there seems to be a lot of confusion regarding leases – basically whether they’re necessary and what can be included in them. And with good reason. There are a lot of rules that govern the rental industry.

The fact is, a lease is not legally required, but it is legally binding. Without one, a tenant and a landlord are still legally bound by the law. However, a lease is a good idea because it identifies and outlines the contract between the tenant and landlord and generally sets out a minimum tenancy length – generally 12 months. A landlord can include in the lease the terms, including price and list what expectations, amenities and utilities are included. Without a lease, there can be miscommunication.

A lease cannot include anything that contravenes the law. Items such as ‘no kids’ won’t be enforced. However items like garbage procedures and the requirement for insurance are often clauses that are included.

When you come to the end of your lease term, by law you keep the same terms, you just go from month to month (or week to week). You’re not obligated to sign a new lease, though some landlords like having the annual commitment and will ask – possibly offering some benefit in exchange.

Choosing the right neighbourhood or location is as important as the apartment you live in. Your community or neighbourhood impacts significantly on your lifestyle by virtue of its proximity to work, school, transportation, shopping and recreation, along with family and friends.

Living in a dynamic urban setting

that’s dominated by business, within

walking distance of transit, community

centre, great restaurants, shops and

entertainment offers the opportunity

for a different lifestyle than a quiet

suburban setting where you might have

more need for a car to get around, and

find a high concentration of families

and retirees. Before you begin to search

for an apartment, it’s a good idea to

establish what kind of neighbourhood

you would best enjoy living in and what

kind of lifestyle best suits your needs.

Start with a good map of the general

area – either printed or virtual– and

make a list of potential neighbourhoods in which you could consider searching.

You may want to be near the nightlife. You may want to be near the financial centre. You may want to choose an area based on specific places of worship or cultural offerings. If you have friends, relatives or co-workers who live in a particular area ask them what they like about the area they are living in; this will help you decide if it’s right for you.

If you are moving to begin a new job, your employer may be able to collect information on your behalf. Prime locations, especially those near public transit or major highways often cost more but offer many advantages, such as reduced commuting time.

Use the Internet to research potential neighbourhoods. Many real estate professionals have online neighbourhood directories that will give you some background about the special character and features of a neighbourhood you might want to consider. Prepare a list of locations that best match your personal needs and then add secondary locations that you would also consider. When evaluating a prospective neighbourhood the most important factors to consider are:

• Safety. How safe is the neighbourhood?

• Access to public transportation and major highways

• Distance to work or school and travel time either by car or public transportation

• If you have children, where would they attend school? Take some time to carefully research the schools in the neighbourhood. What parks areas are nearby?

• If you require day care, what facilities are available?

• How is the traffic in the area?

• How are the grocery shopping and other necessary services such as banks,

• What kind of recreation facilities are available in the neighbourhood? Where is the nearest branch of the public library and community centre, if these are important to you?

• How do the noise levels vary at different times of the day and would this be a factor?

• If you are a walker or if you have a dog, is the neighbourhood accessible to scenic walking trails, off-leash areas or greenspace?

• If you have health issues and need to be close to a medical clinic or hospital, is the facility close by?

• What is the general ambience of the area? Is the apartment in a primarily residential or commercial district?

• If you need to be close to an older parent or relative, this may also impact on your decision.

If you are looking to relocate to another city or province due to work or school, the Internet (Ed’s note: therentersguide.ca is a great source) offers many sites that provide listings of apartments as well as information about the general

rental climate in any given area. Depending on the site you may be able to search by province, region or major cities. Some specialized rental sites may include photographs, descriptions, links to floor plans and even virtual tours. Narrowing your search down to two or three neighbourhoods at the beginning will help simplify the process.

Why does the return of longer days and warmer temperatures trigger an urge to purge our homes of

clutter and engage in cleaning them from top to bottom? In climates with a cold winter, spring was traditionally seen as the best season for dusting because it was getting warm enough to open windows and doors and the high winds could carry the dust out of the house. In winter-weary Canada, the good weather means we can finally relegate our boots and heavy outerwear to the back of the closet. And just as birds can be seen fashioning their nests in the spring, so does a similar instinct to freshen up and “feather” our own nests suddenly manifest itself.

In tackling your own apartment, organize the task into de-cluttering and cleaning and spread it out over a period of several weeks. Before getting started, make sure you have all necessary cleaning supplies on hand (broom, vacuum, mop, bucket, cleaning cloths and enough cleaning products).

De-clutteringThoroughly clean all boots, footwear and outerwear and clean out your coat closet. Go through your collection of hats, gloves, and scarves, washing and cleaning where necessary, discarding odd gloves and organizing all into storage baskets. Wash your boot tray or hallway mat and put away in a closet until next winter.

Remove everything from your pantry and straighten up all your dry ingredients, discarding stale boxes of cereal, cookies, crackers, etc. Take an inventory of what you need and replenish with fresh spices, oils and other staples. Check under the sink and refresh your supply of sponges, cleaning products and other supplies. Go through your dishes, cutlery and cookware, discarding odd, broken items or things you never use. Treat yourself to a trip to a kitchen supply store and

purchase something that will make food preparation and serving easier, such as a good set of storage containers, some new glasses, or a special serving piece.

Spring is a good time to go through your books, CDs and DVDs. Is it time for a new media storage unit or bookshelf? Apartment storage space is limited and you don’t want to become a pack rat. Does your coffee table look like a war zone? Move everything off of it and re-evaluate what you want it to be, a focal point for the room or a catch-all for your books and papers.

Go through your upper and lower bathroom cupboards, discarding all expired cosmetics and other products. Replace and replenish soaps, body wash, shampoo, sunscreen, paper products, etc. Check the condition of your towels – if you can afford it, spring is a good time to invest in a set of new ones.

Take time to re-arrange your wardrobe, so that warm weather garments are more accessible. Wash or dry clean garments before storing them in zippered bags. Go through your closets, drawers, shoe collection, cleaning, polishing, repairing and discarding where necessary. Donate apparel you no longer use. Some apartment buildings have charity drop boxes right on the grounds; if yours doesn’t, take things you no longer need or use to a shelter or resale centre.

cleaningTurn off your refrigerator and begin by cleaning the dust off the coils (these are usually at the bottom, under the grill). Clean with a vacuum attachment or damp cloth. Remove everything from inside the refrigerator and wash the bins and shelves in hot soapy water, drying thoroughly. Defrost the freezer and wipe the interior with a solution of 2 tbs. baking soda per 1 litre hot water.Clean all the surfaces of the kitchen, including the walls, backsplashes, tops and doors of cupboards and the oven.

Clean out your files, reviewing bank statements, paid bills, contracts, household inventories, warranties and other personal documents. Clean your computer keyboard with a cotton swab; wipe the screen with a special cloth and spray cleaning solution.

Thoroughly clean or replace your mattress pad. Replace winter bedding with lighter, warm weather blankets. Clean your pillows to rid them of mould, bacteria and odours.

If you’ve been using your balcony as a storeroom, now is the time to move those snow tires, bicycles and other large items out of sight. On a warm day when the sun is not shining directly, go out and clean your balcony sliding door. Mix up a solution of one part white vinegar and one part hot water. Using a large

sponge, rub the glass with the water and vinegar solution to rub away the dirt. Wet a squeegee and wipe the glass thoroughly. Wipe the surfaces with lint-free cloths such as cloth diapers or other cloths that have not been laundered with fabric softener which will leave a residue. Clean the frames with all-purpose cleaner or more vinegar and water.

Wipe down or vacuum all furniture and other surfaces, such as windowsills and baseboards. Clean window coverings and rugs. Check the batteries in your smoke detector and ensure they are fee of dust. Moving all the furniture to clean around and underneath where possible, dust and vacuum every room in the apartment, then wash and mop all floors. Open the windows and let the fresh air and sunshine in. Now, sit down and relax and enjoy the pleasure of your clean apartment!

As Ontario’s leading advocate for quality rental housing, the Federation of Rental-housing Providers of

Ontario (FRPO) is continually looking for ways to improve the quality of life of apartment dwellers and staff in the province.

The organization created the Certified Rental Building Program (CRBP) to help apartment-seekers locate professionally operated and maintained buildings. Landlords and apartment managers whose buildings are enrolled and qualify agree to maintain stringent standards.

Tenants also have responsibilities in keeping their quality of life healthy and vibrant. The push for environmental friendliness and healthier living has a place in the today’s rental residences and can be achieved in many ways with the help of renters.

Obeying the Smoke-Free Ontario Act of 2005 is one example. Under this Act, smoking is not allowed in the common areas of apartment buildings such as elevators, hallways, stairwells, parking garages, laundry rooms, lobbies and amenity spaces. Smoking in individual apartments is not regulated, but some renters today are choosing to smoke only outdoors on their balconies or outside the building.

“Respecting the rights of everyone, smokers and non smokers alike,

leads to a healthier, safer and more harmonious living environment for all,” says Mike Chopowick, director of Policy Matters, Federation of Rental-housing Providers of Ontario.

Most people understand that outdoor air quality is affected by things such as smog and the exhaust from vehicles, but may not realize that indoor air can actually be a lot worse. This is because residents live in proximity to commonly used products that may be toxic and pollute the air that they breathe.

To avoid this scenario, tenants can do simple things such as switch to unscented cleaning products, and if they paint their walls, they can use low-VOC paints.

As time passes, we see new materials and techniques on the market that contribute to Greener, healthier, more sustainable living. Looking to the exterior, some buildings now have Green roofs with plant material that absorbs water and is easier on the city’s storm system.

Low-growing succulents are one example of plant life that helps. On some of these roofs, rainwater is collected to use for irrigating the landscaping. Plants and trees have a great impact on the environment in filtering toxins.

There may be spots around apartment buildings where well-placed trees

can even provide shade and reduce cooling costs in the summer months, and switching to non-toxic pesticides, herbicides and fertilizers for the building’s landscaping is to everyone’s benefit.

FRPO and the Greater Toronto Apartment Association (GTAA) have been assisting the Centre for Equality Rights in Accommodation (CERA) to develop voluntary guidelines and associated educational resources to promote healthier apartment buildings.

As these guidelines are developed, they will be added to the Certified Rental Building Program (CRBP) that provides apartment-seekers with a tool to help find professionally operated and maintained buildings. Based in Toronto, the GTAA represents the interests of active and concerned firms participating in the multi-family rental housing industry.
