CHAPTER-I

INTRODUCTION

Morigaon has traditionally been the symbol of the ferocity and extent of

floods in Assam. The annual floods used to leave silt on the agricultural fields making

them more fertile every year and were a boon for the farmers. However, its intensity has

increased over the years which lead to the destruction of crops, human settlements, roads,

bridges etc. and loss of human and animal life. Every year large areas in the district are

inundated and considerable tracts of land is swallowed up by erosion.

The tributaries of the Brahmaputra on both banks have considerable hill

catchments especially in upper stream. The heavy monsoon rains that fall on these hills

soften the top soil on the steep slopes. The streams and rivers carry these sediments down

the steep hill slopes and these sediments are deposited on their beds, thus choking the

channels. The resultant rising of the bed naturally reduced the volume of the channels

The heavy water and silt discharges occurring in upper region of the rivers during the peak

monsoon find their way through numerous streams and rivulets resulting in excessive

spilling over on the banks of the rivers and their tributaries and consequent water logging

in extensive areas of the plains of the district.

MORIGAON AT A GLANCE

LOCATION : It is situated between 26.15 degrees North & 26.5 degrees North latitude and between 92 degrees East and 95.5 degrees East longitude.

POPULATION : 9.57 Lakhs (as per 2011 Census)

AREA : 1450.02 Sq. Kms.

ADMINISTRATIVE UNITS:

● The district has only one Head Quarter sub-division i.e. Morigaon.

● The Morigaon district has five revenue circles namely Morigaon, Mayong, Bhuragaon,

Laharighat and Mikirbheta.

● The District has five Developments Block i.e. Bhurbondha, Kopili,Mayong, Moirabari

and Laharighat.

CLIMATE :

Sub -tropical with semi dry hot in summer and cold in winter.

Annual rainfall : ` Ranges between 1500 mm. to 2600 mm.

Average humidity : 75 %

Max. tamp. : 37-39 degree C.

Min. temp. : 6-7 degree C.

TOPOGRAPHY: The district is bound by the mighty Brahmaputra river on the North,

Karbi Anglong district on the South, Nagaon district on the East and

Kamrup district on the West.

RIVERS: The mighty Brahmaputra flows along the northern boundary of the

district. Killing, Kollong and Kapile rivers flows through the southern

part of the district.

FLOOD IN THE DISTRICT- A HISTORICAL PERSPECTIVE

In the year 1989, Morigaon District started functioning officially being

carved out of the erstwhile Morigaon Civil Sub-Division of Nagaon District. However, since

1989 the district has been witnessing major floods in quick successive years till 2001

caused by the rivers Brahmaputra, Kopili, Kollong and Killing. In the year 2002, the

unprecedented flood commenced from 22nd July in which the highest water level of the

Brahmaputra was 58.96 Mtrs (on 27/07/2002) against the danger level of 57.50 Mtrs. Out

of the total district area of 1450.02 sq. km, the affected area covered 908.66 Sq. km.

involving 484 villages and an affected crop area of 25,850 Hects. The 2002 flood caused

huge damage to roads, bridges, embankments and school buildings.

In the year 2003 the flood commenced on 4th July, the highest level of the

Brahmaputra being 58.64 Mtrs on 11.7.2003 and disastrously affected 881.68 Sq. Km. of

the total area of which the affected crop area was 13,508 Hect. The 2003 flood affected 5,

31,522 Nos. of the total population covering 398 villages. This wave of flood resulted in

loss of 8 Nos. of human lives and damage to 20,588 dwelling houses apart from the

irreparable damage to the existing communication and protective infrastructure of the

district.

OCCURRENCE OF FLOODS

Flood occurs generally in the low lying areas of the district during May to

August every year. Late flood during the later part of September & October is also a

possibility.

REASONS FOR VULNERABILITY

► Annual Rainfall: - Ranges between 1500 mm. To 2600mm and is concentrated in 4

months of June – September.

► The occurrence of flood in the district is due to the river Brahmaputra and its

tributaries- Killing, Kopili and Kollong etc.

► Morigaon district is located on the banks of the mighty river Brahmaputra.

► As a result of large-scale erosion in the increasingly agriculture land, deposition of

the sediments in the riverbed takes place and as a result channel's carrying capacity

is reduced and flash out of rain water in the catchments areas.

► Population concentration in the most vulnerable areas. Even char areas are densely

populated despite harsh living conditions.

LESSON FROM MORIGAON FLOOD:

Although the District Administration has successfully managed the disaster caused by hazards like flood in every year, but there have been a number of lessons that need to be learnt.

1. During flood, the major roads communication gets completely disrupted, the relief operation cannot be carried out from single location. An alternative Route Map need to be in place.

2. Sufficient stocks of food grains and cattle feeds need to be stored in several locations from where the relief operations can be carried out without hindrances.

3. Identification and creation of sufficient numbers of safe shelters; It was observed that there had not been sufficient numbers of safe shelters for evacuation of the marooned people as most of the areas were submerged and the only high lands, i.e.

Rocky Hills were not suitable for shelters. Most of the people therefore took shelters on the portions of PWD roads along with their cattle which were not submerged and embankments wherever available. The raised plate forms constructed for the purpose of shelters and relief operation is not maintained by the concerned deptt. and community itself. Most of the plate forms are devoid of provision of sanitation and drinking water facility.

3. The health of expectant mother should be taken care during flood. As health delivery system at the community has strengthened in recent year, the register for pregnant women in the community should be strictly monitored and institutionalized, if there is a chance of delivery during flood. Every relief camp should have strong vigil of health department and should have sufficient stock of WHO, ORS.

5. The telecommunication network got completely disrupted during the recent flood. The wireless system available with the district police appeared to have been the only reliable mode of communication during the actual disaster.

6. Panic reaction of the people regarding release of Dam water should be taken care by informing actual situation through public information system specially to the urban population.

7. Cry of the flood is Drinking water and sanitation. Concerned deptt. Should have sufficient stock of water purifying agent in affected areas and should conduct Awareness activities on Indigenous Technology based water purify process at the community. It is also worth to mentioned that deptt. should equipped with portable sanitary pit so that these could be install in shelters place at any time.

ACTION STRATEGY:-

In order to meet the disaster triggered by floods in the district the following strategy is adopted:-

1. The relief operation shall be carried on strictly as per Assam Relief Manual.

2. The overall relief operation shall be carried out by a Core Committee headed by

Deputy Commissioner. The Core Committee (CC) shall be supported by logistics

committee which will ensure logistic for carrying out the search and rescue

operation and the relief activities and the procurement Committee which shall

ensure adequate availability of the relief materials in the district. The CC will also

supported by Medical Action Team, Agriculture Action Team, Vetenary Action

Team and PHE Action Team.

3. There would be 24X7 hours Flood Control Room (District Disaster Information and

Response Centre) for better co-ordination and co-operation among various line

departments and assisting agency.

4. Assistance from all concerned including Army, NDRF, CRPF, IAF,SDRF and public

undertaking such as HPCL, NGOs, CBOs, and UN Agency and other International

Development and Humanitarian agency shall be taken for the purpose of Search

and rescue, evacuation, Health and Hygiene and relief operation in the district.

5. Relief operation will be conducted from three centers viz. Morigaon, Jagiroad and Moirabari that would be supported by sufficient numbers of officers and staff. Each centre will be equipped with adequate numbers of Boats, Vehicle and other resource inventories essential for disaster management.

6. The district shall have be divided in to several Zones each managed by Circle Officer

or BDOs.

7. In case any of the Zonal HQ gets submerged the operation shall be carried on from

the nearest relief Centers or any other suitable locations from where the HQ

Control Room shall have close contact with the concerning Zone round the clock.

CONTROL AND WARNING TEAM:-

The District Disaster Information and Response Centre (District Control

Room) will operate round the clock throughout the year. Besides, a separate Control and

Warning cell especially for flood will operate round the clock to collect and disseminate the

information regarding weather forecasting and send warning signal to various

destinations. The cell will be headed by the local head of Assam Police Radio Organization

(APRO) and he will be assisted by sub-divisional Publicity and Public Relation Officer.

SEARCH AND RESCUE AND EVACUATION TEAM:-

The immediate need at the time of onslaught of flood is to rescue the

marooned people. The district Team will consist under the leadership of Superintendent of

Police and he will be assisted by other officers. The assistance from NDRF, Army, CRPF,

IAF and other agencies shall be taken whenever necessary.

SHELTER MANAGEMENT TEAM:-

It is expected that the affected people after evacuation shall be brought to safe

shelter- relief camps as provided under Assam Relief Manual. This team is headed by the

ADC (Development).This team is supported by other sub-ordinate officers and staff as and

when necessary by involving the line departments.

HEALTH MANAGEMENT TEAM:-

In order to provide prompt and adequate first aid and primary medical

service to the victim and cross- check the break down of epidemic in the flood affected

areas there will be Health Management team under the leadership of Jt. Director of

DHS.Special Mobile Medical team will be constituted with the help of Boat clinic to reach

out to the affected people. Health deptt. Will make special vigil about the health condition

of expectant mother and children in the affected areas and all grass root health

functionaries may be instructed in this regard.

DRINKING WATER AND SANITATION:-

It is vital to provide the fresh and pure water to flood affected people and

have to take care of general sanitation condition in shelter centre. This operation is

conducted through Drinking water and Sanitation Committee headed by EE PHE.

ANIMAL HUSBANDRY AND VETERINARY CARE:-

The Animal husbandry and Veterinary shall look after need of the affected

cattle population of the district. under the leadership of District AH&V Officer.

AGRICULTURE:-

The agriculture usually gets seriously affected by flood. Although there is no

need for immediate relief, there is urgent need for proper assessment of the damages at the

time of flood so that farmers get due benefit of rehabilitation measures. Agriculture aspects

will be looked by a team under the leadership of District Agriculture Officer.

LAW AND ORDER:-

Maintenance of Law & order during the time of food in the district shall be

the responsibility of the DC and SP of the District. The Suptd. Of Police, Morigaon shall

make a detailed plan for Maintenance of law and order and act accordingly.

The damage assessment will be conducted by the Revenue Department as per the

revised CRF guideline issued by Government of India, Ministry of Home.
