Define the Goal– Repair / replace
facilities– More computers– More staff (for more

Step Two: Who Should You Ask
• What is the “chain of command”?
• Who makes the decisions?• Is there more than one avenue
or audience?• University leadership• Policy makers• Opinion leaders• Students• General public

Once you’ve figured out the chain of command, you’ll know who your audience is. Now you need to figure out:
•What (or who) influences them?•If policy makers, how did they get into office?•If policy makers, what jurisdiction do they serve?•What are their personal interests?•Personal relationship to libraries?

Persistence
Nothing in the world can take the place of Persistence. Talent will not; nothing is more common than unsuccessful men with talent. Genius will not; unrewarded genius is almost a proverb. Education will not; the world is full of educated derelicts. Persistence and Determination alone are omnipotent. The slogan “Press On”, has solved and will always solve the problems of the human race.
