Historical Background Long ago, Barangay Ibingay is a place surrounded by huge trees and tall grasses. It is however a coastal area wherein the inhabitants lived on the coastline. The primary source of livelihood then, was fishing. The rich folklore of the place told that Ibingay was originally called Punta Ibingay, coined from the word “Bingcay” or assorted seashell that is abundant in the area, which children played with.

According to anecdote, one day there was a man selling home fixtures. He dropped by a family to drink water and take some rest. While resting, something caught his eyes which the children use on their game. In his amazement, he asked the children what they‟re playing with. They answered „bincay” found at the end of the shore. He left the house with some “bincay” in his baggage. Along his way, he met a group of man selling the same product and asked what he‟s holding. He exclaimed “Bincay, Punta Ibinigay”, where he‟s been to. Upon hearing those words, they named the place Punta Ibingay which was replaced later on to just Ibingay.

In 1973, it was renamed “Balo” or swordfish, the kind of fish often caught

by fishermen in Ibingay waters. However, the name “Balo” was not sustained. People continued to refer to the place as “Ibingay”. So, today, Ibingay remains as its official name.

Geographic Location

Barangay Ibingay is bounded by Masbate Pass in North, Barangay Centro in South, Barangay Nursery in East and barangays Espinosa and JT Fernandez in West.

Land Area

Barangay Ibingay has a total land area of 51.0808 hectares representing 0.272% of the total land area of the City of 18,789.23 hectares.

Land Use Potentials/Advantage Most of the privately-owned lands are being converted into subdivisions. At present there are three (3) existing subdivisions, the Navarro Subdivision,Tiongson Subdivision and Villa Conception. Other significant potentials are establishment of Mangrove Park at Ibingay Boulevard, development of boulevard extension which facilitates the influx of many commercial establishments.

Political Subdivision Barangay Ibingay is an urban barangay which is composed of eight (8) puroks. The puroks were named after flowers which are abundant in the area. Only five (5) puroks have name and these are the following: Purok I- PC Campsite, Purok II- Sampaguita (Clemente Avenue), Purok III- Kalubihan, Purok IV- Tiongson Subdivision, Purok V- Bagong Sirang, Purok VI- Leftside of Clemente Avenue (no name), Purok VII- Navarro Subdivision to Valencia Beach (no name) and Purok VIII-Boulevard (no name). Every purok is administered by one (1) councilor with purok presidents in all barangay programs and activities.

Natural Characteristics (Soil Type, Physiography and Slope) Of the total land area, Barangay Ibingay like that of other barangays in the city is characterized to have a physiography and slope in the level of gently sloping to undulating to rolling to moderately steep. Bolinao Clay and Hydrosol are the common type of soil in the area. Hydrosol is generally characterized by a brackish aqueous horizon or surface water ranging in depth from 5 to 100 centimeters or more depending upon the rise and fall Bolinao Clay is characterized

Hydrogeology Water supply in Barangay Ibingay is rated poor to fair. Its mineral content is rated poor to rich. This is due to the fact that the barangay is in close proximity to the sea. Many residents are largely dependent on surface and dug wells as their source of water. Relatively, water from deep wells is relatively good. Most residents used it for domestic purposes like bathing, washing clothes and dishes, etc. For drinking purposes, proper care must be practiced to make it potable like boiling. With the existence of MMWD and water refilling stations in the area and nearby barangays, safe drinking water can now be availed in every household.

Natural Resources

This barangay has rich coastal resources. In fact, there is a kind of prolific fishing technique which they called “panilo”. The major fish catch within the vicinity of the barangay are as follows: Mollusks, Crustaceans, Polychetes, Goldfish, Squid and other known fish species. The corals of this barangay are rated from poor to good.

There is also a mangrove area, soon to be developed as a mangrove

park.


Population Size, Number of Households and Population Growth

As of 2005, the total population of the barangay is 4637 with 1105 households. It has a mean household size of 5 members. It is the second to the highest barangay of the city in terms of population. Annual population growth rate runs on 2.107% in 1995-2000 and projected to decrease to 0.985% in 2000-2005 and 0.922% in 2005-2010. This projection has a relatively slow growth.

The table above showed that Purok 07 has the highest household population with 232 members. On the other hand, Purok 02 has the lowest with 133 household members.

The table above showed that the barangay has relatively high population

who are active in the labor force comprising of 1473 members as compared to the young population who are considered to be dependents. Population Density The actual population density of the barangay is 9077.74 for 2005. By the year 2010, it is projected to increase at 12, 571.58 persons per square kilometer. This is due to the development of new subdivisions and influx of economic activity, hence populace opt to reside in this barangay. Fertility: Child-Woman Ratio

Fertility rate refers to the number of children that the average woman will have in her lifetime.

Barangay Ibingay has a 0.52% or 52 children aged 0-4 to women of reproductive age (15 to 49 years old) child to woman ratio. This ratio reflects that fertility among women is relatively high.


Roads

Road is critical to development since it facilitates the mobility of products and people in the area. It promotes economic activity within the area.

Though roads within barangay

subdivisions are rough and graveled, all roads connecting this barangay to other parts of the city are concrete pavement. Drainage and Sewerage

Natural drain is directly release to the bounded sea of the barangay. Drainage system is considered narrow and limited in length. In fact, existing drainage needs further rehabilitation and dredging since some areas are flooded when heavy rains occur.

Water

Before the operation of Level III, majority of the residents of the barangay depends on deep wells. In fact, when Masbate-Mobo Water District was not yet on its operation, majority of the urban residents depend on barangay Ibingay deep wells. Water peddling is the main medium of water source to homes. At present, deep wells of the barangay, either private or public, still serve the majority of the populace. The barangay is presently conducting a survey on inventory of major water sources of every purok.

The water supply sourced from MMWD is considered to be safe for

drinking. Although there are times when it the water is influenced by a salty taste or particles due to pollution, it is in general of good quality. For the population who are dependent on deep wells and shallow wells, proper care must be exercise to make it safe for drinking. Since, the barangay is surrounded by sea, limestome formations where calcium carbonate is the major content, the water is definitely not potable. Other susceptibility of water is the pollution caused by activities of man and animals. These sources of water are utilized for domestic, agricultural and industrial purposes of the populace.

As reflected on table 6, 15.10% or 167 households don‟t have access to

safe water. This is a minimal reflection of the population who are more likely to be vulnerable to water-borne diseases.

Electricity

The barangay populace enjoys power connection from MASELCO, round the clock.

Communication

Some residential houses and most commercial establishments still subscribed from telephone communication served by PLDT. Cellular phone users are enjoying signal from Globe, Touch Mobile, Smart, and Talk and Text. PILTEL and SMART main telecommunication equipment are located in this barangay. Internet Service Provider (ISP) powered by PLDT is existent.

Two local cable companies offer cable TV connection, which proffer at least 40 channels. For households who cannot afford these, GMA 7 and ABS-CBN can be viewed vividly in their television at home. Music, news and other radio programs can also be listened from local radio stations. Thus, communication is highly accessible in this barangay.

Transportation

Almost all modes of land transportation are present in the barangay. Tricycle is available anytime at cost of Php 6.00 as of 2006, within the urban center, however going in and out of Tiongson Subdivision and Boulevard area costs Php7.00.


Solid Waste Management Solid wastes within the barangay are primarily composed of domestic wastes such as food waste, leaf litters, and non-biodegradable materials like plastics, cans, boxes, etc. The garbage collection of Masbate City is roaming everyday to collect the garbage on every purok of the barangay. However, in some areas like Ibingay Interior, which is not accessible by the garbage truck collector, the residents dispose in open pit and burn these wastes practically at their backyard. There are also some households who practice recycling and composting.

Coastal Environmental Management The 2.8 –kilometer shoreline of the barangay is protected and maintained by the local government through its monthly coastal clean-up and an annual international coastal clean-up. To achieve a more sheltered and managed coastal environment and protect from further resource exploitation and abuse of human, Bantay Dagat were deployed by the City Government. They will ensure that coastal environment of the barangay is sound- managed.

Social Welfare- there is a need to construct an additional day care center to cater children 3-6 years old. Moreover, day care centers should be given budget for the provision of educational materials to children as well as the classroom for better comprehension and familiarization of the pre-school children. For the vulnerable groups, mutual aid system should be given.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being conceive to provide quality education, better health care, security, and empowering all sectors of the society.

Education

The greatest challenge of the Department of Education is to provide quality education among children in elementary and secondary level with the cooperation of the LGU. It may seem elusive but it can be achieved through provision of programs and projects anchored on academic excellence and education for all.

Restituta Z. Medina Elementary School

(RZMES) is the only elementary school present in the barangay. It caters to children 6-12 years old. However, there are children above 12 years old who still avail elementary education. This is a complete elementary school complemented with1:1 teacher-classroom ratio and approximately 1:27 teacher-pupil ratio. Performance indicators of the elementary school also reflect that it has a participation rate of 76.58%, graduation rate of 85.96% with almost 0% drop-out rate. Other indicators are found on table 13. Other children from this barangay go to Jose Zurbito Sr. Elementary School or Amancio Aguilar Elementary School

The facilities of RZMES in terms of its classrooms are good which were constructed by the TEEP Organization. However, other school facilities that are deemed necessary for the total development of the children are lacking. Absence of library room, industrial arts, agriculture and H.E. rooms, laboratory, school clinic and insufficiency of toilets are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

The accessibility of elementary and secondary education poses another problem of the barangay. Barangay Ibingay has 784 children (6-12 years old) or a proportion of 21.70 who are not attending elementary education. For secondary or high school, a total of 447 children ages 13-16 years old or a proportion 27.10% who are not attending secondary education.

Literacy

The barangay is considered to have a “high level of education” with a literacy rate of 97.50%. This implies that most constituents have the ability to read and write. Another factor is the accessibility of schools and colleges of the people. Of the 4637 total population of 10 years old and above, 2.50% are not literate or 88 individuals are not able do simple reading and writing. Basic literacy course under the Alternative Learning System (ALS) is the DepEd program in cooperation with the city government to address illiteracy in the barangay.

Health

Barangay Ibingay has one (1) Barangay Health Station (BHS) which is located in the multi-purpose hall of the barangay. It has one (1) midwife and five (5) barangay health workers assigned to monitor and conduct health services. Barangay health personnel are assisted by doctors, nurses and dentist from the city once a month to carry-out medical services and implement health programs and projects. The health station/center is equipped with table and cabinet. This signifies that lack of basic health apparatus and equipment as well as medicines are the main problem of the barangay‟s health sector.

Residents usually sought medical care and attention at private hospitals at

the poblacion and at the Masbate Provincial Health Office. Most of the programs

of the city health are accessed in the barangay health station like immunization and “operation tuli” (circumcision). Mortality rate of Barangay Ibingay is 5.1% and morbidity rate is 42.9%. The Leading Causes of Mortality:

Malnourished children are very minimal in the barangay as reflected on the CBMS. It has a malnutrition rate of 1.80%. Adequate and proper nutrition for the children is very important so that they would grow healthy and develop fully particularly the mental and physical aspects.

Health is likewise concern with the use of contraceptive among couples in

Barangay Ibingay. The barangay has 1104 couples. Of the said number, only 91 couples are practicing family planning methods. Among the enumerated methods below, the majority use the pills. The pill is only used by female partner. Other family planning methods used by couples in the barangay are enumerated in table 20.

Out of 1105 households in 2005, only 94 or 8.50% do not have access to sanitary toilet facilities with Purok VIII having the highest. On the other hand, all households in Purok V and VI have access to sanitary toilet facilities.

Social Welfare

Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre-marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided. On one hand, for the children‟s welfare, two (2) day care centers are presently existent in the barangay with two (2) day care workers found in Purok I and Purok II respectively. One section has 30 enrollees and the other one has 25 enrollees. There are three community organizations present in the barangay. These are Women‟s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and continue to help in empowering women and youth alike and support to elders. However, there are residents who are affiliated with various religious/family organizations stated in the religious sector of the SEP.


Intervention to persons with disability is also a main concern of the social

welfare. The barangay has a total of 49 physically challenged individuals.

Housing Based on Community Based Monitoring System, the actual count of household belonging to informal settlers in this barangay is 3.30% or 37 out of the 1105 households. It shows that majority of the residents own their houses, others are renting. This is due to the fact that commercial housing abounds in the area. Known ones are SM Apartment, Navarro Apartment, Revil Apartment, Legazpi Apartment and Faustino Apartment, Darrah Chris, Liza Apartment.

Based on the table above, Purok 08 belonging to the boulevard area has the highest informal settlers while Purok 2 and 4 has zero informal settlers.

On the other hand, there are only 16 houses made of makeshift materials.

Presence of such houses in the barangay is an indication that the residents do not have durable housing within the next five years. Barangay Ibingay has a proportion of 1.40% households living with makeshift materials.

Protective Services To maintain the peace and order of Barangay Ibingay, it has about 11 police personnel. Six of these are barangay tanod and the rest are Barangay Unified Force (BUF). The BUF is deployed to augment the barangay‟s protective services particularly at night. These police personnel are not equipped with police paraphernalia. Hence, the barangay officials should purchase these paraphernalia to effectively implement the peace and order within the barangay. Barangay Ibingay has an organized barangay justice system represented by their corresponding Lupon. The presence of barangay justice system shows that crimes committed by individuals can be easily settled at the barangay level. This is mirrored by the very low crime rate of 2.3%.

Sports and Recreation The barangay has various recreational facilities which can be accessed by the populace of the barangay as well as other Masbateños. These are the beaches, bar and restaurants, and billiard halls. The long-stretch boulevard serves as a strolling and jogging area for the people as well as a rendezvous for lovers, families and friends, and other related activities. The common sport played by the youth and adults alike is basketball. It is put-up on the plaza of the elementary school. This activity and other form of recreation encourage the people to be more productive, thus spared them from drug addiction and other delinquent activities particularly on the youth.Other significant occasions like fiesta celebration and basketball tournament of the barangay are being held in the school‟s plaza.

Religion and Culture

The people of barangay Ibingay is predominantly catholic. A catholic chapel is present to serve their followers. Other religious groups are presented in table below. Barangay Ibingay observes its main Patronal Fiesta every August 14-15 in honor of Nuestra Señora de Asuncion. There are, however, two other fiestas celebrated within the barangay. One in PC Camp Site located between Purok I and II every May 30-31 in honor of Nuestra Señora de Salvacion and the other is in Tiongson Subdivision belonging to Purok 4 every December 27-28 in honor of the Holy Family.

Employment Majority of the residents are working in the government or employed in private institutions. Some are skilled workers working in construction, machinery, craftsmen, and similar jobs. Some of them prefer to work in the city and province while others chose to work in urban areas like Manila, Cebu and Legazpi. Unemployment rate of Barangay Ibingay only constitute 13.40% or 198 members 15 years old and above active in the labor force with Purok 7 obtaining a highest percentage of 18.55% while Purok 3 has the lowest with 6.06%.

Fishery The fishing ground for this barangay is the Masbate Pass. There are 30 fishermen in the locality of Ibingay. This barangay has rich coastal resources. In fact, there is a kind of prolific fishing technique which they called “panilo”. The major fish within the vicinity of the barangay are as follows: Mollusks, Crustaceans, Polychetes, Goldfish, Squid and other known fish species.

The fish catch of the barangay is for consumption of its residents. Although, some urban folks who happened to be at the same time and place of fish catch, were able to buy some of the catch. A local flea market locally known as “talipapa” is found in the area where fresh catch fish are being sold.

Microfinance/Cooperative

Different microfinance institutions are exiting in the barangay which provide women and other sectors with capital for livelihood. Among these are CARD, LIACOD, and Tulay Sa Pangabuhay. There is also a presently running cooperative on dressmaking (name). This cooperative is beneficial to all the residents. Members of this are mostly women of the barangay which do not have present jobs.

Tourism There is not much tourism destination in the barangay other than its coastline which serves as beach for local residents. The Ibingay boulevard which is facing Ticao Island boasts its sight for sunrise and sunset as well as strolling, jogging, and a place were family, friends can get together. It‟s one of the best options as a recreational area for Masbateños.

Summary of Major Issues/Concerns and Challenges

1. The need to construct, rehabilitate and improve the drainage system of the barangay. Also, dredging of existing drainage system should be take in hand.

2. Streetlights should be provided in dark areas to prevent petty crimes and intrusion of juvenile delinquency at night.

3. Youths engage on some forms of drug addiction and juvenile crimes

4. Develop a sense of environmental protection and better sanitation practice among its populace as reflected on many households who don‟t have sanitary toilet facilities given that it is an urban barangay.

Development Potentials

a. The development of Ibingay Boulevard to connect in Barangay Bagumbayan will facilitate trading and commerce.

b. The conversion of mangrove area to mangrove park situated at Ibingay Boulevard.

c. There are quality housing available in the barangay with the soon to be developed subdivision named Villa Conception.

5-Year Investment Plan A development plan formulated by the barangay that articulates its priority needs in the next five years starting 2006. It reflects their programs and projects until 2010 which comprises of their needs in six components: infrastructure, social, economic, environmental, socio-cultural, and local governance. With this, all the resources of the barangay and city as well as other fund sources will be harnessed properly.
