HOF due to sudden lost of neighbor signal during HO access. Thus
call returned back to old cell. Currently this area has Co-channel
cells between YODRM1_2 (107) and JLIMM1_3 (107), between cell
BETOM1_1 (119) and LPENM1_ 2 (119) and Adjacent channels between
YODRM1_2 (107), TASRM1_2 (108) and ENDAM1_1 (109).
Recommendation:#1 To retune cell YODRM1_2.
