Depot Security ! CCTV in hire office and yard- remote access ! Floodlights activated by motion sensors ! Electric fence attached to Palisade fencing ! Concrete bottom 300mm of palisade fencing ! Weld Amco Barrier onto Palisade fencing 1m above ground level ! Remove keys from equipment stored in the yard ! Desirable equipment stored inside the depot i.e. Micro Diggers ! Create secure areas in workshop for high value items i.e. Stihl saws ! Roller shutters on windows ! Ram raider bollards ! Protection of fire doors ! Protect sky-lights ! Ladders stored inside depot

GAP Getting Caught Out
! In December last year £4k worth of small tools supplied by GAP’s Bournemouth depot was stolen following a fraudulent hire.
! The General Manager has over 16 year’s management experience in the industry. ! He has come up against many bogus hires. ! Nevertheless, it was ‘a well worked scam and
caught our team out’.

What Happened?
! 24th December, 11:20 – a ‘Mr Tom Collins’ phones ! Claiming to be from the Environment Agency ! Carrying out ‘emergency repairs due to extreme
weather’ ! Official order number to follow ! Drop off requested at Asda supermarket in Poole-
marshalling point ! Depot staff contact store manager to confirm
! Same day, 15:58 – Mr Collins arrives at Asda and collects equipment

Wake Up Call!
! 30th December – on returning to work, General Manager contacts Environment Agency chasing official order number
! Environment Agency do not have an employee by the name of ‘Tom Collins’ on their payroll
! General Manager tries to contact Tom Collins- mobile phone number no longer in use
! Police contacted ! We never hear from Mr Collins again

How Did It Happen?
! Fraudsters had done their homework
! Experienced criminals ! Mr Collins did not appear to be in a rush when
collecting the equipment- relaxed and confident. ! He was dressed for the part with PPE. ! “He even stopped for a coffee at the Asda canteen”
caught on CCTV.

How Did It Happen? ! Extreme weather
! Computers were down at initial point of contact ! General Manager unable to request order to be
processed by another GAP depot due to closing at 12 noon
! New Depot- Drive for Revenue “Speedy were unavailable” – our General Manager saw this as ‘a huge opportunity to win major business for the new Bournemouth depot which opened in December 2013’
! Bad timing ! Late in day, staff stayed late to fulfil hire ! Holidays and lower staff numbers

Review of GAPs Procedures and Processes ! Identification: when no official order number was available Tom
Collins should have been asked to call into Bournemouth Depot with identification
! Contact Number: a landline number should have been obtained ! Vehicle Check: contact with DVLC should have been made to
verify vehicle details ! Site details: should have obtained address of where the
equipment was going to be used
! By requesting ‘Tom Collins’ to call into the Depot with identification his picture would have been captured on CCTV

H.E. Services Experience of Fraudulent Hire ! Attempted theft of 20 tonne excavator at West Midlands depot
o Action taken: o Additional tracker fitted following Depot Manager’s suspicions (customer had no
landline) o Factory fitted tracker stopped reporting – police contacted o Customer had disconnected factory fitted tracker – must have had some
knowledge about tracking systems o Additional tracker continued to transmit o Machine recovered but insufficient evidence to prosecute
! Cloned company hires two JCB 3CXs from Strood depot o Action taken:
o Driver raised concerns on delivery (address was a derelict garage, unusual to need two identical machines at such a small site)
o Further checks made at Head Office o Driver instructed to return to site and uplift both JCBs

! Hard copy of official purchase order number detailing site address ! Contact name and number authorised to sign for equipment ! Site landline number ! GAP one customers provide ‘authorised hirers’ list ! Caller Line Identification for GAP one customers
! Site checks ! Has equipment been delivered to site before? ! What contractors are on site?
! Depot checks (equipment collection) ! Install CCTV in hire office ! Detail vehicle reg. number on hire paperwork- is the van in company colours? ! Obtain hard copy of purchase order number ! Obtain clear signature on all hire paperwork ! Is the collection driver known to the depot staff?

Successful Recovery with AMI Mtrack Asset Type: Kubota KX36 Date Stolen: 01/04/2014
Location:
Recovery information: 17:30: AMI Mtrack activated and recovery agent despatched. 18:00: Recovery Agent arrives on site. 19:00: Asset located in lay-by behind snooker club Lincolnshire Police contacted. 20.30: Lincolnshire Police arrive at location Lincolnshire Police recovered asset for forensics. 22.10: Recovery Agent and Police leave site.

Unsuccessful Recovery Asset Type: Kubota KX36 Date Stolen: 28/01/2014 Location:
Recovery Information: 12:30: AMI Mtrack activated and recovery agent despatched. 1.00pm: Recovery Agent arrives on site. 1.10pm: Tamper notification received from device indicating that the unit had been removed. The recovery agent utilised the units RF beacon which led to a caravan site. Surrey police contacted to gain entry. Recovery Agent locate unit buried in undergrowth. Surrey Police questioned people on site and was unable to obtain any further information. 16.30: Recover Agent and Police left site
