Annexure 2

Tourism infrastructure inventory

The pilgrimage site- wise detailed tourism infrastructure inventory is an important part of the DPR so as to

get the idea of the existing tourism infrastructure, its adequacy and envisaged tourist flow in the future and

the necessary action required to mitigate the infrastructure gap. The table is an indicative list of the

infrastructure gap analysis conducted at each site. Other categories/particulars can also be added depending

on project-specific basis.

Annexure 3

Model outline on General Cleanliness in accordance to Swachh Bharat Guidelines.

Project report shall have detailed assessment & infrastructure gap study to ensure general cleanliness in & around location. Various components that shall form part of the section are as under:-

1. Background & rationale of Section. 2. Analysis of existing cleaning procedures (of core destination, its vicinity and approach). 3. Identification of involved agencies & their responsibilities (institutional framework in place). 4. Identification of bottlenecks in functioning and suggesting ways of overcoming the same through

stakeholder consultation & research. 5. Assessing the current waste generation and examining adequacy of current provisions:-

5.1. Adequacy of garbage bins, their placement. 5.2. Adequacy of toilet blocks- gender based, accessible & bio degradable etc. 5.3. Adequacy of garbage collection vehicles. 5.4. Examining provisions of segregation of bio degradable & non-biodegradable waste, solid waste

management. 5.5. Adequacy of Manpower. 5.6. Adequacy of frequency of cleaning.

6 Identification of requirements in terms of additional components as well as existing components and cost estimates of the same.

7 Feasibility of roping in an adopter for cleanliness of the area. 8 Possibility of signing MoU between different agencies. Identifying the nodal agency which may be

designated as the overseer of the execution of the MoU. 9 Assessing the future waste generation (3-5 Years) in prospects of development of the area and assessing

the preparedness of the destination for handling the same. 10 Identification of the future requirements of different components and their year-wise phasing of the

same and cost estimates.

UNDERTAKINGS

The Government of gives the following undertakings in the respect of the above mentioned project

proposals.

1. That the State Government/ UT Administration of is committed to implementation of the

Scheme PRASAD.

2. That adequate land free of encumbrance to accommodate all the features of the project is available

and is in possession of Tourism Department.

3. That for the components proposed for public funding, the cost estimates are based on schedule of

rates prescribed by the Central/State PWD.

4. That it will bear the expenditure on account of approach road, external electrifications, external water

supply, sewerage lines and other items.

5. That the specific milestones to be achieved under the scheme (as per the DPR) and the works to be

undertaken in physical and financial terms are as follows:

12 months - _% completion of the project

24 months - _% completion of the project

36 months - _% completion of the project

Note: Above completion timelines are subject to timely release of funds from MoT.

6. The State Government/ UT Administration of will operate and manage the project directly

or by selecting and appointing an agency, and will bear/be responsible for all operational expenditure.

7. That the State Government/ UT Administration of will be solely responsible for sustainable

operation and maintenance of the identified/ developed projects under the scheme. It will have

necessary arrangements/ agreements/ with the public/private agencies for operation/repairs/

maintenance of the assets created under the scheme, details of which are furnished in form ‘C’.

8. That it will bear all the expenditure on recruitment, training and salary of staff employed for operation

of the project.

9. That it will complete the project within the estimated cost indicated in the DPR and any cost over runs

will be borne by the State Government itself and

10. That it will forward monthly detailed physical and financial progress reports of the project to the

Ministry of Tourism, Government of India.

11. That it will ensure all statutory clearances in place before execution.

12. That it will ensure there is no duplication of components proposed under any other Scheme / Funding

arrangement.
