Firearms and Explosives (BATFE) is entangled in yet another scandal.

The latest controversy involves Project Gunrunner. The BATFE

knowingly allowed firearms to get into the hands of Mexican drug gangs,

instructing American gun dealers to go ahead with questionable—and

even illegal—gun sales. When two of these guns wound up at the crime

scene of a murdered Border Patrol agent, at least one U.S. Senator is

calling the agency to task.

In addition, Gun Owners of America has written a petition to the

Congress, urging that the BATFE be stripped of its jurisdiction over

firearms.

The history of this agency is one marred in abuse of its power and the

trampling of the rights of Americans. In fact, as far back as 1982, a

Senate subcommittee noted that ATF “has trampled upon the Second

FAIRFAX, Va. --(Ammoland.com)- Cabela’s, the World’s Foremost

Outfitter, recently played host as the foremost meeting place for Second

Amendment activists, as it hosted NRA-ILA for its third annual “Second

Amendment Weekend at Cabela’s” in Dundee, Michigan.

NRA-ILA staff conducted two workshops on Saturday, February 5th: An

NRA-ILA Grassroots Workshop in the morning, followed by an NRA

University presentation later that afternoon.

The weekend also featured NRA recruiters and multiple informational

tables for pro-gun and sportsmen’s-related groups, as well as special

discounts throughout the Cabela’s store for card-carrying NRA members.

The heavy snow and single digit temperatures certainly didn’t stop over

175 Michiganders (and a few Buckeyes that crossed the border) from

attending both events. The morning Grassroots Workshop kicked off

with NRA-ILA’s state liaison for Michigan, Darin Goens, discussing

NRA- ILA’s recent success in the state, along with ILA’s priorities for the

current legislative session.

Once focused on our pro-gun priorities, NRA-ILA Grassroots Staff

presented the most effective methods for grassroots activism and

promoted some of our successful volunteer programs. A very special

thanks to our NRA-ILA Election Volunteer Coordinator, Wayne Blank

(MI-15), for helping set up the successful event, as well as to our other

EVCs in attendance, Don McGaffey (MI-11) and Jonathan Adamson (MI-

09).

Following the Grassroots Workshop, additional speakers addressed the

crowd, including Michigan State Representative Dale Zorn (R-56),

Professor Brian Patrick of the University of Toledo, and Reid Smith, the

Midwest Regional Chair for Students for Concealed Carry.

The afternoon session was dedicated to NRA, Darin University and

included both students and non-students interested in learning more

about NRA, the Second Amendment, and the facts & myths of the gun

control debate. Students from various area universities attended,

including Hillsdale College, University of Toledo, Albion College, and

Wayne State University. Attendees received free one-year memberships

to NRA along with NRA University hats and t-shirts.

The weekend was a great success for NRA and the pro-gun community,

and provided the perfect opportunity for NRA members and supporters

to meet, strengthen their pro-gun networks, and learn more about what

it takes to protect and promote the Second Amendment, locally and

nationwide.

FAIRFAX, Va. --(Ammoland.com)- Last month, NRA-ILA Grassroots

staff conducted its volunteer training program at one of the nation’s

premier gatherings of conservative activists.

The program is NRA University (NRA U), our free, two-hour training

seminar for college students interested in learning more about NRA, the

gun control issue and how they may become more active, both on and off

campus, in the fight to protect our Second Amendment rights. The event

was the Conservative Political Action Conference (CPAC) in Washington,

D.C., that drew college students from around the country, making CPAC

an ideal venue for the NRA U seminar.

It’s no secret that the Second Amendment frequently comes under attack

on college and university campuses, through ignorance or deliberate

mis- information campaigns. NRA U strives to help pro-gun college

students level the playing field through education and training.

The CPAC NRA U, which featured an interactive and entertaining

PowerPoint presentation, was conducted by ILA Grassroots Director

Glen Caroline, along with Grassroots Coordinators Krista Cupp and

Brent Gardner. And one of the highlights for the approximately 100

attendees was a surprise appearance by NRA’s Executive Vice President,

Wayne LaPierre.

NRA U is rapidly becoming one of our most popular and most requested

programs. Last year, grassroots staff conducted dozens of these seminars

on college campuses around the nation. This year, we have already

received more than 50 NRA U requests for the 2011 spring

semester—with almost half of the requests generated by our presence at

CPAC!

FAIRFAX, Va. --(Ammoland.com)- For years, our grassroots efforts

have emphasized “hunting where the ducks are” by utilizing the natural

resources of the pro-Second Amendment community.

Gun shows, gun shops, gun & hunting clubs, shooting ranges—the places

where our supporters tend to congregate— should be our top priority

when recruiting and mobilizing volunteers in support of our freedom.

I often stress that, while we may be at a disadvantage when it comes to

getting our message out in the so-called mainstream media, we have a

built-in advantage at these venues through which we can recruit

potential volunteers. Contrast that with our opponents, who don’t have

any “gun control shows” or gun control shops, and it becomes clear we

must leverage this strategic advantage.

Recently, one of our more outspoken opponents made this exact point.

Josh Horwitz, the executive director of the Coalition to Stop Gun

Violence, recently noted our “structural advantages”, commenting,

“We can’t go to a gun show.”

This is important for two reasons.

First, it shows that they are aware of a strategic weakness. And, second,

you can bet they will work overtime to try to make-up for this deficiency

in other ways. As Horwitz noted, “spontaneous outrage is the key to

legislative success. The question is, can you keep that intensity up long

enough to pass legislation?” That means not only must we continue to

utilize our natural resources, we must EXPAND these efforts.

A great example of this can be found in our NRA-ILA Second

Amendment Activist Center program. These are primarily, but not

exclusively, gun-related businesses that serve as distribution points for

ILA’s educational materials. In turn, their business is promoted on our

While Horwitz accurately notes, “There’s no place that I can go every

weekend and recruit activists,” there are plenty of places WE can go.

SEDRO-WOOLLEY, Wash. --(Ammoland.com)- The Steel Challenge

Shooting Association (SCSA) announced that Atlanta Arms & Ammo will

be the ammunition sponsor for the free Scholastic Steel Challenge

demonstration being hosted by the U.S. Army Marksmanship Unit

(USAMU) at Ft. Benning, Ga. on March 11-12.

This is the second demonstration event that the USAMU has hosted for

the youth shooting program. Last November the USAMU hosted the first

demonstration during Unit’s very popular Junior Shooting Camp.

“We’re very excited to be returning to Ft. Benning – The

Home of Champions – and working with the talented

shooters of the USAMU. We especially appreciate the

generous support of Danny Wisner of Atlanta Arms & Ammo.

The ammunition Danny is providing will allow us to give local

youth the opportunity to shoot the SSC demo free of charge,”

said Scott Moore, director of SSC.

The demonstration, which will feature two Steel Challenge stages of the

four used in the program, Smoke & Hope and Roundabout, is also

supported by Glock and Smith & Wesson. Both companies have been

strong supporters of the program since it began and have worked closely

with SSC officials at events like those at Ft. Benning. Representatives

from the two firearms makers will be on hand to assist with the event.

The USAMU was established March 1, 1956 at the direction of President

Dwight D. Eisenhower to raise the standards of marksmanship

throughout the U.S. Army. Since then the Unit has produced national,

world and Olympic champions in every discipline it has competed in.

And members of its Action Shooting Team will serve as expert

instructors during the demonstration.

The free shooting demonstration will take place from 9:00am to 4:00pm

on Friday and Saturday, March 11 and 12 on the Parks Range at Ft.

Benning. Handguns and ammunition will be provided.

Atlanta Arms & Ammo

The Scholastic Steel Challenge is a national team-oriented youth

shooting program developed by the Steel Challenge Shooting Association

and funded in part by a grant from the National Shooting Sports

Foundation. The program is open to young men and women ages 12 to

20 and offers them the opportunity to compete as a four person team for

a national title in the action pistol discipline of speed shooting.

The Scholastic Steel Challenge is sponsored by Action Target, Atlanta

USA - -(Ammoland.com)- 5.11 Tactical recently raised the price of their

legendary tactical pants by 25 percent.

In an exclusive interview, Tactical Gear Blog spoke with Dan Costa, 5.11

Tactical CEO, via telephone to learn more about the recent price jump on

a number of 5.11 products.

During the interview, Costa described a “perfect storm” that led to the

$10 price increase of 5.11 Tactical pants.

Why did prices increase? Costa mentioned a combination of reasons,

including the rising cost of oil, cotton, labor and the dollar’s declining

exchange rate in the world economy.

TGB: What are the determining factors behind the 5.11

product price increase?

DC: We’ve had the same price on our product for the last 10 years. We’ve

seen price increases continue, but we’ve always figured out how to offset

that by creating new products in our line and new categories to keep the

prices in line. What happened this time is like the perfect storm.

First of all, you’ve got oil. Oil prices are up, so transportation costs are

high. All of our goods come from the Far East, so that’s a big trip and a

lot of gas. The other thing is a lot of the products are made with oil. The

nylon products are oil based and so are the shoes.

Secondly you have the price of cotton. I think it went over $2 a pound,

and it used to be 50 cents a pound like a year and a half ago. So, the

fabric price is up—the cotton crop was bad, the planting of the cotton

was low and the consumption was high.

And then there is another thing that was thrown in, and this is like a two-

edge sword. Asia is so big, and so powerful that they can kind of move

markets when they want to. So they either buy up the commodity, or they

don’t allow that commodity to come into that country. Like they wouldn’t

allow India to import cotton into China, so that created a price increase

on the product you could use in China. Well, that’s where the sewing was

done. So they raised the price of their own cotton because they are so big,

they could do that.

And then there’s the second edge to that sword, and that is Asia again. A

good example is Taiwan. All the shoe manufacturers that I know, and I

know about 15 of the top shoe manufacturers in the world, they are all

Taiwanese. Their factories are not in Taiwan; their factories are in mostly

China and are moving out of China and into other countries. But they all

started in Taiwan, and for some reason, Taiwan just became the shoe

guy. Then they went to China because the labor in Taiwan became too

expensive. Taiwan got more educated; they started making computers,

and they started making software. The jobs paid more, and they were

better jobs. Instead of working in a hot shoe factory, you are in an air

conditioned lab—and you get paid twice as much. All the workers moved

over to the computer companies and didn’t want to make shoes

anymore. The shoe companies moved to China.

So, the same thing just keeps happening [in the garment industry]. It

just kind of hopscotches from third-world countries that need the jobs.

When that labor moves and people don’t want to do that type of work

anymore, then the labor has to go somewhere else where jobs are

needed. Now the product is moving further east. And then you have the

dollar versus the Chinese Renminbi. There is an imbalance in the dollar

as well.

So you’ve have the dollar, you’ve have labor that went up [in price], and

the labor that is moving. You’ve have the price of the materials, and

you’ve got the price of the transportation of those materials. Nothing else

could come into play. The only other thing that could come into play … I

don’t even know what that could be. I don’t know how it could get any

worse.

TGB: Were there any other options explored before you

decided to make a price increase?

DC: Well, our only other option would be to lessen the quality. We would

have to cut back on the weight of the fabric, go to B-class factories for

better pricing or cut the amount of stitches. That’s not even an option for

us. Again, when we look at the price of our product, what’s in it and the

durability … I mean we were selling 5.11 TacLite and tactical shirts for

$39.99. If Patagonia was selling that shirt, it would be $80. And we were

selling it for $39.

TGB: What has customer feedback been like so far?

DC: The customer knows. The customer understands. The customer

reads the paper and sees what’s going on with oil prices, cotton and

labor. I think we have a pretty good trust factor with our customers at

5.11. When we talk to our customers, many of them said, “I was

wondering how long you could sell your pants and your shirt for $39—it

just seems so inexpensive.” Sometimes we even have customers in other

parts of the world saying, “You know, you should raise your prices

because I think people think your quality is poor because your prices are

so low.”

We work on a certain margin, and we try to keep that very tight because

our law enforcement customer and our public safety customer, they don’t

get paid a lot. Our job is to keep those prices intact. We have a mission

statement: We make product that exceeds the needs of our customer for

function, innovation and durability, and we deliver it to them at a value.

That doesn’t mean a low price. That means a value.

TGB: Is this the first time 5.11 has raised prices on the original

5.11 Tactical Pants?

DC: When I bought the company in 2000, the 5.11 Tactical Pants were

$60 at Royal Robbins. I decreased the price to $39.99 because we

sourced the product better, we bought more fabrics, and we did more

things to get the product priced lower—mainly just eliminated a lot of the

middlemen they were using in Asia. We opened our own offices in Asia.

Rather to pay people to do it, we did it ourselves. We decreased our

prices from $60 to $39, and it’s been $39 since.

TGB: Twenty-five percent is a rather significant price increase.

How do you think the market will react?

DC: We announced the price increase back in November or December,

and we just got back from a big trade show and made sure all the

consumers knew that prices were going up. And again, most of them

looked at us and said, “Hey look, I’m surprised you are able to keep the

price the way you have been.”

TGB: What’s the reasoning behind a $5 difference, as opposed

to the standard $10 difference, between MAP and MSRP on

tactical pants?

DC: Again, I think the goal was to keep the prices as close as

possible—give the consumer the price that they need. It’s all about the

consumer for us. If we take care of the customer, and we have that

loyalty and that trust between us and the end-user, then we really don’t

have to worry about anything else. If we take care of our customers, our

customers will take care of us.

5.11 Tactical Pants

TGB: Are you concerned with undermining your wholesale

business by having such a minimal difference between MAP

and MSRP?

DC: No, I think everyone pretty much charges MAP. I think MSRP is

kind of like out there. It probably means more outside of the United

States than inside. Duties and tariffs outside of the United States are

really the reason for MSRP. The people in Europe will charge MSRP

instead of MAP.

TGB: You sell your products at MSRP on your official website.

DC: That’s right. We are always above the retail price. If someone has to

get the product, like tomorrow, we have so many products. There isn’t a

dealer anywhere that has what we have. We have $40 million worth of

inventory—every size and every color. If someone needs a size triple-X

OD green tac vest, and they need it tomorrow because they are going to

the Middle East, they know they can get it.

For them to pay $5 more or $10 more, they are OK with that. We need to

offer that to our customer. That is why we have our website, and that’s

why those prices are a little higher—just to make sure we do take care of

our dealers. On the other hand, we need to make sure we don’t forget the

hand that feeds us—and that’s our consumers.

TGB: With the difference between MAP and MSPR on tactical

pants cut in half, is this a new strategy to do more online

business on your website?

DC: No. Our online business as a percentage is a little bit less than it was

in the years past. I think that is because of the broad distribution of 5.11.

You can get 5.11 online now at so many good retailers, and they are

holding lots of inventory. Many of our big dealers have tons of 5.11

inventory, so that decreases the need for consumers to have to fall back

on [5.11’s website] for those items.

We are actually doing less business online ourselves as a company than

we were in the past, which is fine with us because that is not the biggest

part of our business. We do very small percentages in our own online

business. However, our online business throughout the world is going

crazy. I would say anybody who sells 5.11 online—it’s their largest

product they sell.

TGB: Not to name names, but there are certain dealers like LA

Police Gear who have introduced private label tactical pants to

the market. They are 5.11 dealers who have made a name for

themselves by selling your product. Does it bother you to see

this type of activity?

DC: I think it was good that they did it because they found out it wasn’t

that easy. In fact, now they are not making [the pants] anymore. LA

Police Gear just purchased massive amounts of 5.11 pants in huge bulk

buys, and they are discontinuing their private label pant because of

inconsistency, fit issues and delivery issues. Actually, they can’t even get

the goods right now. They can’t even get a factory to make their product.

Making a garment is not easy. Making something that fits well, forms

well—they just don’t pop out of a bag. You’ve got to make sure you have

the right standards, quality control measures, factories… [you have to

make sure] the fabric is coming from the same mills and the same

partners. I think Sean at LA Police Gear found out that it wasn’t all a

bowl of cherries out there. He came back to us not too long ago and said,

“OK, I’m done with this. I’m ready to buy more 5.11 because everything I

bring in, I sell like crazy. So, I am just going to bring in more of it.”

TGB: That’s a huge compliment to you guys, because you make

it look that easy.

DC: We actually helped him with his private label in the beginning to

make sure that he didn’t get hurt, and I think it was great that he learned

it’s not what they should be doing. He said, “Our focus is selling products

and selling brands, and that’s what we are going to stick to.”

TGB: Do you foresee other manufacturers changing their

prices as well?

DC: Oh, that is automatic. Read the paper. If you are doing research on

price increases, go online to Nike. It’s impossible [that prices won’t go

up] with the perfect storm we just talked about.

It would be different if cotton prices just went from $50 to $65 or $70,

and that if they were going to go back down to $50 when the crop comes

out. This is not that. This is a five-star perfect storm. All the stars have

lined up on this one. Nobody is able to absorb these increases.

TGB: Do you think the price will ever decrease?

DC: I don’t know. I don’t know what’s going on in the world. I see what’s

happening in the Middle East with oil, and oil might even get crazier. I

mean, I would say there is a better chance of the prices going higher than

lower in this world today. There is a better chance that a year or two

from now, the prices would be even higher than lower. I wish it was not

the case, but there is nothing that tells me [it could decrease]. There are

lots of things that tell me it could happen the other way.

TGB: Word on the street is that 5.11 is going public. Can you

confirm, deny or even discuss this?

DC: 5.11 has many options because of our growth and expansion

worldwide. I’m not sure which avenues we’ll take, but it will be

interesting to see what happens. Nothing will happen in the next year

because we have too much growth in our international business to finish

first.

TGB: Does this price adjustment factor into 5.11′s potential

IPO?

DC: No, that would not affect it at all.

TGB: What has it been like at 5.11 since the private equity firm

made the acquisition?

DC: It’s been great. It’s been interesting. For me, I’ve always owned my

own company. When we went to market 5.11, we put the company out to

bid, and we had 100 companies bid [on 5.11]. As they were interviewing

us, we were interviewing them. We picked a company that luckily picked

us. It’s a private equity company that has been around 40 years based in

London, Boston and San Francisco. The people we deal with, the lead

partner, it’s the only job he’s ever had. For me, it’s been a great learning

experience. They appreciate how hard we work for them as a company.

It’s been a very good, strong relationship. It’s been great for 5.11′s

growth.

When we did the deal with TA Associates in 2007, we were doing about

$80 million in sales. This year our budget is to do over $200 million. So,

they are quite happy, and so are we. They have a company that kind of

runs itself. Other than board meetings, I really don’t ever see them or

talk to them. It’s pretty much business as normal. If you were an

employee at 5.11 in Modesto, and you were working in design or the

warehouse or accounting, you would have never known the company has

exchanged hands. You wouldn’t know. There is no difference.

TGB: Is it affecting the strategic direction of 5.11?

DC: No. We create the direction, and we are deciding the path and the

future. As long as we take it from $80 to $200 in that amount of time,

they are sitting back saying, “Hey, this is working out just fine.” I would

imagine if we were taking it from $80 to $60, there’d be some direction.

drafting an Arms Trade Treaty to impose strict controls on firearms and

other weapons.

In support of hasty adoption of the Treaty, a UN-related organization of

Treaty supporters have produced a report claiming that armed violence

is responsible for 740,000 deaths annually.

This Article carefully examines the claim.

We find that the claim is based on du-bious assumptions, cherry-picked

data, and mathematical legerde-main which is inexplicably being

withheld from the public.

The re-fusal to disclose the mathematical calculations used to create the

740,000 factoid is itself cause for serious suspicion; our own calcula-

tions indicate that the 740,000 figure is far too high. Further, while the

report claims that 60% of homicides are per-petrated with firearms, our

review of the data on which the report claimed to rely yields a 22% rate.

The persons responsible for the report have refused to release their

homicide calculations, or any other calculations. This Article also shows

how a narrow focus on restricting fire-arm ownership continues to

distract international attention from life-saving, viable solutions.

We propose some practical alternatives which have already saved lives in

war-ravaged areas.

Washington, DC --(Ammoland.com)- Dear Mayor Bloomberg: I am an

Orthodox rabbi who lives in New Jersey but works in New York City.

Approximately half of my waking life is lived under your laws and

jurisdiction. Like everyone who lives or works in New York City, I have

the right, even the obligation, to confront some of your policies regarding

so-called “gun control”.

Why do I place the phrase “gun control” in quotes? Because this

innocuous-sounding phrase, this expression that sounds like common

sense, is in reality a dangerous bit of semantic trickery.

“Gun control” actually (and historically) means letting government,

whether benign or ruthlessly evil, disarm certain sectors of society and

allow others to remain armed. It means letting the government know

where every gun owner lives and the number and types of firearms that

he or she owns. It means putting the authority to decide who has the

right to defend him or herself with a firearm into the hands of a

government bureaucrat.

The honest definition of “gun control” is actually “victim disarmament”.

Because the person with the gun will always control the person without

the gun. Without the personal firearm as an “equalizer”, the stronger will

always control the weaker. (Please see this “Genocide Chart” )

Mr. Bloomberg, our Jewish tradition tells us that righteous self-defense

is not only permissible but an obligation: “If a murderer comes for you,

strike him down first.” (Talmud Sanhedrin 72a)

In your own New York City, hand guns are illegal for all practical

purposes, yet the murderers, drug dealers, gangs, and other criminal

predators in your City manage to acquire them nonetheless. How do you

expect civilians to defend themselves against those who would harm

them if we cannot use the most practical tool at our disposal — the

handgun? You tell us to “Dial 911”? And then wait ten minutes or more

for police rescue? (See “Dial 911 and Die”)

It deeply troubles me that I – along with millions of others who live and

work in your city — are on your “disarmed” list. Mr. Mayor, this is not

only immoral, it goes against the fundamental precepts of Judaism that

you and I both honor.

The Torah teaches: “Do not stand idly by the blood of your neighbor.”

(Leviticus 19:16), which Rashi explains means that one who is able to

help another escape harm and fails to do so is held culpable in the

Heavenly Court for the harm he failed to prevent. You, Mr. Mayor, by

disarming your citizens, place them in harm’s way every day.

Jews are commanded by G-d to value all human life. How can you, a

religiously committed Jew, say you truly value human life? Every second

you stand as Mayor you advocate laws that strip millions and millions of

people in your city completely defenseless in the face of the criminal

predators who roam your streets.

Mr. Mayor, your citizen disarmament is an act of hypocrisy.

Unlike nearly all the rest of us, everywhere you go you are surrounded by

official armed guards, police escorts, and your highly trained personal

private bodyguards. Mr. Mayor, is your life worth more than the lives of

your fellow citizens? Or are we mere “subjects” in your eyes?

As Jews, Mr. Mayor, we believe that all life is precious, not just the lives

of our leaders. Have you ever, in your time as Mayor, walked the streets

of New York City alone and unarmed?

I am nearly certain you would have to answer “no” to this question.

Therefore I must further ask you: How, in clear conscience, do you

require the rest of us to do so? Would you willingly live under this

prejudicial burden? Can you recognize and admit the arrogant hypocrisy

this attitude displays?

Additionally, you are no doubt aware that the Jewish people have been at

the wrong end of the gun barrel for far too long. America is one of the

few countries in the world where Jews are entitled to embrace firearms

as the most practical means of our own self-defense. And you would strip

us of the right to defend ourselves? With all due respect, Mr. Mayor, this

is shameful.

Mayor Bloomberg, have you studied Jewish history? Are you aware that

the Nazis disarmed Jews prior to Kristallnacht and that those same Nazi

gun laws are the foundation of the U.S. Gun Control Act of 1968? Are you

aware that Senator Thomas Dodd asked the Library of Congress to

translate the Nazi Gun Control Laws into English for him, and that he

incorporated language from these laws into the Gun Control Act of 1968

that he authored? How can it be that you, a Jew, are enforcing Nazi-

inspired laws? (See “Gateway to Tyranny“)

Tyrants like Lenin, Hitler, Stalin, and Mao “pioneered” the

bloody trail of “gun control” in the 20th Century. Why do

you so thoughtlessly, in effect, mimic the insidious actions of

these monsters?

This apparent elitism on your part makes your recent publicity stunt in

Arizona even more cynical. You sent NYPD agents all the way across the

country to purchase guns — but you can’t deploy enough police to protect

your own City residents?

And if you expose your city’s residents via such a manpower diversion,

how do you justify denying these residents the right to protect

themselves with a firearm?

Mr. Mayor, do you need a rabbi to tell you that your actions are wrong

and immoral?

This nation’s Bill of Rights is a sacrosanct public trust. You are a public

servant. You swore an oath to uphold the Constitution. As you blatantly

disregard the Second Amendment, the actual “Guardian” of all the rest

of the Bill of Rights, I must ask you: Did you knowingly lie when you took

your oath of office?

wildlife biologist and author, with what is believed to be the last eastern

puma.

The puma was trapped by Rosarie Morin of St. Zacharie, Quebec in

Somerset County, Maine in 1938. Mounted specimen resides in the New

Brunswick Museum in St. John, New Brunswick.

Although the eastern cougar has been on the endangered species list

since 1973, its existence has long been questioned. The U.S. Fish and

Wildlife Service (Service) conducted a formal review of the available

information and, in a report issued today, concludes the eastern cougar

is extinct and recommends the subspecies be removed from the

endangered species list.

“We recognize that many people have seen cougars in the

wild within the historical range of the eastern cougar,” said

the Service’s Northeast Region Chief of Endangered Species

Martin Miller. “However, we believe those cougars are not the

eastern cougar subspecies. We found no information to

support the existence of the eastern cougar.”

Reports of cougars observed in the wild examined during the review

process described cougars of other subspecies, often South American

subspecies, that had been held in captivity and had escaped or been

released to the wild, as well as wild cougars of the western United States

subspecies that had migrated eastward to the Midwest.

During the review, the Service received 573 responses to a request for

scientific information about the possible existence of the eastern cougar

subspecies; conducted an extensive review of U.S. and Canadian

scientific literature; and requested information from the 21 States within

the historical range of the subspecies. No States expressed a belief in the

existence of an eastern cougar population. According to Dr. Mark

McCollough, the Service’s lead scientist for the eastern cougar, the

subspecies of eastern cougar has likely been extinct since the 1930s.

The Service initiated the review as part of its obligations under the

Endangered Species Act. The Service will prepare a proposal to remove

the eastern cougar from the endangered species list, since extinct

animals are not eligible for protection under the Endangered Species Act.

The proposal will be made available for public comment.

The Service’s decision to declare the eastern cougar extinct does not

affect the status of the Florida panther, another wild cat subspecies listed

as endangered. Though the Florida panther once ranged throughout the

Southeast, it now exists in less than five percent of its historic habitat

and in only one breeding population of 120 to 160 animals in

southwestern Florida.

Michigan --(Ammoland.com)- A U.S. Fish and Wildlife Service

(USFWS) report issued earlier this week has concluded that the eastern

subspecies of the cougar is extinct; however, this has no bearing on

cougars in Michigan, the Department of Natural Resources and

Environment said today.

“The USFWS has determined the eastern cougar to be extinct,

and this has no bearing on cougars in Michigan,” said DNRE

Wildlife Chief Russ Mason. “The cougars present in Michigan

are dispersing from the Dakotas, where the nearest

established population exists.”

The report was a routine review of status of the cougar species. The

review included the most recent genetics, ecology and sightings of this

subspecies. Because no evidence for the subspecies could be found, the

status review determined that the subspecies is extinct and

recommended its status be changed from endangered to extinct.

The status review does not change the status of cougars in Michigan,

which would occur as a federal rule change at some time in the future.

Cougars were originally native to Michigan, but were extirpated from

Michigan around the turn of the century. The last known wild cougar

taken in the state occurred in 1906 near Newberry.

“There is little agreement among cougar researchers as to the

number of separate subspecies, and whether to separate them

by genetics or appearance,” said Christopher Hoving, DNRE

endangered species coordinator. “The eastern cougar (Puma

concolor couguar) was known to occur only in the Lower

Peninsula. A separate subspecies was described in the Upper

Peninsula and Wisconsin, called Puma concolor shorgeri.

Other subspecies of cougar exist in the western United States,

where populations continue to grow and expand eastward.

However, many researchers now consider all cougars in

North America to be one subspecies.”

Regardless of subspecies, DNRE biologists have verified five sets of

tracks and two trail camera pictures of cougars in the Upper Peninsula

since 2008. These sightings probably represent dispersing cats from

western populations.

“The U.S. Fish and Wildlife Service report has little effect on

cougar conservation in Michigan because the entire species is

listed, regardless of subspecies,” Hoving said. “All wild

cougars in Michigan will remain state endangered until the

population is viable and self-sustaining.”
