ENVIRONMENTAL MANAGEMENT PLAN UPGRADATION ROUTES(AZAMGARH - PHEPHNA)

October 2003

INTRODUCTION

The Public Works Department, Uttar Pradesh, is carrying out the Uttar Pradesh StateRoads Pr oject under World Bank Loan 4114-IN. The project preparation activitiesincluding the project planning and design is being carried out by the UPPWD throughProject Co-coordinating Consultants (PCC). The project envisages the majoraugmentation of capacity as well as structural upgradation of important highwaynetwork in the state of UP. As part of the project preparation activities, the PCC hascorried out the feasibility study for 18 corridors (slightly modified from 15 corridorsidentified by the SOS), based on various criteria including internal rates of return,environmental attributes of the area of influence, the likely social impoacis of theproposed improvements, etc. The feasibility study identified 11 corridors (4 corridorscomprising 374 km in phase I and 7 corridors comprising 590.74 km exclusive of bypasslengths of roads in Phase 11) for upgradation to SH standards and 22 corridors for majormaintenance works wherein 808 km of road is in Phase I and 1736 km in Phase 11

The UPPWD is the executing agency for this project and will be responsible for theoverall preparation, implementation and operation of the project. The routes taken upfor upgradation under the project are given in Table 1.1.

The UPPWD, the executing agency for this project, is responsible for the overallpreparation, implementation and operation of the project. international contractorsselected through International Competitive Bidding shall carry out the implementation.The PWD shall be assisted in the supervision of the construction activities by internationalconsultants. The construction duration of the project will be 2 years.

This report details the Environmental Management Plan for route 7B,Azamngarh -Phephna. As part of the project preparation, this route has been divided intohomogenous links. The proposed road cross-section (W2) after upgradation will conisistof two lanes-each 3.5 m wide, with 2.5 m soft shoulder on either side necessitating aformation width of at least 12 m. The links and their description- are presented in Table1.2

2 MAJOR FINDINGS OF THE EA

Before presenting major impacts on the environment of the study region, a brief

description of the project corridor is presented below.

2.1 Project Corridor

The project corridor, from Azamgarh to Phephna, has a route length of 100.926 km. The

road traverses in south-east direction starting from mid of Azamgarh town and

terminating at Phephna at the junction of NH-29. Major urban settlements along the

corridor are Azamgarh, Mohammadabad, Rasra, Phephna and Ratanpura. There are

no archaeological/historical monuments along the project road. A suger mill is located

at Rasara. The corridor mainly traverses alluvial plains. The soil type varies from sandy

clay and silt to heavy clay. The MoRTH commonly found tree species along the corridor

are eucalyptus. siscm, jamun. babool. mango. peepal, imli, gular, ashoka. shemar.

arjun, neem etc. The average tree density along the road is 128 per km. The road

crosses Tonse river, Chhoti Saryu river and Lakra nalla. There are total 184 culverts (5 for

city drains, 53 for irrigation channels and 126 for natural drainages) and 15 bridges (4 for

irrigation channel, 11 for noaural drainages and 1 ROB). The southwest monsoon

contributes major portion of rainfall in this region. The average annual rainfall in the

area is 1000 mm, while the annual average tempercture lies between 25°C to 27.5°C.

The general altitude of the area varies from 200 m to 250 m. The project road lies in

seismic zone IlIl and IV. The horizontal coefficients (fr) for these zones are 0.04 and 0.02

respectively, as against the highest value of 0.08 and thus can be termed as moderate

zone.

The project road does not pass through any environmentally sensitive areas such as

protected forests, bird sanctuary or wild life sanctuary. In the proposed upgradation

work, existing Mau bypass has been integrated. The length of this bypass is about 6 km.

The embankment deterioration conditions have not been observed except at flooa'

zones of rivers. However, water-logging problem has been found at Ratonpura and

Phephna.

3 CLEARANCE

The contractor is required the following clearances to obtain after mobilisation butbefore construction works start

* Clearance of Engineer for location and layout of Worker's Camp, Equipment yardand Storage yard.

* Clearance of Engineer for Traffic Management Plan for each section of the routeafter it has been handed over for construction.

* Consent of the Uttar Pradesh Pollution Control Board for each hot mix plant used bythe Contractor.

* Any other clearance which FWD or Supervision Consultants deem fit to obtain.

In addition, the Contractor will submit an assurance to comply with the EMP provisionsto the Engineer.

4 ENVIRONMENTAL MANAGEMENT MEASURES PROPOSED

A description of the various management measures during the various stages of theproject is provided in the following sections.

4. 1 Pre-construction Stage

During the pre-construction stage, the management measures required will include,clearance of the Col. tree plantation for compensating the lost irees and afforestationfor increasing tree cover, measures for protecting/replacing/restoring communityresources such as hand pumps and other utilities likely to be impacted before the startof construction activities.

4.2 Construction Stage

This will be the MoRTH crucial and active stage for the Environmental ManagementPlan. In addition to the monitoring of the construction activity itself to for the pollutionlevels within permissible limits, the enhancement of cultural properties, mitigation andenhancement measures for water bodies will ^ on simultaneously as the constructionprogresses. To facilitate implementation of the enhancement and mitigation measuressuggested, working drawings of the some are provided in the Appendices. Th-eapplicable MoRTH clauses to be followed have been compiled and are given inAppendix 1. In addition, the need for a balanced evalliation and planning for risksassociated with construction activities related to roads such as accidental spillages andconsequent damage to the surrounding environment in terms of loss of flora and fauna.agricultural crop or worse fertile land, continues to grow in importance. Other possiblelocations where a risk assessment' will be useful include the locations of Hot Mix plants(spillage of fuel, bitumen etc) and labour-camp sites. The site selection procedure forconstruction camp workers has been given in Appendix 11

4.3 Operation Stage

The operation stage will essentially entail monitoring activity along the corridor.Monitoring for pollutants specified in the Monitoring Plan will serve the two purposes. Inaddition to checking the effectiveness of the protection/mitigation/enhancementmeasures implemented. this will help to verify or refute the predictions made as a portof the impact assessment 2 . Thus, it will complete a very important feedback loop for the

UPPWD.

The measures adopted and/or to be adopted during different stages of the projecthave been detailed in Table 4.1.

While risk management here deals exclusively with the physical environment, the Re-cttlement Action Plcn

addresses equally real risks on the socio-economic aspects. contingency Planning may be adopted to set asideresources for the events for which there is no way of predicting severity and probability of occurrence with any

great degree of confidence. Normally fixed proportion of the emergency response resource allocation is kept

always on stand-by to counter such a situation.

2 The inputs from this and other projects of similar nature will help improve the quality of the environmeritcl

management plans in subsequent projects or modify any future activities along this highway too. Risk Managementduring the operation phase of the project oiMORTH exclusively deals with the accidents of vehicles carrying fuel or

other hazardous materials. At this stage too, a dispossionate weighing up of the severity and probabirity is a must to

ensure that neither too many nor too few resources such as personnel, vehicles or communication facifities areavailable to tackle the situation whenever it arises.

5 IMPLEMENTATION ARRANGEMENTSThe responsibility of implementing the mitigation measures lies with the UPPWD. All constructionactivities being taken up by the contractor under the Supervision Consultant (SC) will be scrutinisedby the PIU. The responsibility of implementing the mitigation measures lies with the UPPWD. Allconstruction activities being taken up by the contractor under the supervision consultant (SC) willbe scrutinised by the PWD. Reporting system has been given in Appendix V. The UPPWD willappoint NGO for the implementation of RAP. The same NGO will help the contactor andsupervision consultants in getting the equitable agreement signed for borrow pit development/ postuse restoration between owner of the land and contractors. The NGO shall also help PWD insupplementary plantation / compensatory plantation mainly to supervise survival rate and forinvolvement of farmers whose land is adjacent to RoW. NGO's terms of reference will includethese responsibilities in addition to RAP implementation responsibilities. Specifications forenvironmental management works and given in Appendix VI. Implementation schedule is workedfor phase wise implementation of the mitigation measures as discussed below. Assuming that theclearance for the project is received from all the concerned authorities by the end of November2003, pre-qualified coittractors will be finalised by November 2003 and tender document will beready by January 2004 for issue to pre-qualified contractors and actual construction can commencein October 2004. In the pre-construction phase of the projec. the supervision consultants shallreview the EMP and RAP to identify environmental and social issues and arrive at a suitable strategyfor implementation. The activities to be carried out and the target dates are presented in the Table5.1.

6 INSTITUTIONAL STRENGTHENING AND T-RAINING

6.1 Institutional Strengthening

The current management status of UPPWD is found to be inadequate to scrutinize implementationof the mitigation measures. The present organizational setup is modified with an objective ofstrengthening the current management capabilities for implementing the environmental measuresand to make environmental management regular, efficient and sustainable in the long-term.

The environmental management plan envisages on-site monitoring of construction activities andanalysis of the samples col!ected. For this purpose two chemists would be required. While they willbe based in Lucknow, the collection of samples will involve travelling to the sites whereconstruction is in progress, as well as where specified in the monitoring programme. Other supportstaff will be procured from the UPPWD's own manpower as required.Thus an induction of 4 more people is envisaged into the implemantation cell. This task will becompleted before start of implementation of Phase I. The engineers and chemists are available fromthe UPPWD staff itself. While the former are expected to be from the filed staff, the latter will bedeputed from the Research Laboratory of the PWD, which is a designated Test House, as notified inthe Gazette. The above strengthening was planned before start of Phase I implementation. It isassumed that this strengthening will take place.

6.2 Training

The training before start of construction works is important as a part of UPSRF II trainingcomponent the contractors. Personnel will be recipients of two modules of training. These modulesof training will focus on the following aspects

7 ENVIRONMENTAL MONITORING

7.1 Introduction

The environmental monitoring programme provides such infornation on which managementdecision may be taken during construction and operational phases. It provides basis for evaluatingthe efficiency of mitigation and enhancement measures and suggest further actions that need to betaken to achieve the desired effect.

The monitoring includes:

(i) Visual observations;(ii) Selection of environmental parameters at specific locations;(iii) Sampling and regular testing of these parameters.

7.2 Objectives

The objectives of the environmental monitoring programme are:

. Evaluation of the efficiency of mitigation and enhancement measures;* Updating of the actions and impacts of baseline data;

Adoption of additional mitigation measures if the present measures are insufficient;Generating the data, which may be incorporated in environmental management plan in futureprojects.

8 REPORTING SYSTEM

Reporting system provides the necessary feedback for project management to ensure quality of theworks and that the program is on schedule. The rationale for a reporting system is based onaccountability to ensure that the measures proposed as part of the Environmental Management Planget implemented tn the project.

The reporting system will operate linearly with the contractor who is at the lowest rung of theimplementation system reporting to the Supervision Consultant, who in tum shall report to the PIU.All reporting by the contractor and Supervision Consultant shall be ¢n a quarterly basis. The PIUshall be responsible for preparing targets for each of the identified EMAP activities. All subsequentreporting by the contractor shall be monitored as per these targets set by the PIU before thecontractors move on to the site. The reporting by the Contractor will be a monthly report like report

of progress on construction and will form the basis for monitoring by the PIU, either by its own

Manager (Environment) or the Environmental Specialist hired by the Supervision Consultant.

9 BILL OF QUANTITIES FOR TYPICAL ENHANCEMENT DESIGNS

The typical mitigation/enhancement designs were prepared using information collected during thefield visit with a view to allow the local communities and the road-users to enjoy the benefit of abetter corridor of movement while ensuring their safety. An additional aim was to try and mitigatethe potential negative impacts of the development of a wider, high-speed corridor on the hostcommunities. All the designs created are attached with each Environmental Management Plan.Each corridor uses only a portion of all the designs created. The environmental management planhas referred to the particular drawing to be used for each package for environmentalmitigation/enhancement. Other details of locations are available in the relevant appendices. TheTable 9.1 below gives the quantities for the typical designs.

10 ENVIRONMENTAL MANAGEMENT - BUDGET

The environmental budget for the various environmental management measures proposed in theEMP is detailed in Table 10.1. There are several other environmental issuies that have beenaddressed as part of good engineering practices, the costs for which has been accounted for in theEngineering Costs. Moreover, since environmental enhancements have not been finalized at thisstage, except for the location of ponds. The budget reflects this and while retaining the types ofenhancement suggested, allows the selection of the locations at the discretion of the Engineer.

PROCEDURE FOR SELECTION OF SrrES FOR CONSTRUCTION CAMPS

The Conbtactor will identify potential sites based on requirement of land area, accessibility,distance from stretch under construction, surface water sources, settlements, etc. Consultationfacilitated by loal NGO will be held on site and the perceptions/aspirations of local villagers andother stakehdders will be reorded. The Conbtctor will then select one site based on anaggregation of all these f,ctors and conditions imposed upon him by the EMP (induding minimumdistance aiteria) and forward the same for approval by the Supervision Consultant. TheContractor will confirm the registration of the land in the revenue records and provide evidence ofthe same to the SC for the selected site. The SC will approve the site after ascertaining that theConbactor has considered the views of the local people as well as satisfied all conditions of theEMP. A conceptual layout for the Construction Camp has been prepared and attached to eachEMP. Further details regarding these camps are available from Chapter 17 of the RAP. As part ofthe EMP, monitoring of the construfton camp sites has also been devised and formalised.

MOU FOR THE PLANTATION SCHEME

Between the

Public Works Department & Forests Department

1. This Memorandum of Understanding is being signed by the Public Works Department,Government, Government of Uttar Pradesh (hereinafter referred to as PWD) and the ForestsDepartmnent (hereinafter referred to as FD), Government of for the cutting oftrees and subsequent compensatory plantation stipulated in the Indian Forests Act, 1980 andthe rules formulated under as part of the -- (Name of the Project) being undertaken

* with World Bank assistance. It covers the entire process of cutting and removal of existingtrees and the plantation of new saplings at a ratio of -: 1 as decided separately by the PWDand the FD.

2. The identification of the trees to be cut has already verified during the oint inspection of theoffidals of the PWD and FD on --. The btees been required to be cut have been markeddearly with a distinctive 'X' on them. Only such trees which have been marked as mentionedabove shall be cut for facditating the proposed project

3. The btees actting shall be carried out by the Forest Department (or its authorizedrepresentative) as per TIME SCiEDULE annex-a to this MOU as Attachment 1 and signedby appropriate offiials of both departments signifying agreement of both parties fdilowingdetailed discussions regarding the iiming of project activities of the PWD's implementationschedule and the availability of resourws with the FD.

4. The compensatory afforest3tion shall be caried out at the locations shown In the MAPannexed to this MOU as Attachment 2 duly signed by appropriate officials of bothdepartments signifying agreenent of both parties foilacing detailed dircussions regarding thesuitability of these areas for the proposed afforestation as proposed by the FD. Both partieshave satisfied themselves, before ielecrng areas outside the RoW, that all reasonable efforthas been made to acxxnmodate the samplings to be planted for compensatory plantationwithin the PWD's RoW.

5. It is further agreed thata. The PWD shall pay the ost of compensatory aforestaion at the rate of cost of 10

saplings induding the post-plantation maintenance activities for a period of 3 years,for each tree felled 100% In advance to the FD.

b. The dates agreed for afforestation as per Attadrment 1 referred to in item no. 3 ofthis MOU have been agreed upon taking Into consideration all the resource constraintsand possible delays except force majure. The FD shall inform the PWD regardingthe progres of the work regularty and in case of any anticipated lag from theproposeci schedule Immediately upon discovering the likelihood of such an event. Incase of such an unanticipated delay, the PWD shall retain the right top get thework done by an extemal contractor, chosen jointiy by the FD and the PWD.However, The payment to the contractor for the reminder of the agreed worksshall be made by the FD at such rates as may be agreed upon at the time, subjectto a maidmum of the prevailing rate of the FD for the works. In case the lowestquoted rate for the plantation exceeds the base rate of the PD for the works, thePWD will bear the remainder of the cost.

Water Quality Monitoing

The physical and chemical parameters recommended for analysis of water quality relevant toroad development projects are pH, total solids, total dissolved solids, total suspended solids, oiland grease, COD, chloride, lead, zinc and cadmium. Noise levels MonitoDring

The measurements for monitoring noise levels would be carried out at all designated locationsin acxrdance to the Ambient Noise Standards formulated by Central Pollution Control Board(CPCB) in 1989 (refer Table-3) Sound pressure levels would be monitored on twenty-four hourbasis. Noise should be recorded at a 'A' weighted frequency using a * slow time responsemode" of the measuring instrument The location, duration and the noise pollution parametersto be rmonitored and theresponsibleinstitutional arrangements are detailed in theEnvironmental Monitoring Plan (Table-3 Noise level standards (CPCB).

SPECIFICATIONS FOR ENVIRONMENTAL MANAGEMENT WORKS

1 Clearing and Grubbing

All site dearance works shall be done as per section 200 of MoRTH specifications for Road andBridge Works.

2 Earthwork

All excavation, disposal, filling and related works shall be as per section 300 of MoRTHspecifications for Road and Bridge works.

3 Materials

All materials used in environmental enhancement works shall be as per section 1000 of MoRTHspecificabons for Road and Bridge works.

4 Bncks Work

All Fklckwork Induding Laying, jonting finishing of onts, curing, scatfolding etc shall be as pershall be as per section 1300 of MoRTH specifications for Road and Bridge works.

Brick paving / Flooring

The preparation of base concrete for laying bricks shall be as per section 409.3.3 and brickspaving shall be done as per dause 409.3.4 in all respects except that bricks shall be used.

Topsoil or good earth shall be a friable loam, typical of cultivated top soils of the localitycontaining at least 2% of decayed organic matter (humus). It shall be taken from a well-drained arable site. It shall be free of subsoil, stones, earth skids, sticks, roots or anyother objectionable extraneous matter or debris. It shall contain no toxic materied. Notopsoil shall be delivered in a muddy condition. It shall have pH value ranging between 6and 8.5.

Fertiliser

Measurement of sludge shall be in stacks, with 80/o reduction for payment. It shall be freefrom extraneous matter, harmful bacteria insects or chemicals. (Subjected to safetynorms).

Root System

The root system shall be condudve to successful transplantation. While necessary, theroot-ball shall be preserved by support with Hessian or other suitable material. On soilswhere retention of a good ball is not possible, the roots should be suitably protected insuch a way that the roots are not damaged.

Condiffion

Trees and shrubs shall be substantially free from pests and diseases, and shall bematerially undamaged. Torn or lacerated roots shall be pruned before dispatch. No rootsshall be subjected to adverse conditions such as prolonged exposure to drying winds orsubjecon to water logging between lifting and delivery.

(c) Supply and Substitution

Upon submission of evidence that certain materials induding plant materials are notavailable at time of contract, the contractor shall be permitted to substitute with anequitable adjustment of price. All substitutions shall be of the nearest equivalent speciesand variety to the original specified and shall be subjected to the approval of theLiandscape Archtect

(d) Packaging

Padcaging shall be adequate for the protection of the plants and such as to avoid heatingor drying out.

(e) Marking

Each specimen of tree and shrub, or each bundle, shall be legibly labelled with thefollowing particulars:o Its name.o The name of the supplier, unless otherwise agreed.o The date of dispatch from the nursery.

(f) Tree Planting

Trees should be supplied with adequate protection as approved. After delivery, if plantingis not to be carried out Immediately, balled plants should be placed back to back and theball covered with sand to prevent drying out. Bare rooted plants can be heeled In byplacing the roots In prepared trench and covering them with earth, which should bewatered into, avoid air pockets round the roots. Trees and shrubs shall be planted asshown In architectural drawings and with approval of site supervision engineer.

Dlgging of Pits

Tree pits shall be dug a minimum of three weeks prior to backfilling. The pits shall be120 cn in diameter and 120 cm deep. While digging the pits, the topsoil up to a depth of30 cn may be kept aside, if found good (depending upon site conditions), and mixedwith the rest of the soil.

If top soil is not suitable, it shall be replaced with the soil mixture as spedfied furtherherein. If the soil is normal it shall be mixed with manure: river sand shall be added tothe soil if it is heavy.

The bottom of the pit shall be forked to break up the subsoil.

Back Filling

The soil back filled watered through and gently pressed down, a day previous to planting,to make sure that it may not further settle down after planting. The soil shall be presseddown firmly by bteading it down, leaving a shallow depression all round for watering.

P/anting

No tree pits shall be dug until final tree position has been pegged out for approval.

Care shall be taken that the plant sapling when planted is not be buried deeper than inthe nursery, or in the pot.

Planting should not be carried out in waterlogged soil.Plant trees at the original soil depth; soil marks on the stem is an indication of this andshould be maintained on the finished level, allowing for setting of the soil after planting.AJl plastic and other imperishabie containers should be removed before planting. Anybroken or damage roots should be cut back to sound growth.

The bottom of the planting pit should be covered with SOmm to 75mm of soil. Bare rootsshould be spread evenly In the planting pit; and small mound in the centre of the pits onwhich the roots are placed will aid on even spread. Soil should be placed around theroots, gently shaidng the tree to allow the soil particdes to shift into the root system toensure dose cDntact with all roots and prevent air podcets. Back fill soil should be firmedas filling proceeds, layer by layer, care being taken to avoid damaging the roots, asfollows:

The balance earth shall be filled In a mixture of 1:3 (1 part sludge to 3 part earth byvolume) with 50 gm potash, (Mop) SOgms of Super Phosphate and lKg. Neem oil cake.Aidrin or equivalent shall be applied every 15 days In a mixture of Smi in 5 litres of water.

Staking

Newly planted trees must be held firmly although not rigidly by staking to prevent apocket forrning around the stem and newly formed fibrous roots being broken bymechanical pulling as the tree rodcs.

Methods:

The main methods of staking shall be:

(a) A single vertical shake, 900mm longer than the dear stem of the tree, driven600mm to 900mm into the soil.

(b) Two stakes as above driven firmiy on either side of the tree with a cross bar towhich the stem is attached. Suitable for bare- rooted o. Ball material.

(c) A single stake driven in at an angle at 45 degrees and leaning towards theprevailing wind, the stem just below the lowest branch being attached to thestake. Suitable for small bare- rooted or Ball material

(d) For plant material 3m to 4.5m high with a single stem a three- wire adjustable guysystem may be used in exposed situations.

The end of stake should be pointed and the lower lm to 1.2m should be coated with anon-injurious wood preservative alkowing at least 150mm above ground level.TyingEach tree should be firrnly secured to the stake so as to prevent excessive movement.Abrasion must be avoided by using a buffer, rubber or 1essian, between the tree andstake. The tree should be secured at a point just below its lowest branch, and also justabove ground level; normally two ties should be used for tree. These should be adjustedor reolaced to allow for groh.

Watering

The Landscpe Contractor should allow for the adequate watering in of all newly plantedtrees and shrubs immediately after planting and he shall during the foilowing growingseason, keep the plant material well watered.

Fertilifing

Fertilising shall be carried out by applicaton in rotation of the following fertilisers, every15 days from the beginning of the monsoon till the end of winter:(1) Sludge or organic well-rotted dry farm yard manure: 0.05 cum or tussle.(2) Urea 2S gm.(3) Arnrnonium sulphate 25 gm.(4) Potassium sulphate 25 gm.All shrubs, which are supplied pot grown, shall be well soaked prior to planting.Watering in and subsequent frequent watering of summer planted container- grownplants Is essential.

(g) Shrub Planting In Planter Beds

All areas to be planted with shrubs shall be excavated, trenched to a depth of 750 mm,refilling the excvated earth after breaking dods and mbdng with sludge in ratio 8:1 (8parts of stacked volume of earth after reduction by 20%: 1 part or stacked volume ofsludge after reduction by 8%.)

Tall shrubs may need staking, which shall be provided if approved by the contractingconsulting engineer, depending upon the conditions of indMdual plant specimen.

For planting shrubs and ground cover shrubs In planters, good earth shall be mixed withsludge In the proportion as above and filled In planters.

Positions of planters shall be planted s'ould be marked out in accordance with thearchitectural drawing. When shrubs are set out, precautions should be taken to preventroots drying. Planting holes 40 cm in diameter, and 40 cm deep should be excavated forlonger shrubs. Polythene and other non-perishable containers should be removed andany badly damaged roots carefully pruned. The shrubs should then be set in holes sothat the soil level, after setdement, will be original soil mark on the stem of the shrub.The holes should be back filled to half of its depth and firmed by treading. The remainderof the soil can then be retumed and again firmed by t-eading.

(h) Grassing

Preparation

During period prior to planting the ground shall be maintained free from wedds. Gradingand final weeding of the area shall be completed at least three weeks prior to the actualsowing. Regular watering shall be continued until sowing by dividing the area intoportions of approximately Sm squares by constructing small bunds to retain water. These

Soil

The soil itself shall be ensured to the satisfaction of Landscape Architect to be a goodfibrous loam, rich in humus.

Sowing the grass roots

Grass roots (cynodon, dectylon or a local genus approved by the Landscape Architect)shall be obtained from a grass patch, seen and approved before hand.The grass roots stock received at site shall be manually deared of all weeds and watersprayed over the same after keeping the stock in place protected from sun and drywinds.

Grass stock received at site may be stored for a maximum of three days. In case grassingfor some areas is scheduled for a later date fresh stock of grass roots shall be orderedand obtained.

Execution

Small roots shall be dibbled about 5 cm apart into the prepared grounds. Grass will onlybe accepted as reaching practical completion when germination has proved satisfactoryand all weeds have been removed.

Maaintenance

As soon as the grass is approximately a 3cm high it shall be rolled with a light woodenrotler - in fine, dry weather - and when it has grown to 5 to 8 cm, above to groundweeds must be removed and regular acting with the sc,te and rolling mustbe begun.A top-dressing of an ounce of guano to the square yard or well decomposed well brokensludge manure shall be applied when the grass Is sufficiently secure In the ground tobear the moaing machine, the blades must be raised an Inch above the normal level forthe fir* two or three cuttings. That is to say, the grass should be cut so that it is from 4to 5 cm in length, instead of the 3 cm necessary for mature grass.In the absence of rain, in the monsoon, the lawn shall be watered every ten days heavily,soaldng the soil through to a depth of at ieast 20 cm.

Damage failure or dying back of grass due to neglect of watering especially for seedingout of normal season shall be the responsibility of the contractor. Any shrinkage belowthe specified levels during the contract or defect liability period shall be rectified at thecontractores expense. The Contractor Is to exercise care in the use of rotary cultivator andmowing machines to reduce to a minimum the hazards of flying stones and brickbats. Allrotary mowing machines are to be fitted with safety guards.

Rolling

A light roller shall be used periodically, taking care that the area is not too wet andsodden.

Edging

These shall be kept neat and must be cut regularly with the edging shears.

Fertiiswng

The area shall be fed once in a month with liquid manure prepared by dissolving 45gmsof ammonium sulphate in 5 litres of water.

Watering

Water shall be applied at least once in three days during dry weather. Wateringwhenever done should be thorough and should wet the' soil at least up to a depth of20 cm.

WeedingPrior to regular mowing the acntractor shall carefully remove rank and unsightly weeds.

(i) Maintenance

CultivaingThe Landscape Contactor shall maintain all planted areas within Landscape contractboundaries for one year until the area is handed over in whole or in phases. Maintenancesh-all ^-dude re't!;e'!ent of dead plants, watering weeding, cultivating, control ofinsects, fungus and other diseases by means of spraying with an approved insecticide orfungidde, pruning, and other horticulture operations necessary for proper growth of theplants and for keeping the landscape sub-contract area neat in appearance.

Pfruning and Repalrs

Upon completion of planting work of the landscape sub-contract all trees should bepruned and all Injuries repaired where necessary. The amnount of pruning shall be limitedto the necessary to remove dead or injured twigs and branches and to compensate forthe oss of roots and the result of the transplanting operations. Pruning shall be done insuch a manner as not to change the natural habit or special shape of trees.

Tre Guards

Where the tree guards are necessary, care should be taken to ensure that they do notimpede natural movenent or restrict growth. Circular iron tree guards shall be providedfor the trees at enhancoment ocations. The specifications for which one given below:

Circular Iron Tree Guard with Bars.

The tree guard shall be 50 cm. in diameter.

The tree guards shall be formed of (i) 3 Nos. 25x25x3mm angle iron verticals 2.00m longexaiuding splayed outward at lower end up to an extent of 10 cms. (ii) 3 Nos. 25x25mmMS flat drings fxed as per design (ill) IS Nos. 1.55 metres long 6mm dia bars. Each ringshall be In two parts In the ratio of 1:2 and their ends shall be tumed in radially for alength of 4 cm at whidh they are bolted togethr with &8nm dia and 30mm long MS boltsand nuts.

The vertical angle irons shall be welded to rings along the circumference with electricplant 15 Nos. bars shall be welded to rings at equal spadng along the drcumference ofring. The lower end of the angle Iron verticals shall be splayed outwards up to an extentof 10cm. The lower end of the flat of lower ring shall be at a height of 45cm. and upperend of the flat of top ring shall be at the height of 2.00 metres. The middle ring shall bein the centre of top and lower ring. The bars shall be welded to rings as shown in thedrawing. The entire tree guard shall be given two coDats of paint of approved brand andof required shade over a priming coat of ready mixed primer of approved brand.

(j) Nursery Stack

Planting should be caried out as soon as possible after reaching the site. Where plantingmust be a necessity and/or be delayed, care should be taken to protect the plants frompilfering or damage from people animals. Plants with bare-roots sthuld be heeled- in assoon as received or otherwise protected from drying out, and others set dosely togetherand protected from the wind. If planting Is to be delayed for more than a week,

packaged plants should be unpacked, the bundles opened up and each group of plantsheeled In separately and dearily labelled. If for any reason the surface of the rootsbomes dry the roots should be thoroughly soaked before planting.

(k) Protective Fendng

Aording to local environment, shrubs shall be protected adequately from vandalismuntil established.

(I) Completion

On completion, the ground shall be formed over and left tidy.

13 SPECIAL CONDITIONS AND PARTICULAR SPECIFICATIONS

1. Landscape Architect mentioned herein shall meanand/or any person nominated by him.

2. Wherever applicable, work shall be done according to CP.W.D. specifications, in vogue, at thetime of invitation of tender.

3. Water shall be made available, near the tube well at one point. Contractors shall make theirown arrangement for drawing water from there. Water charges at of value ofwork done shall be deducted from the contractors Bills.

4. If electricity is required for the works, the same shall be made available at one point within thesite of works, for which recovery @ Rs. per Kwh. Shall be made fromthe contactors bill.

5. The works induded in the schedule of Quantities Indude grassing as well as planting of treesand shrubs. 'Contractors' quoted rates shall indude execution of these works at different levelsand nothing extra shall be paid for any item, for working at these levels.

6. The Contractor (s) shall not be entitled to any compensation for any losses suffered by himand/or revision in the rates originally quoted by him.

(a) On acount unforeseen delay in commendng the work, whatever the cause of suchdelays be.

(b) On acount of reduction in the scope of work.(c) On account of suspension of work, or abandon after award of work.

7. The Conbractor shall provide all faclities to Landscape Architect / Project Engineer and / or hisauthorized representatives to make frequent inspection of their Nursery and ascertain theprocess / quality of various categories of bteesplants etc., grown by them.

8. Contractors' quote rate shall indude the cost of transportation of tools and plants to and fromthe site, sales tax, exdse duty, octroi, etc. It shall be dearly understood that no daim for anyextra payment on account of sales tax, exdsed duty, octrod etc., shall be entertained alter theopening of the tender.

9. The safe custody and up-keep of various categories of plants brought to site is the soleresponsibility of the conbtactor and he shall employ sufficient supervisory personnel to ensurethe safety of these items.

10. The site of work may be handed over to the contractors for shall work in phases, as soon as thesame are avalabie and the aontractor in tum shall work in these areas forthwith. Nothing extrashall be payabie for such phased execution of work.

11. While excavating / executing the work the contractors shall ensure that the existing cables /pipe lines / sructures / fittings are not damaged and if due to his negligence, these aredamaged, the same shall be set right with no extra cost to the dients.

12. The Contractor shall co-ordinate his work with other agencies employed by the Cients andensure that the work of other agencies are not hampered in any way during the duration ofcontract

13. The Contractor shall keep the site of works neat and dean during the execution of the work.Any debris found at or near the site of work shall be moved immediately as and when s.orequired by the landscape Architect I Project Engineer.

14. On completion of the work, the site of work shall be thoroughly deaned and all debris removedbefore the work is handed over satisfactorily.

15. The Conbtactors shall, without any additional dcarge to the dients, renew or replace any deador defective plants/grass and shall fully maintain the whole landscape for a period of 12 monthsafter the certified date of completion.

17. Trees shall be of minimum length as specified in the schedule of quantities and shall be straightand symmetrical with a crown and having a persistent main *em. The size of crown shall be ingood over all proportior. to the height of the tree.

18. Small trees and shrubs shell be well formed with the crown typical of the species or vatiety.

19. GENERAL REQUIREMENTS OF PLANTS:

(1) Plants shall be typical of their spedes and variety, well-developed branches, and wellfoliated with fibrous root system. Plants shall be free from defects and injuries. Plantsshall not be pruned before planting.

(2) Plants shall be free from defects and injuries.(3) Plants shall not be freshly dug and nursery grown.(4) Nursery grown plants shall have been at least once transplanted.(5) Bark shall be free from abrasion.

All trees, soon after planting, shall be properly supported with bamboo stocks to ensure theirsafety against winds or any other factor, which may affect it adversely.

20. PROTECTION OF 'TREE TO BE PRESERVED'

The contractor shall be responsible for the protection of tops, trunks and roots of existing treeson site. Existing trees subject to the construction damage shall be boxed, fenced or otherwiseprotected before any work is started.

21. GENERAL REQUIREMENTS OF EARTH MANURE AND FERTIUSERS

EARTH: Good earth shall be agricultural soil of loamy texture, free from kankar, morrum,shingles, rocks, stones, building rubbish and any other foieign matter. The earthi shall be freefrom dods or lumps of sizes bigger than 50mm in any direction. It shall have pH rangingbetween 6.5 and 7.5.

MANURE: Manure shall be of well-decayed organic matter obtained in dry state from the

Munidpal dump or other similar source approved by the Project Engineer. The rmanure shall be

free from earth, stone or other extraneous matter. Manure shall be sjpplied, at site well

screened.

FERTIUSERS: If the soil tests indicate pH value not as per the above specification namely

between 6.5 and 7.5, following measures need to be taken.

If pH exceeds 7.5, aluminium sulphate or equivalent fertilizer should be added at the rate of 1

kg per cubic metre to lower the pH by one full point.

If pH is below 6.5, add ground limestone or equivalent fertilizer at the rate of 1 kg per cubic

metre to raise pH by one full point
