convention. However, as committed as she is to the ideology of and candidates within her party, Weatherspoon also brings an uncommon level of commitment to and passion for the democratic process, which she is putting to use in this election year. Inspired while at the Kennedy School taking Professor Shirley Williams’s “To Be a Politician” class, Jackie returned to New Hampshire and was elected a state representative. However, after serving in office only a short while, she was selected by the United Nations to be an election officer in Bosnia, where for more than two-and-a-half years she registered people to vote for municipal elections in Gorazde while coalition forces were bombing nearby Kosovo. Since that time, Weatherspoon has observed elections in numerous countries, including Nigeria. Back home she puts her expertise to work on behalf of the Democratic party to ensure the electoral process is fair. As a volunteer faculty member at Phillips Exeter Academy in New Hampshire, she also engages young people and helps inspire them to get involved in the political process. During the lead-up to the New Hampshire primaries, Weatherspoon trained groups of students to make voter calls, work on the party’s get-out-the-vote program, and canvass neighborhoods. She also helped place students in campaign offices of Democratic candidates. Weatherspoon’s most public role in 2008 was as the cochair of the New Hampshire Democratic Party’s convention.
