Important Terminology

With changes in the funding of universities from 2005 there are a number of new concepts and terms. Information on the terms is included in this presentation:

CHESSN Commonwealth Higher Education Student Support Number

CLS Commonwealth Learning Scholarships

DEST Department of Employment, Science and Training

HEIMS Higher Education Information Management SystemHELP Higher Education Loan Programme (HECS, FEE & OS)SLE Student Learning Entitlement

KEY CHANGES FOR 2005• HECS is replaced by HECS-HELP and all Commonwealth supported

students will be allocated 7 years of student learning entitlement (SLE).

• PELS (the loan scheme for postgraduate coursework) is replaced by FEE-HELP and is extended to eligible domestic full fee paying undergraduate students.

• OS-HELP is available for eligible Commonwealth supported students who are approved to go on an overseas exchange.

• Commonwealth Learning Scholarships (CLS) are available to all eligible Commonwealth supported students.

• From 2005 every student in receipt of Commonwealth Assistance must have a Commonwealth Higher Education Student Support Number (CHESSN).

• SLE is an entitlement that gives eligible students access to a Commonwealth supported place;

• From 2005 all eligible Australian citizens, NZ citizens and holders of permanent visas will be entitled to 7 years of effective full-time study;

• Additional SLE is available for undergraduate programs where the normal enrolment period is longer than 6 years, honours and graduate entry bachelors programs.

What is a Commonwealth Higher Education Student Support

Number? (CHESSN)• From 2005 every student in receipt of Commonwealth

Assistance must have a CHESSN;

• This is in addition to your UQ student number;

• Used to track student learning entitlements, HECS-HELP, FEE-HELP, OS-HELP loans and Commonwealth Learning Scholarships entitlements;

• The CHESSN will be printed on your Commonwealth Assistance Notice (CAN) which will be sent to your student email account within 28 days from the census date.

Scholarship Opportunities for Undergraduate Students

• Commonwealth Learning Scholarships (CLS) for four years

–Commonwealth Education Costs (CECS) - $2042 per year

–Commonwealth Accommodation Costs (CAS) - $4084 per year

• UQ Excellence Scholarships - $6000 per year over the program duration

• Group of Eight (Go8) - $6000 per year over the program duration

• UQ Link Residential Support Scholarships - $6000 for the first year of study

IMPORTANT ENROLMENT REMINDER

Census date is the cut off date at which the University reports enrolments to the Government. If you have not finalised payment of all fees and charges by this date your enrolment will be cancelled.

What is included in Fees & Charges?

• Student Contribution Amount – previously called HECS

• Tuition fees

• Student Services Charge

• Various Administrative Charges – eg. Late enrolment charge, late payment charge

FEES & CHARGESFor domestic Commonwealth supported students

this will include:

• Student Contribution Amount that may either be:– Paid upfront either in full or part payment; – Deferred in which case you must ensure you

have provided your tax file number

• Student Services Charges

• If applicable, outstanding administrative or late enrolment fees

FEES & CHARGES (cont)For students who pay full tuition fees this may

include:

• Tuition fees - Eligible domestic undergraduate and postgraduate coursework students can defer fees through FEE-HELP.

• Student Services Charges (does not apply to international students as this is included in the tuition fees).

• If applicable, outstanding administrative or late enrolment fees.

Consequences – Late Enrolment

• For enrolment to be effective – all fees and charges must be paid;

• If fees or charges are not paid the students enrolment will be cancelled after census date;

• In exceptional circumstances students can apply to the Academic Registrar for late enrolment.

Consequences – Late Enrolment (cont.)

Eligible Commonwealth Supported Students:

• Cannot enrol a student as a Commonwealth supported student after census date;

• Cannot have HECS-HELP or FEE-Help for enrolments added after census date

Consequences – Late Enrolment (Cont)

• If late enrolment is approved (exceptional circumstances only approved by the Academic Registrar):

– Commonwealth supported students must pay full tuition fee;

– If full-fee paying student must pay full tuition fee + $200 admin charge.
