Vietnam tells China to shift its rig and stop complicating ties

Vietnam demanded China move a controversial oil rig on Thursday and abandon plans to start drilling in waters where jurisdiction is unclear, the latest sign of festering unease among the two communist neighbours. The $1 billion rig, which was at the centre of a fierce diplomatic stand-off between the countries in 2014, had moved into an area of the Gulf of Tonkin in the South China Sea about which Vietnam said the two countries were still "executing delineation discussions".China calls the rig Haiyang Shiyou 981. OSV@Vivo - SSA welcomes the public to first-ever offshore support vessel visit

The Singapore Shipping Association (SSA) will for the first time showcase the offshore marine sector by inviting the public to visit two state-of-the-art Offshore Support Vessels (OSV) which will be moored at Vivocity waterfront promenade from 21 to 23 April 2016 in conjunction with Singapore Maritime Week (SMW). Visitors will be able to take a tour on board the vessels, and in addition, view displays of equipment, products and services of offshore marine companies in an exhibition onboard. It is anticipated that over 4,000 students, industry members and general public would be attending this three-day event. Mrs Josephine Teo, Senior Minister of State, Prime Minister's Office, Ministry of Foreign Affairs and Ministry of Transport will be gracing the official opening of the event on 22 April. The aim of the event is to create awareness of the offshore marine sector, a key sector in the Singapore maritime industry. Singapore has more OSV investors than anyone on the globe and the Singapore-flag is the second largest in the world for such vessels. Singapore is also the world’s third largest in terms of OSV ownership. It is hoped the event will provide opportunities for students to uncover the myriad of career opportunities from the industry practitioners volunteering as Ship Ambassadors during the event.Mike Meade, SSA council member and Chairman of the SSA Offshore Services Committee, said: “With the support of the Maritime and Port Authority of Singapore (MPA), IMCA (International Marine Contractors Association), and the MaritimeONE partners – ASMI and SMF (Association of Singapore Marine Industries and Singapore Maritime Foundation), the OSV@Vivo outreach programme is targeting the youth of Singapore. “It will aim to show them the diversity of the vessels, careers and the jobs that can be undertaken in the offshore marine sector. The public may normally associate a career at sea to deck officers and engineers, and life onboard would be like clockwork operating scheduled services on container ships, tankers and bulk carriers and the like. We want to showcase that the offshore marine sector offers more diversity and specialisation – in terms of career offerings and roles, such as subsea, diving, remotely operated vehicles (ROV) and survey – that are undertaken in the offshore marine space,” he added. Esben Poulsson, President of the SSA said: “We are very pleased that for the very first time, the industry practitioners have stepped up to co-organise this offshore marine showcase with the SSA for students and general public to visit. Especially considering the importance the industry places on encouraging the next generation into the maritime industry, by showing off shipping as the state-of-the-art industry we know it is.” The SSA will be organising a special VIP press launch for the OSV@Vivo Openhouse between 4pm and 6pm on Thursday 21 April, where the press will be given an exclusive tour of two high-technology OSVs.

China, Sri Lanka keen to push Colombo port project

China and Sri Lanka are both determined to push forward with a stalled port project in the Sri Lankan capital Colombo, a senior Chinese diplomat said on Thursday following a meeting between the two country's premiers.Sri Lanka ordered a review of the $1.4 billion Colombo port city project last year, citing irregularities in the award of the contract to state-owned China Communications Construction Company (CCCC) by a previous government. Last month, the Sri Lankan government, grappling with a difficult economy, ordered the Chinese firm to resume work on the port city, the island nation's single biggest foreign investment project, that includes apartments, shopping malls and marinas.But

CCCC, which had estimated that the shutdown would result in losses of more than $380,000 a day, has sought compensation of $125 million, according to the Sri Lankan government, which has said it can't pay and wants to negotiate Xiao Qian, head of the Chinese Foreign Ministry's Asia department, told reporters following a meeting between Sri Lankan Prime Minister Ranil Wickremesinghe and Chinese Premier Li Keqiang in Beijing that the project was an important one."On the Colombo port, both sides agreed to further speed up the overall and comprehensive resumption of work on this project. The announcement to resume the work has been made by the Sri Lankan side but now we will go into further technical details," Xiao said."This is an important project and both countries have a strong desire to further enhance and advance this project. On the Chinese side, we hope to see the earliest possible resumption. We believe we won't have to wait too long." He made no mention of the compensation issue, only that Sri Lanka had promised to protect the rights of Chinese companies and foster a sound environment for Chinese investors. Wickremesinghe, in remarks in front of reporters, said only that he would be looking to finalise an agreement for future bilateral cooperation.Asian giants India and China are both vying for influence in Sri Lanka. China has built roads and ports on the island that India has long seen as its area of influence.Sri Lanka has sought to balance ties with China and India under President Maithripala Sirisena.Both Sirisena and Wickremesinghe have visited India seeking investment, but the pace of Indian activity on projects is slow, offering China a chance to gain ground.China and Sri Lanka are also in talks on setting up a special economic zone in Hambantota in the south where China has already built a sea port and airport. Asia Tankers-VLCC rates to fall on negative sentiment, slack cargo volumes

By Keith Wallis Freight rates for very large crude carriers (VLCCs) may drift lower next week on weaker sentiment among owners and reduced chartering demand ahead of the release of May's Middle East loading programme, brokers said on Friday. Rates plunged this week from a two-week high hit on April 1 on slower chartering activity that is expected to extend into next week. A rate of 59 on the Worldscale measure was already being offered for a Middle East cargo to Asia on Friday, a Singapore supertanker broker said on Friday.The was more than three Worldscale points lower than the Baltic route index on Thursday. Owners' attitudes were shaped by a raft of tankers seeking urgent employment after delivery from shipyards and vessel operators subchartering vessels at cheaper freight rates, brokers said."The market is all

sentiment driven. The main issues driving it down are newbuildings and charter relets," said a European supertanker broker on Friday."Sentiment changed drastically this week. The market was up 30 Worldscale points last week and down 30 points this week," the broker said "Chartering activity is very slow today. I think it will be a bit like this all next week. No one needs to rush to fix which is making the market a little depressed," the broker said.Charterers this week started to fix Middle East cargoes for loading in the last 10 days in April."There should still be a bit of cargo left for next week. May's Middle East cargoes won't come out until the very end of next week or early the following week," the broker said.Port congestion in Basra and China was adding to the uncertainty about the market and how many tankers were available for charter. There are about 25 VLCCs available for charter next week but that could increase, adding to the negative sentiment, if they come free from congested Chinese ports, brokers said"There is a bit more cargo around, but the market is going to be pretty tough next week," the Singapore broker said.VLCC rates from the Middle East to Japan fell to about W62.50 on Thursday, down from W87.50 a week earlier. That is equivalent to a drop in daily earnings from $74,693 to $49,138, chartering data on the Reuters Eikon terminal showe"Earnings have fallen but it's not a disaster for owners," the European broker said. Supertanker rates from West Africa to China dropped to W64 on Thursday, against about W82.50 last Thursday.Rates for an 80,000-dwt Aframax tanker from Southeast Asia to East Coast Australia were about W115.50 on Thursday, down from W125.25 on the same day last week as weak cargo demand outpaced vessel supply, brokers said. Reservoir dredge package delivered CSD500 with X-mas tree commissioned and at work

The Damen Field Service crew has just returned from commissioning the BARRACUDA cutter suction dredger in Algeria. The customised DamenCutter Suction Dredger (CSD) 500 has been delivered with a complete dredging package including a booster station and dredge piping enabling immediate start up. The CSD500 will perform maintenance dredging in a reservoir.As reservoir dredgingcan be quite a challenge, the standard dismountable CSD500 has been customised. Its job is to clear a water reservoir in an inland location in Algeria. As it is relatively deep, the CSD500 has been fitted out with a longer cutter ladder for the important dredging depth of -18m working at 45°. Moreover the spuds – normally a distinct feature of any CSD– have been replaced by an X-mas tree. The X-mas tree is a multiple wire-based mooring system independent of the deep waters in which the dredger operates.The cutter suction dredger is also fitted out with a

number of standard options such as an accommodation unit, navigation lights, a deck crane and dredging instrumentation. Moreover, it is accompanied by all components for a turn-key dredging project. These components include a remote controlled booster station, type BS500, plus some 4 km of floating and land discharge piping – in total over 30 containers full of steel and flexible piping and floats.The Algerian customer Hydrodragage has two other

Somali piracy is down, not out The pirates who once ruled the seas off Somalia are little more than a memory now, but while they are forgotten they are not gone. The trial in Paris of seven men accused of killing a French sailor and kidnapping his wife during the height of Somali piracy in 2011 is a reminder of the deadly terror the pirates once spread. However, experts and

former pirates alike warn the scourge may yet return."There hasn't been a proper pirate attack on a commercial vessel in over two years," said John Steed, Horn of Africa manager for the US-based non-profit Oceans Beyond Piracy. "But the guys haven't gone away and nothing's changed on the ground."Anti-piracy patrols by international warships and armed guards aboard commercial vessels which continue to chug fast and far past the Somali coast, have suppressed piracy, not stopped it.The last wave of piracy began in 2005 and reached its peak six years later when Somali pirate gangs attacked 237 vessels and, at year's end, held 11 vessels and 216 hostages, earning on average more than $2 million (1.8 million euros) for every ship ransomed. Back then the total economic cost of Somali piracy was estimated at $6.9 billion (6.1 billion euros).Much of that cost was down to counter-piracy actions including the deployment of warships, the extra fuel burned by vessels racing through the pirate ranges and the hiring of private armed security teams aboard ships. These costly measures worked and Somali piracy dropped off dramatically so that by 2013 no commercial vessels were successfully boarded.Now some Somali pirates have turned to a new activity, fishing, and are finding themselves up against a new enemy: foreign trawlers.The anti-piracy navies have no mandate to stop illegal fishing and private guards have no interest in it, while Somalia, making an unsteady recovery from decades of war, lacks either a coastguard or a navy."There's now no risk to illegal trawlers who can fish at will," said Steed. Somali pirates turned fishermen grumble about the foreign trawlers and have threatened to take up arms again. "Now we are fishermen but where is the fish?" asked Abdulahi Abas, a former pirate in the coastal town of Garacad. "Foreign trawlers are taking all the fish." "I joined the pirates in the first place because of those illegal fishing vessels, and now we have left the piracy business, we cannot fish in our own waters," Abas said.Some of those illegal vessels have been attacked. Last year the Iranian fishing boat Siraj was hijacked while its partner vessel, Jaber, escaped after a gunfight with pirates.On any given day there are scores of foreign trawlers illegally pulling fish out of Somalia's territorial waters. Among the worst offenders are Iranian, Spanish and Taiwanese vessels, according to Oceans Beyond Piracy."Illegal fishing is giving pirates the excuse they had in the beginning," said Steed, "But it is just an excuse. These are criminals whether they are kidnapping at sea or on land."Today there are around 46 pirate hostages left in Somalia. Twenty-six are the crew of the Taiwanese trawler the Naham 3 accounts who have been held for over four years, while 15 others were captured aboard the Siraj last year.The others are Kenyan soldiers and citizens seized on land and held by pirate gangs not drawn to the seaborne element of their kidnapping trade.These are, said Steed, the forgotten hostages. The crew of the Naham 3 come from Cambodia, China, Indonesia, the Philippines, Taiwan and Vietnam but a crew's value to shipowners and insurance companies disappears with the vessel which is now wrecked. Middle-aged French couple Christian and Evelyne Colombo were attacked in September 2011. Seven Somali men on trial in Paris for Christian's murder and Evelyne's abduction deny attacking the couple's catamaran yacht as it sailed from Yemen to Oman, killing the husband and dumping his body in the sea. Evelyne was rescued 48-hours later by Spanish commandos who killed two of the suspected pirates and arrested the other seven.Steed points out that piracy remains attractive when there are few other options. Along Somalia's coast basic government services are absent, jobs scarce and options limited."Take the navies away and stop hiring armed guards and the whole thing starts again," he said.Instead of fishing equipment, ice-making factories, storage facilities and access to markets, Somalia got warships ghosting along the horizon.Former pirate Ahmed Yare can sometimes see the warships and the foreign trawlers from the shoreline at his home close to Eyl, a onetime pirate stronghold. "The situation is not helping me here, I don't have a job and I cannot go to fish freely in my own waters because of those foreign trawlers," he said."They are taking all the fish and I say it will bring back the piracy business, and this time it'll be even worse." Dat het oude beestje nog steeds bestaat en nog vaart zeg, geweldig!! Deze oude dame is destijds gebouwd in 1971 ik meen als MV URRIDA FOSS voor de IJslandse rederij Eimskip. Rond 1985 / 1986 werd ze verkocht aan rederij Zadeco shipping BV te Nieuwmoer België en omgevlagd naar Limassol Cyprus. Voor wie ze heeft gevaren tot ik meen 1991. Toen ze in 1985 werd verkocht aan Zadeco Shipping zaten er nog twee veredelde boerenkraantjes op om de luiken te stapelen,In oktober 1986 zijn de dekkranen verwijderd en zijn de laadbomen er op geplaatst bij De Graaf in Zwijndrecht, ondertussen zijn de laadbomen weer aangepast zie ik, echter het is nog steeds de URRIDA voor mij. Waar ik op voer vanaf 7 februari 1986 tot 23 oktober 1986 als 2e machinist / ass WTK. In 1986 voeren wij met een hoofdzakelijk Nederlandse bemanning op dit schip waar we ontwikkelingshulp project vanuit Montreal Canada deden in de cariben. Volgens Kapitein Bertus Reiber voer hij met Zeeuwse turken en Friese negers aan dek !Destijds lag er een Deutz 1200PK snelloper in, die zal ondertussen vast vervangen zijn denk ik.De laatst bekende naam en waarschijnlijk ook de huidige naam is MV REEM met Panama vlag. SVITZER ENTERS PORT OF MONTREAL SERVICING LOCAL & GLOBAL HARBOUR TOWAGE CLIENTS

“At 16h30 on Wednesday, April 6th Svitzer successfully completed its first vessel manoeuvre in the Port of Montreal as

SVITZER NERTHUS and SVITZER NJAL assisted MAERSK PALERMO alongside the berth at the Montreal Gateway Terminal.”

Svitzer has established a harbour towage service in the Port of Montreal providing ship-docking, escort and ice-breaking services in response to customer demand for alternatives. Svitzer has mobilized two ice-class tugs to the Port of Montreal, SVITZER NERTHUS and SVITZER NJAL with a third tug arriving during mid-April. The tugs are 30m ASD tugs with 60tBP and 5000HP and were built at the East Isle Shipyard in Prince Edward Island in 2009. Following five years of service in Scandinavia, the vessels were mobilized to Canada for Svitzer’s northern operation inBaffin Island. In addition, Svitzer will mobilize additional tugs during the next 12-18 monthsproviding full-year service in the St. Lawrence River. Bahri Shipping to sail directly from Rotterdam The Saudi shipping line Bahri Shipping has announced that as of 12 April, it will be sailing directly from Rotterdam. city on the Maas.Tuesday next week will be the second time a Bahri Shipping vessel calls on Rotterdam. Last year, the Bahri Jazan docked at the SCA Logistics terminal during its first call on the Rotterdam port. This time round, the Bahri Jeddah will be departing from the same terminal at the port, carrying some 100 trucks with rolling stock and project cargo. Everything can be transferred to the ship’s deck using its own cranes. For breakbulk, the two cranes have a combined maximum capacity of 240 tonnes. Rolling stock with a weight up to 250 tonnes can be driven on board via the stern ramp. The stern ramp is 8.2 metres wide, and has a 6.8-metre headroom in its door opening. Scheduled services The ships sailing via Rotterdam are part of the scheduled service North West Europe Service. The vessel operated by Bahri Shipping – represented by Slavenburg & Huyser – will follow an itinerary that takes it past ports in the UK, Germany and Belgium. After this, the scheduled service includes calls on ports in Italy and the Middle East. The scheduled service will be maintained by so-called ConRo ships, which are able to transport a combination of roll-on/roll-off cargo, breakbulk and project cargo. It's time to make offshore drilling safer By Jackie Savitz, contributor

Six years ago, on April 20, the Deepwater Horizon oil rig exploded and sank in the Gulf of Mexico. The explosion killed 11 workers and set off an underwater spill that would ultimately spew roughly 210 million gallons of crude oil into the ocean before finally being stopped 87 days later. The government has not done enough in the subsequent years to ensure this will not happen again. New rules are being proposed, however, and should be passed as soon as possible.This disaster had wide-ranging impacts on the marine ecosystem, human health and the economy. For instance, many dolphins were killed and many of those that lived were unable to reproduce. Others suffered from lung damage. About 800,000 birds died. Harvests of oysters and fish plummeted. Workers involved in spill cleanup were exposed to chemicals that damaged their lungs. These workers also suffered from increased depression and anxiety. The Gulf's fishing communities were devastated, with the spill's impact on commercial and recreational fisheries estimated to cause a loss of $8.7 billion and 22,000 jobs over a seven-year period. The tourism economy also suffered. In the years since the Deepwater Horizon disaster, the Obama administration has taken some important steps to protect oceans and coastal communities from oil spills. The Minerals Management Service (MMS) — the agency in charge of regulating offshore energy development — was reorganized into three separate bureaus. One of them, the Bureau of Safety and Environmental Enforcement (BSEE), was assigned to promote safety and protect the environment. In October 2010, BSEE issued the Drilling Safety Rule, setting in place stronger safety standards for the design of offshore (oil and gas) wells.

While the administration just last month heeded the voices of small businesses, fishermen and more than 100 coastal communities by removing the Atlantic Ocean from the draft plan for offshore oil and gas leasing for the next several years, there is still important work to be done.CSince the spill, Congress has not passed a single new law that would reduce the risk of another disastrous spill. In the past decade or more, the oil and gas industry has moved to deeper waters and harder-to-access frontier areas in which operations are even more dangerous and safety measures have simply not kept pace. So it should not be surprising that there has been no significant decline in losses of well control or other incidents, including spills on the Outer Continental Shelf, since the disaster in 2010. Despite industry claims to

the contrary, offshore drilling remains about as dirty and dangerous as it was before the Deepwater Horizon began spewing oil into the Gulf. The tragedy exposed several shortcomings in spill prevention and well control practices from which we should be learning. For instance, the equipment designed to seal the well in the event of a blowout malfunctioned. Current rules do not improve the design or construction of this equipment, nor do they require the industry to implement adequate inspection and maintenance. The same flawed blowout preventer that failed the Deepwater Horizon now sits at the bottom of the ocean below many offshore drilling rigs in the Gulf. Whether or not they will function in the event of a blowout is anyone's guess. But offshore drilling is too risky and our oceans too important for this to be left to guesswork.

In April 2015, the BSEE proposed a new rule that would improve current inspection and safety measures by calling for more stringent third-party inspections and requiring the use of more advanced blowout prevention equipment. While there are shortcomings to this rule, it would serve as a good first step and should be finalized immediately.

Preferably, the final rule would not give the industry long grace periods (up to seven years in the current proposal) to install crucial safety requirements. These grace periods are much too long and would leave coastal waters vulnerable to another uncontainable spill. The industry already has had almost six years since the Deepwater Horizon disaster to prepare for stronger safety requirements. And the rule should ensure adequate redundancy for blowout preventers so we don't have a repeat of BP's disastrous performance.2As written, the rule is a valuable step forward and should be finalized and implemented with all possible speed. Of course, in the long run, the United States must move away from offshore drilling toward clean, cost-effective and renewable energy sources like offshore wind. Until we complete that shift, the drilling that does take place should be pursued in the safest way possible — and that is simply not happening now. With so much at stake in offshore drilling, Americans who rely on the oceans and coasts for their livelihoods deserve nothing less than the highest standards of safety and accountability. establishment in 2006, with its active presence in major national and international maritime forums has gained the support of the main institutions in recreational boating. Many of the great challenges of the national marine industry have come true fruit of the intense institutional work of ANEN. In Spain, the Association is a full member of the Spanish Confederation of Business Organizations (CEOE) and the Council of the Sea of the CEOE, the Spanish Maritime Cluster (CME) and the INNOVAMAR foundation.Internationally, ANEN is integrated in EBI (European Boating Industry) and ICOMIA (International Council of Marine Industry Associations), most representative of recreational boating in Europe and worldwide organizations.Members of ANEN are: regional nautical associations, national shipyards, importers and exporters, Sailing schools, marinas and nautical ports, sectorial newspapers, Boat Shows, charter companies, insurance companies, etc.The theme of the Congress was "Nautical Ecosystem: Projecting into the future" in order to give visibility to the evolution of the Spanish sailing in the last 10 years and offer a complete view of changes in business and the sectorial industrial model, with particular attention to: nautical entrepreneurship, new consumer profiles and new forms of consumption.

Product tanker trade of US to Latin America will remain dominant, despite growing competition from Middle East

and India refiners Product exports from the US are on the rise over the past few years and 2015 was no exception, as the year saw the continued growth in US product exports. Shipbroker Gibson said that “according to the Energy Information Administration (EIA) exports of the main clean products (Gasoline, Diesel, Jet and Naphtha) increased by over 170,00 b/d to 2.15 million b/d. Whilst exports of most clean products increased, gasoline and diesel led the way, accounting for 140,000 b/d of the total increase. Much of the increase was absorbed by traditional markets – Latin America and Europe. Whilst the European market has become increasingly competitive as Russia, the Middle East, India and even China all flood Europe with products, the US still dominates in Latin America”. According to Gibson, “the US has benefited as refining in Latin America has struggled to make progress in recent years. In Venezuela, many refineries have, at times seen utilisation rates of just 50% as PDVSA lacks the cash to carry out maintenance and upgrades. Investment in new capacity has also been slow, with just 130,000 b/d due between 2018 and 2020, although given the economic situation in the country, delays seem almost inevitable. Much hope had been placed on Brazil as the economic powerhouse of the region, yet the downstream sector has been plagued by major delays. Whilst Brazil has now started production at its Abreu e Lima refinery, only one of the 115,000 b/d refining units is operational, with the other not slated for start-up until at least 2018. Beyond that Brazil’s next major project – Comperj is unlikely to be delivered until at least 2021 vs. an original start date of 2016:m said the shipbroker. Gibson went on to note that “elsewhere in the region, capacity additions are small scale. Mexico, one of the largest importers of US products, has a 40,000 b/d project planned for 2019. Peru has a 33,000 b/d project planned for 2019. Other developments in the region focus on small projects delivering post 2020. Colombia has 50,000 b/d project and Costa Rica 65,000 b/d. Whilst capacity additions are fairly small, weak economic growth and higher local production of biofuels could see demand growth for refined products in Brazil stall. However, in the short term, Brazil may need to bolster its product stocks ahead of this summer’s Olympic games, something that was evident during the 2014 FIFA World Cup”, said the shipbroker.Meanwhile, “elsewhere in the region, whilst capacity additions are limited, the IEA predicts that such additions are likely to keep pace with demand growth which may limit the potential for US product exports to the region. However, it is likely that imports will exceed expectations if any existing projects face additional setbacks, outages increase or biofuel production falls below expectations. Thus, Latin America will remain an important outlet for refined products, particularly from the US”, said Gibson. However, the US may have to work harder to defend its presence in the region as producers in the Middle East and India seek to expand their share of emerging markets. Nevertheless, despite the lifting of the crude export ban and the narrowing of the Brent/WTI differential, the US is expected to remain a formidable refining centre owing to relatively sophisticated facilities and access to cheap gas, not to mention its close proximity to Latin America and the newly expanded Panama Canal. stemming the collapse in freight rates, dry bulk market watchers say the torching of slightly younger vessels along with the scrapping of older ships would have a greater impact.The scrapping in Q1 was in the range of 12.5 million-14.5 million dwt after 145 to 180 vessels were torched; this was up 42-57% year on year on volume and up 15-23% based on the number of vessels, according to estimates Platts received from various market participants tracking the demolition. Notably, only six vessels that were built in 2001 or later, which are considered to be relatively younger vessels, have been scrapped so far including four Capesizes and two Panamaxes, according to Eva Tzima, Intermodal Shipbrokers’s head of research and valuations.“As a charterer today, you can clearly cherry pick your vessel. So you’re more likely to go for the younger ship, but that’s not a legal requirement,” said a research analyst with a shipbroking firm, adding that about 7% of the fleet is currently over 20 years old and it was normal for older vessels to be scrapped first. Usually, the demolition age is dictated by market sentiment and conditions.Past trends have indicated that the demolition age tends to get lowered when freight rates are abysmally low, like in 2013 when the average scrapping age was close to 23 years. In 2014, when the market partly recovered, the average age was around 24.5 years, according to a Baltic and International Maritime Council, or Bimco, report.“Scrapping is the most immediate way to reduce the number of ships in the water. However in order for it to be meaningful, it needs to be a significant number of ships demolished. Its important to keep in mind that in 2016 we are expecting approximately 54 million dwt [35% slippage included] to be delivered,” said Konstantinos Papazoglou at Bancosta Research. Among the various dry bulk segments, the Panamax and Capesizes vessels were the main candidates for scrapping. More than 50 Panamax vessels adding up to about 4 million dwt and close to 50 Capesizes totaling 8 million dwt were scrapped during the first three months of 2016.In the smaller segments, demolition has yet to gather pace, with only around 55 Supramax and Handysize vessels, totalling 2 million dwt, being scrapped over the same period.While scrapping activity increased in Q1, expected deliveries of newbuild vessels during 2016 would still result in a net fleet growth, sources estimated.“I expect the rate of demolition in the bigger sizes, especially in the Capesize segment, to continue at the same pace at least for the next and probably the third quarter of the year as well. The firming in demo prices that we have been witnessing in past months should also support this trend. In the geared sizes I expect the rate to gradually slow as earnings have been recovering much faster,” Tzima said.“Scrapping is a step in the right direction and coupled with minimal ordering should help, but it needs to be sustained,” said Papazoglou, adding the net fleet growth for 2016 was seen at 3%, after accounting for a 35% fall in new deliveries.Tzima estimated Capesize vessels will have a negative fleet growth of 2% by end 2016, while the Handysize, Supramax and Panamax segments were estimated to grow 3.2-3.7% over the same period. By: Jeffrey Vögeli and Hugo Miller Switzerland's financial regulator will investigate "suspicious" bank connections that have surfaced in leaked Panama documents and is stepping up probes into a troubled Malaysian development fund and Petroleo Brasileiro."The leaked database from Panama is just the latest proof of how money flows like water through multiple jurisdictions, sometimes for legitimate purposes, sometimes not," Finma director Mark Branson said at a news conference in Bern on Thursday.A series of reports this week based on millions of documents leaked from the Panama law firm Mossack Fonseca revealed how its lawyers, including a Geneva team, worked with Credit Suisse Group, UBS Group and other big banks to create numerous offshore shell companies for world leaders, athletes and other rich clients.Finma will investigate the "suspicious" Swiss bank connections, Branson said, noting that this represents considerable work because of the sheer volume of information. The regulator had said on Monday it would "clarify" the extent to which Swiss banks may have used the services of Mossack Fonseca to determine if they broke any domestic banking rules. UBS said it ended its relationship with Mossack Fonseca in 2010. Credit Suisse Chief Executive Officer Tidjane Thiam said in an interview this week that his bank doesn't engage in tax avoidance and only accepts offshore structures if they serve a legitimate purpose.Two other international probes into alleged corruption have intensified in recent weeks. When the retail operator, Starboard Cruise Services, realized the price tag reflected the per carat cost, not the total cost, the company called DePrince and explained the mistake. The retailer canceled the sale and refunded the purchase price to DePrince’s credit card. DePrince then filed a lawsuit in Miami-Dade Circuit Court in 2013, alleging a breach of contract, but a Miami-Dade judge sided with Starboard and threw out the case. An appeals panel disagreed, sending the case back to trial court. On Thursday, the court agreed with the original verdict, ruling in favor of Starboard.In an opinion written by Judge Michael Hanzman, the court said that DePrince had “significant experience in buying and selling fine jewlery.” In fact, he had consulted his life partner and his sister, both certified gemologists, before the purchase. His sister, Carolyn, told DePrince the diamond was likely “worth millions,” but DePrince went ahead with the purchase. First steel cut on Culzean topsides as Maersk aims to be among top five north Sea producers

WORK has begun on the topside fabrication for Maersk Oil’s Culzean megaproject in the North Sea.

The $4.5 billion megaproject is the largest hydrocarbon discovery in the UK North Sea for over a decade and holds reserves estimated at around a quarter of a billion barrels. The steel-cutting ceremony for the first of three topsides modules took place at the Sembcorp Marine Offshore Platforms (SMOP - formerly known as SMOE) Admiralty Yard in Singapore yesterday. Culzean is approximately 145 miles east of Aberdeen and is expected to produce between 60,000 - 90,000 barrels of oil equivalent per day (BOEPD) at peak production, enough to provide five per cent of the UK’s gas demand. Production is expected to last for at least 13 years. The project was sanctioned in August 2015 and the field is expected to become operational in 2019. Maersk Oil’s coventurers in Culzean are JX Nippon Exploration & Production (UK), which holds a 34.01 per cent stake and BP (16%).Maersk Oil Chief Executive Jakob Thomasen, speaking from the ceremony in Singapore, said starting the fabrication was important milestone“When the field begins to produce, Culzean will become a key contributor to Maersk Oil’s ambition to become a top five operator in the North Sea in the 2020s,” he said.Mr Thomasen added that the investment from Maersk Oil and coventurers would also support employment in both the UK and Asian supply chains. It has been estimated that the project will directly support 400 UK jobs. “Our focus for the next three years is working with our partners and suppliers to deliver the project from fabrication right through to commissioning safely, on time and within budget,” he said. The contract with SMOP is worth over $1 billion, including long lead items. It was awarded in September 2015 and includes the building of the central processing facility plus two connecting bridges and a wellhead platform, along with utilities and topside living quarters. first quarter of 2016 was one of the most difficult periods seen in the shipping industry, since at least the late ‘80s. In its latest weekly report, shipbroker Allied Shipbroking noted that “freight rates on the dry bulk side have reached their lowest point, bringing down with them asset prices. As a result a strong effort has been made by the industry as a whole to correct the balance and bring things back to some sort of normality”.George Lazaridis Head of Market Research & Asset Valuations with Allied noted that “despite all this, and more specifically the gross amount of scrapping that has taken place over this time period, the fleet has still grown by 46 vessels (equivalent to an increase of 3.5MDWT). It has only been in the past month alone were we have seen a decrease in the fleet on a month-on-month basis, shrinking by a still unimpressive level of 2 vessels (or 0.39MDWT). At the same time the recent gradual recovery being noted in parts of the dry bulk market has been primarily fed by seasonal market movements something that means that the same level of support from charterers can’t be expected during the whole course of the year, while there is still little to support a recovery back to the ways of the old in terms of demand growth in the key commodities of the dry bulk market”.The shipbroker added that “China has sent off some positive signals in terms of policy decisions, however it is too early to tell if these will have a real effect on the market or if they will falter. That’s not to say that there has been nothing of gain from these positive signals as yet. On the back of this generated optimism, the demo market has formed a substantial recovery for the time being, with prices gaining considerable ground over the past two weeks. In turn this has not only helped revitalise activity in the ship recycling space but has also provided in turn a boost on the residual value of most of the overage fleet”.Lazaridis added that “as a further positive note to this, we have seen a large scale effort in cancellations of newbuildings on order as well as extensive delays on delivery dates, as such smoothing out the delivery schedule of new vessels entering the market to a more manageable rate. Appetite for the placing of further new orders has also disappeared during the past couple of months, allowing for a market breather, though this has been to the dismay of shipbuilders who have found themselves struggling to manage their operations. The added benefit to this, as has been mentioned countless times, is that we will also eventual see a shrinking in shipbuilding capacity, a foundation for if you want to see a market down the line that can sustain high returns”.He concluded by noting that “unfortunately and although the efforts made in restructuring the market have been significant, there is still a big gap to cover. All the above efforts have to be significantly increased, including a higher rate of scrapping, a further clearing of the orderbook and an even slower pace of new deliveries as well as a temporary clearing of excess tonnage through laying up some of the more inefficiently tonnage around. This seems difficult to be accomplished as things stand now, though it looks as though a lot of head way will be made in this regard during the course of 2016, while it will be a positive outcome if during the same time demand growth in the market starts to ramp up again”. FPSO Nkrumah’s turret bearing damaged Tullow Oil plc has said its technical investigation of the condition of the turret bearing on the FPSO Kwame Nkrumah has confirmed that the bearing has been damaged and is no longer able to rotate as originally designed.Oil production and gas export can continue, the Jubilee partner said, but under revised operating and off-take procedures.It said a root cause analysis is ongoing and a project team is assessing which long-term remediation option is most appropriate. Initial feasibility studies by the team have confirmed that the bearing issue can be fully resolved.The FPSO Kwame Nkrumah has now been placed on "heading control" through the use of tugs, which minimise vessel movement around the bearing.Tullow said in its recent update operational update on the Jubilee Field, further to its release of 18 February, that new operating procedures, including the use of a dynamically positioned shuttle tanker (capacity of 250,000 barrels of oil) and a storage tanker (capacity of 1 million barrels of oil), are being implemented to assure safe production and off-take operations.Tullow said although all necessary equipment for the new operating procedures, including the two tankers, are in place, “it is important that additional time and due care is taken to implement new procedures and receive required approvals”.Tullow said safety and protecting the environment remain its key priorities.

The oil firm said it currently estimates that production from the FPSO will re-start in approximately two weeks’ time and will also take time to ramp-up. It said its production guidance will be re-issued once the new operating arrangements have stabilised.Tullow said it has a comprehensive package of insurances in place, including Hull and Machinery insurance, procured on behalf of the Joint Venture, which covers relevant operating and capital costs associated with damage to the FPSO, and Business Interruption insurance, which covers consequent loss of production and revenue. “Claims under both policies have been notified to our insurers”.Speaking on the latest update, Paul Mcdade, Chief Operating Officer said in a statement that: “We are focused on resolving this issue with the bearing on the FPSO Kwame Nkrumah in a timely and safe manner. We have appointed a highly experienced project team to work on a permanent solution while our operations team continues to ensure we have in place safe and sustainable arrangements for production from the field. Given the ability to continue production and because we have the appropriate insurance policies in place, we do not expect that this issue will have a material impact on our revenue.” The FPSO has been undergoing “routine” maintenance since March 20. Bumi Armada plunges to record low on FPSO termination

The share price of the marine shipping company involved in the oil and gas sector has plunged 69% since 2012. Year to date, the counter has fallen 28.43%. Interpacific Securities remisier Sam Ng told theedgemarkets.com that shareholders could be following the Employee Provident Fund's (EPF) action of selling Bumi Armada shares over four consecutive days.In separate filings with the local exchange, Bumi Armada said EPF disposed of nine million shares between March 30 and April 5.It still possesses 452.3 million shares or a 7.711% direct stake in the group. Rond 16.35 uur werd de bemanning van de reddingboot 'ORANJE' opgeroepen nadat een motorboot op een strekdam was gevaren. Dat gebeurde op het Veerse Meer ter hoogte van Kamperland. Met behulp van een sleeptros van de KNRM-reddingboot is de boot weer losgetrokken om vervolgens naar de haven van Veere te worden gesleept. Volgens de KNRM gebeurde het ongeluk doordat de motorcruiser tijdens een proefvaart een motorstoring kreeg. "Plotseling viel de motor uit. Hierdoor belandde het vaartuig op één van de

Third drugs interception in the Caribbean by the HNLMS De Zeven Provinciën

In the morning of April 3rd, in the middle of the Caribbean Sea, the Dutch frigate HNLMS DE ZEVEN PROVINCIEN managed to intercept more than 250 kilos of cocaine. The operation was a successful collaboration between the Dutch, Belgian and American units, operating from the Dutch frigate. The action took place in the framework of the international counter-drugs operation Carib Venture, led by the Commander Netherlands Forces in the Caribbean. Just before sunset the ship came into position and during the night it became clear that there was contraband on board. On Sunday morning the sailing vessel was searched by a team of the US Coast Guard which is

embarked on HNLMS DE ZEVEN PROVINCIEN for these cases. During their search they found more than 250 kilos of cocaine. It is believed that the only person on board the sailboat threw part of the contraband overboard. During

the operation, the Belgian helicopter, the Alouette III flew above the area to monitor the sailboat and surroundings for suspicious activity. The sailing vessel, the suspect and the contraband have been transferred to the US Coast Guard.

Vympel Shipyard will build two armament support ships for RF Navy

RF Defence Ministry and Shipyard (Rybinsk, Yaroslavl Region) have signed a contract for construction of two armament support ships of Project 20360М. The ship designed by Vympel design bureau (Nizhny Novgorod) is an adjusted project 20360 known as Dubmyak to comply with the requirements of RF Defence Ministry, the shipyard&RSquo;s press center says. The ships (Hull No 01551 and Hull 01552) are to be delivered to the customer in 2019 and in 2020 accordingly.The lead

ship (Hull No 01551) will be deployed for the Black Sea, the second ship – for the Baltic Fleet. Construction of the such a big vessel (length – 77m, width – 15.8 m) is a new challenge for the shipyard, the statement says.Vympel Shipyard builds medium- light-tonnage seagoing and river vessels and boats both for military and civil sectors. Since its inception in 1930, the company has built more than 30,000 ships of various types. Triyards Holdings Triyards Holdings, the offshore vessel fabrication and engineering solutions unit of Ezra, reported slightly improved earnings for the second quarter. the construction of aluminium crew boats and wind farm vessels, Triyards said yesterday. Earnings per share was 3.53 US cents for the six months ended Feb 29, down from 4.16 US cents in the same period a year ago. Net asset value per share was 67.15 US cents as at Feb 29, up from 64.22 US cents as at Aug 31 last year. Mainboard-listed TEE International went back into the black for its third quarter. Net profit for the three months ended Feb 29 was $611,000, compared with a loss of $134,000 in the same period a year earlier.Revenue for the quarter grew 7.8 per cent to $46.5 million, due mainly to higher revenue from ongoing engineering projects. Earnings per share was 0.12 cent for the quarter, instead of a loss per share of 0.03 cent a year earlier. Net asset value per share was 19.5 cents as at Feb 29, up from 19 cents as at May 31 last year. No dividends were reported for the period. Sembcorp Marine and Marco Polo Marine have entered into arbitration after attempts to resolve a dispute through the senior management and mediation failed. PPL Shipyard, a SembMarine unit, had served a notice on Marco Polo Drilling (MPD), a Marco Polo Marine (MPM) unit, to start arbitration proceedings. MPD and MPM had also served PPL Shipyard a similar notice.According SembMarine, PPL Shipyard served a termination notice on MPD on Dec 1 last year, terminating a contract after MPD failed to pay the second disbursement of 10 per cent of the contract price. The expected payment of US$21.43 million was due on Nov 30 last year. PPL Shipyard then commenced an action in the Singapore High Court on Dec 1 against MPD's parent MPM for the amount due under the two parties' agreement. Source : Straitstimes

One Step Closer to Cruise: Deltamarin To Support Stena Ferry Construction In China

Is China one step closer to cruise ship construction? Deltamarin Group has announced a project to deliver a comprehensive engineering, procurement, construction and management package for Stena’s ro-pax ferry newbuilds to be built at AVIC Weihai Shipyard in China.Stena RoRo, a subsidiary of Swedish Stena AB, and AVIC International Ship Development (China) Co. Ltd. have signed a contract, subject to board approval, for four vessels including options for another four. These will be one of the first ro-pax ferries to be built in China for a western owner. Deltamarin said it will work in the project not only as a designer, but also as a provider of comprehensive project management services to support AVIC SHIP and AVIC Weihai Shipyard in the vessel construction.The vessels will have a capacity of more than 3,000 lane meters in a drive-through configuration. They will also accommodate about 1,000 passengers and offer a full range of passenger services. The main engines will be “gas ready”, prepared to be fueled by either methanol or LNG. Eight new Chinese container vessels to be powered by 32 Wärtsilä generating sets

Wärtsilä has been awarded the contract to supply its Wärtsilä Auxpac 32 generating sets for eight new 13500 TEU container vessels being built for China Shipping Container Lines (CSCL), the company said in its press release. Four generating sets are needed for each vessel, making a total of 32 sets in all. The order was placed in March 2016 with Wärtsilä’s joint venture company, CSSC Wärtsilä Engine (Shanghai) Co Ltd (CWEC). The ships have been ordered from the Hudong-Zhonghua yard in China. The total power output from the contracted Wärtsilä engines will
