Answer: Peak values of hydrogen concentration are permitted as long as the high concentration occurs for less than 30 minutes. A practical test of IPX3 is not obligatory; experience with similar constructions may be used. If a practical test is carried out and water enters the enclosure, the insulation resistance test as described in 5.5.1 of EN 50019/A2 must be passed successfully, to show that the quantity of water is not harmful. Note Clarification still necessary according to ExNB WG 97/4

Answer: Yes they do. For fans intended to be mounted in ventilation duct systems the

Subject: EN 50020:1994 sub-clause 6.4.7 and 6.4.8 - Verification of CTI for 'i' Question 1: How shall CTI for PCBs, with creepage distances on which intrinsic safety depends, be

verified? Answer: By making own CTI measurements or measurements by a sub-contracted laboratory or

accept CTI values provided by the apparatus manufacturer backed up with evidence of quality assured measurement (e.g. accredited test report) according to the correct test procedure (IEC 60112:1979). CTI values together with a reference to the correct test procedure (IEC 60112:1979) specified in the documentation by the apparatus manufacturer or manufacturer of the PCB, can also be accepted if backed up by experience of the laboratory.

Question 2: For which cases shall CTI be verified for coated PCBs? Answer: CTI shall be verified for both coated and uncoated PCB, irrespective of if conductive parts protrude through the coating or not.

Equipment with connections between areas covered by directive 94/9/EC and areas with high pressure Question: Does conveying equipment where some parts but not all are under atmospheric pressure with internal pressures different from atmospheric pressure fall under the scope of directive 94/9/EC and should the assessment of the equipment take into account the increasing hazards associated with these other pressures?

Answer: Yes. Since conveying equipment is covered by the Directive 98/37/EC for machinery, a risk assessment has to be performed including the risk of explosion independent of the question whether the equipment is matter of Directive 94/9/EC. When performing this risk assessment it will become evident that although parts of the described equipment are outside the scope of Directive 94/9/EC during normal operation (pressure oscillates between too low and too high values in relation to "atmospheric conditions") some parts or spaces still are under the scope and that the whole equipment during start and shut down is under the scope, at least. So both of the following examples fall under the scope of Directive 94/9/EC.

ANNEX Examples:

1. Vapour recovery pump for petrol stations The pump is sucking the petrol vapour air mixture from the atmosphere and is conveying it into a zone 0 pipe. Accordingly it is connected at its inlet and outlet to a potentially explosive atmosphere. It is itself placed in a zone 1 environment. Accordingly all outer parts of the pump are connected to a hazardous area. It is the aim of all the protections measures of the pump to avoid the ignition of all connected hazardous areas, no matter if the ignition sources are inside or outside the pump. 2. Vacuum pump sucking from a vacuum container and conveying the mixture into a pressure vessel or

pressure line

In this case the inner parts of the pump are not connected to an atmospheric environment, and accordingly only the outer parts of the pump are covered by both ATEX regulations. (The manufacturer may wish to sell this equipment for atmospheric use of the inlet and outlet side additionally, and then case 1 applies).

EC-type examination of gas detectors incorporating a measuring function for explosion protection Question: When does Annex II, Clause 1.5 of directive 94/9/EC apply if performing EC Type examination of gas detectors that incorporate a measuring function for explosion protection? Answer: If a gas detector incorporates a measuring function for explosion protection in the sense of directive 94/9/EC it shall be assessed as safety-related device according to annex II, clause 1.5 EOTC/01/009 also applies. For example, a portable gas detector that is intended to be used to detect the presence of an explosive atmosphere prior to the opening of a flameproof enclosure that contains energised electrical circuits, is being used as a safety-related device.

Annex 8, question 12 of the ATEX-guidelines concludes that: 1. Measuring equipment is within the scope. 2. Measuring equipment has to be safe with respect to explosion protection and the measuring function

also requires assessment. 3. This measuring function can be used for the evaluation of potentially explosive atmospheres or for

control of ignition sources within the equipment itself.

EC-type examination and supervision of production for gas detectors incorporating a measuring function for explosion protection Question: What special technical documentation and measures are necessary for conformity assessment procedures of gas detectors incorporating a measuring function for explosion protection? Answer: A) EC-type examination The technical documentation (according to annex III, clause 3) that shall be submitted for that part of an EC type examination of a gas detector which deals with the measurement performance (measuring function for explosion protection in the sense of directive 94/9/EC, Annex II, paragraph 1.5.5), shall include a complete set of design and manufacturing drawings, a detailed description of the software operation and identification. B) Supervision of the production It is the manufacturer's obligation to ensure that each equipment to be placed on the market is identical with the type tested. To confirm the regular operation of the measuring function of a gas detector the following checks, if applicable, on all relevant parts of each gas detector are necessary 1. input and output functions, e.g. operation of displays, LEDs, alarms and push buttons, 2. sensitivity, 3. software version.

In addition, the manufacturer shall perform the following tests on a sample basis by either performing the tests in accordance with harmonized standards or by other technically equivalent procedures: 4. response time, 5. calibration curve, 6. response to other gases, if applicable, 7. long-term stability, 8. any other check that is considered necessary to confirm the measuring function is in compliance with

the applicable standards (for example, effects of temperature or humidity).

Any deviation in the expected results of the checks that are due to design changes, shall be notified to the body that performed the EC type examination. All the above aspects shall be considered by the notified body that performs the audits of the manufacturing facility.

Distribution, availability and definition of the "Relevant information" to be "communicated" to other notified bodies following issue or withdrawal of EC-type Examination Certificates, Production QA Notification Certificates and Product QA Notification Certificates Background information The Standing Committee has requested that notified bodies (NB's) comply with the requirements of the annexes mentioned above. Some NB's circulate lists of certificates issued on a regular basis, other NB's publish the list on a web-site, others sell copies and some wait until a request is made. The Standing Committee would like NB's to agree a common practice to be adopted by all NB's. In addition, although not a requirement of the directive, the Standing Committee has asked if the "relevant information" could be made available to other interested parties. This leads to the following questions and answers: Q1 What is included in the "relevant information" as quoted in Annex III Clause 7, Annex IV, Clause 6

and Annex VII Clause 6? A1 "Relevant information" is the minimum information that enables the validity or status of the certificate

microphones) is made by the resistance method considering fault conditions and dissipation of maximum power (Pi or corresponding power), simulated as follows:

and 4.4.18.2 of EN 61779-1, respectively).

The sequence as the sub-tests are written down in the standards (non-ambiguity test first,

residual effect test afterwards) may define a sequence for testing automatically. However, if the

non-ambiguity test is performed first, potential contaminations on the surface of catalytic sensors

will be removed. This would imply that for nearly all catalytic sensors the residual effect test

performed afterwards would have always the result that the requirements of the standard are

fulfilled. Therefore, this sub-test would be useless.

In what sequence shall the sub-tests 5.4.18.2 and 5.4.18.3 of EN 50054 (sub-tests 4.4.18.1 and

4.4.18.2 of EN 61779-1, respectively) be performed? In which cases may an apparatus be

certified although the requirements of EN 50055/50057 or EN 61779-2/-4 for the residual effect

sub-test are not fulfilled?

Answer: - The sub-tests shall be performed in the sequence:

1) residual effect test (5.4.18.3 of EN 50054 or 4.4.18.3 of EN 61779-1)

2) non-ambiguity test (5.4.18.2 of EN 50054 or 4.4.18.2 of EN 61779-1) in order to meet

realistic conditions of use.

- If the residual effect test causes an increase in the indications exceeding the tolerances of EN

50055, EN 50057, EN 61779-2 or EN 61779-4 (whatever is the applicable standard) the

apparatus may be certified. The EC-type examination certificate number shall be marked with

“X” and this behaviour shall be stated clearly in the certificate and the instruction manual. The

manual shall further include a clear advise to the user on appropriate measures if such an

event happens during operation of the apparatus. Such advise may be:

- Do not use the apparatus before checking the measuring function with test gases.

- Strictly observe clause 7.2.1 of EN 50073 afterwards.

Note: The text of clause 7.2.1 should be included in the manual.

- If the residual effect test causes a decrease in the indications exceeding the tolerances of EN

50055, EN 50057, EN 61779-2 or EN 61779-4 (whatever is the applicable standard) the

apparatus shall not be certified considered as safety related device.

toxic gas is hydrogen sulphide which often have an adverse effect to the measuring function of

the catalytic sensor. Therefore, the results of the EC-type examination of the catalytic sensor will

depend on whether the H2S-channel is tested in parallel on the same apparatus (e.g. according to

EN 45544-series) or not and what sequence of tests is chosen. On the other hand, the adverse

effect of one of the target gases of the apparatus on the performance of the catalytic sensor has

serious implications on the safe function of the apparatus; the catalytic sensor may be damaged

even when the H2S-sensor is calibrated.

What has to be observed when a type examination of portable multigas apparatus is performed? Answer: - The requirements to the instruction manual (7.2 b, g, q of EN 50054 or 6.2 b, g, p of EN

61779-1, respectively) shall be interpreted in that way that the manual shall include a clear statement on the adverse effect of other measuring gases on the catalytic sensor and appropriate checking and calibration methods.

- In addition, the manual shall include a clear statement that after alarm caused by such a

poisoning measuring gas the catalytic sensor shall be checked. If applicable, the NB shall give

a recommendation to the manufacturer that the apparatus should indicate "Check flammable

- The EC-type examination shall be made for catalytic sensors without interference of potentially

poisoning measuring gases if it is agreed with the manufacturer that the a.m. statements will

be included in the manual. Otherwise the NB shall verify by appropriate tests (e.g. by type-

testing the catalytic sensor in parallel with the potentially poisoning measuring channel) that

such adverse effects are within an acceptable range.

Question: There is an apparent conflict between clauses 4.9 and 5.1.5 regarding the necessityfor testing equipment protected by a fuse, caused partly by using the words “fault”, “overvoltage”,“overcurrent” and “overload” in an arbitrary manner. How is this conflict to be resolved?

Background information not to be included in the final Decision Sheet:There has been a delay in publishing the Cenelec version of the IEC standard which had beensubmitted to the parallel voting procedure. DK and GB had both drawn attention to the anomalyand the European Commission’s CEN/Cenelec consultant had agreed that there was scope forconfusion. He indicated that he would like the matter resolved before recommending the standardfor harmonisation under the ATEX Directive.

In clause 5.1.5, the term “overload” shall be understood to apply to a situation where the Ex qequipment (or component – such as a solid state relay or a luminaire ballast) controls rather thanconsumes power and the temperature rise is, at least partly, related to the external load. In suchcases, where the equipment is protected by a fuse rated at not more than 170 % of the maximumnormal current, the external load shall be adjusted to achieve the maximum current through thefused circuit, but no more than 1.7 times the fuse rating. Internal faults shall not be applied and

4.9 Temperature limitations under fault conditions

The enclosure shall not be damaged and the limiting temperature shall not be exceeded even inthe case of faults. The effectiveness of the temperature protection shall be confirmed by the testof 5.1.5.

Unless the equipment supply is protected by a fuse rated at not more than 170 % of themaximum normal current, the equipment shall be subjected to any single internal electrical faultwhich may cause either an overvoltage or overcurrent, for example:

– short-circuit of any component;– open circuit due to any component failure;– fault in the printed circuitry;– etc.

Over-current devices, if employed, shall have a voltage rating not less than that of the circuit andshall have a breaking capacity not less than the prospective fault current of the circuit. If a faultcan lead to one or more subsequent faults, for example overloading of a component, the primaryand subsequent faults are considered to be a single fault.

Where there is no product standard, the overloads to be considered are those specified by themanufacturer.

The voltage UN shall be assumed to be applied to the supply terminals when considering faultconditions and fault exclusions.

When the fuse is not integral to the electrical equipment or parts of electrical equipment, themarking shall include the symbol "X" in accordance with 29.2 i) of IEC 60079-0 and the specificconditions for use shall detail the required fuse.

When the fuse is not integral to an Ex component, the marking shall include the symbol "U" inaccordance with 29.5 g) of IEC 60079-0 and the schedule of limitations shall detail the requiredfuse.

5.1.5 Maximum temperatures

Where fuses are used as protective devices for temperature limitation, the maximum temperatureunder overload conditions shall be measured with a continuous current at least 1,7 times the fuserating.

Where items other than fuses are used as protective devices for temperature limitation, theequipment shall be tested to verify that the limiting temperature is not exceeded when thoseprotective devices operate.

NOTE To simulate overload conditions which may cause higher temperatures than in normal operation, it might be suitable to usepower components mounted in the equipment and subject to the maximum available power. Such components should be chosen andlocated in the equipment so that they are representative of the thermal characteristics of the components they represent.

Background:

During the drafting of Edition 5.0 of IEC 60079-0, the Maintenance Team took notice of evidencethat some enclosures passed IP testing requirements following thermal endurance andimpact/drop testing, despite the fact that the gasket material had lost all effective elastomericproperties. In such cases, breaking of the gasket seal and refitting of the enclosure wouldnormally have created a failure condition. The maintenance team were concerned that the testwas not specified in a sufficiently rigorous manner to ensure that enclosures would be tested in acondition representative of life in service which would normally include opening and closing of allenclosure joints likely to be disturbed as part of an installation or maintenance procedure.Particular concern was expressed concerning gaskets between the enclosure and separate glandplates.

Question 1:

Are there any circumstances in which IP tests performed in support of conformity to an earlieredition of 60079-0 can be accepted in support of conformity with the latest edition.

Answer 1:

Such tests can only be accepted if the detailed test records clearly show that all joints that areintended to be opened during installation and normal operation were opened and reclosed afterthe environmental test but before the IP test.

Does this additional requirement in the standard represent “an advancement in technologicalknowledge which must be taken into account” in respect of the EHSRs of the ATEX Directive.

Answer 2:

Since the requirement was added in order to avoid identified safety problems, this clearlyrepresents the latest “state of the art” and must be applied as soon as the earlier edition of thestandard ceases to be harmonised.

Question: The ATEX Directive requires that all data on the marking plate be replicated in the Instructions,with the exception of the Serial Number. It can therefore be inferred that the Year of Manufacture (whichmust be on the marking plate) should be replicated in the Instructions. However, this can cause problemswhere either the year of manufacture is part of the serial number (or in similar code form) or there is serialproduction spanning more than one year. How can this be resolved in a practical way that also meets theintent of the directive?

Answer: It is assumed that the intent of the directive is to make it transparent to the owner of theequipment when it was manufactured. In this case, it is the information on the marking plate that is critical.Therefore, where it is impractical to have the actual year of manufacture pre-printed in the InstructionDocument (for example with continuous production spanning more than one year), it is appropriate for theInstruction Document to say that the year of manufacture is indicated in the marking of the product and togive advice how any date codes are to interpreted, including when the year forms part of the serial number.In this case, it is also appropriate for the Instructions to state the date on which they were printed and firstcame into force.
