TWA vintage ‘Connie’ is home at JFKThe TWA Hotel that is be-

ing built at JFK Airport fi-nally received the large fuse-lage, completing the vintage Lockheed Constellation, nick-named “Connie” whose tail section had arrived 8 days ear-lier. The two large pieces had been trucked from Maine and crowds along the way waved and cheered as the vintage pieces rolled by enroute to JFK Airport. Proudly stand-ing by the nose is Tyler Morse, CEO of the TWA Hotel project.

The “Connie” was in two major sections, the fuselage and tail assembly. They were both getting closer to their fi-nal destination at JFK Airport but not without a little drama first. The two “wide load” flat-bed trucks carrying the two large pieces of fuselage and tail wing section made an un-scheduled stop twice; once by a flat tire and another by the Throgs Neck Bridge where they remained for days until the tail assembly was moved to JFK Airport while the fu-selage remained in the Bronx until complicated transpor-tation approvals had been is-sued. Now the two large pieces of the restored plane are en-joying the view of the Jamaica

Bay as the TWA Hotel contin-ues towards completion.

The TWA Hotel is using this restoration of an actual Constellation, serial number N8083H, as the centerpiece of the new TWA Hotel currently under construction at JFK Airport next to the JetBlue terminal. The transported aircraft parts will be reassem-bled on site at the TWA Hotel as a vintage, unique lounge for the TWA Hotel. Forecasted to be open during the second quarter of 2019, the hotel will bring back the look and feel of the early glory days of fly-ing at JFK. Approximately 500 rooms will be opened with easy access to all terminals on the JFK Airtrain.

Fake goods are no goodBY JEFF YAPALATER

ICE Homeland Security In-vestigations (HSI) and U.S. Cus-toms and Border Protection (CBP) of NY and JFK Airport hosted a joint media event high-lighting counterfeit goods.

Angel M. Melendez, Special Agent in Charge of HSI, New York, and Frank Russo, Port Di-rector CBP, John F. Kennedy In-ternational Airpor spoke about the pitfals to the U.S. economy and possible danger to sonsum-ers as they spoke with many “Knock-offs” of brand-name items on display.

According to the CBP, over billion dollars of fake goods find their way into the US an-nually. These fake items range from Apple products, sports-wear, perfumes, sports awards, and medicine.

CBP warns buyers from in-ternet offers to be especially careful of the health products they purchase. According to special agent Melendez, the products from unauthorized

manufactures and distributors often do not have the same in-gredients as authentic goods and they might result in sick-ness or deaths since they are usually substandard manuf-cturing with questionable in-gredients. Both men said that if you see an Apple phone for sale for an unvelievable price, chances are its fake. If you see drugs, or Viagra at low prices,”Buyer Beware” .As in the case of phones, electronics and medicines there have been cases of fires, small expllsions and illness from fake goods.

About 90 percent of the ship-ments seized were in the ex-press carrier and international mail environment. According to the law enforcement agen-cies, the total estimated man-ufacturers’ suggested retail price (MSRP) for the genuine versions of those good reached $1.2 billion. To that point, Act-ing Attorney General Whita-ker recently met with customs and mail officials at JFK Ai-

rort USPS mail facility to un-derscore the commitment by the government to act aggres-sively to reduce these counter-feit products from getting into consumers hands.

Said Melendez, “CBP and

HSI stand together on tip of the spear of law enforcements efforts to protect intellectual property. We develop strategic plans to combat crimes against intellectual property. Part of a 12 agency task force, we are

here to identify and investigate criminal networks dedicated to smuggling into the U.S.

Russo amplified this mes-sage by saying that Intellectual Property crime is a growing

Terminal 4 at John F. Kennedy In-ternational Airport celebrated its new partnership with CLEAR, the com-pany using biometrics to build a con-nected, secure and frictionless world, with an event in the terminal. As the latest introduction of CLEAR technol-ogy to the New York area airports, the offering will provide an added conve-nience for the more than 21 million travelers passing through the termi-nal each year in the form of biometric scanners that will enable passengers to get to their flights with the tap of a finger or blink of an eye according to JFKIAT CEO Roel Huinink. He added

that T4 is constantly looking for new ways to offer transparency for 21 mil-lion passing through it’s doors with a seamless travel experience. “We are finding new ways for safety and secu-rity through innovation. We are very excited by partnership and to enhance the passenger experience.

TSA John Bambury concurred by saying “TSA welcomes CLEAR as biometric identification.” It should be noted that CLEAR is not an alter-native to total TSA clearance but it speeds the line with biometric identi-fication. Pairing CLEAR with TSA Pre give the traveler much faster and eas-ier security vetting before flights.

According to VP Delta, Stephanie Baldwin, “ Clear is a faster and better way through security. We are giving our passengers a better travel experi-ence from curb to gate.

Caryn Seidman Becker, President of CLEAR thanked T4 and key stake-holders for the opportunity to provide a safer and faster airport access. Two

different checkpoints, with a dozen CLEAR Ambassadors will assist with enrollment and escort through special lanes entering security.

Airports big in proposed Port 2019 budgetProposed Capital Budget

leased for public review and comment the agency’s pro-posed 2019 $3.3 billion Oper-ating Budget for ongoing op-erations, maintenance and security at all agency facili-ties. The proposed 2019 bud-get focuses on providing best-in-class safety and security at all agency’s facilities, a 21st century customer experience including the use of new tech-nology to greatly improve cus-tomer communications, and enhanced operations that in-clude initiatives to expand and improve existing service.

The proposed 2019 Oper-ating Budget includes an in-flation-based 2.2 percent in-crease of $70 million in core expenses over the 2018 bud-get. In addition, the budget provides special targeted in-cremental spending of $23 million required to address necessary safety and security initiatives and to accommo-date passengers during up-

coming weekend PATH shut-downs needed to complete Superstorm Sandy repairs. The targeted supplemental spending represents an incre-mental 0.7 percent increase in spending projected for 2019. It is expected that the 2019 rate of increase, where the expense budget edges above inflation with the inclusion of the tar-geted safety and Sandy spend-ing, is a one-time event and that future increases will re-turn to levels linked to the rate of inflation.

“The Board sincerely ap-preciates the time and effort that staff put into developing this comprehensive operat-ing and capital budget for our review,” said Port Authority Chairman Kevin O’Toole. “All of our commissioners take their fiduciary responsibilities very seriously, and we strongly urge the traveling public and all Port Authority stakehold-ers to provide us with com-ments to assist us in our delib-

erations before we act on the budget in December.”

Flybe flirtationsBoth Virgin Atlantic and IAG

are interested in regional airline Flybe, which recently put itself up for sale.

Virgin wants to grow its long-haul operations out of smaller UK air-ports. Should it buy Flybe, Virgin At-lantic will be able to feed passengers from regional airports to its interna-tional network out of Heathrow and Gatwick, London’s biggest airports. Virgin Atlantic focuses on serving routes connecting the United King-dom and the United States.

However reports say that IAG, the owner of British Airways (and Iberia, Aer Lingus and others), is also interested in the acquiring the struggling airline.

Flybe operates a number of re-gional routes around the UK with no competition, so it would make sense, if IAG can pick up the airline cheaply, that these routes could pro-vide some feed into their London hubs. It is unclear if IAG is inter-ested in domestic UK routes that do not touch London.

Airbus A380 loses thrust

Air France is reportedly return-ing some A380s to Airbus relying more on Boeing 777s. This adds to sales woes after engine issues, pro-duction delays, and slowdowns and fuel inefficiency concerns.

However the introduction and sales of its of the A350-900band 1000 has given new life to Airbus long haul aircraft and Ironically add to the eventual demise of the A380.

Baggage fees inch upRecently several airlines are

inching up their check-in baggage fees.

United, Delta, American, Alaska Airlines and Hawaiian are charg-ing $30 for the first checked bag and $40 for the second. This increase is small but when you count the num-

ber of people flying into JFK Airport alone which was close to 60 million in 2018, this is a lot of money. Per-haps this is a way to help support the wage increase that the Port Au-thority authorized for many of the airport employees, increased fuel prices or for other unseen charges the public is not aware of. So in-stead of incrementally increasing the ticket prices, this source of profit is in the bag, so to speak. Southwest Airlines continues to offer passen-gers two free checked bags on a first come, first serve basis.

Spirit Airlines has been one of the few airline stocks to move higher during 2018. Nearly all air-lines have faced margin pressure this year due to a rebound in oil prices — and, to some extent, rising labor costs — but Spirit has done a good job of reducing its non fuel unit costs and returned to strong unit revenue growth last quarter.

Nevertheless, Spirit’s initial out-look for the fourth quarter implied that its pretax margin would con-tinue declining. But on Monday af-ternoon, the carrier dramatically increased its forecast for revenue per available seat mile (RASM). As a result, Spirit Airlines recently soared 20%, surpassing $60.

party canine teams trained in ex-plosives detection can be certified by a non-governmental entity, act-ing under the approval of TSA, as meeting TSA’s certification stan-dards. Certified 3PK9-C teams can be deployed to screen air cargo for aircraft operators, for-eign air carriers, and other TSA-regulated parties operating un-der a TSA-approved or accepted security program.

Several canine providers across the country had been wait-ing for passage of this bill and now have teams of dogs and their handlers certified or on they have teams on the cusp of certification.

MSA , GlobalK9 and CSK9, Al-liance have had teams certified and two of the three say they have contracts with JFK Airport ready to be inked as a result.

CSK9 says they were the first to be certified by Spectrum Ca-nine, one of the eleven companies that are authorized to certify the actual dog providers under TSA. Their black Labrador by the name of K9Colt, is handled by Ashley Beard.

According to Paul Hammond, President, CSK9 is an alliance of

many dog handling companies with four regional facilities where dogs are trained and then sent out to service .

MSA operates under a differ-ent marketing strategy. They are actual owners, trainers and teams that will be directly hired by avi-ation companies. Accordingly he feels that the direct accountability to their company will give the cus-tomer a greater sense of comfort knowing that they are direct. Cur-rently MSA has four teams that have passed.

While companies have been certified and the teams ready to go, all these canines vendors are in the process to be listed by TSA as compliant and available for se-curity work. This last step is about to happen any day.

ation & Technology held its Annual Gala honoring Mary Ellen S. Jones, VP of Pratt & Whitney.

Both President Sharon DeVivo and Chair Board of Trustees Ken Stauffer praised the professional-ism of Ms. Jones who also responded in kind.

DeVivo proudly de-clared the success of Vaughn students after graduation as two large multimedia screens dis-played images of the stu-dents, campus life and goals,

DeVivo declared that a very high percentage of graduates find jobs in their preferred fields, have highest post college pay, and its grads fill im-portant and challenging positions in at both JFK and LaGuardia airports with major airlines and companies.

Chair Stauffer said that the mission of Vaughn is to “ Change the

world, one student at a time with a transformational edu-cation that creates a lifetime of opportunity”. And this is clearly evident by the fact that 90% of students are em-ployed; 80% are working or continuing their education in a related field resulting in recognition as “ Best re-gional college in the North”, and “ Best College for Veter-ans” and “Top Tech College”.

Devivo’s passion and en-ergy as President is always to be seen by her presence at ca-reer and educational events. She adores her students and extremely grateful that Vaughn provides upward mobility for their students. A study begun in 2002, found that 15 years later, Vaughn was the best college to move up graduates to the top 40% in income.

Situated directly across from LaGuardia Airport, the sun literally reflects off the airport structures and shines upon Vaughn, its peo-ple and dreams of the future of aviation.

For the more zen and re-laxed traveler, the concourse has an indoor park modeled after Queens area parks with a great relaxing view of the airplane runways. Or travel-ers can take the grand esca-lator up to the second floor where the brand new Air

Canada lounge just opened to have an impressive view of the entire concourse, gates and tarmac.

The terminal which opened the first 11 gates located in the eastern concourse of the new state-of-the-art Terminal B. currently serves American, Air Canada, and Southwest out of the common use gates. United will follow next year as the other side of the terminal wing is completed

The new terminal show-cases Governor Cuomo’s vi-sion to build a unified, 21st century airport that is a leader in guest experience, innova-tion and sustainability with its airy, wide and concession fulled concourse.

Cuomo actually thanked Joe Biden for his remark on LaGuardia being like a third world nation. Cuomo said this motivated him to pursue a plan to rebuild LaGuardia. Cuomo not built the vision but has also launched redevelopment of JFK Airport which is now in the beginning stages of a $13 billion dollar rehab.

“The opening of the new eastern concourse at Termi-nal B is just the first step in our mission to provide a top-class visitor experience at LaGuar-dia, worthy of the greatest city in the world,” said Stew-art Steeves, Chief Executive Officer of LaGuardia Gateway Partners. “Our concourse’s in-

novative design, inclusive at-mosphere, and choice food and retail options will bring La-Guardia into the 21st century, and we’re proud to work with both the Governor and the Port Authority to transform Termi-nal B into a gateway New York-ers can be proud of.” LGP is comprised of Vantage Airport Group, Skanska, Meridiam and JLC Infrastructure.

The “W” word was also used to describe one of the more important areas of the terminal, the rest rooms. Travelers were wowed by the clean tiled look, live Orchid on the wide shelf for holding small personal items by the

mirrors, and the unique spa-cious stalls which are shaped and large enough to bring in a personal roller bag. This im-pressed more than a few flyers. Said from Robert G. from De-troit, “ I arrived at another ter-minal here at LaGuardia, and was not happy with the condi-tion. It was dumpy compared to Detroit Airport. But when I walked into this new build-ing, wow, I was amazed. This is amazing.” He was not alone in this reaction. Another cou-ple flying to Newfoundland via Air Canada actually took pictures of the bathrooms to show their friends at home.Wow, is right.

Chinese e-commerce gi-ant JD.com launched 737 freighter service today un-der its JD Logistics brand, in partnership with HNA Group subsidiary carrier Tianjin Air Cargo. The move repre-sents a strategy shift for the company, which until moved its air freight in the under-bellys of passenger aircraft. The new freighter service will operate round-trip, six-times-weekly flights between Tianjin (TSN) and Guang-zhou (CAN). Collaboration between JD.com and HNA Group has been expected since March of this year, when the companies entered into a “Strategic Cooperation Framework Agreement.

Dnata invested $8 mil-lion in infrastructure and resources to establish op-erations in Los Angeles. It will serve six airlines: Aus-trian Airlines, Iberia, Japan Airlines, Lufthansa, Swiss International Air Lines and Qantas, handling 4,600 flights a year. David Barker, chief executive of dnata USA, said: “Adding Los Angeles International Airport to our growing network underlines our strong commitment to the US market”.

Boeing freight growth

Boeing projects that air cargo operators will need more than 2,600 new or con-

verted freighters over the next two decades to keep up with increasing global freight traf-fic, which is expected to double with 4.2% growth annually. Boeing projects new produc-tion freighter deliveries val-ued at $280 bilion.

Some of the factors driving the growth in air cargo include a growing express market in China and the global rise of e-commerce, which is fore-cast to increase 20% annu-ally according to Boeing’s analysis. Their new fore-cast indicates strong long-term air cargo trends, which coincide with the market recovery that we have seen over the last few years across Europe, North America, and Asia.”

developing the Termi-nal Logistics Center, a 300,000-square-foot, multi-level, multi-tenant indus-trial building located near JFK airport in Queens. Ac-cording to Josh Weingarten, we are seeing the evolution and realignment of the sup-

ply chain to match a chang-ing retail landscape. E-com-merce sales have caused a 300 percent increase in the demand for logistics and distribution spaces, as op-posed to traditional brick-and-mortar retail locations. The impact of e-commerce will only continue to accel-erate, and the need for new industrial product will grow along with it.

Swiss forwarder Kuehne + Nagel (K+N) is bolstering its foothold in time-critical logistics with the acquisi-tion of Quick International Courier, a New York-based consortium of logistics ser-vices companies, with a fo-cus on the healthcare and pharmaceutical industries. “Kuehne + Nagel’s mergers and acquisitions strategy is focused on expanding our footprint,” said Detlef Tre-fzger, CEO. K+N chief ex-ecutive Detlef Trefzger said the acquisition would help accelerate K+N’s growth in pharma, with board member for air freight Yngve Ruud describing it as a “mile-stone” purchase.

HOLIDAY CELEBRATIONS AT TERMINAL 4, JFK AIRPORT

The world holiday season is upon us. JFK Airport is unique with dif-ferent Chapels located at the rear of the departures level at T4. This area houses the four major faiths of Ca-tholicism, Judaism, Lutheranism and Islam.

Each holiday many of these reli-gions have events celebrating Christ-mas and Chanukah in JFKIAT T4. Our Lady of the Skies Catholic Cha-

pel welcomed the arrival and distri-bution of the Peacelight brought in via airplane to the Chapel and given out to various Boy and Girl Scout Troops for redistribution to parishes across Queens. On December 5, The Synagogue holds it annual Chanu-kah celebration; On December 8, and Christ for World Chapel holds its An-nual Christmas Concert in the down-stairs arrivals area of T4.

SALUTE TO WOMEN IN BSA LEADERSHIP GALA

The 9th Annual Awards Gala brought out hundreds of support-ers for their event to ben-efit the Greater NY Coun-cil Queens Boys Scouts of America. Held for the ninth year, this was an oc-casion to honor “ Women Making Difference” and to raise funds to continue the great work that Scout-ing brings to the youth of our community said Chair Philippa Karteron. The Salute to Women in Leadership Awards hon-orees included Stephanie Baldwin, VP Operations JFK Delta; Noreen Carro, LMN Printing, Kathleen Pettit, Regional Director of New Business Develop-ment of Hersha Hospital-ity; Yvette Greene-Dennis, Executive Program Man-ager of Crescent Consult-ing; Carol Silva, Banquet Sales Consultant at Rus-sos on the Bay.

Chair Karteron had this to say, “Our honorees have enriched the lives of so many, time after time; they richly deserve

our recognition. I see strong women in our diverse com-munity and it is a privilege working with them all. We can get it all done together”, Honoree Stephanie Baldwin agreed and added, “None of us have gotten here alone. We have had to fight for legiti-macy which has been an up-hill battle.”

Greater Council Presi-dent Mike Sibilia thanked the Gala committee and sup-porters for all they have done to help hire more part-time women to help in the Scout-ing programs. One young Scout. Kristopher Nichols also thanked everyone tell-ing the crowd that his cousin got him involved in this brotherhood. He expressed how special Scouting has been to his life.

Karteron thanked all the attendees saying that this has been the greatest find raising night in our nine years and announced that next year’s Black Gala will be the biggest of all, celebrat-ing a decade of support for Scouting which now includes both boys and girls.

Feds question Port use of airline feesThe Federal government

questions the Port Authori-ty’s use of airline fees to fund bridge projects.

This is an ongoing gripe with airlines and their view of misuse of their fees for non-air-line or airport related projects.

The controversial use of Port Authority of New York and New Jersey money to finance rebuilding the Pulaski Skyway is once again under fire.

The Federal Aviation Ad-ministration ordered the bi-state agency to recalculate Newark Airport use fees after United Airlines filed a com-plaint in 2014 that airport fees were being diverted to non-airport projects, including the state’s $1.5 billion Skyway overhaul. The FAA ordered the authority on Nov. 19 to recalculate Newark Airport costs that make up fees and to revise its rates.

The FAA report said the fees charged to United are not based on a reasonable and transparent methods.

United complained New-ark Airport fees were 75 per-cent higher than at JFK, also run by the Port Authority.

“The record also shows that PANYNJ has expended considerable amounts of air-port revenue on non-aviation facilities it does not own,” wrote Kevin C. Willis, FAA di-rector of airport compliance. “(Newark Airport) users are improperly subsidizing a por-tion of PANYNJ’s non-airport related projects.”

Willis named the Pulaski Skyway and the new Wittpenn Bridge as the specific non-avi-ation facilities not owned by the Port Authority.

The Port Authority was or-

dered to submit a plan that in-cludes how the agency intends to adjust rates and charges at the airport, based on a better, more accurate accounting of costs.

Port Authority officials said they plan to appeal the decision.

“The FAA has now issued an initial agency determina-tion on United’s 2014 complaint as to certain Port Authority fi-nancial and accounting prac-tices from 1995 to 2014,” said Ron Marsico, a Port Author-ity spokesman. “This does not constitute a final agency deci-

sion, and the Port Authority will appeal this initial deter-mination.”

In Jan. 2017, the authority agreed to pay $400,000 to set-tle federal Security and Ex-change Commission charges that it misled investors who purchased bonds, that helped fund the Skyway rehabilita-tion. The full Skyway opened to traffic in late June.

United filed the initial com-plaint in Dec. 2014, contend-ing the Port Authority levied “excessive” departure fees at Newark Liberty International

Airport to pay for the Pulaski Skyway rebuilding and other non-aviation projects. United asked the FAA to conduct an audit of the bi-state agency’s airport fee structure and re-lated finances.

The repairs to the Pulaski Skyway, owned and run by New Jersey, came under scrutiny more than two years ago. Then Gov. Chris Christie unveiled a Transportation Trust Fund plan in 2011 that used Port Au-thority funds for the canceled ARC rail tunnel under the Hud-son to fund the Skyway project.

U.S. Customs Polygraph TestingAIRPORT VOICEThe US Cus-

toms and Border Protection has suc-cessfully tested the TES-C Pilot, TYhis was implemented as CBP’s Primary Testing Format. Since the inception of CBP’s polygraph program, the Office of Professional Responsibility (OPR) has utilized the standard Law Enforcement Pre-em-ployment Test (LEPET) format for all applicant polygraph examinations. In reviewing all aspects of CBP’s hiring process, CBP identified redundancies that existed in its applicant screening among the LEPET, objective database verifications, and Tier 5 background investigation processes.

To streamline the applicant vetting process while maintaining CBP’s high integrity standards, OPR collaborated with the National Center for Credibil-ity Assessment (NCCA), the federal entity responsible for credibility as-sessment education, oversight, certi-fication, research and development. The collaboration resulted in the cre-ation of the Test for Espionage, Sabo-tage, and Corruption (TES-C), which combined an approved NCCA counter-intelligence scope testing format with suitability topics found in the LEPET

format that are relevant to CBP’s law enforcement mis-sion.

Beginning on May 1, 2017, CBP conducted a six-month pi-lot of the TES-C format, dur-ing which CBP continuously evaluated data to gauge the pilot’s effectiveness for miti-

gating agency risk, as well as for re-ducing exam times. Throughout the pilot, CBP shared data with the NCCA and at the conclusion of the pilot, the NCCA conducted a comprehensive re-view. The NCCA determined that the TES-C meets federally mandated poly-graph standards and adequately dem-onstrated efficacy as a personnel se-curity screening technique for CBP counterintelligence and corruption is-sues.

Based on the results of the pilot, CBP concluded that the TES-C poly-graph format reduced average exam times, the number of retests and re-vealed no appreciable difference in exam efficacy. The TES-C format ap-propriately balances CBP’s need to streamline the hiring process with the additional goal of minimizing any risk of degradation concerning applicant vetting. Effective May 1, 2018, CBP designated the TES-C as its standard polygraph testing format for all law enforcement job applicants.

Amongst the vast amount of Tibetans residing in the United States, New York is home to the largest amount of Tibetans

living in America. Thus, over the past several years, mem-bers of the Tibetan community of New York and New Jer-sey have been work-ing endlessly towards achieving our dream of establishing a com-munity center of our own. This has been a long time goal of the Tibetan community of New York and New Jersey as our popu-

lation will only con-tinue to increase and the community center can serve as a back-bone and/or a support system for all Tibet-ans. Having a commu-nity center of our own enables us to conquer many more, if any, ob-stacles while it also serves as a sanctuary where all individuals can unite as one and learn from one an-other.

cerned about cargo being re-routed to other major airport hubs evidenced by the fact that volumes at JFK have ac-tually decreased 20% during the past decade said Fried.

The congestion issues are not new. According to Bran-don Fried of the Air Forward-ers Association, the major fac-tors affecting congestion are: poor roads, the truck conges-tion waiting times of 4, 5, 6 even 8 hours. Some trucking companies had stopped serv-ing JFK (NEMF),Paperwork processing is slow, Com-plaints of insufficient staffing leading to delays, slow pro-cesses and confusion, Some buildings have lines of trucks, often outside the yard and down the road, 53 foot trucks after a 16 year battle are fi-nally allowed but Is the infra-structure able to handle them with some buildings have only 80 foot frontage between build-ing and main road? JFK’s air cargo facilities are 40 years old on average, with 63 per-cent of cargo space considered “non-viable,” or unfit for mod-ern screening, storage, and distribution.

He says that lack of applied technology hampers improve-ment. While there are efforts to leverage technology the air-port is behind other busy com-mercial cargo centers that are using the “Advance Informa-tion System” (AIS) at Heath-row that has reduced truck congestion and wait times by using information shar-ing and off-site cargo staging and screening to better man-age capacity and security ac-cording to forum speaker Walt Beading of Cayuga Partners.

Conversations held at both meetings concluded that there is hope for change at JFK through the $13 billion plan to transform JFK. How much this redevelopment will im-prove cargo remains to be seen. Fried said that the main challenge facing the industry, by a long shot, is road access to Kennedy Airport which will hopefully be mitigated by the DOT planned widening of the Van Wyck Expresssway at its most congested portions.

Investment in multimodal infrastructure such as the new Aeroterm cargo building with major tenant Worldwide Flight Services, the creation of new freight transportation

hubs, one of which is the Ter-minal Logistics Center along Conduit Avenue, and im-proved ways of handling both cargo and truckers will go a long way in easing current problems.

According to Phil Jensen, VP of WFS, ground handlers are key players in the overall system. Although their direct customers are the airlines WFS feels a strong respon-sibility to have procedures that will flow throughout the cargo process to improve all affected. He does not dispute the concerns of congestions but also points out to the lack of employment candidates in both cargo facilities and the trucking industry. He points to the rapid growth of e-com-merce cargo per plane in-cluding the wide bodies, lack of progress from the airline cargo side changing to elec-tronic processes, and over-whelming e-commerce pack-ages at the Post Office and the late arrivals of cargo flights which have a domino affect on all freight pick-ups. He also points out that one of the big-gest bottleneck problem is that most trucking outfits all arrive at the same times cre-ating back-ups and delays. Their facilities are open many more hours on either side of the 9am-5pm prime spots and recommends that freight com-panies more efficiently deploy their drivers accordingly.

Jensen points to the con-tinuing WFS effort to improve Cargo handling. through its EPIC in house cargo manage-ment system tracks and con-

trols cargo. The Epic system is available to freight forward-ers, shipper and truckers to obtain POD’s, track AWB’s and find out the arrival time of the flight and when it is ready to be picked up.

At Building 151 for ex-ample, WFS put through the following implementations: scheduling of off peak pick up appointment times, in-creased doors dedicated to 40 foot trucks, designated ex-press doors for small piece count shipments, verification of actual “cargo ready for pick up” via ipad at checkpoint, updated import desk contacts to confirm cargo status, sug-gested delivery and pick up times at specific cargo facili-ties-explanation of SLA break-down time parameters by Car-rier/aircraft type.

Other recommendations by WFS are Other Sugges-tions: give priority to truckers with expiring drive times, se-quential loading of trucks by airline delivery point, train-ing for Freight Forwarders to access Epic for cargo ready status, truckers utilize trucks with roller beds and collabo-ration within the community understanding that everyone will have to give-and-take in order for congestion to lessen.

Another criticism raised by many attendees is the per-ceived lack of support by the Port Authority. It was pointed out that there are many un-used buildings around the airport. They ask why Port has not renovated these areas for more cargo distribution, They feel that the main rede-velopment of JFK is passen-

ger oriented and cargo con-cerns have not been included. So far, the Port has not clearly addressed this concern to the satisfaction of the cargo com-munity but Port has agreed to use some open lot space near the former Tower building for truck staging.

So, these congestion is-sues continue to be raised, discussed and some see light as welcome changes are put in place. There will be more discussions, improvements and changes. The JFK Air Cargo Association is having it’s annual Expo in March 2019. Hopefully more compa-nies will take the opportu-nity to attend, share exper-tise, recommendations and support for JFK cargo con-gestion solutions, innovation and growth.

our existing facilities don’t come close to meeting global standards,” said Port Authority Executive Director Rick Cotton. “We’ve also dedicated sig-nificant resources to provide an even greater level of safety and security, including enhanced cybersecurity initiatives and increases in security staffing and technology.

$1.5 billion to continue the re-development of the region’s air-ports – LaGuardia, Newark Liberty International and John F. Kennedy International. At LaGuardia Airport, construction continues on an entirely new redeveloped airport. Planning and design work continues for the AirTrain LaGuardia project. At New-ark Liberty International Airport, investment continues for the con-struction of the new state-of-the-art Terminal One. At John F. Kennedy In-ternational Airport, work continues to advance the planning for the air-port’s redevelopment.

The proposed 2019 Operating Bud-get incorporates funding for new ini-tiatives that align with agency pri-orities:

$773 million for safety and secu-rity initiatives, including a $45 mil-lion increase from the 2018 budget to fund development of updated Emer-gency Operations Plans for every facil-ity; significantly upgraded cybersecu-rity efforts; expanded police staffing; enhanced Aviation security staffing in credentialing and compliance; and re-sources to establish 24/7 Airport Op-erations Centers at John F. Kennedy International, Newark Liberty Inter-national and LaGuardia airports.

$52 million toward multiple cus-tomer experience initiatives, in-cluding improving airport customer service by deploying additional cus-tomer experience specialists; monitor-ing of TSA and taxi wait times to pro-vide real-time updates to passengers; continuing the Quality of Commute program at the Port Authority Bus Terminal and other terminal improve-ments; through upgraded lighting and escalators, by expanding the use of customer service representatives, by upgrading information kiosks, and by other improvements; by installing countdown clocks at all PATH stations and providing cell service at under-ground PATH stations; and by expand-ing the use of digital and social media strategies across all facilities to pro-vide reliable alerts and enhance cus-tomer engagement.

$53 million to deliver first-class operational excellence includ-ing, for example, initiatives to im-prove PATH operations; expand all-electronic tolling at the Outerbridge

Crossing and Goethals Bridge; and im-prove airport operations during storm events. The funding also includes the continuation of efforts to implement an agency-wide Enterprise Asset Man-agement Program to improve overall asset maintenance. Funding also is included to develop and pilot autono-mous vehicle technology to increase the capacity of the Lincoln Tunnel Ex-press Bus Lane. Finally, in the Port Department, funding is provided for strategic planning to address intermo-dal growth at port facilities.

$10 million in incremental fund-ing to continue electrifying the air-port bus and agency-wide vehicle fleets; the installation of on-site solar power at airports and other facilities; and upgrades at the World Trade Center to install high-efficiency, light-emitting diode (LED) technology. Funding also is included to advance an electric cargo-handling equipment demonstration project at the Elizabeth Port Authority Marine Terminal and support efforts to achieve greenhouse gas emission reduc-tions across all Port Authority facilities.

The Port Authority also posted for public review and comment a pro-posed 2019 $3.7 billion Capital Budget – a $300 million increase over 2018 – to carry forward (1) multiple major proj-ects to rebuild and replace the agen-cy’s legacy facilities with state-of-the-art infrastructure and (2) a large set of projects to maintain assets in a state of good repair and improve resiliency in the post-Superstorm Sandy era. Ma-jor items in the proposed 2019 Capital Plan include:

$541 million for upgrades trans-Hudson crossings, including con-tinued construction of the Lincoln Tunnel Access program projects, com-pletion of the Bayonne Bridge project, the ongoing work to replace the 592 steel suspender ropes on the George Washington Bridge and other com-ponents of the bridge’s rehabilitation program.

$17 million to continue to sup-port the planning activities for the Gateway passenger rail tunnel project.

The proposed 2019 Budget also in-cludes $1.5 billion for debt service charged to operations and deferred op-erating expenses.

The Port Authority is seeking pub-lic comment on the proposed budgets, which are available online.

The proposed budgets will be up for action at the Board of Commissioner’s December 13 meeting. Written com-ments can be submitted at [email protected] through December 10. Beginning January 19, many workers at the Port Authority area air-portswill see the firs of a couple of wage increases. These increases were introvued by the Port several months ago and after public comments by pros and cons, the measure was passed.

Unions and workers were thrieed by the passage of the increasw which will bring minimum wages to $ on Jan 91 then to by thn again to $19 by .

One eight year Swissport worker, Keisha Richards who is a customer service representattive at Virgin Atlantic couldnot speak more positively about the ncrease saying, “ This is just great. I know it is cominng. Finally I can do better for my family, maybe take a vacation.”

She also said that she sees everyone working harder”, because they ar grateful that their company is siupporting them better.

To mark the inaugural flight on October 29th, an unexpected “passenger,” Louie Yaraghi - a 3.5 month old Goldendoodle puppy, made the journey in cargo, thanks to the joint ef-forts of Kenya Airways, Avia Cargo and The ARK at JFK’s Pet Oasis.  Louie was bred in Alabama and being transported to his owner in Kenya. A five year conspiracy traffick-ing counterfeit investigation resulted in half a million dollars seizure taking goods off the street. “ NYC is a center of smuggled goods with 30% of counterfeit good moving through NY and JFK. He said that ICE looks to investigate, con-vict and outreach to the public as a way of protecting individuals who might fall prey to these scams.

While the consumer may not think that buying counterfeit goods is a big deal, it is says the CBP. Often the pur-chases of these goods goes to funding criminal behavior and even terrorist ac-tivities. Not to mention breaking the law of copyright infringement. Manufactur-ers pay billions of dollars a year for the right to sell a particular brand from its patent holders. Unfortunately it’s not al-

ways easy to determine whether an item is fake or not, so the price becomes the major identifier for authenticity. Said Russo, it you see an Apple phone for sale for an unbelievable price, chances are its fake. He said “ counterfeiters take advantage of consumers who, in many cases, purchase fake goods with-out always knowing it. They may find great deals on the internet or buy on the street, but if the deal looks too good to be true, it is probably fake. Buyer beware”.

So, for a variety of sound legal, health and legal reasons, the CBP asks that law abiding citizens help our economy, safety and health of our citizens by be-ing aware of fake goods and choosing not to support the nefarious individu-als or companies seeking to take you hard earned with inferior or danger-ous products.

CONDOLENCESYawo Seko passed away after

surgery and chemotherapy during his job at JFK working at Carib-bean Air as a Swissport employee.

After many hospitalizations he faced a dismal future. Yawo’s last wish was to return home to his fam-ily in TOGO but he passed away be-fore being able to do so.

Unfortunately he did not have family here nor was he able to pre-arrange his passage back to his family. But due to his supprtive air-port friends and associates enough money was raised to ship his body back home where he will be laid to rest. Yawo was a Togolese nato-inal who became a naturalized U.S. citizen after many years juggling work and school where he gradu-ated with a degree in in Commini-cations while working at the Swis-sport.

The grandmother of Pastor Da-bee of JFKIAT’s Christ for World Chapel recently passed away.

Chitrawatia Dabee, also known as Tara, passed peacefully on No-vember 8, 2018 at the age of 94 in Winnipeg, Manitoba. Born on Sep-tember 28, 1924 in Mahaica, Guy-ana to Sancharie and Sadhu Narine of Victoria Village.In 1939, she mar-ried Premraj Dabee of Vigilance and together they were blessed with 11 children. Tara always had a heart for helping others. She was a community leader, humanitar-ian, seamstress, landlord, farmer, Hindi teacher, and midwife. She helped women to set up a micro-financing system which helped many families to acquire their own homes and pay for their children’s education. As a member and direc-tor at the Manitoba Hindu Senior Centre, she was also a mentor to numerous young people. She is survived and greatly missed by her children, Adaipaul, Gargeena, Derek (Sandy), Vedo (Za-mier), Sangameeta, Martin (Linda), Bheesham and Amrita, 21 grandchildren, 25 great-grandchildren, one sister, three brothers, daughter-in-law Bernice, and many cherished nieces and nephews.

JFK Airport is now on 24/7 snow storm alert. After the turmoil that was created by Storm Grayson, the Port Authority hustled and hired former Transportation Sec-retary Ray LaHood to inves-tigate how the storm created such havoc with the airport and travelers.

As a result of this inves-tigation which took months, a large voluminous report was given to the Port Author-ity filled with recommenda-tions-recommendations that covered all aspects of the air-port operations, international airlines, and emergency re-sponses to severe weather.

One of the first improve-ments from the report was the creation of the Emergency Op-erations Center (EOC). This is currently in Building #111 at JFK Airport.

It is the hub of communi-cations for the entire airport community. Key stakehold-ers from terminals, agencies, Police, operations, air traf-fic control and many others have a seat at this table and

are called to collaborate when a certain emergency thresh hold is reached.

There are several lev-els of emergency action and depending on the severity of the weather many or all members of the airport or-ganizations huddle together and act collectively to orga-nize, anticipate and resolve disruptive=storms.

The EOC is the first step in a future more technologically advanced operations center which is planned to be built in a larger ,newer facility at JFK but for now the current build-ing is home to the EOC.

Several other recommen-dations have been imple-mented. They include daily morning airport person-nel briefings to assess the weather, better interactions with international carri-ers that need to communi-cate earlier with JFK, better snow removal logistics, bet-ter real time overall com-munications with all airport entities, emergency bus ser-vice for employees to miti-gate absence in dire weather,

regular monitoring of equip-ment to prevent failures in inclement weather, defined procedures for potentially stranded passengers on wait-ing airlines, less airport di-versions due to weather,more communication with to pas-sengers to minimize stress of dealing with finicky storms,

better and faster baggage re-patriation, mutual aid from one company to another as needed in emergencies,

According to Rick Cot-ton, Executive Director of the Port Authority speaking of the Grayson Storm and its effects, “What happened at JFK, as we have emphasized

over the past two weeks, was unacceptable and must not be allowed to happen again,”. Based on the recommenda-tions and implementation of these suggestions his words, and of course the support by airport personnel, will pre-vent any similar occurrence this winter season.

JFK REDEVELOPMENT COMMUNITY ADVISORY COUNCIL MEMBERSHIPIn October, Governor Cuomo announced the JFK Re-

development Community Advisory Council (the Coun-

cil), as a part of the Port Authority’s commitment to

partnering with the local community around the Rede-

velopment Program. The Advisory Council includes lo-

cal elected officials, community boards, clergy, civic and

business leaders. To improve outreach to the local com-

munity, JFK Redevelopment will open a community of-

fice in Jamaica, Queens in the near future.

The first public meeting for this Advusiry coun-

cil istentatively set for December 13 at York Col-

Got Checked gets a check from JFK Air Cargo Association

The JFK Air Cargo Association donates $1000 to the Got Checked organization which promotes early screening and detection of Breast Caner for all women.
