    #e+elopment 5ana (+t% 5td on 1.11.2003 at olomo./he pro'ect consists

    of two phases where the second phase of the pro'ect is awarded to the same

    construction compan) onl) upon the success of the phase one.$s the phase

    construction of the Waunugoda "aaraduwa pilot pro'ects started.

    measuring success of the pilot pro'ect is the construction of housing units )

    shortcomings.
