Building homes that people can a� ord
“AFFORDABLE HOUSING” and
“housing a ordability” are not the
same thing but addressing one can
impact the other.
Simply put, a ordable housing
is housing for people in need. This
can include seniors, young families,
low and moderate income workers,
people with special needs and the
homeless. There are many kinds
of a ordable housing and it can
include low-cost market housing as
well as subsidized rental housing.
Housing a ordability is the degree
to which housing is attainable to
anyone, at any income level.
We all recognize that the GTA is
in need of a ordable housing and
that there are challenges in building
more of it. One of the biggest
challenges stems from a lack of
federal and provincial government
funding and incentives. Over the last
few decades, delivering a ordable
housing has largely shifted to
municipalities and social agencies,
who have limited resources and turn
to private developers.
At the same time, we know that
it is becoming harder for many
people in the GTA to fi nd homes
at prices they can a ord. Currently
the average price of a new single-
detached home is more than

The GTA needs both more
a ordable housing and homes that
people of all income levels can
a ord to purchase. We need to
ensure that we increase the amount
of a ordable housing without
impacting the a ordability of
housing for everyone.
Policies and programs that
make housing more expensive for
everyone should be avoided. There
are unintended consequences when
municipalities mandate the inclusion
of a set number of a ordable
housing units within a market
building or project. It’s not cheaper
to build them. The cost to create
a ordable homes is spread across
the other units and is ultimately paid
by the other homebuyers.
So how can we make it happen
without a ecting the ability for
people to still buy homes?
Municipalities can leverage the
land that they own and include the
cost of delivering a ordable housing
units in the asking price. Adding the
cost of providing a ordable housing
units after the land is purchased can
make the project unfeasible.
Other ways include municipalities
working with the development
industry to save time and money,
especially when a project that
includes a ordable housing units is
going through the planning process.
Cities can also encourage the
construction of a ordable housing
by updating their zoning by-laws
and determining from the outset
where this type of housing is
needed. They can o er incentives
to support the business case for an
a ordable housing project or units
within a development.
Incentives could be fi nancial
such as phasing, deferring or
waiving development charges, but
others could be reducing parking
requirements or the parkland
dedication required.
Most importantly, the need for
a ordable housing cannot outweigh
the need to keep all homes in the GTA
a ordable for people to purchase.

37 startling facts about Toronto real
estate. But there is one very, very
startling number when it comes to
homebuying in Canada’s largest
housing market – 37.
That number is now the average
age for fi rst-time homebuyers in
Toronto.
Yes, you read that right. Thirty-
seven.
Canada Mortgage and Housing
Corp. dropped this little tidbit at its
Housing Outlook Conference in
Toronto recently.
And while it might be an
exaggeration to say the audience
gasped when hearing this new
fact, there was defi nitely an audible
reaction from the crowd of builders,
realtors, lenders and others in the
industry.
“I know, it’s a shock, right?” Dana
Senagama, principal market analyst
for the GTA at CMHC, told New
Home Guide.
She clarifi es that that fi gure applies
to the Toronto CMA, which does not
include Burlington or Oshawa.
“It’s a fairly mature age, but I don’t
think it should come as any great
surprise… mid-30s, by the time you’ve
gone to college, paid o� your debts
and gotten married and thinking
about settling, down… But, yeah, it’s
getting up there.”

there” is even more startling when
you compare it to the national
number – which, according to
various sources, comes in closer to
37 startling facts about Toronto real estate

29. One estimate suggests two-thirds
of fi rst-time buyers in Canada are
younger than 35, and almost half are
between 25 and 34.
What’s responsible for the disparity?
The tremendous price growth in
Toronto real estate.
According to the latest House
Price Survey from Royal LePage, the
average price of a home in Toronto
in the third quarter of 2015 was
$639,970, up 11.2 per cent from
$575,640 in the third quarter of 2014.
(In comparison, and to Senagama’s
point regarding Oshawa, the average
price in that market for the same
period was $364,366, up 9.7 per cent
from $332,151.)
Prices for new homes are even less
welcoming for fi rst-timers in Toronto.
The average price of new
townhomes, semi-detached and
detached homes in the GTA climbed
to a record-setting $811,579,
according to RealNet Canada Inc.
Highrises are clearly more in the
range for fi rst-time buyers. The price
in this housing type in September
2015 was $441,156, o� only slightly
from September 2014 when the
average price was $450,014.
“Just because the prices are high
in Toronto, doesn’t mean that choice
doesn’t exist,” says Senagama. “It
just means that you may have to
compromise in your location and the
type of house you want to purchase.
“If you’re thinking of downtown
Toronto, given the current house
prices, especially in lowrise, even
a town (home), prices may be out
of reach for the typical fi rst-time
buyer. But condos are out there, the
price point is signifi cantly lower than
lowrise. You do have choice.”
First-time buyers intent on buying
a lowrise home may want to look
outside the city, she says.
“Look in Peel region, in areas like
Milton and Halton, or in the Durham
region, particularly Whitby and
Oshawa and those areas.”

AS THE CREDIT SYSTEM continues
to evolve in Canada, consumers are
getting increasingly confused with
a greater variety of credit products
from a greater variety of fi nancial
institutions. In fact, the average
Canadian gets more correspondence
from fi nancial institutions than they
do from family and friends combined
(what have we come to?). To further
complicate matters, institutions are
granting credit to consumers at a
pace never seen before.
The combination of increasingly
sophisticated marketing techniques
to consumers coupled with more and
more available credit truly becomes
too much temptation for many
people to bear. Consumer debt is a
major issue in North America. The
concept of keeping up with the Jones
has destroyed both people’s fi nancial
health and their personal lives. What
I am here to tell you is that you don’t
need to fall into this trap!
Here are some simple guidelines
that will prevent you from becoming
yet another consumer credit victim:
1. Control spending by knowing exactly where every dollar goes.
Tracking your spending habits in detail
periodically will enlighten you in ways
that you never considered. While
doing this on a monthly basis is not
realistic, try to do this in detail for at
least one month a year.
Helpful tip: If you and your spouse
spend $3 per day on co� ee, this
totals $1,095 per year. Depending on
your tax bracket, this amount could
represent over $2,000 in pre-tax
income. Is the free co� ee at your
o� ce that bad?

2. Watch your liquidity closely.
Liquidity refers to your or your family’s
ability to pay its short-term debt
obligations. Watching what available
funds you have to pay upcoming debt
obligations is fundamental to avoiding
credit problems.
Helpful tip: Think carefully before
using purchase programs that require
no payments for a set period. If you
can’t a� ord to pay for it now, should
you buy it?
3. Develop a realistic budget and live by it always.
A good budget must have specifi c
fi nancial goals with a clearly defi ned
time horizon. Be sure to take into
account all of your payments,
including loans, utilities and dry
cleaning. If you pay for it monthly,
it should be allocated in your
budget. You can’t be too detailed.
Most fi nancially successful people
are excellent fi nancial planners.
They have investment plans, loan
repayment plans and a clear idea
of how much time they need
before they can purchase big-ticket
consumer items.
Helpful tip: Also be sure to budget
for some kind of treat on a periodic
basis. All work and no play often
results in failure.
While these rules seem fairly
simple, they are a little like a diet
– easy to start but tough to follow
through. Despite popular opinion,
material items will not bring you
happiness.
While it may not seem like it today,
forgoing that purchase to save for
your child’s education (or your
retirement) may make you feel a lot
better in the long run (despite what the
commercials may lead you to believe).

TR Canadian home sales rebound in OctoberCANADIAN HOME sales increased
in October 2015 from the previous
month, according to recent statistics
from the Canadian Real Estate
Association (CREA).
The number of homes trading
hands via MLS systems of Canadian
real estate boards and associations
rose by 1.8 per cent in October
2015 compared to September. As a
result, national activity stood near
the peak recorded earlier this year
and reached the second-highest
monthly level in almost six years.
The national increase was driven
by monthly sales gains in the Lower
Mainland of British Columbia
together with the Greater Toronto
Area (GTA) and surrounding areas,
led by the York Region, Central
Toronto and Hamilton-Burlington.
The national average price
continues to be pulled upward by
sales activity in Vancouver and GTA,
Canada’s most active and expensive
housing markets. If these areas are
excluded from calculations, the
average is a more modest $339,059,
and the year-over-year gain is
2.5 per cent.
“The continuation of low interest
rates is supporting home sales
activity,” CREA President Pauline
Aunger says. “Even so, the strength
of sales activity varies by location
and price segment across Canada.
All real estate is local, and realtors
remain your best source for
information about sales and listings
where you live or might like to in
the future.”
“October extended resale housing
market trends of recent months,”
says Gregory Klump, CREA’s chief
economist. “Single-detached homes
continue to be in short supply while
demand for them remains strong in
a number of active and populous
housing markets in British Columbia
and Ontario. Meanwhile, an ample
supply of condo apartments
remains. The balance between
supply and demand is generally
tighter for single detached homes
than it is for condo apartments and
that’s unlikely to change any time
soon. For that reason, price gains
for single-detached homes should
continue to outstrip those for condo
apartment units for some time.”
Actual (not seasonally adjusted)
sales were up from year-ago levels
in half of all local markets, led by the
Lower Mainland region of BC, the
GTA and Montreal. Gains there were
largely o� set by a drop in activity
in the Calgary region, where sales
were down considerably from the
record set last year for transactions
during the month of October.
Year-over-year price growth
slowed in October for one- and
two-storey single-family homes,
but picked up for townhouse and
condo units.
Two-storey single-family homes
continue to post the biggest
year-over-year price gains (8.7
per cent), followed by one-storey
single-family homes (6.02 per cent),
townhouse units (4.9 per cent) and
condos (4.4 per cent).
Year-over-year price growth
varied among housing markets
tracked by the index. Vancouver
(15.33 per cent) and the GTA (10.33
per cent) continue to post double-
digit year-over-year price increases.
Meanwhile, price gains in the Fraser
Valley have accelerated to
10.5 per cent.
Prices in Calgary edged down
by about one per cent on a year-
over-year basis in October and
slipped lower by about 1.5 per cent
in Saskatoon. Prices also fell by a
slightly more than four per cent
in Regina, extending year-over-year
price declines there that began
in 2013.
Prices in Ottawa remained stable
compared to a year ago, and were
up from October 2014 levels in
Montreal (1.4 per cent) and Moncton
(3.8 per cent).

THE HOLIDAYS ARE such a special
time of year, and one of my
favourite ways to get in the spirit is
by decorating my townhome. Some
people may think that because they
live in a condo or townhome, that
it’s di� cult to fi nd the space – or
storage – to do so. But that’s not
the case. Here are some tips on how
to bring the holidays to your home
with maximum impact, no matter
how small your space.
Let there be light
Lights bring a casual, unadorned
quality to a space that is very
charming. To add an instant burst
of charm, run twinkle lights along a
mantle or around a door or window
frame. Most lights are LED now and
come in warm or cool tones. Some
are very small but give o� a lot of light
because they’re densely packed on
a strand. To up the wow factor, wrap
these around a chandelier.
Condo-sized trees
Whether you prefer real or artifi cial,
trees come in a range of sizes. Where
and how you wish to place them
will determine the size you need.
Place a group of tabletop trees on
a long rectangular table or mantle
or place one single tree on a round
co� ee table. The tree becomes the
centrepiece and you can easily move
it around your home.
Artifi cial trees are great for storage.
Many have bendable arms to create the
shape you want and when the season is
over you can pack them away easily.
Ornaments
To create a fun festive mood, fi ll a
large bowl with a mixture of brightly
coloured round ornaments. This
looks great as a centrepiece for your
dining room table or co� ee table.
The number of ornaments in one
bowl creates impact. I love hanging
ornaments from strings or ribbons at
di� erent lengths from a chandelier;
and let’s not forget about stockings
on the fi replace.
The front door is the fi rst space to
make a statement no matter how large
or small your home. Create the holiday
atmosphere by hanging a wreath,
mistletoe or homemade decorations.
Real greenery
Incorporating real greenery into your
decor is so simple and charming. Put
pine branches in a vase with water
and leave them as is or add a few
pinecones. Nothing says the holidays
like the smell of pine. Laurels in real
cedar or pine are lovely when draped
over a mantle, around a door frame
or along a staircase.

The most important advice I can give
is this: research everything ahead of
time and don’t allow yourself to be
pressured by anyone.
What can you a� ord?
Review your available cash for
deposit, and annual income to pay a
mortgage and expenses. Then speak
to the mortgage specialists at the
bank you deal with and speak to a
reputable mortgage broker. Find out
how much money you can borrow
and how much of a deposit you’ll
need to put down. This will allow you
to focus on homes you can a� ord.
Do you want a condo or a freehold?
Condo living provides a carefree
lifestyle, but you pay additional
monthly common expenses and
sometimes others determine how
the amenities, if not your unit itself,
can be used. Freehold provides the
freedom to do what you want, but

Once you determine what kind
of home you want, you need to
decide new or resale. If new, the

Find the right lawyer
A lawyer must guide you in
understanding the o� er (Agreement
of Purchase and Sale). The right
lawyer will explain how real estate
agents work, what documents you
will sign and what is to be included in
the o� er.
Your lawyer must explain all the
potential costs you will face and
what you may encounter. Arrange a
pre-agreed fee with the solicitor. Get
the fees locked in. Also, make sure
you get a free o� er review. Then have
your lawyer provide you with a list of
disbursements. This is where some
lawyers may try to charge large fax,
mail and photocopy fees. Make your
lawyer justify all expenditures that
don’t make sense.
Miscellaneous
Do you have an updated will? A will
prevents sibling disputes, clarifi es
who will look after children, keeps the
government out of your a� airs, allows
for an orderly disposition of your
assets and will help guide your funeral
arrangements.
You will also need house insurance.
This is the right time to look at life and
disability insurance, to determine if
you should be insuring your mortgage
in case something happens to the
major wage-earner.
As you can see, there is a lot to
consider when buying your fi rst
home. Being prepared will help you
enjoy the experience and fi nd that
dream home.

tips to help you prepare.

Home Buyers’ Plan (HBP): The HBP
allows first-time buyers to withdraw
up to $25,000 from their RRSP to
put toward a down payment on a
home. You have up to 15 years to
repay the funds.
Prime Minister Justin Trudeau has
promised to modernize the program
to allow Canadians to dip into their
RRSPs to buy a home more than
once, including when impacted by life
changes such as job relocation, death
of a spouse or marital breakdown.
First-Time Home Buyers’ Tax Credit
(HBTC): Eligible first-time buyers can
apply for the FTHB to help offset the
costs associated with purchasing
a home, such as legal fees,
disbursements and land transfer taxes.
The credit can provide up to $750 in
federal tax relief.

use broker or a banker to secure
a mortgage, you’ll likely come to
value the relationship. In the
same CMHC survey, consumer
loyalty strengthened the
longer people stayed with
their lender. But since we’re
talking about money, people
are willing to switch lenders
to get a better rate and save – a
fact which is much more prevalent
for bankers than brokers. And
because brokers are able to offer
products from multiple lenders, as
opposed to bankers which offer
only the products of their own
institution, the market share held
by brokers is growing notably,
particularly among repeat buyers.

Straight
The most common layout for fl ooring
planks, a straight pattern is typically
the easiest to do — especially in
standard rectangular or nearly
rectangular spaces. In this format,
installation usually begins aligned
to the longest straight wall, with the
planks (or tiles) laid in parallel rows
running from one end of the room to
the other.
In a straight lay, long lines are
created that can help a room appear
longer. The linear format of the
boards acts like stripes, visually
lengthening that axis of the space.
This layout also typically involves
the fewest cuts (since many boards
will be installed with no cuts at all),
resulting in low material waste
and fewer hours of work — perfect
for DIYers or those sticking to a
strict budget.
Because a straight scheme is
so classic, it will never go out of
style. However, some other options
can create a lot more drama, or
extend the illusion of a vast space
even further.
Try this: If a space is actually too long
or narrow, such as a tight hallway
or kitchen, laying the boards or
tiles perpendicular to the long axis
will help widen the look instead of
lengthening it even further, bringing
proportion to the space.
Diagonal
A variation on a straight layout, a
diagonal layout either follows one
angled wall (if your unit has a less
typical shape) or simply runs from
corner to corner of the largest room,
refusing to be tied down to any wall
at all!
A diagonal layout takes the
lengthening power of a straight lay
and maximizes it, creating the longest
line possible to highlight the full size
of an open plan. Diagonal lines also
naturally create a dynamic energy,
helping the eye move about the
space for a livelier atmosphere.
Because a diagonal layout meets all
or most walls at an angle, more cuts
will need to be made, and the room
for error will be higher, lengthening
the construction time (and making
work tricky for DIY installers).
This look works well in more
complex fl oor plans with no one
“best” wall to start from, and elegantly
connects adjacent spaces.
Try this: Rather than running the
diagonal line directly from corner to
corner, use a simple 45-degree angle
to keep all the cuts consistent
Herringbone
A herringbone pattern is both a
traditional staple and a returned
trend, making it a popular choice
for creating that high-end look. It’s
important though to understand the
diff erences between true herringbone
and its cousin, the “chevron” pattern.
The primary diff erence between
the two variations comes down to
cutting: a herringbone layout places
boards at right angles to each other,
creating repeated zig-zag patterns
that recall the weave of a classic
suiting material. Chevron layouts
create the same zig-zag, but with the
boards cut to meet at a 45-degree
angle, for a more clean and
contemporary eff ect.
Both of these patterns create a bold
statement and a powerful feeling of
motion. The preference for chevron’s
crisp perfection or herringbone’s
more subtle charm comes down to
personal taste.
This installation naturally
requires more time and patience
to achieve than the previous two
options. However, the extra cost
can be balanced by choosing a less
expensive material and letting the
layout deliver the drama.
Try this: Consider a herringbone
treatment for just a key area, such as
an entry vestibule or bathroom tile, to
create a moment of interest without
committing to the look everywhere.
Complex
While it’s often considered safe to
stick to the popular stand-bys,
unique designs can have their place in
your contemporary condo if you keep
an open mind. Here are a few more
ideas to get your creative fl ooring
juices fl owing:
» In a square room, try a square
layout: let the wood start from the
edges and work into the centre
in concentric layers (meeting at a
45-degree angle in the corners.)
Just make sure the installer
plans ahead to achieve a perfect
centrepoint! This look is ideal for a
dining area with a central table.
» An inset tile treatment can make a
perfect visual break in an entryway
or kitchen, and will stand up
to mucky winter boots or the
occasional dropped pot.
» Patterns will read as more
intentional when applied at a larger
scale, so if you’re planning a playful
parquet, consider using a larger

Another day, another warning: Should you pay attention to these housing market studies?

IF YOU ARE A current homeowner
contemplating selling your place,
or a prospective purchaser looking
to jump into the market, you are
probably getting a lot of mixed signals
about the health of the housing
market. One month housing starts are
up and the market is overbuilding, the
next they are down and demand has
plummeted. Prices are up which is
good, but are they up too much?
Over the last month, two new
reports on the health of the Canadian
and Toronto housing markets
were released. The Organization
for Economic Co-operation and
Development (OECD) indicated that
house prices were overvalued in
Canada in comparison to rents, and
Toronto was ripe for a correction due
to oversupply in the highrise condo
market. The Canadian Mortgage and
Housing Corp. (CMHC) mentioned
that 11 of 15 major housing markets in
Canada are overvalued, and Toronto
is showing potentially problematic
symptoms.
Do you pay attention to these
reports? I stopped giving them
credence a long time ago. A survey
I conducted of the top housing
economists in Canada for my bi-
annual Market Manuscript report
indicated that 94 per cent of analysts
felt that these studies have no
power to predict future house price
movements.
CMHC actually forecast in October
that new home prices, resale prices,
and rents will increase in 2016 and
2017 in almost all of the major
markets in Canada. So, it obviously
doesn’t think overvaluation in the
market is going to cause a decline in
values over the next two years.
In November, I had a chance to
speak at The Great Canadian Housing
Conference hosted by Veritas
Investment Research and Globe and
Mail journalist Tamsin McMahon.
Speakers from Diamondcorp and
Mattamy Homes suggested that the
introduction of the Greenbelt in the
GTA has driven up lowrise house
prices by removing developable
land, and forced many buyers to
live in highrise apartments due
to a� ordability concerns. Sean
Hildebrand of Urbanation pointed
out that 94 per cent of the units in

have already been sold, and 87 per
cent of the units under construction
are sold. I added that there shouldn’t
be widespread concern over the
highrise condo market, as many
developers are leasing out their
completed and unsold supply due to
super high rental demand.
However, the most impactful
presentation in my view was given
by veteran economist Will Dunning.
His analysis showed that Canadian
housing is not overvalued, and may
actually be undervalued. He also
pointed out that if you take the OECD
report where it compares prices to
rents and prices to incomes and
instead compare rents to incomes,
it would show that rents are 36 per
cent undervalued. This clearly shows
faulty reasoning and methodology on
behalf of the OECD.
My advice is to be extremely careful
about what you read regarding the
housing market in Toronto. If you take
a hard look, you’ll see that residential
real estate in the GTA has been on
solid footing for about 17 years. Do
your research, ask a lot of questions,
and buy what you can a� ord.
