MINUTES

July 28, 2015

Regular Session:

The Board of Public Works and Safety met in regular session on Tuesday, July 28, 2015 at 9:00 a.m. in

the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress

and Dawn Ross. Absent: Ron Shriner

Jacque Chosnek, 1st Deputy City Attorney, was also present.

President Henriott called the meeting to order.

The Pledge of Allegiance was given to the flag of our Country.

MINUTES

Mrs. Murray moved for approval of the minutes from the July 21, 2015 regular meeting. Mrs. Ross

seconded. Passed.

BIDS UNDER ADVISEMENT

Renovation to the Long Center-Roofing

President Henriott stated that this item will remain under advisement.

OLD BUSINESS

Special Event Request for the YWCA “Walk a Mile in Her Shoes” (Tabled 7/21/15)

President Henriott stated that this item will remain tabled.

Engineering

Permission to Advertise-Structure Demolition for 608 S. 4th Street

Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a

Permission to Advertise the Structure Demolition for 608 S. 4th Street. Mrs. Leshney stated that this

demolition was approved by the Lafayette Hearing Authority on July 21, 2015. The publications are set to

run on July 31 and August 7, 2015 with a bid opening on August 18, 2015. Mr. Childress moved for

approval. Mrs. Murray seconded. Passed.

Request to Rename CR 450 E between US 52 and CR 450 S to Turbine Trail/CR 450 E

Mrs. Leshney presented to the Board and recommended approval of a Request to Rename CR 450 E

between US 52 and CR 450 S to Turbine Trail/CR 450 E. Mrs. Murray stated that Eric Matteson from GE

Aviation met with the Mayor’s Youth Council to help determine an appropriate name for this street that

runs alongside of the new GE plant. The youth council came up with four different names but decided on

Turbine Trail. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Economic Development

Professional Services Agreement-Keiser Consulting

Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a

Professional Services Agreement with Keiser Consulting in an amount not-to-exceed $5,500.00. Mr.

Carson stated that the contract is to perform, investigate and assemble an Environmental Information

Report in accordance with ORCA guidelines as well as coordinate with appropriate Federal and State

Agencies concerning the Proposed North Street Stormwater Improvement Project. Mr. Carson stated the

award of the grant monies would be at the end of the year. Mrs. Murray moved to approval. Mr. Childress

seconded. Passed.

Water Pollution Control

Significant Industrial User Permit-Ice Cream Specialties

Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant

Industrial User Permit for Ice Cream Specialties. This is a 4-year permit renewal and is permitted through

the pre-treatment program. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed.

CLAIMS

Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,182,158.62. President

Henriott asked if there were any further questions and there were none. Mr. Childress moved for

approval. Mrs. Murray seconded. Passed.

MISCELLANEOUS

Special Event Request-Hanna Center North End Music Festival

President Henriott presented to the Board and recommended approval of a Special Event Request for the

Hanna Center North End Music Festival to be held on August 15, 2015 from 1:00pm-8:00pm on 18th

Street from Hartford to Wilson Streets. Mrs. Murray moved for approval. Mr. Childress seconded.

Passed.

Special Event Request-Beers Across the Wabash

President Henriott presented to the Board and recommended approval of a Special Event Request for

Beers Across the Wabash to be held on August 29, 2015 from 8:00am-8:00pm on 2nd

Street between

Main and Ferry Streets. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.

Special Event Request-Zombie Stomp and Hop Benefit

Julie Pope, Event Representative, presented to the Board and recommended approval of a Special Event

Request for the Zombie Stomp and Hop Benefit that will be held on October 31, 2015 from 12:00noon-

7:00pm at Riehle Plaza. All proceeds from the event will benefit the Hartford House and awareness of

child abuse. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.

ANNOUNCEMENTS

Mayor Roswarski announced the city has launched the new City of Lafayette website and thanked Kara

Bishop and Andy Milam for their hard work and long hours to get this website off the ground. The city

went with CivicPlus and is very excited about the ease of use, transparency and vibrant look of the new

website. Mayor Roswarski stated that the pictures on the site were part of a community-wide contest and

is now part of the website. The Mayor encouraged everyone to take a look new site and invited everyone

to attend the Launch Lunch on Friday, July 31, 2015 at 12noon at MatchBox.
