The Board of Commissioners of Lorain County, Ohio met this day in a regular meeting, in the J. Grant Keys Administration Building,

226 Middle Avenue, Elyria, Ohio, at 9:30 a.m. with the following members present: Commissioner Ted Kalo, President, Commissioner Matt

Lundy, Vice President, Commissioner Lori Kokoski, Member and Theresa L. Upton, Clerk.

BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby an agreement with Marcia Colegrove, 12189 Melody Lane, Grafton to allow Fab-Willis Services, along with County Engineer to replace sanitary lateral.

FURTHER BE IT RESOLVED, we hereby authorize Auditors Office that said amount of improvement to be placed on tax duplicate for Parcel #1100036103007.

Said agreement is as follows and can be found on file in the Commissioners/Purchasing, Prosecutor & Engineers Office.

AGREEMENT FOR SANITARY LATERAL REPLACEMENTThis Agreement is made by and between Marcia Colegrove, owner of the property known as 12189 Melody Lane, Grafton Ohio (hereafter called “Owner”) and the Board of Commissioners of Lorain County, Ohio (hereafter called “Board”).PurposeThe purpose of this Agreement is to document the understanding that the parties have reached which would allow the Board to hire a contractor, who would be permitted to enter upon 12189 Melody Lane, Grafton, Ohio, (“Premises) and replace the sanitary lateral.Access to PremisesOwner hereby agrees to allow employees of Fab-Willis Services, along with employees of the Lorain County Engineer, to enter upon the Premises for the purpose of replacing the sanitary lateral which the County Engineer has determined are need of replacement and repair in order to stop and prevent illicit discharge into the County’s sanitary sewer system.Fab-Willis is hereby authorized to proceed to make all necessary and repairs and replacement as directed by the County Engineer.Fab-Willis will contact Owner and execute with Owner its standard contract for performing work upon the Premises and make arrangements with Owner to perform the work. It is estimated that the cost of the work will be approximately $1200.00. Payment for workBoard agrees that it will initially pay the statement submitted by Fab-Willis Services.Owner agrees that Board, pursuant to Revised Code Section 6117.012(D)((2), may then certify the cost, including court costs and 2% Auditor fee, to the Lorain County Auditor as a special assessment. The assessment shall be payable at the rate of $250.00 per year at 3% interest for five years, with the balance payable in the sixth year. The County Auditor shall record the information in the sewer improvement record showing separately the assessments to be collected, and shall place the assessments upon the real property tax list and duplicate for collection. In the matter of awarding a contract to JenMet )Construction, LLC, Lorain in amount of $28,221 ) May 2, 2018For Lauren Nitzke, Sheffield Lake to receive grant)assistance from CHIP PY16 Home Rehabilitation )

WHEREAS, Lorain County has received funding for home repairs in Program Year 2016 Community Housing and Impact Preservation (CHIP) funds from the Ohio Development Services Agency to provide assistance to low and moderate income families in accordance with the grant agreement, and

WHEREAS, the property owner has applied for assistance and been determined eligible for grant assistance, and

1. JenMet Construction, LLC, 5000 Pearl Ave., Lorain, Ohio in the amount of $25,655.00 with a contingency of $2,566.00 for a total of $28,221.00 for Lauren Nitzke, 672 Irving Park Blvd., Sheffield Lake, Ohio, (Parcel ID #03-00-036-123-011) for home rehabilitation work, this being the best and most responsive.

Said payments will be paid from CHIP PY16 Home Contract Services Account

NOW, THEREFORE, BE IT RESOLVED, that this resolution stand as authorization to pay invoices and the Lorain County Commissioners hereby authorize payment of such amounts upon completion and acceptance of the contracts.

In the matter of Authorizing the Board of County )Commissioners to enter into a Partnership Agreement )with Oberlin, Ohio and Sheffield Lake, Ohio for ) purposes of outlining their responsibilities and the terms ) May 2, 2018of compliance with the PY 2018 Community Housing )Impact and Preservation Program (CHIP) )

WHEREAS, the State of Ohio, Development Services Agency, Office of Community Development has established through the PY 2018 Community Housing Impact and Preservation Program (CHIP) Guidelines which include a partnership option allowing eligible communities to partner on one single application; and

WHEREAS, by electing to file an application under a Partnership Agreement the potential grant award will be the $400,000 for Lorain County plus $300,000 for each city partnering with a population of 15,000 or less; and

WHEREAS, the cities of Oberlin and Sheffield Lake have elected to designate Lorain County as the grantee for the 2018 CHIP Partnership Application; and

WHEREAS, the Partnership Agreement, attached and made part of this resolution, has been reviewed and approved as to form by Assistant County Prosecutor, Gerald I. Innes; and

NOW, THEREFORE, BE IT RESOLVED, that the Lorain County Board of Commissioners enter into a Partnership Agreement with Oberlin, Ohio and Sheffield Lake, Ohio outlining their responsibilities and the terms of compliance for the PY 2018 CHIP Program.

WHEREAS, by the Lorain County Board of Commissioners that we hereby authorize and approve an agreement between the Board of County Commissioners and Bramhall Engineering & Surveying Company for the Professional Engineering, Surveying and Construction Services to design and prepare bid plans and specifications, bid forms, bid tabulations, estimates, contract administration and inspections for the CDBG funded Sewer Improvements Project for the following streets (East Drive, Stark Street, Oliver Street, Howell Street, Roberts Street, Hawthorne Ave., Ivanhoe Ave., and Tennyson Ave.) located in Sheffield Lake, Ohio, and

WHEREAS, Lorain County has been awarded a CDBG formula grant for Program Year 2017 with funds to be spent in calendar year 2018 by the Ohio Development Services Agency, Office of Community Development, and

WHEREAS, the cost of services for this project will not exceed a total of twenty-two thousand dollars ($22,000) to be paid from CDBG PY ‘17 Contract Services account no. 2060.FY17.100.116.07.6200.0000., and

WHEREAS, it is the recommendation of the Lorain County Community Development Department that Bramhall Engineering & Surveying Company, 801 Moore Road, Avon, Ohio 44011 be awarded this contract.

NOW, THEREFORE, BE IT RESOLVED BY THE: Board of County Commissioners for Lorain County, Ohio, that we hereby approve the contract between the Lorain County Commissioners and Bramhall Engineering & Surveying Company to reflect the total contract amount of twenty-two thousand dollars ($22,000).

WHEREAS, by the Lorain County Board of Commissioners that we hereby authorize and approve an agreement between the Board of County Commissioners and Poulos + Schmid Design Group, Inc. to design, prepare bid plans and specifications, bid forms, bid tabulations, estimates, contract administration and inspections for the CDBG funded Joyce Hanks Community Center Addition Project in Sheffield Lake, Ohio and

WHEREAS, Lorain County has been awarded a CDBG formula grant for Program Year 2017 with funds to be spent in calendar year 2018 by the Ohio Development Services Agency, Office of Community Development, and

WHEREAS, the cost of services for this project will not exceed a total of twenty five thousand three hundred dollars ($25,300) to be paid from CDBG PY ‘17 Contract Services account no. 2060.FY17.100.116.07.6200.0000. Cost exceeding this amount will be paid by the City of Sheffield Lake, and

WHEREAS, it is the recommendation of the Lorain County Community Development Department that Poulos + Schmid Design Group, Inc., 1717 E. Perkins Ave., Sandusky, Ohio 44870 be awarded this contract.

NOW, THEREFORE, BE IT RESOLVED BY THE: Board of County Commissioners for Lorain County, Ohio, that we hereby approve the contract between the Lorain County Commissioners and Poulos + Schmid Design Group, Inc. to reflect the total contract amount of twenty five thousand three hundred dollars ($25,300).

JOURNAL ENTRY Lakefront Connectivity Plan

Michelle Johnson, Environmental Design Group thanked the Commissioners and explained NOACA’s TLCI planning program is a competitive grant program that funds activities that specifically facilitate and promote sustainable development, multimodal transportation, and complete and green streets. $86,000 funding from NOACA, $1,000 from Commissioners and $1,000 from MetroParks.

This planning program cannot fund activities such as: Preliminary Engineering and Design Right-of-Way Acquisition and Construction

Develop transportation projects that provide more travel options through complete streets and context sensitive solutions, increasing user safety and supporting positive public health impacts

Promote reinvestment in underutilized or vacant/abandoned properties through development concepts supported by multi-modal transportation systems

Support economic development through place-based transportation and land use recommendations, and connectthese proposals with existing assets and investments

Integrate accessibility and environmental justice into preferred recommendations Complement existing plans and proposed initiatives, and encourage collaboration between regional and community partners Engage citizens and communities through innovative public engagement and inclusive planning

The mission and goals are to Increase Economic Activities along the Lakefront Communities and Lorain County, Improve the health of residents, employees and visitors to the area. Connect non-lakefront communities in Lorain County to the waterfront, Improve the environmental impacts associated with various forms of transportation and development and Reducing air pollution caused by vehicle traffic and reducing water pollution in Lake Erie caused by storm water runoff

Here are the areas that were included in the plan and many meetings were held from April 5, 2017 – October 15, 2017

Vermilion Township, Vermilion, Lorain, Sheffield Lake and Avon Lake were the corridor jurisdiction. Beginning between Reynolds and Barnes Road in Vermilion Township all the way to Lorain/Cuyahoga County Line in Avon Lake

Also looked at existing bike/trail connections to Lake Erie.

Vermilion lakefront park conceptual site plan is off Lake Road by Baumhart Road and working with IRG with the car lot. It is a much wooded, wetland area now. Would have a overlook sitting area of the lake and railroad

Lorain has a concept on their riverfront redevelopment conceptual site plan adding a medium conference center with residential/commercial mix and an area that feels/looks like a beach, getting you as close to the water.

Sheffield Lake has a marina district conceptual site plan using their existing boat launch and shopping center area, with residential/commercial area and reconfiguring the angle of the launch

Avon Lake has a lakefront district conceptual site plan east of existing power plan to use their existing district center with historic train station. This will also have a look like beach, getting you as close to the water.

Ms. Johnson stated that this will take many years and is a private/public partnership, costing around $32 million.Commissioner Lundy said many meeting were held with various discussions and this jurisdiction submitted their recommendations

based on the feedback received as well as what would fit in spaces that were available. He also likes the idea of the beach feel/look. Ms. Johnson said these areas in the long term will save on operation/maintenance costs because putting a real beach down will erode over time

Commissioner Kalo and Kokoski thanked her for the presentation

Grace Gallucci, Executive Director – NOACA thanked Ms. Johnson for her work on this concept plan. She stated that NOACA is pleased to provide the funds to contribute to economic development and stresses how transportation and transportation infrastructure is the foundation with mobility accessibility.

Commissioner Kalo thanked NOACA for the TLCI grant. Commissioner Lundy thanked NOACA for their leadership and is pleased how professional and helpful NOACA is and this is how

collaborative partnerships workMs. Gallucci also thanked Commissioner Kalo and Lundy for being members on the board

Mayor Forthofer, Vermilion thanked everyone that has and continues to be involved with this project. Vermilion is a unique small community that embraces the Lake and they are 100% behind this and willing to do what is necessary and thanked the Commissioners, NOACA and the residents that gave their input

Commissioner Lundy said the other Mayors were unable to attend today but Pat Hastings; Service Director Sheffield Lake is present and asked if he had anything to say, Mr. Hastings said no. Commissioner Lundy said these plans are great and it will not happen overnight but hope that investors come aboard and thanked everyone. ___________________(discussion was held on the above)

Mr. Cordes said he signed a grant for the Department of Labor through WDA for funds on reentry into the community for probation/parolees. Commissioner Kokoski said he should discuss this at the next Correction Board meeting.

A lot of owners have their personnel buildings on easements. Mr. Cordes said people are not allowed to build within or on easements and the City of Vermilion issued these. He said a drainage easement is a utility; many people do not look at their deeds. He stated the Township applied for a grant to clean this ditch and until the ditch is actually viewed is when you see what the issues are and how you it can be resolved. Commissioner Kokoski said Assistant Prosecutor Innes was even presented. Clerk stated the hearing is June 5
