She said that before she had come out as a woman, she stayed home most of the time. “Now,” she said to cheers, “I actually like go-ing out, and being myself.”

Jenner described her journey to becoming a woman, and spoke of how she sat down with her children to discuss her plans to go public. She said she had realized that per-haps “this is why God put me on this earth, to tell my story ... and make a difference in the world.”

Jenner is not the first transgender woman to be a Glamour Woman of the Year; last year, actress Laverne Cox was honored. Still, Jenner’s inclusion sparked some backlash on social media. “We prefer to

focus on the positive,” Jenner said through a spokesman ahead of the announcement.

Cindi Leive, Glamour’s editor-in-chief, told The Associated Press that criticism of Jenner’s inclusion “certainly gives you an apprecia-tion for the hostility to the trans community that still exists out there.”

EvEry Temple and Shrine has a special date for it annual Cer-emony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Ga-lungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beauti-fully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The latest case revealed by the Denpasar Police Narcotic Unit is the students getting involved in a mari-juana party on Jalan Muding, Ker-obokan, North Kuta, Monday (Nov. 2). In addition to securing marijuana, the officers arrested RA, 21, a student of vocational school in Badung, MW, 18, a student, CM, 20, unemployment and RR, 19, unemployment.

Disclosure of this case added to a long list of students getting involved in drugs. Of course, they are expected to succeed the nation even disrupt the image of the education realm. “We are also concerned with this incident. They should study well, but they even get involved in marijuana party,” said the Chief of Denpasar Police Narcotic Agency, Gede Ganefo.

Regarding the legal process, Com-missioner Ganefo said that his insti-tution is still coordinating with the BNNP Bali related to the assessment.

“They are abusers. According to the mandate of the laws, they must be rehabilitated,” he affirmed.

However, he continued there are also students becoming a drug dealer. In this case, his institution will process in accordance with the prevailing rules. “The abusers and dealers will be given different treatment. Abusers are rehabilitated, while dealers are processed by the court,” he added.

On that account, he appealed to parents and teachers to really keep an eye on their children. Do not regret later on when loving children too much and giving them freedom. “It is legitimate if parents love their children but there are certain limits. Granting too much freedom is not good because it tends to lead to nega-tive things and harm their future,” said Ganefo.

Similar opinion was conveyed by the Head of the BNNP Bali, I Putu

Gede Suastawa. His institution is still focusing on the rehabilitation of drug abusers. In addition, it is also continued to attempt public awareness through Focus Group Discussions (FGD) and dissemination on the pre-vention, eradication, abuse of illicit drug trafficking (P4GN). All com-munity components are targeted in this activity. It is meant to awaken and foster a sense of care for the P4GN.

“We’ve been doing this activ-ity among students, especially high school and college students. We reach them because they are successors to the nation,” he said. Rehabilitation is done so that the addicts can recover their former condition. With the re-covery, the drug demand in Bali is expected to reduce.

“If the need for drugs can be reduced, of course, the supply will reduce. Thankfully, if it can be made into zero,” he said.

They are given the understanding to raise the awareness so that the ad-dicts are willing to be rehabilitated. His institution is also rehabilitating some high school students in Den-pasar due to addiction to crystal meth. Ironically, they have to jointly purchase the illicit goods in order to

among students is certainly making us concerned because more and more younger generation have been getting involved in drugs. “Let us save our younger generation from drugs. We very much hope the public concern and awareness,” said one-star general from Gulingan, Badung.

Ahmad Hadiana, a legal practi-tioner, also agreed to the rehabilita-tion of drug abusers. He said if they are prosecuted to get to verdict and detained in prison, their action will deepen. “Hopefully, the law enforce-ment officials can agree (that addicts must be rehabilitated—Ed). It’s a pity on them (the addicts—Ed) if they are detained in prison. It’s no secret how the life in prison is. A thief can shift profession into a drug dealer,” he said.

On that account, this drug traf-ficking must be eradicated and all components of community must be involved. If left unchecked, the prison and detention center will be thronged by suspected drug cases. In addition, condition of the nation will be fragile because future generation has been encroached by drugs. (rah)

Regional Coordinator of the Indonesian Advo-cate Association (Ikadin) for Bali, NTT and NTB Region, I Made Suardana, affirmed that the rampant crimes involving children ranging from theft, sexual-ity, persecution and murder are caused by several things such as informal education in the family due to the caregiver or parents are busy with their work or other so-cial activities so that there is no optimal control. The sec-ond reason is the influence of technology in the form of the presentation of violence in television broadcast, free internet browsing, Facebook and other social media that escape from sensor so that children makes them as reference.

Another factor is the im-personation on what they have heard and seen that are then actualized as their identity. Additionally, en-vironmental factors and promiscuity also shape them where the surrounding chil-dren also determine their character building into ille-gal because their surround-ing environment has taught violence and immoral deed. “If this condition happens the next generation will have no independence,” he said.

Can the suspect be treat-ed with diversion (settle-ment beyond the court on the agreement of both par-ties)? Suardana stated that diversion in the juvenile justice system according to the Regulation of the Supreme Court in 2012 is only applied to the cases with penalty of under seven years. Otherwise, in the case of YLM refers to the Article 81 paragraph 2 of Law No. 11/2012 on the juvenile justice system where the imprisonment imposed is half of the adult penalty.

“Since it is a murder case, it remains to refer to the provisions of Article 340 of the Criminal Code but the sentencing is unlike to the adults, but half of the criminal threatened,” he said. (rah)

EMBATTLING the increasingly massive drug circulation in Bali is not as easy as turning the palm of the hand. It is aggra-vated by low public awareness of drug hazards that can harm younger generation of the nation. As a result, drug dealers are more intensively committing their crimes and have targeted students. Without immediate handling, the influence will be getting more rampant.

The $1,500 Android-powered Tag Heuer Connected on sale in the US starting Monday is seen as a rival to the Apple Watch, which launched earlier this year starting at $349, with some versions at more than $10,000.

based on the Carrera watch design from the group popularized by Brad Pitt -- is built with titanium, sapphire and the “best in class touchscreen technology,” according to the company’s website.

Like other smartwatches, the new wearable tech device allows

users to receive notifications, text messages, and to identify callers on a connected handset. It also can monitor the user’s heartbeat.

Tag Heuer and the US tech firms announced a partnership in March to produce the watch. In the mean-time, Apple teamed up with French luxury market Hermes to produce a version of the iOS watch starting at $1,250.

Tag Heuer chief executive Jean-Claude Biver said he believes there

will be demand for the new watch.“It’s not too late. The market is

not considered to be consolidated yet,” he said at the New York un-veiling.

The companies call the new device “an elegant connected watch that merges expertise of Swiss watchmakers with Silicon Valley engineers to set a new standard for high-tech perfor-mance, timeless aesthetics and supreme quality.”

The Carrera Connected watch can be paired with Google Android devices as well as those running Apple’s iOS, and can connect via Bluetooth or Wi-Fi.

In an interview with Switzer-land’s Le Matin Dimanche, Biver said that he does not consider Apple a direct competitor.

“We are not Apple. We are a watch brand. I forbid my colleagues to say Apple is our competitor,” he told the paper. (afp)

NEW YORK - TAG Heuer, the Swiss watchmaker that is part of the French luxury goods group LVMH, showed off its first Internet-connected wristwatch Monday designed with Google and Intel.

SAN FRANSISCO - Snapchat on Mon-day confirmed that six billion vanishing videos are viewed daily at the service in a three-fold surge from early this year.

The highly-valued startup declined to comment on what it thought was powering the rapid growth.

“It is a huge number for them,” analyst Rob Enderle of Enderle Group said of the Snapchat video viewing number.

“But, you have to be concerned about the nature of the videos; and if they are illicit in nature, a huge number could go away.”

The analyst considered it challenging to make money from videos that vanish after being sent from one person to another, instead of lingering for arrays of people to watch the way they do at online venues such as YouTube or Facebook.

Facebook revealed during a quarterly earnings call last week that more than eight billion videos are viewed daily at the leading social network, jumping to a level twice as high as it was early this year.

Videos are considered viewed at Snap-chat after being displayed for fractions of seconds, while its takes several seconds to achieve that status at Facebook and approxi-mately half-a-minute at YouTube.

Snapchat’s appeal has been the promise that messages shared disappear shortly after being viewed, providing users a sense of being able to keep pictures or videos private

and ephemeral.Last month, Snapchat introduced a “re-

play” feature for those disappearing messages, giving users an option to get another look at three “snaps” for a fee of 99 cents.

The feature was the first by the Los Angeles-based social network to get revenue from its user base in addition to advertis-ing messages.

In May, the company said it raised $537 mil-lion in a new round of equity funding.

The vanish-ing-message ser-vice did not dis-close who bought stakes in the Los Angeles-based com-pany, which came at a price estimated to give Snapchat a value of more than $15 bil-lion, according to media reports.

Snapchat rejected a

$3 billion takeover offer from Facebook in 2013.

Snapchat rocketed to popularity in the Unit-ed States, especially among teenagers, after the initial app was re-leased in September 2011.

The smartphone app has since added features, such as letting users in the United States send money to friends by simply typing dollar amounts into new “Snapcash” messages.

The feature came from a collaboration between Snapchat and Square, a mobile payments company headed by Twitter co-founder Jack Dorsey.

Snapchat also added a “Stories” feature that strings together a series of

In an interview with the BBC, Suu Kyi said her National League for Democracy expects to win 75 percent of the seats contested in the 664-member Parliament. The Union Election Commission has announced results for only 88 seats, giving 78 to the NLD and five to the ruling party from Sunday’s vote. It has given no explanation for the slow results.

The delay has raised concern, with NLD spokesman Win Tien tell-ing reporters that the election com-mission has been “delaying inten-tionally because maybe they want to play a trick or something.”

“It doesn’t make sense that they are releasing the results piece by piece. It shouldn’t be like that,” he told reporters after a party meeting at Suu Kyi’s house. “They are trying to be crooked.”

The surprising accusation added a worrying twist to what had been an amicable election, with the rul-ing party appearing to be taking its

expected loss gracefully.It is also disconcerting because

Myanmar’s former military junta, which had called elections in 1990 after 28 years in power, refused then to recognize the NLD’s over-whelming victory. It continued its brutal rule for two more decades, keeping Suu Kyi under house arrest for much of that period.

Faced with intense international pressure after becoming a Southeast Asian pariah, the junta finally gave up power in a choreographed transi-tion to democracy, being replaced in 2011 by the Union Solidarity Development Party, largely made up of former junta members.

The government, which remains beholden to the military, is led by President Thein Sein, a former general who has been praised for initiating political and economic reforms to end Myanmar’s isola-tion and jump-start its moribund economy. In the BBC interview,

Suu Kyi was asked why, given the events of 1990, things will be dif-ferent this time.

“They’ve been saying repeatedly they’ll respect the will of the people and that they will implement the re-sults of the election,” she said. She also said the people are far more aware now than in 1990.

“The times are different, the people are different ... very much more alert to what is going on around them. And then of course there’s the communications revo-lution which has made a huge dif-ference. Everybody gets on to the net and informs everybody else of what is happening, and so it’s much more difficult for those who wish to engage in irregularities to get away with it,” she said.

Observers also believe the mili-tary has little to gain by interfering again, because as part of the reforms toward democracy it has already secured its position with constitu-tionally guaranteed powers.

LONDON — Prime Minister David Cameron says the European Union must agree to “irreversible changes” that would redefine Brit-ain’s relationship with Brussels — and limit freedom of movement by allowing the U.K. to restrict benefits for migrants from other member states.

Britain will hold a referendum by the end of 2017 on whether to leave the 28-nation EU. Cameron says he wants to stay in, provided he can secure greater autonomy for the U.K.

Cameron outlined his demands Tuesday in speech in London and a letter to European Council President Donald Tusk.

He told an audience at the Chatham House think-tank that Britain wants change in four areas, including protection for countries such as Britain that don’t use the euro single currency, less red tape and greater power for national parliaments to opt out of rules made by the Brussels-based EU.

“We are a proud, independent nation. We intend to stay that way,” Cameron said, stressing that Britain wanted a “clear, legally binding and irreversible” exemption from the EU’s commitment to an ever-closer union.

Most contentiously, Cameron said Britain wants to “tackle abuses of the right to free movement, and enable us to control migration from the European Union.” He said Britain wants to bar EU migrants from receiving tax credits and other benefits paid to working people during their first four years in Britain.

That is likely to be a tough sell with some EU leaders, who see free movement of labor, as well as of goods, as a cornerstone of the bloc. “We don’t want to destroy that principle,” Cameron said. “But freedom of movement has never been an unqualified right.”

To that end, in the letter of input given by the regent of Klungkung related to the discussion of the regional bylaw draft on Zona-tion Regulatory Direction (APZ) No.800/704/Bappeda, Regent Su-wirta proposed to narrow the radius specified in the APZ. The letter delivered to Chairman of the Bali House of Representatives through chairman of special committee requested that the coastal sacred area specified at 100 meters from

the surface of seawater level of the lowest tidal zone can be reduced again to less than 100 meters.

Furthermore, regent Suwirta also proposed so that classification of temple or sanctum can be made narrower. It has something to do with the outer limit of utilization zone in sacred area specified at 5 km for pura sad kahyangan, 2 km for pura dang kahyangan, 50 meters to 2 km for other pura kahyangan jagat and 5-50 meters from the outer side of compound wall of pura kahyangan tiga and other pura kahyangan desa.

JAKARTA - The Indo-nesian government will raise three key issues during the Asia-Pacific Economic Co-operation (APEC) summit to be held in Manila, the Philip-pines, on November 18-19.

The statement was de-livered by Foreign Affairs Minister Retno L.P. Mar-sudi while reporting to Vice President Jusuf Kalla on Tuesday.

“I and Trade Minister Thomas Lembong updated the vice president on Indo-nesia’s preparations for the APEC summit to be held in Manila on November 18-19,” Marsudi noted.

The three major issues to be raised by the Indonesian delegation are commodi-ties to support sustainable development, infrastructure cooperation, and maritime collaboration.

“These are ongoing issues that we plan to raise during the summit,” she affirmed.

Marsudi and Lembong will leave for Manila to at-tend a series of ministerial meetings to be held on the sidelines of the APEC sum-mit.

“We will place as many croco-diles as we can there. I will search for the most ferocious type of crocodile,” he was quoted as

Waseso said that crocodiles would be better at preventing drug traffickers from escaping prison as they could not be bribed -- unlike human guards.

crocodile-running skills show-cased in Bond movie “Live and Let Die” when he escapes from an island using the reptiles as stepping stones.

“You can’t bribe crocodiles. You can’t convince them to let inmates escape.”

The plan is still in the early stages, and neither the location or potential opening date of the jail have been decided.

Indonesia already has some of the toughest anti-narcotics laws

in the world, including death by firing squad for traffickers, and sparked international uproar in April when it put to death seven foreign drug convicts.

But President Joko Widodo has insisted that drug dealers must face death as the country is fight-ing a “national emergency” due to rising narcotics use.

Despite the harsh laws, Indo-nesia’s corrupt prison system is awash with drugs, and inmates and jail officials are regularly ar-

Slamet Pribadi confirmed authori-ties were mulling the plan to build “a special prison for death row convicts”.

He said only traffickers would be kept in the jail, to stop them from mixing with other prisoners and potentially recruiting them to drug gangs.

JAKARTA - In a bid to com-memorate National Heroes’ Day, several state officials held a cer-emony on Tuesday to recall the sacrifices made by the heroes to gain Indonesia’s independence in 1945.

Administrative and Bureaucratic Reform Minister Yuddy Chrisnandi held a commemoration ceremony aboard the Indonesian Ship Banda Aceh at the Tanjung Priok Port, Jakarta.

Chrisnandi was accompanied by his wife Velly Elvira and several veterans of the Indonesian Navy.

“During President Joko Widodo’s leadership, Indonesia aims to trans-form itself into a global maritime axis. Hence, by commemorating National Heroes’ Day onboard the

Indonesian ship, we hope to further develop Indonesia as a maritime nation whose independence was achieved by its heroes in the past,” Chrisnandi affirmed in a speech during the ceremony.

He emphasized that the true es-sence of a hero is an individual who demonstrated a sense of patriotism, sacrifice, and nationalism to de-velop the nation.

Chrisnandi urged the civil ser-vants to utilize the momentum of National Heroes’ Day to improve their capacity and implement the mandate to the best of their abili-ties.

Home Minister Tjahjo Kumolo also led the National Heroes’ Day commemoration ceremony at the

Domestic Governance Institute in Jatinangor, West Java Province.

During his speech, Kumolo said the civil servants and the people of Indonesia should laud the services of the national heroes to gain inde-pendence.

“It is highly appropriate for the Indonesian people to commemorate National Heroes’ Day to honor the services of our heroes to gain inde-pendence,” he added.

He urged the civil servants to act as role models to continue provid-ing service and support to develop the nation.

“It is important for the civil servants to have willpower in main-taining and developing Indonesia. We should continue the struggle of

past Indonesian heroes,” Kumolo emphasized.

Union misspent 6.3 billion euros ($6.8 billion) in 2014, the bloc’s financial watchdog said on Tuesday, urging Brussels to take make its un-wieldy budget more responsive to shocks like the migration crisis.

The European Court of Auditors called for a “wholly new approach” to the way the EU uses its cash that would allow the 28-nation union to be more flexible and free up unspent funds so they can be used where needed.

Examples of misspending in-cluded underused airports of which only around half were worthy of EU funds, and aid paid for farmland

in Spain that was actually being used as a motocross track, it said in a report.

“We call for a whole new ap-proach -- we cannot afford to do business as usual,” Vitor Caldeira, the president of the independent ombudsman, told journalists as he launched the report.

He said the report came at a “particularly difficult time” when the EU faced “major challenges” ranging from the struggle to create jobs and growth and dealing with Europe’s biggest migration crisis since World War II.

“Decision makers must align the budget better with the EU’s long-

term strategic priorities and make it more capable of responding in a crisis.”

The report said the so-called error rate for spending fell slightly to 4.4 percent of the EU’s 142.5 billion euro budget in 2014 from a revised 4.5 percent in 2013, but was still far above the acceptable level of 2.2 percent.

But the EU’s budget has long sparked debate at a time when the economy is only weakly recover-ing after years of austerity and eurosceptic parties are on the rise in many countries.

The migration crisis has placed a particular burden on the EU’s

budget as states deal with an un-precedented flow of refugees and migrants from Syria and other conflict zones.

Caldeira said EU’s budgetary system was slow to react to cri-ses like migration, partly as it is planned out in seven year stretches, with the current budget lasting from 2014 until 2020.

“The current migration problem would benefit from available funds that have been committed to dif-ferent areas if they could be used in some more flexible way,” the watchdog chief said.

The watchdog said it looks at whether or not money is spent

according EU rules, but does not specifically measure “fraud, inef-ficiency or waste”, with any sus-pected fraud reported to the bloc’s anti-corruption agenc.

Spending managed jointly by Brussels and member states had the same level of error as that managed directly by the European Commis-sion, the EU’s powerful executive branch, the report said.

It did not give figures for indi-vidual countries.

China is a key driver of global growth but expansion slowed to its lowest rate in nearly a quarter of a century in 2014 and has continued to weaken this year.

A year-on-year rise of 1.3 per-cent in the consumer price index (CPI) -- a main gauge of inflation -- released by the National Bureau of Statistics was the lowest since May and down sharply from 1.6 percent in September.

It was also well below market expectations of 1.5 percent based on a survey of analysts by Bloomberg News.

Moderate inflation can be a boon to consumption as it pushes buyers to act before prices go up, while falling prices encourage shoppers to delay purchases and companies to put off investment, both of which can hurt growth.

“Deflation risks still remain in the economy. We expect deflation pressure will continue to be there,” Claire Huang, China economist at Societe Generale in Hong Kong, told AFP.

Authorities earlier this month pledged to accelerate reforms fol lowing a key Communist Party meet ing, but analysts warn that more needs to be done to avoid a hard landing for the economy.

The producer price index (PPI),

which measures the cost of goods at the factory gate, fell 5.9 percent year-on-year in October, match-ing the figures for September and August, which represented a six-year low.

Overcapacity in manufacturing has been a major drag on China’s growth and analysts said the pro-tracted declines in PPI boded ill for industrial prospects.

It was “still too early” for signs of a rebound in industrial activity, Bank of America Merrill Lynch economists said in a note.

Consumer inflation has been at or below 2.0 percent for all of 2015, while the drop in PPI -- a leading indicator for CPI -- was the 44th consecutive monthly fall.

China is facing economic turbu-lence as it tries to transition its econ-omy from years of super-charged growth to a more modest pace it has dubbed the “new normal”.

The troubles have sent waves of concern through stock markets around the world.

Growth hit a 24-year low of 7.3 percent in 2014 and has slowed fur-ther this year, slipping to 7.0 percent in each of the first two quarters.

In the video, which is likely to raise further controversy, police of-ficers show Ahmed footage of him and his cousin wielding knives and chasing a man through the streets of the Pisgat Zeev settlement. One of the officers shouts at Ahmed, “Is this you, this person?” as the teen cries and says he doesn’t remem-ber. It was unclear how Palestinian media obtained the video or who filmed the Israeli investigation.

Attorney Lea Tsemel, who is representing Ahmed, said she may contest the investigation based on the manner of questioning seen in the video. “You cannot terrify or threaten or tempt for the purpose of achieving a confession,” she said. CAIRO — Egyptian media have reacted with fury as Britain and the United States increas-ingly point to a bomb as the cause of the Oct. 31 Russian plane crash in Sinai, with many outlets hammering home the same mes-sage: Egypt is facing a Western conspiracy that seeks to scare off tourists and destroy the country’s economy.

The warnings of a plot have been widely promoted by opin-ion-makers in print, online, and on TV, sometimes hinting and sometimes saying flat-out that the West has restricted flights to Egypt not purely out of safety concerns for its citizens but because it wants to undermine the country or prevent President Abdel-Fattah el-Sissi from mak-ing Egypt too strong.

And though they seem wild, these conspiracy theories have apparently tapped into the Egyp-tian mindset — so much so that when Russia last Friday grounded all flights to Egypt, some media speculated that Moscow had fallen victim to British pressure and manipulation.

“The people defy the con-spiracy — Egypt will not cave in to pressures,” the state-owned Al-Gomhuria newspaper pro-claimed in a front-page headline this week. “Egypt stands up to ‘the West’s terrorism,’” an independent daily, El-Watan, headlined.

The rhetoric reflects in part the deep reluctance in the press to level serious criticism or sugges-

tion of shortcomings by el-Sissi’s government.

Government and independent media alike have constantly lionized el-Sissi and depicted him as Egypt’s savior ever since — as head of the military — he led the army’s 2013 ouster of Islamist President Mohammed Morsi after massive protests against Morsi and the power of his Muslim Brotherhood. Since el-Sissi’s election as president the following year, most media have continued to laud him as working to bring stability.

“Denial on behalf of the state that there is a crisis and then try-ing to point to some kind of third party is very normal” in Egypt, Hebatalla Taha, an Egypt-focused analyst at the International In-stitute for Strategic Studies, told The Associated Press.

Conspiracy theories often run rampant in the Middle East for a variety of reasons — poor education, suspicion of others, a lack of government transparency, limitations on speech, and the historical fact that powers inside and outside the region do often work behind the scenes to sway events and conflicts. Often, the theories are politically fueled.

Taha said the rhetoric is the “standard fallback” for the state. Private citizens, she said, likely wouldn’t have come up with the conspiracy theories on their own, “but they’re very likely to adopt what state media is saying.” Egypt’s media often point to “for-eign hands” amid crises. (ap)

BEIJING — A vice mayor of China’s financial hub of Shanghai is under investigation by the ruling Communist Party amid an ongoing drive against corruption at all levels of government.

Ai Baojun was being probed on suspicion of “serious violations of discipline,” the party’s Central Commission for Discipline Inspec-tion said on its website Tuesday. The phrase almost always refers to corruption.

Ai’s name had already been removed from the list of Shanghai vice mayors, a likely sign that he will soon be fired and expelled from the party as a precursor to prosecution.

The 55-year-old Ai was ap-pointed a vice mayor in 2007, and two years ago became director of the city’s new Hong Kong-style free trade zone that has been heav-ily promoted by the central govern-ment. Trained as an accountant, Ai

had also been chairman of Baoshan Iron and Steel Co. Ltd., the listed unit of Shanghai’s massive Baosteel Group Corp.

Marquez - who is embroiled in a long-running spat with Rossi - had already denied protecting Lorenzo in the deciding race, but Rossi said the 2013/14 champion had tarnished the season.

“I think this championship had the potential to become one of the best of the last years because the battle with Jorge could go to the last point of the last race,” said Rossi.

“But unfortunately in the last three races something changed, something happened that nobody expected. “That is that Marc Mar-quez decided to protect Lorenzo and help him win the champion-ship. The problem started at Phillip Island and the situation became worse and worse.

“When I knew on Thursday that I had to start last, I knew already

that my championship was finished because I knew Marquez would want to finish his work and protect Lorenzo in the last race.

“It happened exactly as I expect-ed. “The race was quite embarrass-ing. The last lap was, I think, quite bad for all the sport. “I was ready to lose the championship to Jorge, who is always very fast, on the track. But in this way it’s not fair.”

Marquez argued that he had been trying to pass Lorenzo in the clos-ing laps but was stymied by yellow flags and then Pedrosa catching and battling with him - an account Rossi dismissed. “If you check the races of Marc Marquez in the last two years, you’ll know that he always tries to overtake and at the minimum he’d try to overtake on the last lap,” said the Italian.

“So the first question is why Marc Marquez never tried to over-take Jorge Lorenzo and never tried to make one attempt on the last lap.” Pedrosa came from 2.5s behind to join the lead battle at the finish, a turnaround Rossi said proved Lorenzo - whose tyres were fad-ing - was slow enough for Marquez to pass.

“The situation became very embarrassing for Pedrosa,” he said. “He was far behind and in the last two or three laps recovered two seconds.

“It means that was the pace of Jorge, and Marc Marquez just waited. It is clear that he helped Jorge.” Rossi argued that Honda was either in cohorts with Lorenzo or should find Marquez’s perfor-mance unacceptable.

This is a film, though, that’s unlikely to win Ronaldo any cinematic honors to join the vast collection of football medals — unless awards are given for shots of footballers preening in the showers and shaving. But there are touch-ing scenes with Ronaldo seen as a doting father, playing with Cristiano Jr. in his Ma-drid home. Recent media reports are used in the film to highlight the mystery over the identity of his son’s mother. Ronaldo has full custody of Cristiano Jr. and says that when he is older “then I will tell him what I did.”

Cristiano Jr. is seen living a closeted life, never mixing on camera with other children. His father lives a similar ex-istence.

“In football I do not have a lot of friends ... most of the time I am alone,” Ronaldo says. “I consider myself to be an isolated person ... dis-connected from the world.” Perhaps Ronaldo’s tender care for his son is because his own troubled upbringing with a father who drank himself to death 10 years ago. “I wanted a different father,” Ronaldo says in a rare revealing mo-ment in the film that isn’t about self-promotion. LONDON - Diego Costa has turned into a pale imitation of the player who took the Premier League by storm last year and Chelsea must get him firing on all cylinders again to have any hope of salvaging their wretched season. The 27-year-old striker could scarcely have believed his luck when he discovered last week that he had been recalled to Spain’s squad for the friend-lies with England in Alicante on Friday and Belgium in Brussels four days later.

He has scored only three times in 15 appearances for his club this season and the swashbuck-ling, battering ram of a centre forward who notched 20 league goals for the champions last term appears but a distant memory. Chelsea fans, already mystified by their team’s dramatic loss of form, are now wondering what has happened to Diego Costa.

Although the Londoners slumped to their third straight league defeat at Stoke City on Saturday, they produced a much-improved performance that suggested some key players are beginning to find form after a torrid start to the campaign.

Eden Hazard, the 2014-15 Premier League Player of the Year, again showed the tricky, ball-playing skills that tormented defences last season but more often than not, Chelsea’s attacks petered out when the ball went to Costa.

Former Newcastle United target man Alan Shearer, a lethal international striker for England in his prime, said the tempera-mental Costa could learn a lot from Leicester City’s red-hot marksman Jamie Vardy.

Vardy has netted in each of his last nine league appearances and will equal the 2003 record of former Manchester United and Netherlands striker Ruud van Nistelrooy if he scores in Leicester’s next game at New-castle on Nov. 21. “Right now one (Vardy) looks full of energy while the other (Costa) is barely mobile,” said Shearer.

LACK OF MOVEMENT“I studied Chelsea’s perfor-

mance on Saturday and actually thought they played as well as they have done for some time. What frustrated me about Costa was the lack of trouble he gave

Stoke’s back four.” Shearer, who scored 30 goals in 63 matches for England, bemoaned Costa’s lack of movement.

“Costa is constantly coming towards the ball now whereas you look at Vardy and he is al-ways looking to run in behind the back four,” he said.

“If you have Costa’s ability there is only one place you should be, up front, facing defenders and running on to through balls.” Costa looks to be spending more time winding up opposi-tion defenders than getting into the penalty box and if his barren run in front of goal continues, Chelsea may have little option but to seek a replacement in the January transfer window.

Jose Mourinho has received constant criticism for a remark-able slump in form that has seen Chelsea slump to fifth from bottom with 11 points from 12 league matches.

Pressure on Franz Becken-bauer to explain payments and pro-vide answers over a 2006 World Cup scandal grew on Tuesday, a day after the president of Germany’s FA (DFB) resigned despite insisting he had done nothing wrong.

Wolfgang Niersbach, who was a vice president of Germany’s World Cup organizers, said he was taking po-litical responsibility for a controversial 6.7 million euro ($7.22 million) pay-ment to FIFA allegedly used to bribe officials of world soccer’s governing body to vote for Germany’s World Cup hosting bid.

Following Monday’s surprise res-ignation of Niersbach the spotlight has now shifted to Beckenbauer, who was the head of the 2006 organising committee.

Rainer Koch, who along with fellow DFB vice president Reinhard Rauball has taken over Niersbach’s position on an interim basis, said “it is high time” Beckenbauer gets more involved in trying to resolve the issue.

“We have a request that he becomes more intensively involved in clearing up the processes,” said Koch in an interview with German channel ZDF. “The question how the World Cup was awarded will keep us busy.

“That is a big request, from the entire leadership of the DFB, (for him) to answer these questions. We clearly have more to clear up than just the 6.7 million euros. We have come to the conclusion that several processes around the awarding of the 2006 World Cup should be looked at closely.”

Niersbach, along with two other former World Cup organising commit-tee colleagues, is under investigation

for tax evasion related to the payment after police raided the DFB and his home last week.

Beckenbauer was not suspected of tax evasion and was not part of the Frankfurt prosecutor’s office probe, officials have said.

“But he needs to answer questions,” said German MP Oezcan Mutlu, who is a member of the parliamentary com-mittee on sport. “It’s not just about the cash. It about many other questions ... and he needs to provide answers. “As it stands now, the suspicions keep grow-ing and growing.”

Former World Cup winning cap-tain and coach Beckenbauer -- the country’s most iconic footballer -- has admitted to facilitating the payment to FIFA which was allegedly a return on a loan in 2000 for German organisers from then Adidas CEO Robert-Louis Dreyfus.

He has since said that, in hindsight, this was a “mistake” but added that claims of a votes-for-cash deal were untrue.

At the heart of the investigation is the 6.7 million euros payment from the German FA to FIFA that Der Spiegel magazine claimed was a return on a loan from Louis-Dreyfus to help buy votes for Germany’s World Cup bid at the FIFA election in 2000.

The magazine’s report in October had claimed a slush fund had been set up with Louis-Dreyfus’ support to buy votes for Germany’s World Cup bid.

Beckenbauer, who answered the questions of an external law firm hired by the DFB to investigate the matter, has refused to comment again since his brief statement last month, opting to remain at his home in Austria. (rtr)

NeW YOrK — Former French star Patrick Vieira was hired Monday to coach New York City FC, one week after the Major League Soc-cer club fired Jason Kreis.

He takes over a club that went 10-17-7 for 37 points in its debut season. NYCFC finished eighth in the Eastern Conference. It was in a three-way tie for the second-fewest points, above only Chicago.

Vieira signed a three-year contract and will begin work New Year’s Day. He was drawn to NYCFC because of its “established” organiza-tion and “passionate” fan base. He added that he knows the New York area well, making the job an “unparalleled opportunity that I am delighted to seize with both hands.”

“I cannot wait to get started,” he said. NY-CFC is partly owned by Manchester City of the English Premier League and the New York Yankees. It plays its home games at Yankee Stadium.

The 39-year-old Vieira became a develop-ment executive with Manchester City in 2011 following his retirement as a player. In 2013 he took over as coach of the reserve team. He spent part of 2014 tutoring Kreis, who left Real Salt Lake in December 2013 to coach NYCFC.

Vieira played for Cannes, AC Milan, Arse-nal, Juventus, Inter Milan and Manchester City. He was a member of France’s title-winning teams at the 1998 World Cup and 2000 Euro-pean Championship. (ap)

sAN seBAsTIAN — Real Sociedad has hired former Barcelona player Eusebio Sac-ristan to replace David Moyes as the Spanish club’s manager. Moyes, the former Everton and Manchester United manager, was let go on Monday exactly one year after he had taken charge of the Basque Country team.

Sociedad has won just two of 11 games this season and is in 16th place, level on points with the 18th-place team in the relegation zone.

Sacristan won the 1992 European Cup and four Spanish league titles playing for Barcelona under Johan Cruyff.

This is a film, though, that’s unlikely to win Ronaldo any cinematic honors to join the vast collection of football medals — unless awards are given for shots of footballers preening in the showers and shaving. But there are touch-ing scenes with Ronaldo seen as a doting father, playing with Cristiano Jr. in his Ma-drid home. Recent media reports are used in the film to highlight the mystery over the identity of his son’s mother. Ronaldo has full custody of Cristiano Jr. and says that when he is older “then I will tell him what I did.”

Cristiano Jr. is seen living a closeted life, never mixing on camera with other children. His father lives a similar ex-istence.

“In football I do not have a lot of friends ... most of the time I am alone,” Ronaldo says. “I consider myself to be an isolated person ... dis-connected from the world.” Perhaps Ronaldo’s tender care for his son is because his own troubled upbringing with a father who drank himself to death 10 years ago. “I wanted a different father,” Ronaldo says in a rare revealing mo-ment in the film that isn’t about self-promotion. LONDON - Diego Costa has turned into a pale imitation of the player who took the Premier League by storm last year and Chelsea must get him firing on all cylinders again to have any hope of salvaging their wretched season. The 27-year-old striker could scarcely have believed his luck when he discovered last week that he had been recalled to Spain’s squad for the friend-lies with England in Alicante on Friday and Belgium in Brussels four days later.

He has scored only three times in 15 appearances for his club this season and the swashbuck-ling, battering ram of a centre forward who notched 20 league goals for the champions last term appears but a distant memory. Chelsea fans, already mystified by their team’s dramatic loss of form, are now wondering what has happened to Diego Costa.

Although the Londoners slumped to their third straight league defeat at Stoke City on Saturday, they produced a much-improved performance that suggested some key players are beginning to find form after a torrid start to the campaign.

Eden Hazard, the 2014-15 Premier League Player of the Year, again showed the tricky, ball-playing skills that tormented defences last season but more often than not, Chelsea’s attacks petered out when the ball went to Costa.

Former Newcastle United target man Alan Shearer, a lethal international striker for England in his prime, said the tempera-mental Costa could learn a lot from Leicester City’s red-hot marksman Jamie Vardy.

Vardy has netted in each of his last nine league appearances and will equal the 2003 record of former Manchester United and Netherlands striker Ruud van Nistelrooy if he scores in Leicester’s next game at New-castle on Nov. 21. “Right now one (Vardy) looks full of energy while the other (Costa) is barely mobile,” said Shearer.

LACK OF MOVEMENT“I studied Chelsea’s perfor-

mance on Saturday and actually thought they played as well as they have done for some time. What frustrated me about Costa was the lack of trouble he gave

Stoke’s back four.” Shearer, who scored 30 goals in 63 matches for England, bemoaned Costa’s lack of movement.

“Costa is constantly coming towards the ball now whereas you look at Vardy and he is al-ways looking to run in behind the back four,” he said.

“If you have Costa’s ability there is only one place you should be, up front, facing defenders and running on to through balls.” Costa looks to be spending more time winding up opposi-tion defenders than getting into the penalty box and if his barren run in front of goal continues, Chelsea may have little option but to seek a replacement in the January transfer window.

Jose Mourinho has received constant criticism for a remark-able slump in form that has seen Chelsea slump to fifth from bottom with 11 points from 12 league matches.

Pressure on Franz Becken-bauer to explain payments and pro-vide answers over a 2006 World Cup scandal grew on Tuesday, a day after the president of Germany’s FA (DFB) resigned despite insisting he had done nothing wrong.

Wolfgang Niersbach, who was a vice president of Germany’s World Cup organizers, said he was taking po-litical responsibility for a controversial 6.7 million euro ($7.22 million) pay-ment to FIFA allegedly used to bribe officials of world soccer’s governing body to vote for Germany’s World Cup hosting bid.

Following Monday’s surprise res-ignation of Niersbach the spotlight has now shifted to Beckenbauer, who was the head of the 2006 organising committee.

Rainer Koch, who along with fellow DFB vice president Reinhard Rauball has taken over Niersbach’s position on an interim basis, said “it is high time” Beckenbauer gets more involved in trying to resolve the issue.

“We have a request that he becomes more intensively involved in clearing up the processes,” said Koch in an interview with German channel ZDF. “The question how the World Cup was awarded will keep us busy.

“That is a big request, from the entire leadership of the DFB, (for him) to answer these questions. We clearly have more to clear up than just the 6.7 million euros. We have come to the conclusion that several processes around the awarding of the 2006 World Cup should be looked at closely.”

Niersbach, along with two other former World Cup organising commit-tee colleagues, is under investigation

for tax evasion related to the payment after police raided the DFB and his home last week.

Beckenbauer was not suspected of tax evasion and was not part of the Frankfurt prosecutor’s office probe, officials have said.

“But he needs to answer questions,” said German MP Oezcan Mutlu, who is a member of the parliamentary com-mittee on sport. “It’s not just about the cash. It about many other questions ... and he needs to provide answers. “As it stands now, the suspicions keep grow-ing and growing.”

Former World Cup winning cap-tain and coach Beckenbauer -- the country’s most iconic footballer -- has admitted to facilitating the payment to FIFA which was allegedly a return on a loan in 2000 for German organisers from then Adidas CEO Robert-Louis Dreyfus.

He has since said that, in hindsight, this was a “mistake” but added that claims of a votes-for-cash deal were untrue.

At the heart of the investigation is the 6.7 million euros payment from the German FA to FIFA that Der Spiegel magazine claimed was a return on a loan from Louis-Dreyfus to help buy votes for Germany’s World Cup bid at the FIFA election in 2000.

The magazine’s report in October had claimed a slush fund had been set up with Louis-Dreyfus’ support to buy votes for Germany’s World Cup bid.

Beckenbauer, who answered the questions of an external law firm hired by the DFB to investigate the matter, has refused to comment again since his brief statement last month, opting to remain at his home in Austria. (rtr)

NeW YOrK — Former French star Patrick Vieira was hired Monday to coach New York City FC, one week after the Major League Soc-cer club fired Jason Kreis.

He takes over a club that went 10-17-7 for 37 points in its debut season. NYCFC finished eighth in the Eastern Conference. It was in a three-way tie for the second-fewest points, above only Chicago.

Vieira signed a three-year contract and will begin work New Year’s Day. He was drawn to NYCFC because of its “established” organiza-tion and “passionate” fan base. He added that he knows the New York area well, making the job an “unparalleled opportunity that I am delighted to seize with both hands.”

“I cannot wait to get started,” he said. NY-CFC is partly owned by Manchester City of the English Premier League and the New York Yankees. It plays its home games at Yankee Stadium.

The 39-year-old Vieira became a develop-ment executive with Manchester City in 2011 following his retirement as a player. In 2013 he took over as coach of the reserve team. He spent part of 2014 tutoring Kreis, who left Real Salt Lake in December 2013 to coach NYCFC.

Vieira played for Cannes, AC Milan, Arse-nal, Juventus, Inter Milan and Manchester City. He was a member of France’s title-winning teams at the 1998 World Cup and 2000 Euro-pean Championship. (ap)

sAN seBAsTIAN — Real Sociedad has hired former Barcelona player Eusebio Sac-ristan to replace David Moyes as the Spanish club’s manager. Moyes, the former Everton and Manchester United manager, was let go on Monday exactly one year after he had taken charge of the Basque Country team.

Sociedad has won just two of 11 games this season and is in 16th place, level on points with the 18th-place team in the relegation zone.

Sacristan won the 1992 European Cup and four Spanish league titles playing for Barcelona under Johan Cruyff.

He was a Barcelona assistant under Frank Rijkaard until taking over Celta Vigo in the second division from 2009-2010. He then coached Barcelona’s reserve side.

Marquez - who is embroiled in a long-running spat with Rossi - had already denied protecting Lorenzo in the deciding race, but Rossi said the 2013/14 champion had tarnished the season.

“I think this championship had the potential to become one of the best of the last years because the battle with Jorge could go to the last point of the last race,” said Rossi.

“But unfortunately in the last three races something changed, something happened that nobody expected. “That is that Marc Mar-quez decided to protect Lorenzo and help him win the champion-ship. The problem started at Phillip Island and the situation became worse and worse.

“When I knew on Thursday that I had to start last, I knew already

that my championship was finished because I knew Marquez would want to finish his work and protect Lorenzo in the last race.

“It happened exactly as I expect-ed. “The race was quite embarrass-ing. The last lap was, I think, quite bad for all the sport. “I was ready to lose the championship to Jorge, who is always very fast, on the track. But in this way it’s not fair.”

Marquez argued that he had been trying to pass Lorenzo in the clos-ing laps but was stymied by yellow flags and then Pedrosa catching and battling with him - an account Rossi dismissed. “If you check the races of Marc Marquez in the last two years, you’ll know that he always tries to overtake and at the minimum he’d try to overtake on the last lap,” said the Italian.

“So the first question is why Marc Marquez never tried to over-take Jorge Lorenzo and never tried to make one attempt on the last lap.” Pedrosa came from 2.5s behind to join the lead battle at the finish, a turnaround Rossi said proved Lorenzo - whose tyres were fad-ing - was slow enough for Marquez to pass.

“The situation became very embarrassing for Pedrosa,” he said. “He was far behind and in the last two or three laps recovered two seconds.

“It means that was the pace of Jorge, and Marc Marquez just waited. It is clear that he helped Jorge.” Rossi argued that Honda was either in cohorts with Lorenzo or should find Marquez’s perfor-mance unacceptable.

“For me the position of Honda is very hard to understand,” he said. “I don’t know how a manufacturer can agree that one of its riders makes Yamaha win and only tries to fight with his team-mate. Sincerely, I don’t understand.” (rtr)

According to the indictment, 13-year-old Ahmed Manasra and his cousin Hassan, 15, stabbed two Jewish settlers in an east Jerusalem neighborhood in mid-October. Police fatally shot Hassan and a passing car ran over Ahmed. The Israeli victims, aged 20 and 13, survived their wounds.

The case became a lightning rod for both sides in the Israeli-Palestinian divide after Palestin-ian President Mahmoud Abbas erroneously claimed in a televised speech that Israelis had “summarily executed” Ahmed. The 13-year-old at the time was recovering at an Israeli hospital.

Israel promptly accused Ab-bas — as it has done repeatedly in the past months — of fomenting violence with what it says are in-

cendiary comments.For their part, Palestinians were

enraged by video that surfaced on social media showing Ahmed lying in the street, his head bloodied as by-standers curse him and shout “Die!” in Hebrew. The video made no men-tion of the preceding attack.

Since mid-September, 12 Israe-lis have been killed in Palestinian attacks, mostly stabbing assaults. Meanwhile, 75 Palestinians have been killed by Israeli fire, includ-ing 48 said by Israel to have been involved in attacks or attempted attacks. The other Palestinians died in clashes between stone-throwers and security forces.

The latest bloodshed was trig-gered by unrest at a major Jerusalem shrine revered by both Muslims and Jews, and quickly spread to Israel,

the West Bank and the Gaza border. On Monday, Palestinian media re-leased footage showing Jerusalem police questioning Ahmed.

In the video, which is likely to raise further controversy, police of-ficers show Ahmed footage of him and his cousin wielding knives and chasing a man through the streets of the Pisgat Zeev settlement. One of the officers shouts at Ahmed, “Is this you, this person?” as the teen cries and says he doesn’t remem-ber. It was unclear how Palestinian media obtained the video or who filmed the Israeli investigation.

Attorney Lea Tsemel, who is representing Ahmed, said she may contest the investigation based on the manner of questioning seen in the video. “You cannot terrify or threaten or tempt for the purpose of achieving a confession,” she said. Police spokeswoman Luba Samri said the investigation was conducted “with professionalism and without bias.” (ap)

CAIRO — Egyptian media have reacted with fury as Britain and the United States increas-ingly point to a bomb as the cause of the Oct. 31 Russian plane crash in Sinai, with many outlets hammering home the same mes-sage: Egypt is facing a Western conspiracy that seeks to scare off tourists and destroy the country’s economy.

The warnings of a plot have been widely promoted by opin-ion-makers in print, online, and on TV, sometimes hinting and sometimes saying flat-out that the West has restricted flights to Egypt not purely out of safety concerns for its citizens but because it wants to undermine the country or prevent President Abdel-Fattah el-Sissi from mak-ing Egypt too strong.

And though they seem wild, these conspiracy theories have apparently tapped into the Egyp-tian mindset — so much so that when Russia last Friday grounded all flights to Egypt, some media speculated that Moscow had fallen victim to British pressure and manipulation.

“The people defy the con-spiracy — Egypt will not cave in to pressures,” the state-owned Al-Gomhuria newspaper pro-claimed in a front-page headline this week. “Egypt stands up to ‘the West’s terrorism,’” an independent daily, El-Watan, headlined.

The rhetoric reflects in part the deep reluctance in the press to level serious criticism or sugges-

tion of shortcomings by el-Sissi’s government.

Government and independent media alike have constantly lionized el-Sissi and depicted him as Egypt’s savior ever since — as head of the military — he led the army’s 2013 ouster of Islamist President Mohammed Morsi after massive protests against Morsi and the power of his Muslim Brotherhood. Since el-Sissi’s election as president the following year, most media have continued to laud him as working to bring stability.

“Denial on behalf of the state that there is a crisis and then try-ing to point to some kind of third party is very normal” in Egypt, Hebatalla Taha, an Egypt-focused analyst at the International In-stitute for Strategic Studies, told The Associated Press.

Conspiracy theories often run rampant in the Middle East for a variety of reasons — poor education, suspicion of others, a lack of government transparency, limitations on speech, and the historical fact that powers inside and outside the region do often work behind the scenes to sway events and conflicts. Often, the theories are politically fueled.

Taha said the rhetoric is the “standard fallback” for the state. Private citizens, she said, likely wouldn’t have come up with the conspiracy theories on their own, “but they’re very likely to adopt what state media is saying.” Egypt’s media often point to “for-eign hands” amid crises. (ap)

BEIJING — A vice mayor of China’s financial hub of Shanghai is under investigation by the ruling Communist Party amid an ongoing drive against corruption at all levels of government.

Ai Baojun was being probed on suspicion of “serious violations of discipline,” the party’s Central Commission for Discipline Inspec-tion said on its website Tuesday. The phrase almost always refers to corruption.

Ai’s name had already been removed from the list of Shanghai vice mayors, a likely sign that he will soon be fired and expelled from the party as a precursor to prosecution.

The 55-year-old Ai was ap-pointed a vice mayor in 2007, and two years ago became director of the city’s new Hong Kong-style free trade zone that has been heav-ily promoted by the central govern-ment. Trained as an accountant, Ai

had also been chairman of Baoshan Iron and Steel Co. Ltd., the listed unit of Shanghai’s massive Baosteel Group Corp.

Thousands of officials have been investigated under the anti-graft campaign that President Xi Jinping launched shortly after taking office two years ago. JAKARTA - The Indo-nesian government will raise three key issues during the Asia-Pacific Economic Co-operation (APEC) summit to be held in Manila, the Philip-pines, on November 18-19.

The statement was de-livered by Foreign Affairs Minister Retno L.P. Mar-sudi while reporting to Vice President Jusuf Kalla on Tuesday.

“I and Trade Minister Thomas Lembong updated the vice president on Indo-nesia’s preparations for the APEC summit to be held in Manila on November 18-19,” Marsudi noted.

The three major issues to be raised by the Indonesian delegation are commodi-ties to support sustainable development, infrastructure cooperation, and maritime collaboration.

“These are ongoing issues that we plan to raise during the summit,” she affirmed.

Marsudi and Lembong will leave for Manila to at-tend a series of ministerial meetings to be held on the sidelines of the APEC sum-mit.

Kalla and his entourage are scheduled to undertake a working visit to the Philip-pines on November 17-20. (ant)

The proposal is the pet project of anti-drugs chief Budi Waseso, who plans to visit various parts of the archipelago in his search for fierce reptiles to guard the jail.

“We will place as many croco-diles as we can there. I will search for the most ferocious type of crocodile,” he was quoted as

“You can’t bribe crocodiles. You can’t convince them to let inmates escape.”

The plan is still in the early stages, and neither the location or potential opening date of the jail have been decided.

JAKARTA - In a bid to com-memorate National Heroes’ Day, several state officials held a cer-emony on Tuesday to recall the sacrifices made by the heroes to gain Indonesia’s independence in 1945.

Administrative and Bureaucratic Reform Minister Yuddy Chrisnandi held a commemoration ceremony aboard the Indonesian Ship Banda Aceh at the Tanjung Priok Port, Jakarta.

Chrisnandi was accompanied by his wife Velly Elvira and several veterans of the Indonesian Navy.

“During President Joko Widodo’s leadership, Indonesia aims to trans-form itself into a global maritime axis. Hence, by commemorating National Heroes’ Day onboard the

Indonesian ship, we hope to further develop Indonesia as a maritime nation whose independence was achieved by its heroes in the past,” Chrisnandi affirmed in a speech during the ceremony.

He emphasized that the true es-sence of a hero is an individual who demonstrated a sense of patriotism, sacrifice, and nationalism to de-velop the nation.

Chrisnandi urged the civil ser-vants to utilize the momentum of National Heroes’ Day to improve their capacity and implement the mandate to the best of their abili-ties.

Home Minister Tjahjo Kumolo also led the National Heroes’ Day commemoration ceremony at the

Domestic Governance Institute in Jatinangor, West Java Province.

During his speech, Kumolo said the civil servants and the people of Indonesia should laud the services of the national heroes to gain inde-pendence.

“It is highly appropriate for the Indonesian people to commemorate National Heroes’ Day to honor the services of our heroes to gain inde-pendence,” he added.

He urged the civil servants to act as role models to continue provid-ing service and support to develop the nation.

“It is important for the civil servants to have willpower in main-taining and developing Indonesia. We should continue the struggle of

past Indonesian heroes,” Kumolo emphasized.

Meanwhile, President Widodo commemorated the Indonesian Heroes’ Day in Surabaya City of East Java Province.

Indonesian Vice President Jusuf Kalla, accompanied by Social Affairs Minister Khofifah Indar Parawansa and several national veterans, also commemorated the Indonesian Heroes’ Day at the National Heroes Cemetery Park in Kalibata, South Jakarta.

The Communication and Infor-matics Ministry appealed to the public to observe 15 minutes of silence from 8:15 a.m. local time to honor the services of all national heroes. (ant)

Union misspent 6.3 billion euros ($6.8 billion) in 2014, the bloc’s financial watchdog said on Tuesday, urging Brussels to take make its un-wieldy budget more responsive to shocks like the migration crisis.

The European Court of Auditors called for a “wholly new approach” to the way the EU uses its cash that would allow the 28-nation union to be more flexible and free up unspent funds so they can be used where needed.

Examples of misspending in-cluded underused airports of which only around half were worthy of EU funds, and aid paid for farmland

in Spain that was actually being used as a motocross track, it said in a report.

“We call for a whole new ap-proach -- we cannot afford to do business as usual,” Vitor Caldeira, the president of the independent ombudsman, told journalists as he launched the report.

He said the report came at a “particularly difficult time” when the EU faced “major challenges” ranging from the struggle to create jobs and growth and dealing with Europe’s biggest migration crisis since World War II.

“Decision makers must align the budget better with the EU’s long-

term strategic priorities and make it more capable of responding in a crisis.”

The report said the so-called error rate for spending fell slightly to 4.4 percent of the EU’s 142.5 billion euro budget in 2014 from a revised 4.5 percent in 2013, but was still far above the acceptable level of 2.2 percent.

But the EU’s budget has long sparked debate at a time when the economy is only weakly recover-ing after years of austerity and eurosceptic parties are on the rise in many countries.

The migration crisis has placed a particular burden on the EU’s

budget as states deal with an un-precedented flow of refugees and migrants from Syria and other conflict zones.

Caldeira said EU’s budgetary system was slow to react to cri-ses like migration, partly as it is planned out in seven year stretches, with the current budget lasting from 2014 until 2020.

“The current migration problem would benefit from available funds that have been committed to dif-ferent areas if they could be used in some more flexible way,” the watchdog chief said.

The watchdog said it looks at whether or not money is spent

according EU rules, but does not specifically measure “fraud, inef-ficiency or waste”, with any sus-pected fraud reported to the bloc’s anti-corruption agenc.

Spending managed jointly by Brussels and member states had the same level of error as that managed directly by the European Commis-sion, the EU’s powerful executive branch, the report said.

It did not give figures for indi-vidual countries.

The budget amounts to around one percent of EU gross national income and around two percent of total public spending in EU member states, it said. (afp)

China is a key driver of global growth but expansion slowed to its lowest rate in nearly a quarter of a century in 2014 and has continued to weaken this year.

A year-on-year rise of 1.3 per-cent in the consumer price index (CPI) -- a main gauge of inflation -- released by the National Bureau of Statistics was the lowest since May and down sharply from 1.6 percent in September.

It was also well below market expectations of 1.5 percent based on a survey of analysts by Bloomberg News.

Moderate inflation can be a boon to consumption as it pushes buyers to act before prices go up, while falling prices encourage shoppers to delay purchases and companies to put off investment, both of which can hurt growth.

“Deflation risks still remain in the economy. We expect deflation pressure will continue to be there,” Claire Huang, China economist at Societe Generale in Hong Kong, told AFP.

Authorities earlier this month pledged to accelerate reforms fol lowing a key Communist Party meet ing, but analysts warn that more needs to be done to avoid a hard landing for the economy.

The producer price index (PPI),

which measures the cost of goods at the factory gate, fell 5.9 percent year-on-year in October, match-ing the figures for September and August, which represented a six-year low.

Overcapacity in manufacturing has been a major drag on China’s growth and analysts said the pro-tracted declines in PPI boded ill for industrial prospects.

It was “still too early” for signs of a rebound in industrial activity, Bank of America Merrill Lynch economists said in a note.

Consumer inflation has been at or below 2.0 percent for all of 2015, while the drop in PPI -- a leading indicator for CPI -- was the 44th consecutive monthly fall.

China is facing economic turbu-lence as it tries to transition its econ-omy from years of super-charged growth to a more modest pace it has dubbed the “new normal”.

The troubles have sent waves of concern through stock markets around the world.

Growth hit a 24-year low of 7.3 percent in 2014 and has slowed fur-ther this year, slipping to 7.0 percent in each of the first two quarters.

In an interview with the BBC, Suu Kyi said her National League for Democracy expects to win 75 percent of the seats contested in the 664-member Parliament. The Union Election Commission has announced results for only 88 seats, giving 78 to the NLD and five to the ruling party from Sunday’s vote. It has given no explanation for the slow results.

The delay has raised concern, with NLD spokesman Win Tien tell-ing reporters that the election com-mission has been “delaying inten-tionally because maybe they want to play a trick or something.”

“It doesn’t make sense that they are releasing the results piece by piece. It shouldn’t be like that,” he told reporters after a party meeting at Suu Kyi’s house. “They are trying to be crooked.”

The surprising accusation added a worrying twist to what had been an amicable election, with the rul-ing party appearing to be taking its

expected loss gracefully.It is also disconcerting because

Myanmar’s former military junta, which had called elections in 1990 after 28 years in power, refused then to recognize the NLD’s over-whelming victory. It continued its brutal rule for two more decades, keeping Suu Kyi under house arrest for much of that period.

Faced with intense international pressure after becoming a Southeast Asian pariah, the junta finally gave up power in a choreographed transi-tion to democracy, being replaced in 2011 by the Union Solidarity Development Party, largely made up of former junta members.

The government, which remains beholden to the military, is led by President Thein Sein, a former general who has been praised for initiating political and economic reforms to end Myanmar’s isola-tion and jump-start its moribund economy. In the BBC interview,

Suu Kyi was asked why, given the events of 1990, things will be dif-ferent this time.

“They’ve been saying repeatedly they’ll respect the will of the people and that they will implement the re-sults of the election,” she said. She also said the people are far more aware now than in 1990.

“The times are different, the people are different ... very much more alert to what is going on around them. And then of course there’s the communications revo-lution which has made a huge dif-ference. Everybody gets on to the net and informs everybody else of what is happening, and so it’s much more difficult for those who wish to engage in irregularities to get away with it,” she said.

Observers also believe the mili-tary has little to gain by interfering again, because as part of the reforms toward democracy it has already secured its position with constitu-tionally guaranteed powers.

LONDON — Prime Minister David Cameron says the European Union must agree to “irreversible changes” that would redefine Brit-ain’s relationship with Brussels — and limit freedom of movement by allowing the U.K. to restrict benefits for migrants from other member states.

Britain will hold a referendum by the end of 2017 on whether to leave the 28-nation EU. Cameron says he wants to stay in, provided he can secure greater autonomy for the U.K.

Cameron outlined his demands Tuesday in speech in London and a letter to European Council President Donald Tusk.

He told an audience at the Chatham House think-tank that Britain wants change in four areas, including protection for countries such as Britain that don’t use the euro single currency, less red tape and greater power for national parliaments to opt out of rules made by the Brussels-based EU.

“We are a proud, independent nation. We intend to stay that way,” Cameron said, stressing that Britain wanted a “clear, legally binding and irreversible” exemption from the EU’s commitment to an ever-closer union.

Most contentiously, Cameron said Britain wants to “tackle abuses of the right to free movement, and enable us to control migration from the European Union.” He said Britain wants to bar EU migrants from receiving tax credits and other benefits paid to working people during their first four years in Britain.

That is likely to be a tough sell with some EU leaders, who see free movement of labor, as well as of goods, as a cornerstone of the bloc. “We don’t want to destroy that principle,” Cameron said. “But freedom of movement has never been an unqualified right.”

Cameron said getting all 27 other member states to agree to Britain’s demands would be tough, but not “Mission Impossible.”(ap)

CAIRO — Egyptian officials say European, Russian and Middle Eastern teams are inspecting security measures at Cairo’s interna-tional airport relating to passenger and cargo aircraft travelling to their countries.

The head of Cairo’s international airport, Maj. Gen. Ahmed Genina says the officials from Russia, Holland, Italy, the United Arab Emirates and Qatar are examining the scanning of passengers, cargo and bag-gage as they enter the airport and make their way to aircraft. Security guards and caterers are also being inspected.

the surface of seawater level of the lowest tidal zone can be reduced again to less than 100 meters.

Furthermore, regent Suwirta also proposed so that classification of temple or sanctum can be made narrower. It has something to do with the outer limit of utilization zone in sacred area specified at 5 km for pura sad kahyangan, 2 km for pura dang kahyangan, 50 meters to 2 km for other pura kahyangan jagat and 5-50 meters from the outer side of compound wall of pura kahyangan tiga and other pura kahyangan desa.

The $1,500 Android-powered Tag Heuer Connected on sale in the US starting Monday is seen as a rival to the Apple Watch, which launched earlier this year starting at $349, with some versions at more than $10,000.

based on the Carrera watch design from the group popularized by Brad Pitt -- is built with titanium, sapphire and the “best in class touchscreen technology,” according to the company’s website.

Like other smartwatches, the new wearable tech device allows

users to receive notifications, text messages, and to identify callers on a connected handset. It also can monitor the user’s heartbeat.

Tag Heuer and the US tech firms announced a partnership in March to produce the watch. In the mean-time, Apple teamed up with French luxury market Hermes to produce a version of the iOS watch starting at $1,250.

Tag Heuer chief executive Jean-Claude Biver said he believes there

will be demand for the new watch.“It’s not too late. The market is

not considered to be consolidated yet,” he said at the New York un-veiling.

The companies call the new device “an elegant connected watch that merges expertise of Swiss watchmakers with Silicon Valley engineers to set a new standard for high-tech perfor-mance, timeless aesthetics and supreme quality.”

The Carrera Connected watch can be paired with Google Android devices as well as those running Apple’s iOS, and can connect via Bluetooth or Wi-Fi.

In an interview with Switzer-land’s Le Matin Dimanche, Biver said that he does not consider Apple a direct competitor.

NEW YORK - TAG Heuer, the Swiss watchmaker that is part of the French luxury goods group LVMH, showed off its first Internet-connected wristwatch Monday designed with Google and Intel.

SAN FRANSISCO - Snapchat on Mon-day confirmed that six billion vanishing videos are viewed daily at the service in a three-fold surge from early this year.

The highly-valued startup declined to comment on what it thought was powering the rapid growth.

“It is a huge number for them,” analyst Rob Enderle of Enderle Group said of the Snapchat video viewing number.

“But, you have to be concerned about the nature of the videos; and if they are illicit in nature, a huge number could go away.”

The analyst considered it challenging to make money from videos that vanish after being sent from one person to another, instead of lingering for arrays of people to watch the way they do at online venues such as YouTube or Facebook.

Facebook revealed during a quarterly earnings call last week that more than eight billion videos are viewed daily at the leading social network, jumping to a level twice as high as it was early this year.

Videos are considered viewed at Snap-chat after being displayed for fractions of seconds, while its takes several seconds to achieve that status at Facebook and approxi-mately half-a-minute at YouTube.

Snapchat’s appeal has been the promise that messages shared disappear shortly after being viewed, providing users a sense of being able to keep pictures or videos private

and ephemeral.Last month, Snapchat introduced a “re-

play” feature for those disappearing messages, giving users an option to get another look at three “snaps” for a fee of 99 cents.

The feature was the first by the Los Angeles-based social network to get revenue from its user base in addition to advertis-ing messages.

In May, the company said it raised $537 mil-lion in a new round of equity funding.

The vanish-ing-message ser-vice did not dis-close who bought stakes in the Los Angeles-based com-pany, which came at a price estimated to give Snapchat a value of more than $15 bil-lion, according to media reports.

Snapchat rocketed to popularity in the Unit-ed States, especially among teenagers, after the initial app was re-leased in September 2011.

The feature came from a collaboration between Snapchat and Square, a mobile payments company headed by Twitter co-founder Jack Dorsey.

EvEry Temple and Shrine has a special date for it annual Cer-emony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Ga-lungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beauti-fully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

In addition to securing marijuana, the officers arrested RA, 21, a student of vocational school in Badung, MW, 18, a student, CM, 20, unemployment and RR, 19, unemployment.

They should study well, but they even get involved in marijuana party,” said the Chief of Denpasar Police Narcotic Agency, Gede Ganefo.

“They are abusers. According to the mandate of the laws, they must be rehabilitated,” he affirmed.

However, he continued there are also students becoming a drug dealer. In this case, his institution will process in accordance with the prevailing rules. “The abusers and dealers will be given different treatment. Abusers are rehabilitated, while dealers are processed by the court,” he added.

On that account, he appealed to parents and teachers to really keep an eye on their children. Do not regret later on when loving children too much and giving them freedom. “It is legitimate if parents love their children but there are certain limits. Granting too much freedom is not good because it tends to lead to nega-tive things and harm their future,” said Ganefo.

Gede Suastawa. His institution is still focusing on the rehabilitation of drug abusers. In addition, it is also continued to attempt public awareness through Focus Group Discussions (FGD) and dissemination on the pre-vention, eradication, abuse of illicit drug trafficking (P4GN). All com-munity components are targeted in this activity. It is meant to awaken and foster a sense of care for the P4GN.

Rehabilitation is done so that the addicts can recover their former condition. With the re-covery, the drug demand in Bali is expected to reduce.

“If the need for drugs can be reduced, of course, the supply will reduce. Thankfully, if it can be made into zero,” he said.

They are given the understanding to raise the awareness so that the ad-dicts are willing to be rehabilitated. His institution is also rehabilitating some high school students in Den-pasar due to addiction to crystal meth. Ironically, they have to jointly purchase the illicit goods in order to

among students is certainly making us concerned because more and more younger generation have been getting involved in drugs. “Let us save our younger generation from drugs. We very much hope the public concern and awareness,” said one-star general from Gulingan, Badung.

Ahmad Hadiana, a legal practi-tioner, also agreed to the rehabilita-tion of drug abusers. He said if they are prosecuted to get to verdict and detained in prison, their action will deepen. “Hopefully, the law enforce-ment officials can agree (that addicts must be rehabilitated—Ed). It’s a pity on them (the addicts—Ed) if they are detained in prison. It’s no secret how the life in prison is. A thief can shift profession into a drug dealer,” he said.

On that account, this drug traf-ficking must be eradicated and all components of community must be involved. If left unchecked, the prison and detention center will be thronged by suspected drug cases. In addition, condition of the nation will be fragile because future generation has been encroached by drugs. (rah)

The sec-ond reason is the influence of technology in the form of the presentation of violence in television broadcast, free internet browsing, Facebook and other social media that escape from sensor so that children makes them as reference.

Another factor is the im-personation on what they have heard and seen that are then actualized as their identity. Additionally, en-vironmental factors and promiscuity also shape them where the surrounding chil-dren also determine their character building into ille-gal because their surround-ing environment has taught violence and immoral deed. “If this condition happens the next generation will have no independence,” he said.

Can the suspect be treat-ed with diversion (settle-ment beyond the court on the agreement of both par-ties)? Suardana stated that diversion in the juvenile justice system according to the Regulation of the Supreme Court in 2012 is only applied to the cases with penalty of under seven years. Otherwise, in the case of YLM refers to the Article 81 paragraph 2 of Law No. 11/2012 on the juvenile justice system where the imprisonment imposed is half of the adult penalty.

“Since it is a murder case, it remains to refer to the provisions of Article 340 of the Criminal Code but the sentencing is unlike to the adults, but half of the criminal threatened,” he said. (rah)

It is aggra-vated by low public awareness of drug hazards that can harm younger generation of the nation.
