CIE Division 8 Meeting July 9, 2007 Beijing China D8N133 1. Call to Order at 10AM by Sabine Susstrunk and Welcome from the CIE President, President-elect, Secretary General and, VP for Technical. The CIE officers invited input from the division. VP for Technical Janos Schanda mentioned that it is relatively difficult to get Division 8 involved, and would like to ask how to get the cooperation of other international organizations from these areas involved in CIE work. Also the CIE is trying to speed up work, so there will be quarterly phone conversations with each division director. So please keep your activities updated with the director. President Elect Hengstberger commented, if there are other organizations that we should contact and arrange a formal memoranda of understanding of relationship and activities, please let the CIE Board know. 2. Roll Call – 10 countries represented, apologies from 3 others, and total attendance 14 people present. See attachment #1 for attendance list. 3. Introduction of Members and Guests 4. Approval of Agenda Motion to approve by Dr. Brill, 2nd Dr. Jordan, approved without dissent. 5. Reports i. Director a. Status Division – See Todd Newman’s Report Appendix 2- Meetings 30 June San Diego and Scottsdale, active TCs closed TCs 1, 3, 4, 5, and 6; reporterships 5 and 7 open, closed 1, 2, 3, 4, 6. Publications: see Appendix. Liaisions: JTAG2, ICC (vacant), ISO/TC 130, ISO/TC 4 ISO/IEC TC1 SC28, ASTM, IEC/TC100; divisional website http://www.colour.org needs to be moved from Cannon to a new site. b. New Officers: Director – Elected by the Division earlier and approved by the Board of Administration – Sabine Susstrunk Secretary – Nathan Moroney was proposed as secretary. The vote to approve his nomination was 9 in favor, 0 against, and 0 abstained. Editor – Ann McCarthy. The vote to approve her nomination was 9 in favor, 0 against, and 0 abstained. ii. Secretary - no report. Dave McDowell has already forwarded all the Division 8 documentations to Dr. Susstrunk and Mr. Moroney. iii. Editor – See Mike Pointer’s report Appendix #3. 2. Color Difference Evaluation of Images – Chair: Ronnier Luo. Draft 13 was sent May 22 to TC and they are awaiting comments. The hope is that the report will be published soon. The conclusion is that they can not pick one. 3. Gamut Mapping - closed 4. Adaptation under Mixed Illuminant Conditions - closed 5. Communications of Color Information - closed 6. Imaging Technology Terminology - closed 7. Multispecral Imaging – the Chair was changed to Jussi Parkinen. See attached report (Attachment #4). Dr. Brill commented that there are many more that should be investigated. Perhaps more members and activity is necessary. Please do testing and send feedback to the committee. See website: www.multispectral.org 8. Spatial Appearance Models – Chair: Garrett Johnson (US). The chair has requested help from Dr. Rizzi (IT) in moving the TC forward. New models keep coming out, but perhaps they should recommend methods for testing, and provide a set of test images. Please join in if you are interested. 9. Image Archiving – Chair Robert Buckley reports that he is trying to get the right people together to work on this - users as well as the academic developers. 10. Office Illumination for Images – Chair: Todd Newman. See report attached. The TC meets almost monthly by email. There was a workshop at the Beijing meeting on Saturday. Mr. Newman and Dr. Schanda invited people to measure their office environment. v. Reporters 1. Closed 2. Closed 3. Closed 4. Closed 5. Mark Fairchild wishes to keep the reportership open, but there is no report for this meeting 6. Closed 7. CAT in CIECAM02 – Sabine Susstrunk, in collaboration with Dr. Brill, Dr. Mahy and Mr. Wolowit, published as a “late breaking news” paper at IS&T 14th Color Imaging Conference, 2006. This solved the terms-of-reference problem, but not all issues. Dr. Brill gave a presentation on the issues. See attached presentation (Attachment #5). Dr. Li responded that they put in a caveat that a should be non-negative. The color management people have a problem. The proposal is to form a new technical committee (TC8-11) CIECAM02 Mathematics with the Terms of Reference: To investigate the improvements to the CIECAM02 model to avoid mathematical inconsistencies. Chair: Changjun Li (GB). Dr. Susstrunk and Dr. Brill requested to be members of theTC. Approved by 9-0- 0. In the discussion Dr. Oicherman suggested examining whether we are happy with the adaptation model. The conclusion of that discussion was for Division 8 to request that

Division 1 form a reportership on this topic and have a reporter. Dr. Susstrunk will write a final report for R8-07 then ask to close the reportership at the next meeting. vi. Liaisons Reports 1. Report from ISO/IEC JTC1 SC 28 from Klaus Richter - See attached report (Attachment #6) 6. Future Directions: A proposal for a TC (8-12) Video Compression Assessment – Christine Fernandez-Maloigne (FR) as chair, (Attachment #7) Potential members: Dr. Luo, Dr. Mahy, Dr. Saadane, Dr. Susstrunk, Dr. Gloetzer. The terms of reference: To establish and report on the display and viewing conditions and materials for video compression quality evaluation in different applications including, but not limited to, web, mobile phones, HDTV, home cinema and digital cinema. Motion to approve by Dr. Brill and seconded by Carter, vote was 9-0-0. 7. Reports of Other Activities – none 8. Reports/Comments from National Bodies - none 9. Open Discussion – Sabine Susstrunk had a discussion with Division 6 on melanopsin effects. So perhaps Division 8 and 6 might work together to investigate the blue plasma displays in bedrooms affects our sleep patterns. Dr. Susstrunk will put out an open call for a discussion meeting to be held at Albuquerque, New Mexico probably Tuesday November 6th. There will be an attempt to have audio and/or video conferencing for those who cannot attend in person. Dr. Susstrunk hopes that we can revive the activity level for Division 8 and that we can help the imaging industry. 10. The meeting was adjourned – at 12:35PM

A submission has been made to the CIE Central Bureau for inclusion in the next edition

of the International Lightning Vocabulary. TC8-02 Colour Difference Evaluation in Images. I have been working with the TC chair on Draft 14 of a Technical Report. As I am a

member of this TC I will continue to liaise with the chairman after my term as Editor is

completed. Thank you for the opportunity of being involved in the work of CIE Division 8 during the

Attachment #4 The TC8-07 "Multispectral Imaging" committee status report. This committee was founded for the need of standardization of multispectral color techniques. As the first task, the standard for the multispectral color images was set as a goal. After collecting requirements about information, what standard should include and evaluating existing standards, two new candidate standards have been proposed. One by the Aixpert and Aachen University of Technology, German and the other by Natural Vision Project, later Tokyo Institute of Technology, Japan. Also JPEG2000 has been tested for the purpose. Furthermore, the committee has decided to focus on extended visual range of spectrum with good spectral resolution images. Not to any specific application like remote sensing. The committee has had a meeting during some international color related conference (CIC, Scotsdale; CGIV, Aachen, Leeds; EI, San Jose) alternating between USA and Europe. For testing the two proposed standards, Matlab-software has been produced at the University of Joensuu with help of Aachen University of Technology and Natural Vision Project. Also spectral images have been offered for testing purposes. Just now the University of Joensuu, Color Research Group has finished Java version of the sofware. This was asked by the committee members for easier testing.

This software and spectral images can be accessed through the web-page http://www.multispectral.org/. There is also set a discussion forum and a feedback form for testing results. The idea in setting the testing possibilities for candidate standards has been to collect real world information about the usability of standards. The problem has been that the committee members have not been very active to test and compare the standards. The testing clearly needs more active push from the Chair of the committee. Next steps in the Autumn will be to activate the testing of standards in real world situations. After that the selection of standard should be made. Special Interest Group (SIG) for Colour Comparison (Scope in Preparation) SIG Colour Comparison of SC28: Contact Thomas Schmelzer Resolution Lexington 04/2006: SIG Colour Comparison SC28 resolves that the question of office equipment and how to manage successful visual colour comparison between prints and softcopy can be examined in SC28. SC28 agrees to consider the questions regarding, for example monitor and device calibration, encoded document colour information, adaptability to differing office conditions, and media interactions to determine the potential for a set of specifications that can guide users and equipment manufacturers to improve the user experience with colour documents rendered in both softcopy and in print. Note: There are two different areas of work identified for office colour prints and

softcopy display.
