    1 Introduction

    1.1.1 All works described in this document are to be managed and performed tomeet the health and safety vision of Zero Incidents, Zero Harm, Zero

    Compromisefor the Thames Tideway Tunnel project (the project).

    1.1.2 The Code of Construction Practice(CoCP) comprises two parts:

    a. Part A: General requirements. These measures are applicableproject wide.

    b. Part B: Site-specific requirements. These are site-specific measureswhere deviations from the general requirements are indicated inPart A.

    1.1.3 This document forms the CoCPPart B for the project works at the PutneyEmbankment Foreshore site and sets out detailed site-specific measures

    including working hours, site set-up and servicing arrangements, takinginto account environmental matters and consultations with the LondonBorough of Wandsworth and other stakeholders.

    1.1.4 For ease of reference, this document sets out site-specific issues anddeviations from Part A; therefore where no site-specific measures arespecified, reference should be made to Part A.

    2 General requirements

    2.1.1 As per the CoCPPart A.

    4 Site operation

    Topic Site-specific requirement

    Working hours The following working hours shall apply to this site:

    a. standard

    b. continuous during construction of the PutneyBridge connection tunnel.

    When other types of working hours (CoCPPart A,

    Table 4.1) are required, these shall be subject toconsent from the local authority under Section 61 of

    the Control of Pollution Act 1974.

    No Sunday working, including maintenance of plantand/or equipment, shall be permitted before 11:30

    on either Putney Bridge, the vaults beneath thebridge or on any land located east of the bridge,including works in the external grounds of St Mary'sChurch and works located on the river foreshore.

    Site layout The existing Putney public slipway shall bemaintained until the temporary slipway is operationaland shall be maintained until the original slipway isreinstated.

    The temporary slipway shall be constructed of steelmodular elements or similar.

    Access across Watermans Green shall be restrictedduring the later stages of construction. During thisperiod, pedestrian access to the eastern end of thegreen shall be available via the existing stairwaylocated adjacent to the disused public convenience.

    Emergency exit points for the vaults located beneathLower Richmond Road and a route acrossWatermans Green shall be maintained during theconstruction period and their use shall be unaffectedshould existing planning permissions for cafs orrestaurants be implemented.

    Site security/hoardingrequirements

    The hoarding shall incorporate suitable art work andviewing windows, as defined in CoCPPart A paras.4.3.4a and b.

    Timber hoarding shall be used on WatermansGreen to limit the worksite to the western part of thegreen and protect users from construction activities.

    If caf businesses occupy Watermans Green duringthe construction period, the Employer shall work withthe business owner(s) to develop suitable hoardings.

    The external appearance of the hoarding shall beapproved by the local authority and transparenthoardings may be used, if agreed with the relevantstakeholders.

    River works As per the CoCPPart A.

    Other items The contractor shall ensure that the integrity of theretaining wall to Watermans Green and other flooddefence walls is maintained during construction.

    The onsite lighting scheme shall be designed inconsultation with local businesses adjacent to the

    worksite and the local authority to limit adverseimpacts. Lighting shall be directed away from

    sensitive receptors and light spill minimised, eg, byusing directional, capped and cowled lighting.

    5 Public access, highway and river transport

    Site access and gates The site access shall be from Putney High Street(A219) via Putney Bridge Road, left turn onto LowerRichmond Road and right turn into the site fromEmbankment.

    During construction of the temporary slipway,construction vehicles shall access the site by turningright from Lower Richmond Road into GlendarvonStreet and right into Embankment. Vehicles shallthen stop at a designated location on Embankmentadjacent to the site to load/unload. When leavingthe site, vehicles shall route east along Embankmentand turn right into Thames Place then left into LowerRichmond Road.

    The contactor shall give one months notice to thelocal authority in advance of the use of GlendarvonStreet for the delivery of materials for theconstruction, and subsequent removal of the

    temporary jetty.

    Traffic management Main site

    It is proposed to change the operation ofEmbankment between the new site access and thejunction with Lower Richmond Road to two-way forconstruction vehicles only during the main siteworks. A minimum carriageway width of 3.25m shallbe retained in each direction.

    Construction vehicles associated with the mainconstruction site shall not be permitted to use

    Glendarvon Street.A traffic marshal shall be in place for when largevehicles are required to reverse out of the site ontoEmbankment.A small section of on-street parking shall besuspended on the eastern end of Embankment

    The cycle stands on Embankment shall be relocatedapproximately 20m to the west.

    Temporary slipway site (construction anddismantling)

    Construction vehicle drivers shall be warned inadvance of the restricted road width along

    Glendarvon Street and advised to look out forpotential conflicts with oncoming vehicles.

    Construction vehicles shall only access the site via

    Glendarvon Street between 10:00 and 15:00Monday to Friday. Construction vehicles shall not bepermitted to use Glendarvon Street outside thisperiod.

    The contractors traffic management plan shalladdress potential conflicts between constructionvehicles and other large vehicles (such as vehiclestransporting boats) at the GlendarvonStreet/Embankment junction by means of measuressuch as timed deliveries, traffic marshals or prioritysignage.

    Two-way flow on the Embankment carriageway shallbe maintained for general traffic using a prioritytraffic management system as required duringconstruction of the temporary slipway.

    A small section of parking on the southern end ofGlendarvon Street shall be suspended to facilitatevehicles passing each other.

    Parking bays located at the southern end ofGlendarvon Street to facilitate construction vehiclemovements shall be replaced (subject to agreement

    with the London Borough of Wandsworth) withparking restrictions that enable local residents topark outside of the hours of 10.00 to 15.00 Mondayto Friday

    The majority of on-street parking on Embankmentbetween Thames Place and Glendarvon Street shallbe suspended during these phases of works.

    The parking suspensions listed above under theheading Temporary slipway siteshall only occurduring construction and removal of the temporary

    slipway.

    Event restrictions Identified river race events, including the UniversityBoat Race, shall not be restricted by the works. Theconstruction site shall not be removed butconstruction shall be temporarily suspended and anybarges associated with the works removed.

    For the University Boat Race, the contractor shallarrange additional security and take other measuresset out in the site security plan to ensure that the siteis contained and to prevent members of the publicclimbing hoardings or entering the site.

    discussions with stakeholders.

    River transport No weekend river transport shall be permitted.

    Access to Putney Pier shall be maintained for the

    duration of the construction works. The contractorshall liaise with Transport for London (London RiverServices) and the pier owners.

    Deliveries of plant, equipment, welfare facilities andready-mix concretefor the temporary slipway worksshall be via Glendarvon Street. Other constructionmaterials shall be delivered by river to the temporaryslipway site unless marine restrictions prevent thetimely installation/removal of that slipway or unlessotherwise approved by the local authority.

    Other A removable chain shall be installed across thetemporary slipway to prevent unauthorised parkingwhile maintaining access to launch vessels.

    The contractor shall produce and implement a plan,in consultation with St Marys Church, to ensure safepassage to the church and Busy Bee by the BridgeNursery School. The plan shall include measures toensure that no conflict occurs between themovements of construction personnel, materials andtools/equipment relating to works in the vaults on theeastern side of Putney Bridge and people accessingthe church and the nursery school.

    Where appropriate, signage and warning systemsshall be installed to direct rowers and other riverusers around structures within the foreshore.

    6 Noise and vibration

    Control measuresThe noise and vibrationcontrol measures shall bedetailed (and may be modifiedor added to) in Section 61consent applications to thelocal authority.

    Barges shall only be loaded and unloaded duringstandard working hours.

    Outside of standard working hours, the use ofsurface cranes during connection tunnel works shallbe minimised. This will involve stockpiling materials/equipment at the bottom of the CSO drop shaft foruse during the evening and night to be removedduring standard working hours. In addition, thecontractor shall implement measures to reduce noiseincluding using electric gantry cranes andgas/electric forklifts, particularly when moving and

    unloading skips.A 2.4m high noise screen shall be located on the

    western edge of the sections of the cofferdam thatare perpendicular to the river wall.

    Except for the anchor piles, the contractor shall

    construct the cofferdam using push piling unless thisis determined to be impossible. In this case, thisshall be demonstrated by the contractor who shallmake an application to the relevant local authority foran alternative piling method through the Section 61dispensation process (see Appendix A; Section A.1in the CoCPPart A) or through contingencymeasures and arrangements if included in theoriginal Section 61 consent.

    Protection of habitats A membrane shall be installed between the riverbedand any temporary back fill material to prevent

    contamination of juvenile fish habitat.

    Areas of foreshore used for temporary works shallbe restored to a similar condition with appropriatematerials as prior to the works.

    Protection of trees The contractor shall carry out a survey to ascertainthe location of tree roots in relation to slipways,highways and footpaths.

    Roots of large London Plane trees shall be protectedfrom damage during the installation of cable ducts.

    Suitable protection shall be laid on the existingcobbled slipway to protect the roots of the LondonPlane tree located on Watermans Green.

    Pruning of trees located along Embankment and onWatermans Green shall be agreed with the localauthority.

    12 Historic environment

    Other When attaching the cofferdam against the southernabutment of the listed Putney Bridge, the contractorshall avoid direct fixing into the abutmentsstonework facings, unless agreed otherwise with thelocal authority.

    Hand railings along Watermans Green shall beprotected during the works and reinstated followingconstruction.

    removed, stored and reinstated to the existingcondition as far as practicable.

    The University Boat Race starting stone shall be

    protected from damage.The contractor shall remove, protect and reinstatethe listed bollards, which shall be securely stored forthe duration of the works.

    The contractor shall identify any requirements totemporarily remove the statue load located at thejunction of Lower Richmond Road and Embankment.Measures to protect the statue, whether it istemporarily removed or kept in situfor the duration ofthe works, shall be submitted to and agreed inwriting with the local authority. If removed, the statue

    shall be securely stored for the duration of the works.

    The contractor shall select working methods thatminimise the risk of vessels striking the listed bridge.Protection barriers shall be installed, as required, butnot attached to the listed structure unless otherwiseagreed with the local authority in consultation withthe Historic Buildings and Monuments Commissionfor England.
