About Human ResourcesPaul Boustead joined Lancaster University as the Director of Human Resources and Organisational Development in April 2014 bringing with him a background in local government higher education and the NHS Almost immediately he began a process of modernisation which led to the development and execution of the People Strategy 2020 Its key aims are
bull To attract and recruit the best staff nationally and internationally
bull Develop and support their staff to fulfil their full potential and meet their career aspirations
bull Retain and reward their staff through recognising their contribution in the delivery of the

bull Promote and secure excellent leadership and management
bull Create and maintain a progressive collaborative and healthy working environment
The HR and OED Division consists of over 40 employees who provide a broad range of HR services to the University This includes HR payroll pensions health amp safety organisational development professional development of academicresearch staff and more general development programmes These services are provided to c2800 employees with some based overseas Please see Appendix A for the proposed HR structure
Recently some key changes that have occurred within HR include the integration of HR and payroll along with the systems they operate Key priorities for next year include further development of innovative forward thinking reward and resourcing strategies The new system CORE MyHR and the employee and manager self serveportal are now live As a result of this the HR systems team are looking at more ways to truly bring out the benefits of this integrated system
Human Resources are viewed as an essential service to the University The department are forward-thinking proactive and striving for consistency and operational excellence

About the RoleWorking with the Director of HR and Organisational Development the Assistant Director of HR (Strategy) and other members of the HR Leadership Team to further develop and operate a leading edge HR function that consistently meets the Universityrsquos needs and supports the delivery of the overall University Strategy for 2020 To lead and manage the Human Resource Partners (and their teams) and the HR amp Payroll Service Delivery Manager to ensure the delivery of HR and Payroll Service Excellence both in terms of the transactional areas of the service offering and in relation to the advice guidance and proactive support provided by the HR Partner teams Working closely with the Assistant Director of HR (Strategy) the individual will also be accountable for overseeing the implementation of HR best practice legislative reforms etc into HR policy practice and process The post-holder will also have leadership responsibility for ensuring internal and external returns are delivered in a precise timely and optimized manner (eg Higher Education Statistics Agency (HESA) return Universities Superannuation Scheme amp Local Government Pension Scheme returns and HM Revenue amp Customs Real Time Information)
As a Senior HR leader and professional act as a role model and play a lead role in delivering a comprehensive HR Service to the University The individual will also deputise for the Director of HR and OD where and when appropriate across the full range of duties and lead on designated projects and activities
To work with key decision makers in the University and provide support to the Director of HR and OD and other HR Leadership Team members in the further implementation of the People Strategy

Manage the Operational Human Resources Teams
The post-holder will
bull Ensure that the HR operational delivery teams provide an excellent service and strive to continually improve the service they offer
bull Have line management responsibility for HR Partners HR amp Payroll Service Delivery Manager HR Systems Manager and oversight of all the operational HR teams
bull Have overall responsibility for ensuring recruitment onboarding relocation and other contractual activity is transacted to the highest possible standards
bull Maintain overall responsibility for the delivery of excellent payroll and pension services and ensuring full internal and external compliance in the delivery of payroll services
bull Be responsible for the operational implementation of the Recruitment and Reward Strategies within HR and ensuring that the HR Divisions processes mirror the best practice articulated in the strategies
bull Participate in the setting and monitoring of performance indicators for the HR Division and the People Strategy including leading on the production of dashboards reports etc on a regular basis
bull Have oversight of the maintenance and ongoing development of the HRIS (CORE) and e-recruitment system (Stonefish) future contract negotiationsperformance monitoring of the system suppliers and to act as benefits realisation champion for the systems
bull Where required by the Director lead on andor take responsibility for the achievement andor bull maintenance of internal and external requirements and standards (eg UK Border Agency Audit HM
Revenue amp Customs Quality Assurance Agency for Higher Education Pensions Regulator) bull Have responsibility for ensuring effective and timely case management recording of work planning

The post-holder will
bull Provide expert high level advice and support to leaders and human resources staff on highly complex employment issues including organisational change disciplinary matters grievances bullying and harassment cases management of sickness absence Employment Tribunals TUPE issues etc
bull Assist managers in the communication of highly complex sensitive andor contentious information to individuals or groups of staff This could include communications to staff of major changes to services including closure of departments major restructures etc
bull Research develop and promote excellent human resource management practice and learning and development across the University
bull Regularly review performance in relation to the delivery of a comprehensive operational HR Service to the University ensuring efficient and effective evidence based risk averse provision at all times
bull Ensure provision of comprehensive training programmes for line managers and staff on HR related areas
bull Attend (and coordinate) the Redundancy Committee and Early Retirement amp Severance Committeebull Oversee the operational implementation of HR policies in support of the People Strategy in
partnership with the Assistant Director of HR (Strategy) and with full risk impact and quality assessments The postholder must ensure systems are in place for objective monitoring and review of such policies and implementation processes ensuring consistency and fairness of application
bull Establish and maintain good working relationships with the Trade Unions and ensuring the Universityrsquos commitment to partnership working continues to be put into practice and good employee relations are maintained
bull Attendance at both the monthly Communication and Consultation Meeting with the Trade Unions and the termly Joint Consultative Committee
bull Maintain a highly specialised and technical knowledge of employment legislation and codes of practice and keep abreast of changes therein

Key ResponsibilitiesDeputise for the Director of Human Resources and Organisational Development
The post-holder will
bull Establish and maintain links and effective working relationships with internal and external managers and contacts and organisations as appropriate and also when required on behalf of the Director
bull Advise on and deal with contentious complex and sensitive employment issues on behalf of Director liaising with amongst others University Executive Members Deans and Directors and the Vice-Chancellor and Council Members where appropriate
bull Deputise for the Director attending both internal and external meetings and other events on his behalf where required
bull Lead specific strategic and operational projects or particular pieces of work on behalf of the Director and take responsibility for the achievement of outcomes within required timescales Such strategic planning may extend for at least a year taking into account the overall aims and policies of the University
bull Supported by the Human Resource Partners and in conjunction with the Assistant Director of HR (Strategy) be responsible for the production of the annual People Strategy implementation plan and ensure local level plans are in place to deliver key aims and objective within the Universityrsquos annual planning framework
bull To write business cases planning submissions etc in support of securing funding as requiredbull Produce verbal and high caliber written reports for University Council Executive Team and other

The HR and OED Division consists of over 40 employees who provide a broad range of HR services to the University This includes HR payroll pensions health amp safety organisational development professional development of academicresearch staff and more general development programmes These services are provided to c2800 employees with some based overseas Please see Appendix A for the proposed HR structure
Recently some key changes that have occurred within HR include the integration of HR and payroll along with the systems they operate Key priorities for next year include further development of innovative forward thinking reward and resourcing strategies The new system CORE MyHR and the employee and manager self serveportal are now live As a result of this the HR systems team are looking at more ways to truly bring out the benefits of this integrated system

About the RoleWorking with the Director of HR and Organisational Development the Assistant Director of HR (Strategy) and other members of the HR Leadership Team to further develop and operate a leading edge HR function that consistently meets the Universityrsquos needs and supports the delivery of the overall University Strategy for 2020 To lead and manage the Human Resource Partners (and their teams) and the HR amp Payroll Service Delivery Manager to ensure the delivery of HR and Payroll Service Excellence both in terms of the transactional areas of the service offering and in relation to the advice guidance and proactive support provided by the HR Partner teams Working closely with the Assistant Director of HR (Strategy) the individual will also be accountable for overseeing the implementation of HR best practice legislative reforms etc into HR policy practice and process The post-holder will also have leadership responsibility for ensuring internal and external returns are delivered in a precise timely and optimized manner (eg Higher Education Statistics Agency (HESA) return Universities Superannuation Scheme amp Local Government Pension Scheme returns and HM Revenue amp Customs Real Time Information)

The HR and OED Division consists of over 40 employees who provide a broad range of HR services to the University This includes HR payroll pensions health amp safety organisational development professional development of academicresearch staff and more general development programmes These services are provided to c2800 employees with some based overseas Please see Appendix A for the proposed HR structure
Recently some key changes that have occurred within HR include the integration of HR and payroll along with the systems they operate Key priorities for next year include further development of innovative forward thinking reward and resourcing strategies The new system CORE MyHR and the employee and manager self serveportal are now live As a result of this the HR systems team are looking at more ways to truly bring out the benefits of this integrated system
Human Resources are viewed as an essential service to the University The department are forward-thinking proactive and striving for consistency and operational excellence

About the RoleWorking with the Director of HR and Organisational Development the Assistant Director of HR (Strategy) and other members of the HR Leadership Team to further develop and operate a leading edge HR function that consistently meets the Universityrsquos needs and supports the delivery of the overall University Strategy for 2020 To lead and manage the Human Resource Partners (and their teams) and the HR amp Payroll Service Delivery Manager to ensure the delivery of HR and Payroll Service Excellence both in terms of the transactional areas of the service offering and in relation to the advice guidance and proactive support provided by the HR Partner teams Working closely with the Assistant Director of HR (Strategy) the individual will also be accountable for overseeing the implementation of HR best practice legislative reforms etc into HR policy practice and process The post-holder will also have leadership responsibility for ensuring internal and external returns are delivered in a precise timely and optimized manner (eg Higher Education Statistics Agency (HESA) return Universities Superannuation Scheme amp Local Government Pension Scheme returns and HM Revenue amp Customs Real Time Information)
