Welcome and Introductions Madeline McClure/Diana Martinez Madeline welcomed participants on the call but because of schedule demands, she then asked Diana Martinez to take over and lead the meeting. Diana introduced the attendees present on the conference. 2. Meeting Minutes from 4/15 Diana/All Diana asked all members to review the meeting minutes from 4/15. The meeting minutes were approved with no corrections. 3. Budget Request Update: a. Informative Rider Gabe Sepulveda/ All Gabe updated the group about the information rider and what was advised re: separating the HVC and NFP line items. An information rider was pursued in order to ensure that the money in the base budget for NFP would remain intact, and that any additional funds that are secured this session for home visiting would be placed in the Texas Home Visitation sub strategy. Gabe drafted the amendment that will hopefully be approved during conference committee. NFP went around and distributed the information to all key appropriations members. The rider language that was presented to the HVC is below: Amend C.S.S.B.1, on Page II102_add the following: (1) To the Health and Human Services bill pattern add the following text: Out of the funds appropriated for Strategy A.1.1 Enterprise Oversight and Policy, $17.8 million will be allocated directly to the Nurse Family Partnership (NFP) sub strategy under the Health and Human Services bill pattern for the purposes of funding the NFP program sites and administration for the biennium. Additional funds made available for Home Visitation Programs in Texas, contingent on passage of related legislation and appropriations, shall be allocated to the Texas Home Visitation Programs sub strategy under the HHS bill pattern. All additional funds placed in the Home Visitation Programs sub strategy shall be made available through the agency for all qualified home visitation programs to apply for additional program funding as laid out by agency rules and related guiding legislation.

2. Meeting  Minutes  from  4/15                        Diana/All  Diana  asked  all  members  to  review  the  meeting  minutes  from  4/15.  The  meeting  minutes  were  approved  with  no  corrections.

             b.  SB  1836         Diana  

Diana  announced  that  SB  1836  was  heard  in  the  Senate  HHS  committee  on  4/23,  and  it  was  voted  out  unanimously  and  recommended  for  the  Local  calendar;  however,  we  are  hoping  that  it  will  be  placed  on  the  Intent  calendar  so  that  it  can  get  out  sooner.    

           c.  Conference  Committee                      Diana/Will/Gabe  Ø Leg  Meetings  with  Conferees  

Diana  mentioned  that  TexProtects  was  able  to  get  around  to  all  conference  committee  members  to  discuss  funding.  Gabe  and  Will  were  able  to  join  a  majority  of  the  meetings  as  well.  Most  of  the  meetings  were  simply  follow-­‐ups  as  a  majority  of  the  members  are  knowledgeable  about  HV  and  were  aware  of  programs  in  their  districts.    Diana  listed  the  conferees  for  those  who  were  not  familiar.  From  the  Senate,  the  conferees  are  Sen.  Duncan,  Sen.  Nelson,  Sen.  Whitmire,  Sen.  Williams  and  Sen.  Hinojosa.  From  the  House  the  conferees  are  Rep.  Pitts,  Rep.  Sylvester  Turner,  Rep.  Otto,  Rep.  Zerwas  and  Rep.  Crownover.    

4. Legislative  Updates  on  SB  426                                                                                                                                          Diana/All  The  House  Human  Service  committee  hearing  on  SB  426  is  tomorrow  afternoon  (4/30).  It  will  not  likely  happen  until  late  in  the  afternoon.  Sophie  will  send  out  an  email  to  the  HVC  with  a  more  approximate  time  this  evening  or  tomorrow  morning.  Diana  and  April  went  around  to  all  offices  of  committee  members  on  Friday  to  remind  members  about  the  intent  of  the  bill.      As  of  now,  Madeline  and  someone  from  Any  Baby  Can  will  provide  testimony.  Diana  asked  who  would  be  able  to  attend  and  drop  a  card  in  support;  Will  and  Gabe  intend  to  do  so.  Diana  noted  that  for  the  House  system,  you  can  go  register  a  card  in  support  of  the  bill  at  any  time  during  the  day  and  that  you  do  not  need  to  be  present  during  the  hearing  to  do  so.    Diana  requested  for  those  who  cannot  make  it  to  the  hearing  to  call  the  Human  Service  committee  members  that  represent  where  they  have  programs,  and  ask  them  to  support  the  bill.    

5. OAG  Language  Request  Update                  April  Wilson/Will  Francis  April  gave  a  brief  update  on  the  OAG  language.  The  OAG  approved  the  language  that  the  HVC  provided  to  them  regarding  father  involvement  into  SB  426;  however,  the  request  to  include  the  approved  language  was  declined  by  Senator  Nelson.  It  is  likely  this  was  done  so  that  the  bill  movement  would  not  slow  down.    Diana  mentioned  the  possibility  of  the  HVC  sending  a  letter  to  HHSC  after  session  requesting  that  they  make  this  a  requirement  for  HV  programs  receiving  funding.      

6. Possible  New  Collaborative  Members                        Diana/All  Diana  began  the  discussion  about  who  to  include  as  new  collaborative  members  into  the  HVC.  The  two  that  the  HVC  had  previously  discussed  included  the  United  Ways  and  the  Children’s  Shelter  in  San  Antonio.    

Ø United  Ways  There  are  two  United  Ways  that  have  contracts  with  HHSC  to  help  oversee  and  provide  some  technical  support  and  ensure  the  early  childhood  comprehensive  system  of  care  is  functioning  appropriately  across  the  state.  The  two  UW  

involved  in  this  are  Dallas  and  Corpus  Christi.    However,  April  agreed  to  confirm  this  information.  These  sites  also  do  some  home  visiting  and  provide  funds  to  local  agencies  to  implement  HV  as  well.    Diana  asked  the  group  if  anyone  opposed  extending  the  invitation  to  these  two  sites.  Carla  suggested  that  we  open  the  invite  to  all  of  the  other  providers  participating  in  the  ECCSC,  not  just  the  United  Way  locations.  The  group  agreed  to  wait  to  extend  invites  until  it  became  clear  who  the  HVC  should  invite.  Carla  mentioned  that  she  would  provide  a  list  of  other  programs  she  thought  should  be  included.    Diana  and  Will  both  agreed  that  collaborative  members  should  add  something  to  the  group  and  be  actively  involved  with  helping  the  HVC  goals.  

Ø Next,  it  was  discussed  that  the  Children’s  Shelter  should  receive  an  invite  to  join  the  Consortium.  Diana  mentioned  that  they  provide  NFP  and  are  doing  a  lot  of  work  on  the  juvenile  system.  They  are  very  enthusiastic  and  requested  joining  the  Consortium.  All  members  agreed  to  extend  an  invitation  to  the  Children’s  Shelter  to  join  as  a  collaborative  member.    

7. Around  the  Room                                                                                                  All  Diana  asked  each  member  to  provide  updates.    Carla  added  that  HIPPY  is  coming  to  the  end  of  their  program  year  and  that  she  has  been  busy  doing  site  visits.  Natalie  from  Healthy  Families  noted  that  their  Austin  program  will  be  expanding.  They  will  be  adding  one  supervisor  and  two  additional  home  visitors.  Will  and  PAT  have  been  talking  to  the  PAT  national  office,  and  they  plan  to  apply  for  a  large  grant  that  will  hopefully  bring  new  funding  to  Texas.  He  also  plans  to  send  out  information  to  the  Consortium  on  the  HV  RFP  once  he  receives  more  clarity.  Laura  noted  that  NFP  added  a  new  national  service  office  nurse  consultant  who  will  be  largely  responsible  for  working  closely  with  the  team  at  HHSC.      

8. Next  Meeting                      Sophie/All  The  next  meeting  is  scheduled  for  next  week  Monday,  May  6th  at  11:00  am.  TexProtects  will  send  out  an  email  confirming  the  date  of  the  next  meeting.  TexProtects  also  will  send  an  invitation  to  the  Children’s  Shelter  to  join  the  HVC  as  a  collaborative  member.
